Combining environmental with employment objectives, ecological tax reform (ETR) envisages a double dividend. While research has mainly focused on the socio-economic and environmental impacts of ETR, there is less literature on the social responses. This paper gives an overview and history of German ETR as well as investigating the understanding of perceptions and attitudes towards ETR of those being “subject to tax”. The research is based on qualitative social research methods. As with the other PETRAS papers, interviews were conducted with policy-makers and business leaders and focus groups were formed with lay persons. The results show that responses of policy-makers and business leaders are modest. Although some criticisms about the specific design of the German ETR remain, complaints towards ETR are settled. Attitudes appear influenced by more fundamental convictions such as economic interest or altruistic views. In contrast, ETR appears to politicise common people. Attitudes are influenced by the overall comprehension of the ETR concept, the expected impacts, perceived information deficits, as well as a general distrust in politics. Our data show that the linking of environmental and employment objectives is not understood and not welcomed. In order to increase social acceptance, the paper discusses refocusing ETR on environmental objectives, modestly increasing the share of ETR revenue spent for environmental purposes, removing inconsistencies in the ETR design, and improving information policy.  相似文献

Environmental tax reform (ETR) is widely accepted to be a policy with desirable environmental, and other economic effects. The question arises then as to why its implementation has been so patchy. There is a broad literature on the economic impact of ETR, however, there have been very few research efforts devoted to understanding the roles and imperatives of the public, policy makers, businesses and other stakeholders who are addressed by ETR. This paper examines the impediments to ETR in Ireland. Focus groups were formed comprising of members of the general public and these provided a forum for detailed reactions to the ETR concept. Interviews were conducted with policy makers and key business people in an attempt to identify both the patterns of thinking behind ETR and the main obstacles to its introduction. Having presented the results, a theory of the main impediments to ETR is developed. The opinions of the members of the public, the business community and the policy makers highlight a number of issues that need to be addressed in the future design of ETR in Ireland. The principal potential impediments to ETR include: mistrust of the government, implausibility of the policy, means of hypothecation, information asymmetries, the political system, the structure of government, the macroeconomic environment, the impact on competitiveness, inequity between sectors, regressivity, elasticities and the level of the tax, terminology, and the marketing of ETR.  相似文献

This paper introduces the special issue on the Policies for Ecological Tax Reform: Assessment of Social Responses (PETRAS) project about responses to ecological tax reform (ETR) in Europe. Although ETR is widely accepted to be a policy with desirable effects, its implementation has been limited by problems of political acceptability. The project aimed to address the question of how to make such a policy more acceptable. It is the first study to examine in depth the thinking of members of the general public about the ETR policies and is also the first international comparative study of the thinking of ordinary business people about ETR policies. The PETRAS project methodology was based around the use of interviews and focus groups to inform the assessment of social responses to ETR policies and the development of improved designs for them. A number of issues emerged relating to awareness, trust, understanding of the purpose, visibility, incentives, regressivity, levels of taxation, terminology, communication about ETR and the use of alternative instruments. Together with these similarities, a pattern of differences between the countries can also be seen. The final section of this paper introduces the national studies described in the following papers.  相似文献

This study examines the trends of public opinions concerning the introduction of hydrogen vehicles in Greater Stavanger as well as public attitudes towards the natural environment over the course of the three-year period. This study is based on two surveys of the hydrogen highway project (HyNor) which were collected in the Greater Stavanger region, the west coast of Norway, between 2006 and 2009 (n=2000). The results of the study highlight that – despite an increased awareness of hydrogen vehicles – the proportions of those with pro-environment attitudes who support hydrogen vehicles’ introduction decreased between 2006 and 2009. The results reveal that knowledge about sustainable environment can affect hydrogen energy's acceptance whereas the level of pro-environment attitudes can increase not only public acceptance of hydrogen vehicles, but also people's willingness to pay for hydrogen fuels. These results were consistently found throughout the observed periods, based on the Greater Stavanger's case. A set of recommendations was discussed to improve public acceptance of hydrogen vehicles, and the next avenue of research regarding analysis of public acceptance and awareness about hydrogen vehicles was proposed.  相似文献

