The Board for the Advancement of Psychology in the Public Interest presents two awards annually to persons who, in the estimation of the Committee on Psychology in the Public lnterest Awards, have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. One award is presented to a senior psychologist, and the other recognizes a psychologist who has made a significant contribution to the public interest less than 15 years after the receipt of her or his degree. The winners for 1994 are Robert Q. Pollard and Durand F. Jacobs. Their accomplishments are cited and biographies are provided. The winners since the establishment of the award are also listed. The awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who, in the opinion of the Committee on Psychology in the Public Interest Awards, have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. These contributions might include the identification or solution of significant social problems; unusual initiative or dedication to activity in the public interest; or the integration of the science and/or profession of psychology with social action in a manner beneficial to all. Each year, the Committee presents two of these awards. The first is given to a senior psychologist; the second recognizes an outstanding psychologist who has made a significant contribution to the public interest in the early stages of his or her career. For purposes of the second award, recipients may not have held a PhD for more than 15 years. Members of the 1988 Committee are Robert Perloff (Chair), Vera S. Paster, Julia Ramos-(McKay)Grenier, Bonnie R. Strickland, and Logan Wright. The recipients of the awards in 1988 were Ellen Langer and M. Emory L. Cowen.     
Presents an overview of the career contributions of Emory L. Cowen. For his remarkable contributions to conceptual, empirical and human service advances in the fields of community and clinical psychology, community mental health and education. He has been instrumental in the creation of a field for an entire generation of psychologists. His work has changed public schools throughout the United States. His ideas, research, model programs, program evaluations, and workshops have inspired others to generate new programs that provide affordable human services to thousands of children who are otherwise unlikely to receive help. He pioneered early detection and secondary prevention research. His clear thinking and conceptual challenges have fostered the study of primary prevention and wellness in mental health, both as a field for research and as a social policy. His tireless efforts as President of APA's Division of Community Psychology, a member of the Prevention Task Panel of the President's Commission on Mental Health, and the APA Task Force on Promotion, Prevention and Intervention Alternatives in Psychology are examples of his energetic contributions to psychology in the public interest. The Awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who have advanced psychology as a science and/or profession by a single extraordinary achievement or a lifetime of outstanding contributions in the public interest. Two awards are given, the first to a psychologist who has made a significant contribution to the public interest in the early stages of his/her career, and the second to a senior psychologist. It is announced here that Bonnie R. Strickland was the senior winner of this year's Award for Distinguished Contributions to the Public Interest, "for her four decades of outstanding research, writing, and overall contributions to psychology in the public interest." A citation is presented, along with a biography and selected bibliography of the winner's work. Also included here is the address delivered at the 106th Annual Convention of the American Psychological Association by James G. Kelly, winner of the Award for Distinguished Contribution to Psychology in the Public Interest in 1997. Finally, included here is a citation, announcing that Leonard Bickman was the winner of the 1998/1999 Award for Distinguished Contributions to Research in Public Policy, "for his seminal contributions to our understanding of public policy and societal problems and in recognition of the landmark Fort Bragg study of children's mental health services." This article depicts obstacles and opportunities that face students and consumers who are deaf and who interface with the profession of psychology. The rapid evolution of scholarship, specialized education and service programs, and related professional endeavors regarding psychology and deaf individuals is described. The emergence of a field of professional psychology and deaf people as a discipline in its own right is posited. Professional standards and ethics in this emerging discipline are discussed, especially those pertaining to fluency in American Sign Language (ASL) and to the accessibility of deaf people to the profession of psychology as well as to the services of the profession. The potential for the American Psychological Association to further or hinder this emerging discipline and the advancement of all psychologists with disabilities are considered. Focuses on an innovative model of community treatment that integrates the fields of psychosocial rehabilitation (PSR) and deaf culture. A longitudinal research design was used to evaluate the progress of 60 Ss with mental illness and deafness toward living in the community due to a PSR program. Results suggest that deaf, mentally ill clients can increase their residential independence through PSR program participation. The number of Ss living in normal, commercial housing rose 25% after program participation. Introduction.     
In the articles presented in this issue, developments in professional psychology following World War II are described. Elizabeth B. Wolf recounts her experiences as a graduate student in clinical psychology in the period just before the "psychotherapy revolution" and gives us a glimpse of clinical psychology in action during the 1940s and how she bartered her way into an internship. Dr. Wolf, still active in clinical psychology training, also discusses the early evolution of clinical psychology training programs. Milton F. Shore chronicles the rise and fall of the community mental health movement in our country and addresses the strengths and weaknesses of these programs and psychology's contributions to them. Robert Perloff, who characterizes himself as an "applied generalist," relates how his training in industrial psychology set the stage for his role in the development of consumer psychology and led to his interest in knowledge utilization. Each of these reminiscences catches the enthusiasm and optimism that pervaded professional psychology in the postwar years. These articles challenge us to recapture that optimism and commitment.
