Gerald P. Koocher is nationally recognized for his public service activities in the areas of children's legal rights, services to families when a child member has a life-threatening illness, and the education and protection of consumers of mental health services. He has served on the Massachusetts Senate's Special Committee to Investigate Seclusion, Restraint, and Deaths in State Supported Facilities and the National Childhood Cancer Advisory Committee of the American Cancer Association. Other recognitions include the Nicholas Hobbs Award for Distinguished Contributions to Children's Services. Our profession is indebted to this energetic and generous psychologist for his tireless efforts to advocate for consumers of psychological services, especially those who are too young or too vulnerable to effectively protect themselves. Leopold Bellak.     
Since 1979, Professional Awards have been presented to individual members of the Association whose distinguished contributions have served to advance psychology as a profession in the areas of knowledge, professional practice, and public service. In 1992, Leopold Bellak received the award for Distinguished Professional Contributions to Knowledge. His professional career as psychologist, psychiatrist, and psychoanalyst encompassed seminal contributions to the fields of psychopathology, psychoanalysis, psychological testing, brief psychotherapy, and community mental health. The author of more than 200 publications, he is perhaps best known to psychologists for his work with the Thematic Apperception Test (TAT) and the development of the Children's Apperception Test. Used preliminary data from the Rand Corporation's Health Insurance Study to examine expenditures for ambulatory mental health services (MHSs) based on a sample of 4,444 families (at initial enrollment) of the nonelderly, noninstitutionalized civilian population. Selected findings reveal that reducing the level of cost sharing increases the demand for MHSs; the response to cost sharing is roughly the same for ambulatory medical and MHSs. This article describes the public policy activities in Congress of the Association for the Advancement of Psychology (AAP), which is the recognized independent national advocacy arm of American psychology, representing the interests of psychology in the public policy arena. AAP's public policy activities in Congress continued to focus on the elimination of discrimination with regard to the treatment of mental illness and mental health professionals, increased federal funding of behavioral and social science research and research training, and the protection of constitutional rights without exception. AAP activities included working with other mental health advocacy groups to urge Congress to enact fiscal 1984 appropriations measures favorable to psychology, lobbying for various child-related federal programs in 1983, and legislation drafted by the AAP to eliminate current discrimination between physical and mental health benefits for the 10 million federal employees, annuitants, and families. Focus groups and a random telephone survey were conducted to examine the public's attitudes toward mental health providers. The research showed that the public has very little understanding of the qualifications and credentials of psychologists and cannot tell one mental health provider from another. Respondents believed that their emotional health affects their physical health but were typically not willing to pay more for mental health insurance coverage. An information gap was also evident: A majority of respondents agreed that psychological health is important, but almost half said they wish they had more information about how and when to access psychological services.
