Reverse Auctions: Controversial Bidding Practice

Although reverse auctions have been utilized in the procurement of goods for many years, the availability and widespread use of the Internet has recently lead to a dramatic increase in its employment. Reverse auctions have recently found their way to a new market: procurement of construction services. As business and commerce have moved toward e-business and e-commerce, construction is drawn into such new practices. There is an ongoing debate as to whether reverse auctions are suitable equally for the procurement of both goods and services. Some contractors are concerned that reverse auctions are just another form of bid shopping. It is necessary for the construction industry to understand and evaluate the pros and cons of reverse auctions. This article discusses the procedures involved in conducting online reverse auctions and describes reverse auction practices, their advantages, and disadvantages. It also examines the legal principles of reverse auctions, potential problems, and challenges to its use.

Procurement Routes in Public Building and Construction Projects

This paper deals with procurement routes in public building and construction projects in Norway. Seen from a practical point of view, as well as from a theoretical one, it is important to improve methods for selection of procurement procedure, contract model, and compensation formats. The paper objective is to find out if public owners select a procurement route according to recommended practice. The sources are literature, support material for two software tools for selection of the procurement route, and documentation from 22 public building and construction projects in Norway. According to the literature and the support material for the two software tools, the answer to what is the proper procurement route will depend on the characteristics of each project. The documentation study implies that public owners continue to select the same procurement route as they are in the habit of. They do not consider what procurement route suits each single project, and therefore they do not select the route according to recommended practice. The paper calls for innovation and better supported selection of the procurement route in public building and construction projects.     

Procurement Effects on Coopetition in Client-Contractor Relationships

Client-contractor relationships are often criticized for being competitive and adversarial, rather than cooperative. The main purpose of this paper is to examine how construction clients’ procurement procedures affect the balance between cooperation and competition (i.e., coopetition) in client-contractor relationships. The empirical results, based on a survey to 87 Swedish construction clients, show that clients’ procurement procedures facilitate a focus on competition. It was also found that clients’ earlier experience of a certain procedure heavily affects their procurement choices, thereby preserving old behaviors. Although two-thirds of the clients wish to increase cooperation with contractors, this does not affect their procurement decisions. This study therefore concludes that the theoretical framework, based on transaction cost economics, is correct in prescribing more cooperation than is empirically observed in the construction sector. The theoretical framework can increase clients’ awareness of how procurement affects cooperation and competition, thereby serving as a basis for more unbiased and systematic procurement decisions, facilitating cooperation-based coopetition.     

Formulating Procurement Selection Criteria through Case-Based Reasoning Approach

An appropriate procurement system is a catalyst to the success of a construction project. In practice, the solutions and outcomes of previous procurement selection decisions could be extremely useful in supporting decision making. As a technique that captures and reuses experiential knowledge, case-based reasoning (CBR) has a high potential for modeling the procurement selection decision within a complex dynamic environment. This paper examines the suitability of CBR approaches for procurement selection. The process involved in procurement selection is examined first. A conceptual framework for case-based procurement selection is proposed. The structure of a prototype model on procurement selection criteria (PSC) formulation is presented in this paper. The model applies the CBR approach to procurement criteria selection irrespective of the variability in the characteristics of the client, project, and external environment.

Comparing Procurement Methods for Design-Build Projects

The design-build delivery method is increasingly used in the United States due to numerous advantages it can offer a project. An important issue associated with design-build delivery is the procurement method used to select the design-build team. It is a critical decision that involves several key project team members, including the owner, designer, and contractor organizations, and requires the owner to carefully choose the design-build procurement method that will be used to select the team that will deliver the project. This research quantitatively analyzed the correlation between the design-build procurement method and the performance of the design-build project with regard to cost, time, and quality metrics. The procurement methods studied were sole source, qualifications-based, best value, and low bid selection. Data were collected through surveys from 76 design-build projects in the United States. Based on the patterns and relationships identified from these data, a better understanding of the procurement process and how it influences project performance is achieved. The impact of project-specific factors and guidelines are presented to assist owners in selecting the design-build team procurement method that responds to their project goals.
