Integrated Management System – Quality, Environment, Safety (IMS-QES) combines all related components of a business into one system for easier management and operations Quality (QMS/ISO 9001), Environmental (EMS/ISO 14001), and Health & Safety (OHSAS 18001). IMS-QES has been generally used to increase operational performance in manufacturing systems. However, the economic impact of standard approach of IMS-QES remains difficult due to the lack of alignment between IMS-QES objectives and strategic management of the company (policy of IMS-QES) and also the inadequacy between the improvement processes and the cost of losses.

Therefore, the main objective of this work is to overcome this limitation. The Framework proposed approach called IM-VCF integrates concepts from IMS-QES, Value Stream Mapping and Cost Deployment tool. It is structured in ten steps. It allows a company to assure proper alignment between IMS-QES policy and business operations and identify the categories of losses. IM-VCF allows analysing critical issues and estimating the potential savings, in terms of cost. A case study taken from the application of the IM-VSF within certified QSE chemical fertiliser port is presented.  相似文献

The Environmental Protection Agency's (EPA) Office of Emergency and Remedial Response (OERR) requires environmental data of known quality to support Superfund hazardous waste site projects. The Quality Assurance Technical Support (QATS) Program is operated by Shaw Environmental and Infrastructure, Inc. to provide EPA's Analytical Operations Center (AOC) with performance evaluation samples, reference materials, on-site laboratory auditing capabilities, data audits (including electronic media data audits), methods development, and other support services. The new QATS contract awarded in November 2000 required that the QATS Program become ISO 9000 certified. In a first for an EPA contractor, the QATS staff and management successfully transformed EPA's QA/R-2 type Quality Management Plan into a Quality Management System (QMS) that complies with the requirements of the internationally recognized ISO 9002 standard and achieved certification in the United States, Canada, and throughout Europe. The presentation describes how quality system elements of ISO 9002 were implemented on an already existing quality system. The psychological and organizational challenges of the culture change in QATS' day-to-day operations will be discussed for the benefit of other ISO 9000 aspirants.  相似文献

The aim of this study was to assess whether the systematical application of the following ISO quality management system standards: ISO 9001 (Quality Management System), ISO 22000 (Food Safety Management System), ISO 14001 (Environment Management System), ISO 13425 (Medical Device Quality Management System), ISO 27001 (Information Security Management System) and ISO 16949 (Automotive Quality Management System) have had an effect on the emergence of industrial property rights in Turkey. Information was collected about the number of ISO standard certification documents that Turkish organizations received in respect of these standards between the period of 2007 and 2013. For the same period, information about the number of granted patents, petty patents, trademarks and industrial designs in Turkey were also collected. The information was analyzed by year, industrial property right type and ISO standard. A Spearman correlation analysis was also conducted to determine the strength of association between the number of certification documents and the number of granted industrial property rights. The analysis showed that some of the ISO standards had either a positive or negative linear relationship with one or more of the granted industrial property right types. Although the total number of certification documents had decreased over the time period of the study, the number of granted industrial property rights in Turkey had increased over the same period indicating that the adoption of quality managment system standards may have led to an increase in national innovation in Turkey. This observation may help to improve innovation in other countries similar to Turkey.  相似文献

In a precedent-setting decision in 1998, the International Organization for Standardization (ISO) directed ISO Technical Committee (TC) 176 on Quality Management and ISO TC 207 on Environmental Management to develop jointly a single guideline standard for auditing quality and environmental management systems. When approved, this standard would replace ISO 10011-1, ISO 10011-2, and ISO 10011-3 on quality auditing and ISO 14010, ISO 14011, and ISO 14012 on environmental auditing. A Joint Working Group (JWG) was established comprising experts from both TC 176 and TC 207 to develop the new standard, ISO 19011, Guidelines on Quality and/or Environmental Management Systems Auditing, and to incorporate lessons learned from efforts to improve compatibility between ISO 9001/9004 and ISO 14001/14004, the standards for quality and environmental management systems, respectively. Work is proceeding on the development of ISO 19011 with an expected completion in early 2002.  相似文献