为了解高校学生节能意识和行为的现状,以提高节能教育的针对性,增强全社会的节能意识,分别于2006和2013年对在校280名学生进行了节能意识和行为的问卷调查。结果表明,目前大部分学生能正确认识我国能源资源不足的现状,具有一定的节能意识,但行为落后于意识。不同性别、家庭所在地、支出水平学生的节能意识和行为没有显著差异,不同政治面貌和不同年级的存在一定的差异。对宿舍和教室节能行为的差异性研究表明,当前学生的节能行为与节能意识有待提高。纵向比较显示,节能意识和行为的水平有所下降,提示应重视节能意识的教育和培养。  相似文献

There is increasing global interest in market-based climate change policies following the last elections in the United States. In this context an Exxon Mobil chief executive came out in favour of a carbon tax. This paper is concerned with the welfare analysis of Environmental Tax Reforms (ETR), and takes up the claims for the need of an unambiguous and operative definition of the double dividend both for empirical purposes and political advisement. In this paper, we contest the usual definition of the second dividend and its assimilation to an “efficiency dividend”. We propose alternative definitions by suggesting a different splitting of the total welfare variation between the first and the second dividend in order to isolate the efficiency effects of the ETR. The new definitions become clearly understandable and easy for economic and policy interpretation. Concepts like “weak” and “strong” double dividend turn out to be unnecessary. Finally, we analyze ETR for the US economy to illustrate the advantages of the proposed definitions for policy implementation.  相似文献

The French government has a 10-year history of negotiations with industry, resulting in voluntary agreements on energy consumption. When implemented, these voluntary agreements produced very few results in terms of global reduction of greenhouse emissions (Politiques et Management Public 11(4) (1993) 47), hence the idea of an energy tax became increasingly attractive for many French decision-makers. Ecological/Environmental Tax Reform (ETR) should have been one of the major political decisions and successes of the past leftwing coalition government. Instead it became one of its major failures as the Constitutional Court decided to terminate the energy tax project in December 2000. Through insights gleaned from focus groups and interviews with business-people and decision-makers, an attempt is made to understand the failure of the energy tax project. Firstly, decision-makers lacked crucial information about public and business opinions and secondly, there were conflicts between the relevant administrations. The fuel revolts of 2000 ended any hope of resolving the conflicts and implementing ETR, which was ultimately found unconstitutional. This paper examines the political controversies raised by the ETR project and the reasons for its eventual collapse, in the hope of contributing new understanding to the body of knowledge on the political difficulties of introducing environmental policy instruments.  相似文献

The most common notion of environmental tax reform (ETR) is the use of the revenue from environmental taxes to reduce distortionary labour taxes. The PETRAS project1 has shown that there are a number of social and political impediments to implementing such reform. This paper firstly outlines some of the environmental and economic implications of environmental taxes generally. It goes on to explore three broad approaches to ETR, based on the allocation of the tax revenues, and explores the environmental and economic implications of each approach and the likelihood of political and social acceptance. Particular attention is paid to reducing regressive impacts and impacts on competitiveness. It is concluded that some combination of earmarking a proportion of revenues to environmental projects and diverting rest to reduce labour taxes is probably the best approach in light of the results of the project. The balance should depend upon local labour market and macroeconomic conditions, the extent to which environmental projects are already funded and the extent of government failure, i.e., the problems of resource allocation that occur as a result of government intervention in markets. Funding should only be provided to environmental projects if it can be shown that, in themselves, they are economically efficient. In addition, it is most important that a proportion of the funds be used to ameliorate any regressive impacts. It is also important to bear in mind that hypothecation or recycling of revenue is not the same as a tax shift, which is a reform of the entire system, so some of these approaches may take away from the integrity of ETR. The paper concludes with some of the initiatives that are likely to be necessary to facilitate social and political acceptance of this approach to ETR.  相似文献

