2011年一季度以来,工程机械市场高热的惯性开始急剧消退,就在低迷的市场形势下,一场以混凝土机械行业巨变为代表的并购波涮却正在走向高潮。     

从中国竞争国际工程承包市场历程谈外向型工程管理人才的培养

中国建筑企业进军国际工程承包市场近30年以来,努力进取,不断开拓,取得了长足的发展,2006年有49家企业进入全球最大225家国际承包商行列,当年完成营业额300亿美元。但是,2005年中国1609家企业有对外承包资格,对外承包额不过217亿美元,平均国际营业额不到0．2亿美元。中国企业对外承包竞争力不强的主要原因是缺乏国际工程管理人才、整体组织协调不力、技术含量不高、管理水平不高。解决对策是强化政策扶持,发挥咨询设计的龙头带动作用;强化激励机制,稳定国际工程管理人才队伍;强化国际合作,培养外向型工程管理专业人才。

Exploring the roles of portfolio steering committees in project portfolio governance

Governing project portfolios engages different actors in organizations including portfolio managers, portfolio officers, top managers, and others who may team up as portfolio steering committees. While portfolio steering committees play a regular role in project portfolio governance, their role is still unclear. Through an in-depth multiple case study in three Danish companies, the roles of portfolio steering committees were explored. The results showed that portfolio committees may play three distinct roles in portfolio governance: a) communication and consolidation role, b) negotiation role, and c) decision making role. The results challenged the notion that portfolio committee meetings are the place and time to make collective decisions on the portfolio, rather, portfolio steering committees might unintentionally become or intentionally be used for other purposes than decision making. The empirical evidence of the study proposes that these three roles might be related to two governance design factors: frequency and duration of committee meetings.

“Social capitalism” in renewable energy generation: China and California comparisons

With a population of over 1.3 billion people, demand for renewable energy is expected to grow to a USD $12 billion market in the near term. Under Renewable Energy Law (REL) in February 2005 in the People's Republic of China (PRC) passed by the National Congress, renewable energy projects will be able to receive a range of financial incentives starting in 2006, which will more than double the PRC current renewable energy generation from 7% to 15% by 2020. Most of the increase will be in hydroelectric generated power. Nonetheless, the nation and especially the provinces are moving rapidly to develop a wide range of renewable energy generation including solar, wind, geothermal and run of the river.Because China practices “social capitalism” as expressed in it's recurrent Five Year National Plans since 1999, the national government and all the provinces have programs, unlike many western and industrialized nations, to “plan” and provide for infrastructures. This paper concerns only the energy infrastructure sector and renewable energy generation in particular. The planning process includes financial incentives and investments which are a major part of the Chinese law focused on “encouraging foreign investment industries”. The key part of the law is to guarantee long-term power purchase agreements with state owned and controlled “utilities”. In short, China may have gotten the economics of the energy sector correct in its concern for planning and finance.The paper develops these energy infrastructure ideas along with the legal and financial requirements as “lessons” learned from the USA and especially California. These lessons now apply to China and allow it to learn from the American mistakes. Empirical data will be drawn from work done in China that examine the renewable energy generation and infrastructures and hence allow the RPC and its Provinces to “leap frog ”the mistakes of other developed nations. Further lessons will be learned from provinces and related infrastructures in China, such as water, transportation, environment, waste and telecommunications. More significantly, the USA and western industrialized nations may now learn from the Chinese.     

Contributions of improved technologies to reduced residential energy growth

Energy efficiencies of residential heating and cooling equipment, appliances and structures can be significantly improved by implementing known design changes and by conducting R&D programs to develop advanced systems. These design changes are likely to be cost-effective for typical American housholds.The Oak Ridge National Laboratory (ORNL) residential energy use simulation model is used to evaluate the national energy and direct economic effects of implementing the conservation programs in the proposed National Energy Plan and offering to the market advanced technologies currently being developed by private industry and the Federal government. These changes are likely to cut residential energy use by more than 63.3 × 10¹⁸ J between now and the year 2000. The present worth of the fuel bill reductions (at a real interest rate of 8%) is $26.7 billion greater than the present worth of the extra capital cost associated with improved equipment, appliances, and structures.     

Predicting residential ozone deficits from nearby traffic

Oxides of nitrogen in fresh traffic exhaust are known to scavenge ambient ozone. However, there has only been little study of local variation in ozone resulting from variation in vehicular traffic patterns within communities. Homes of 78 children were selected from a sample of participants in 3 communities in the southern California Children's Health Study. Twenty-four hour ozone measurements were made simultaneously at a home and at a community central site monitor on two occasions between February and November 1994. Homes were geo-coded, and local residential nitrogen oxides (NOx) above regional background due to nearby traffic at each participant's home were estimated using a line source dispersion model. Measured home ozone declined in a predictable manner as modeled residential NOx increased. NOx modeled from local traffic near homes accounted for variation in ozone concentrations of as much as 17 parts per billion. We conclude that residential ozone concentrations may be over- or underestimated by measurements at a community monitor, depending on the variation in local traffic in the community. These findings may have implications for studies of health effects of traffic-related pollutants.

根据中国工程机械工业协会的统计数据．2012年．国内主要11家工程机械企业销售收入3800亿元人民币,同比增长32.4％。全国工程机械进出口贸易额为249.55亿美元．同比增长33.2％。其中进口金额90.45亿美元,同比增长7.69％：出口金额15.09亿美元。同比增长53.8％,超出了历史最高水平2008年的134亿美元,贸易顺差68.64亿美元,同比增加49.22亿美元。