Over the past decade, the most effective method of implementing a quality system has been ISO 9000 certification. Lebanese companies have recently followed the same path of adopting and improving their status in quality systems. The overwhelming belief is that ISO 9000 is, by itself, not enough. It is a first stepping-stone in the road to business excellence, but ISO 9000 does not guarantee an improvement in the product or service being offered. All indications are that Total Quality Management (TQM) is the method for improving quality as a whole. This improvement is, of course, entirely reliant on the proper implementation and understanding of the scope and underlying objectives. The relatively new adoption of TQM as an effective tool in the struggle to achieve substantial improvements in quality is made clear in the results of a survey that are presented in this article. Recommendations as how to make the transition between ISO 9000 and TQM are made, and a discussion is provided of the need for organizational change, both internal and external, within companies in the Lebanese market. The aim of this work is to present a clear representation of what is actually occurring within the Lebanese domestic market with regards to the understanding the TQM philosophy.  相似文献

While ISO 9000 certification is increasingly becoming 'a passport for business' in the marketplace, its effectiveness in enhancing an organization's performance is highly controversial. In recent years, some researchers have argued that the effectiveness of ISO 9000 is highly dependent on management's attitudes to and understanding of the standard. Specifically, we conducted empirical research in the electronics industry to study how the 'objectives of gaining ISO certification', the 'attitudes to implementation' and 'confidence of understanding the standard' among senior management affect the development of a quality management system (QMS) and subsequently organizational performance. We found that although senior management's confidence in their understanding of the standard and quality management is the most influential factor for the development of their QMS and to the induction of changes in systems, it does not improve organizational performance. On the other hand, organizations that believe the ISO 9000 should be adopted for operational objectives and serve as a system foundation for operations achieve the best organizational performance. Our research suggests that ineffectiveness of the ISO 9000 is largely due to incorrect management objectives and expectations from the standard.  相似文献

The occupational health and safety standard OHSAS 18001 has gained considerable acceptance worldwide, and firms from diverse sectors and of varying sizes have implemented it. Despite this, very few studies have analysed safety management or the safety climate in OHSAS 18001-certified organisations. The current work aims to analyse the safety climate in these organisations, identify its dimensions, and propose and test a structural equation model that will help determine the antecedents and consequences of employees’ safety behaviour. For this purpose, the authors carry out an empirical study using a sample of 131 OHSAS 18001-certified organisations located in Spain. The results show that management's commitment, and particularly communication, have an effect on safety behaviour and on safety performance, employee satisfaction, and firm competitiveness. These findings are particularly important for management since they provide evidence about the factors that should be encouraged to reduce risks and improve performance in this type of organisation.  相似文献

This study presents an investigation of the relationship between motivation for ISO 9000 certification and internalisation of practices underlying ISO 9000 standards. We use the theoretical lenses of resource-based view and institutional theory to develop our research hypotheses linking motivation with internalisation of ISO 9000 standards. These theories also provide a cogent means to understand the findings from the study. Further, the study presents the performance implications of internationalisation of ISO 9000 standards. A path model is developed that link motivation, internalisation of ISO 9000 standards and performance. Survey data from 281 ISO 9001 certified manufacturing and service organisations in Australia is used to test the research hypotheses of the study. The results suggest that internalisation of practices underlying ISO 9000 standards is affected by functionalist and institutionalist drivers. We find that internalisation of ISO 9000 standards is positively associated with operational performance, and operational performance, in turn, is positively associated with business performance. A closer examination by splitting the sample between high and low performing firms reveals that internalisation of ISO 9000 standards is associated with both functionalist and institutionalist motives in low performing firms, whereas only functionalist driver influence the internalisation of ISO 9000 standards in high performing firms. We offer theoretical and managerial implications of our findings.  相似文献

Many Saudi companies, in their journey to improve quality, efficiency and competitiveness, are pursuing and obtaining the ISO 9000 certificate. Many studies have evaluated how to implement ISO 9000 in different sectors, but none have analyzed the effectiveness of ISO 9000 certification (costs and benefits) on improving the overall quality and on meeting expectations. This study addressed these issues by investigating manufacturing organizations in Saudi Arabia that have the ISO 9000 certification. A survey questionnaire was distributed to firms throughout the kingdom. Thirty-two firms participated in the study. Results indicate that increased consistency of operations, improved service, and product quality are among the top motivators for pursuing the ISO certificate. The benefits most often experienced were improved awareness of procedural problems, better management control, keeping existing customers, increased customer satisfaction, and improved customer service. Difficulties experienced during the certification process involved time and cost, but these were not considered to be major problems. A high volume of paperwork was the main problem experienced following initial certification. Respondents in general said that the ISO 9000 certification met their expectations and that their level of satisfaction regarding the impact of ISO 9000 was high. Most recommended that other organizations pursue the certificate.  相似文献