Household energy consumption can be curbed by individuals’ energy saving, yet despite many efforts, our energy consumption is not lowering. This study investigated the role of a common set of behavioural determinants for households’ intention to perform four energy-related behaviours: investing in PV cells, turning off apparatus on standby mode, showering less, and replacing old home appliances with new energy-efficient ones. Behavioural determinants—energy awareness, general energy knowledge, attitudes, subjective norms, perceived behavioural control, and moral norms—were assessed in a survey (N?=?83) among Swedish residents. Energy awareness was moderately correlated with energy knowledge, but not with respondents’ intentions to perform the behaviours, except for replacing home appliances. Moral norms were judged by respondents as important motivators and were a strong predictor to behavioural intentions to perform all four behaviours. Attitudes likewise were assessed as important motivators and were important predictors to all behavioural intentions except investing in PV cells, which was instead predicted by perceived behavioural control. Respondents’ assessment of beliefs underlying attitudes also differed for investing in PV cells; namely, beliefs about economic benefits were lower. Moreover, respondents felt less morally responsible for investing in PV cells. Concluding, we found no evidence that intentions to engage in four energy-saving behaviours are mediated by general energy knowledge or energy awareness. Determinants to each behaviour differed, where—surprisingly—investment in PV cells stood out as less motivated both by economic incentives and moral concerns, although moral norms were shared motivators across all four behaviours. The study investigated the relationships between students’ perceived information on bio-energy from school, home and media and their perceptions, attitudes, and knowledge regarding bio-energy. The study also analyzed the scope of future policies to raise awareness among young students about bio-energy. Data drawn from 495 Finnish students studying in ninth grade revealed that the students were more positive in their attitudes towards bio-energy compared to their perceptions of it. They were very positive about learning about bio-energy, while not so eager towards its utilization. It appeared that school, home, and media all had statistically significant effects on students’ perceptions, attitudes, and level of knowledge related to bio-energy. Three principal components emerged from students’ perceptions and attitudes towards bio-energy viz. ‘motivation’ revealing students’ eagerness to know more about bio-energy; ‘considering sustainability’ revealing their criticality of forest bio-energy; and ‘utilization’ revealing their state of interests to use bio-energy. Bio-energy policies to be effective must consider the role of school, home, and media as important means to engage young students in bio-energy related discussions. It is also desirable to establish interactions between energy and educational policies to integrate the modern renewable energy concepts in the school curriculum.  相似文献

The residential sector accounts for one-fifth of global energy consumption, resulting from the requirements to heat, cool, and light residential dwellings. It is therefore not surprising that energy efficiency in the residential market has gained importance in recent years. In this paper, we examine awareness, literacy and behavior of households with respect to their residential energy expenditures. Using a detailed survey of 1721 Dutch households, we measure the extent to which consumers are aware of their energy consumption and whether they have taken measures to reduce their energy costs. Our results show that “energy literacy” and awareness among respondents is low: just 56% of the respondents are aware of their monthly charges for energy consumption, and 40% do not appropriately evaluate investment decisions in energy efficient equipment. We document that demographics and consumer attitudes towards energy conservation, but not energy literacy and awareness, have direct effects on behavior regarding heating and cooling of the home. The impact of a moderating factor, measured by thermostat settings, ultimately results in strong variation in the energy consumption of private consumers.  相似文献

