The EU Control of Major Accidents Hazards Directive (Seveso II) requires an external emergency plan for each top tier site. This paper sets out a method to build the protection of public health into emergency planning for Seveso sites in the EU. The method involves the review of Seveso site details prescribed under the directive. The site safety report sets out the potential accident scenarios. The safety report's worst-case scenario, and chemical involved, is used as the basis for the external emergency plan. A decision was needed on the appropriate threshold value to use as the level of concern to protect public health. The definitions of the regulatory standards (air quality standards and occupational standards) in use were studied, how they are derived and for what purpose. The 10 min acute exposure guideline level (AEGL) for a chemical is recommended as the threshold value to inform decisions taken to protect public health from toxic cloud releases. The area delimited by AEGL 1 defines the population who may be concerned about being exposed. They need information based on comprehensive risk assessment. The area delimited by AEGL 2 defines the population for long-term surveillance when indicated and may include first responders. The area delimited by AEGL 3 defines the population who may present acutely to the medical services. It ensures that the emergency responders site themselves safely. A standard methodology facilitates discussions with plant operators and concerned public. Examples show how the methodology can be adapted to suit explosive risk and response to fire. 相似文献

The Emergency Medical Service( EMS) system in China from service supply chain perspective is analyzed. Firstly,it reviews service supply chain researches in emergency medical service,and it is found that waiting time,safety,service integration and communication before the emergency surgery are the four indicators to measure the quality of emergency medical service. Secondly,the information barrier-inconsistent information flow-is prominent,which is between emergency in hospital and pre-hospital,after analyzing three different types of flows on service, information and logistics. Besides, comparing with Joint Commission International accreditation( JCI) standards for hospitals in USA,the requirements of service integration and communication in Chinese hospital accreditation are much lower. In the end,a Smart First Aid Information Center( SFAIC) model for first aid service is proposed. This model can be used to enhance information exchanges more effectively between first aid in-and pre-hospital. Moreover,it also shortens pre-surgery time and betters the communication and coordination between service sections. Safety is one of the most critical themes in any large-scale railway construction project. Recognizing the importance of safety in railway engineering, practitioners and researchers have proposed various standards and procedures to ensure safety in construction activities. In this study, we first review four critical research areas of risk warning technologies and emergency response mechanisms in railway construction, namely, (i) risk identification methods of large-scale railway construction projects, (ii) risk management of large-scale railway construction, (iii) emergency response planning and management, and (iv) emergency response and rescue mechanisms. After reviewing the existing studies, we present four corresponding research areas and recommendations on the Sichuan–Tibet Railway construction. 堰塞湖除险爆破前需对爆破荷载作用下的堰体和堰基是否液化进行判别,避免爆破引起的次生灾害。由滑坡体和河床特性决定了爆破除险主要是复核堰塞湖坝基是否液化。本文针对堰塞湖除险爆破,提出了不产生堰塞坝体及坝基液化的安全爆破振动及孔隙动水压力控制标准,并参考土石围堰爆夯试验成果提出了堰塞坝拆除爆破的振动及孔隙动水压力预报公式。 相似文献