On the whole, Japanese quality management sits rather uneasily with a certification system based on ISO standards. This is because, whereas the certification system is constructed from the purchaser's standpoint, the main stream of Japanese quality activities is from the supplier's standpoint. However, the ISO system has many advantages also for suppliers, and reassessing Japanese quality management in comparison with ISO standards and reconstructing it on the firm foundation which these standards provide, Japanese quality management will be raised to even higher levels internationally.  相似文献

Knowledge Management (KM) addresses the critical issues of organizational adoption, survival and competence in the face of an increasingly changing environment. KM embodies organizational processes that seek a synergistic combination of the data and information processing capabilities of information and communication technologies (ICT), and the creative and innovative capacity of human beings to improve ICT In that role, knowledge management will improve quality management and avoid or minimize losses and weakness that usually come from poor performance as well as increase the competitive level of the company and its ability to survive in the global marketplace. To achieve quality, all parties including the clients, company consultants, contractors, entrepreneurs, suppliers, and the governing bodies (i.e., all involved stake-holders) need to collaborate and commit to achieving quality. The design based organizations in major business and construction companies have to be quality driven to support healthy growth in today's competitive market. In the march towards vision 2020 and globalization (i.e., the one world community) of many companies, their design based organizations need to have superior quality management and knowledge management to anticipate changes. The implementation of a quality system such as the ISO 9000 Standards, Total Quality Management, or Quality Function Deployment (QFD) focuses the company's resources towards achieving faster and better results in the global market with less cost. To anticipate the needs of the marketplace and clients as the world and technology change, a new system, which we call Power Quality System (PQS), has been designed. PQS is a combination of information and communication technologies (ICT) and the creative and innovative capacity of human beings to meet the challenges of the new world business and to develop high quality products.  相似文献

Although nearly two decades have elapsed since the International Organization for Standardization (ISO) announced the ISO 9000 series standards in March 1987, there have been few attempts to explore the reasons why certified firms may fail to maintain ISO certification. In this paper, survey data from certified firms in Taiwan are used to examine the differences between firms that maintain certification and those that do not in terms of the benefits that firms felt they had obtained from certification. Multivariate analysis of covariance (MANCOVA) is used in order simultaneously to assess group differences across the 16 multiple dependent organizational benefit variables, covaried for company size and certification motives. Our findings show that those certified firms that maintain certification gain more benefits from the standards than those that do not. This study also demonstrates that firms’ motives for obtaining certification have an impact on the strength of the relationship between the maintenance of certification and the benefits gained. However, company size does not appear to affect the strength of the relationship.  相似文献

The objective of this paper is to assess the impact of the new ISO 9001:2000 standard on the Quality Management Systems (QMS) of Lebanese firms that were already certified under ISO 9000:1994. To get an accurate feedback of stakeholders in a firm, three different questionnaires were developed and distributed to management, employees, and customers respectively. Empirical results indicate that ISO 9001:2000 has improved the QMS performance of Lebanese firms over that of the 1994 edition. Nevertheless, results showed that the new standard still has some weaknesses when it comes to improving suppliers' relationships and empowering employees.  相似文献

The implementation of ISO 14000 certification in a company involves a set of costs and benefits that must be known in order to assess the investment effectively in terms of environmental quality. However, as will be shown, these figures can be difficult to calculate, mainly because of a lack of reference data or specific assessment criteria. Moreover, few companies have so far implemented an Environmental Management System. Investments in environment quality sometimes simply look like costs, but benefits do exist and these are often economically quantifiable. Such benefits depend on the choice and the pursuit of aims, on the respect of rules (e.g. no omissions) and on environmental efficiency (e.g. no waste), and can only be calculated following an in-depth analysis of the system. A first and approximate estimate of these costs and benefits has been obtained for a number of real industrial cases, mainly in the chemical field, and the survey results are given in this paper. The research was carried out in Italy in companies implementing an Environmental Management System in most cases in accordance with the ISO 14000 series.  相似文献