The greenhouse effect is intrinsically global. Accordingly, effective responses require global coordination. While limited policies have been adopted, notably for phasing out chlorofluorocarbons, there is no clear consensus as to what to do about other greenhouse gases. In this paper, we survey attitudes and policy responses among the nations of the world. Public opinion surveys are consistent in showing that considerable sensitivity to environmental issues exists virtually everywhere. On the other hand, there is acute awareness that other issues, especially economic development, can conflict with global climate-change mitigation goals. In such a state of uncertainty there is a strong argument to be made for implementing policies which are good ideas independent of greenhouse-gas considerations. There is also good reason to expand research. What is feasible depends strongly on present and changing attitudes of the citizens of the world, and of their governments. It is thus critical to follow closely the evolution of attitudes. The kind of work summarized in this paper needs to be updated on a continuing basis, and the results made available routinely to the global policy community. We conclude our review with several recommendations for research designed specifically to reduce uncertainty about costs and institutional issues relating to responses to global climate change.  相似文献

To explore public awareness of carbon capture and storage (CCS), attitudes towards the use of CCS and the determinants of CCS acceptance in China, a study was conducted in July 2009 based on face-to-face interviews with participants across the country. The result showed that the awareness of CCS was low among the surveyed public in China, compared to other clean energy technologies. Respondents indicated a slightly supportive attitude towards the use of CCS as an alternative technology to CO2 emission reductions. The regression model revealed that in addition to CCS knowledge, respondents’ understanding of the characteristics of CCS, such as the maturity of the technology, risks, capability of CO2 emission reductions, and CCS policy were all significant factors in predicting the acceptance of CCS. The findings suggest that integrating public education and communication into CCS development policy would be an effective strategy to overcome the barrier of low public acceptance.  相似文献

This work explores public opinions regarding climate change and mitigation options and examines how psychological factors, such as attitudes, norms, and willingness to pay, determine self-reported energy-efficient behaviour. The aim is to create knowledge for the design and implementation of policy measures. The results of an opinion poll conducted in 2005 and 2010 are compared. The number of respondents favouring new technologies as a way to reduce emissions was substantially lower in 2010 than in 2005, whereas there was an increase in the number of people who acknowledged that lifestyle changes are necessary to counteract climate changes. This indicates an increased awareness among the public of the need for lifestyle changes, which could facilitate implementation of policies promoting environmental behaviour. Renewable energy and energy saving measures were ranked as the top two measures for mitigating climate change in both polls. In determining which energy behaviours of the public are determined by psychological factors, an analysis of the 2010 survey revealed that respondents with pro-environmental attitudes towards global warming favour significantly increased use of renewable energy technologies and greater engagement in energy-efficient behaviours.  相似文献

This paper gives a short history of fuel taxation and the Climate Change Levy in the UK. The research described was based around the use of interviews and focus groups to inform the assessment of social responses to ETR policies and the development of improved designs for them. Interviews were conducted with selected policy makers and companies. Focus groups were conducted with quota samples of the general public. The research shows that the problem that ETR faces in terms of public acceptance is not so much outright hostility to environmental taxation as conceptual problems with the design. Similar conceptual problems were also found in the interviews with business people. These can be summarised as lack of trust about use of the revenues, difficulty in understanding the purpose of a tax shift and a desire for incentives for good behaviour as well as perceived ‘penalties’ for bad behaviour.  相似文献

Municipality energy advice services were re-introduced in Sweden in 1998 as a way of advising end-users, mainly owners of detached houses, on energy issues. In this paper, we investigate Swedish energy advisers' perceptions of homeowners' awareness of the energy advice service and their perceived ability to fulfil homeowners' expectations. Our study is based on a mail-in questionnaire survey conducted in 2009 and distributed to municipality energy advisers in all municipalities in Sweden. About 66% of the energy advisers responded. The results show that 43% of the energy advisers thought that fewer than 50% of the homeowners were aware of the service and that mass media advertisements and presentations at different organisations could improve homeowner awareness. Energy adviser attitudes, job satisfaction, and the perception that the advisers possessed up-to-date and good knowledge and sufficient financial resources to execute their duties had a significant influence on their perceived ability to fulfil homeowner expectations. Increased training in technical aspects of energy measures and increased financial support were the two measures most widely suggested as a means to improve energy advisers' performance.  相似文献

