从我国政治经济体制转型的背景出发,以"国家—社会"关系的分析框架为依据,引入中国台湾地区社区规划师的发展经验,分析了社区规划师在我国国情下的主要作用和发展方向。     

The Pedestrian,Downtown, and the Planner

Every downtown plan recognizes the role of the pedestrian and the importance of pedestrian activity. Most plans call for special amenities such as pedestrian malls, underpasses, plazas, and arcades. Treatment of the subject has been generally subjective, based on planners' intuitions and accepted planning theory. Here the evaluation of pedestrian movements in downtown areas suggests means of measuring and projecting pedestrian traffic flow.

Role Theory and the Local Planner

Abstract

This paper examines the role of the local planner in the light of the extensive sociological and psychological literature on role theory. To provide a specific focus, the paper highlights the participatory role of NSW local planners. The paper discusses the influence of (1) the formal organization, (2) the role set, and (3) the focal person.     

John Nolen: The Background of a Pioneer Planner

The early development of modern physical planning as a separate profession in the United States coincides with the reform period in our political history known as the “progressive era.” Both phenomena were new attempts at dealing with a changed condition-the emergence of America as a culture whose traditional lifeways had become increasingly depersonal, thoroughly industrialized, and predominantly urban. Of the planners, few seem to have been better prepared to deal with the demands of a rapidly changing order than John Nolen, whose background prior to his first major works in 1909 exemplifies that mixture of ongoing attitudes and innovations necessary to meet changing cultural conditions.     

My Career as a Planner

In this essay, the author traces her development from a political scientist to an urban planner. Looking back on more than 40 years as a scholar and professor of planning, Fainstein deems issues of inequality derived from class, ethnicity, and gender to have been the focus of her teaching and scholarship. At first, she approached these questions through empirical investigations of citizen participation and theoretical exploration of the neo-Marxist literature and her early research focused on the politics of planning in American cities, the contributions of community groups, and the roles played by business interests. Later, she examined redevelopment and housing programs in London and Amsterdam to contrast these more welfare-oriented European cities to the American model and examined the relationship between gender and planning. Eventually, she brought together her empirical and theoretical research to develop a theory of urban justice and to suggest policies at the local level that were in line with these principles.     

市民社会思潮复苏下中国城市规划师的角色定位

随着中国经济的迅猛发展 ,越来越多的中国学者开始关注中国“市民社会”的构建问题 ,但是 ,对于城市规划师在市民社会中的作用还处于口号式的理解阶段 ,需要进一步的研究。本文从简述二战以来西方国家规划师角色的变迁历程入手 ,通过对“市民社会”概念以及中国市场经济条件下“市民社会”的构建特征的综述 ,指出在市民社会建构过程中 ,规划师应该利用注册规划师制度推行的契机走向社会 ,与非政府组织和社区组织一起协力参与城市的建设与发展     

时代发展需要高素质的规划师

本文主要论述新时期（市场经济下的跨世纪）需要高水平的城市规划，更需要高素质修养的规划师及其哲理。     

My 60 Years as a Planner

This article is a continuation of JAPA’s “Perspective” series that provides a view of the 60-year career of Richard S. Bolan. In those 60 years Bolan experienced four different career phases beginning with eight years of practice experience, followed by a period at the former Joint Center for Urban Studies of MIT and Harvard. From there he joined the faculty of Boston College, where he published numerous contributions to planning theory. In 1985 he moved to the Humphrey Institute at the University of Minnesota, where he engaged in international work focusing on Central and Eastern Europe and wrote about the failed role of planning in the fall of communism and essential works in environmental remedial work for an extremely polluted region. He has continued teaching since officially retiring in 1988 with current responsibilities teaching planning theory at the doctoral level. He has just completed a book being considered for publication, titled Urban Planning's Philosophical Entanglements: The Rugged Dialectical Path from Knowledge to Action.     

西方规划师职业素养的形成及启示

规划师的角色由规划实践所承担的社会活动决定。回顾西方规划师角色的演变过程可以发现,社会对规划师的素养要求随着时代演进而叠加。研究通过对英美规划师职业操守守则、高等规划教育体系的综合分析,讨论了西方规划师的三种核心职业素养的内涵及其培养重点,包括价值观、知识和技能。在此基础上,研究分析我国所处的历史阶段、城镇化所面临的新形势,提出我国规划师应从空间形态设计师走向协调型设计师,从技术型专家走向专家型社会工作者的两种角色转变趋势,同时提出了对我国未来规划师的价值观、知识和技能等核心素养的要求。