China announced the launch of a national Emissions Trading Scheme (ETS) in 2017; however, companies appear show little enthusiasm for participation in the ETS in China. This paper identifies the factors affecting companies’ awareness and perceptions of ETS by conducting a national survey based on an online questionnaire from May to November 2015 in seven carbon trading pilots. The results indicate that companies’ attitudes towards the ETS are positively influenced by government regulations and policy, public relations management and estimated economic benefit. Of these, public relations management is the decisive factor and estimated economic benefit is confirmed to be a relatively weak predictor. A company's environmental and energy strategy exerts insignificant effects on its preference for the ETS, although the sampled companies are very willing to save energy and reduce emissions. There exists an inverted U-shape relationship between a company's level of mitigation technologies and its attitudes towards the ETS. The carbon price fails to stimulate companies to upgrade mitigation technologies. The majority of companies treat participation in the ETS only as a means of improving ties with governments, as well as of earning a good social reputation, rather than as a cost-effective mechanism to mitigate greenhouse gas emissions.  相似文献

Hydrogen fuel cell vehicle (HFCV) as an emerging industry with great potential have received great attention in the Yangtze River Delta, China. Under government's promotion of hydrogen energy, whether HFCV can be accepted by consumers is an important topic for future policymaking. Therefore, this study takes consumers' willingness to consume HFCV as the dependent variable and collects questionnaires from 21 cities in the Yangtze River Delta from 2020 to 2021. Based on Ordinary Least Squares (OLS) and Logit Regression, the evaluation was conducted from four perspectives: personal and family situation, environmental awareness, energy attitude and local product confidence. The results show that gender, age and income differences are not necessarily determinants of HFCV purchase, but educational level is a significant factor. Consistent with social-psychological studies, personal awareness of environmental protection and energy attitudes are the key factors that are significant affect HFCV purchase. Lastly, it is found that in the Yangtze River Delta, consumers' confidence in Chinese local hydrogen products is also a significant factor. This paper confirms that HFCV consumers have commonalities with other new energy consumers. However, due to the expectation of greater local production and development, enhancing the social recognition and confidence of local hydrogen technology may be one of the promotion approaches neglected.  相似文献

This study assesses the factors responsible for the success and failure of renewable energy access programs in Bangladesh, China, Laos, Mongolia, Nepal, Sri Lanka, India, Indonesia, Malaysia, and Papua New Guinea. Based on 441 research interviews over the course of four years, site visits to 90 renewable energy facilities, and focus groups with almost 800 community members in 10 countries, this study develops a series of overarching qualitative factors that correlate with programs that met their targets, sometimes ahead of schedule, and produced measurable benefits exceeding costs. The inverse of these factors is associated with programs that did not meet their targets, were behind schedule, and/or produced measurable costs exceeding benefits. It concludes by offering 10 lessons for energy analysts and development practitioners concerning appropriate technology, income generation, financing, political leadership, capacity building, programmatic flexibility, marketing and awareness, stakeholder engagement, community ownership, and technical standardization.  相似文献

Community-based renewable energy initiatives may be important actors in the transition toward low-carbon energy systems. In turn, stimulating investments in renewable energy production at the community level requires a better understanding of investors' motives. This paper aims to study the heterogeneity of motivations that drive individuals to participate in community renewable energy projects and the underlying explanatory factors behind this, as well as the implications for their level of engagement in initiatives. Based on quantitative data from an original survey conducted with two renewable energy cooperatives in Flanders, the statistical analysis shows that cooperative members should not be considered as one homogeneous group. Several categories of members with different motives and levels of engagement can be distinguished. This heterogeneity is explained by contrasts in terms of institutional settings, spatial patterns and attitudes to the diffusion of institutional innovations. Regarding policy implications, the findings suggest that this heterogeneity should be taken into account in designing more effective supporting policies to stimulate investments at the community level. The activation of social norms is also shown to be a promising mechanism for triggering investment decisions, although the implications of its interplay with economic incentives should be further explored.  相似文献
