职业安全卫生问题直接关系到劳动者的基本人权,关系到经济的稳定、持续增长.国际上一些发达国家的职业安全卫生立法体系已经趋于完备,对我国具有重要的借鉴意义.本文分别详实介绍了国际劳工组织及美、英、日、韩等国的相关法律规定.文章通过对比,指出了国外立法对于我国的可资借鉴之处,并进而提出完善我国职业安全卫生法律制度的措施,即加快制定职业安全卫生标准、加强职业安全卫生监察力度和完善职业安全卫生法律责任制度等. 相似文献

传统的经济理论把完全竞争市场看作一种理想的市场结构,但是现实中的市场结构却越来越偏离完全竞争市场.通过引入规模经济效应对完全竞争市场进行重新审视,认为传统的完全竞争理论没有考虑到规模经济的因素,而规模经济恰恰是现代工业企业生产的重要特征.因此,把完全竞争市场作为衡量市场绩效的标准已经失去现实意义.而20世纪80年代由鲍莫尔、帕恩查和韦利格等人提出的完全可竞争市场可以看作是对完全竞争市场这种理想市场结构的更好替代. 相似文献

The development and implementation of a suicide consultation service being run by an interdisciplinary team in a metropolitan Veteran’s Administration (VA) medical center is described. This service is grounded in a collaborative theoretical framework. An overview of the consultation process and theoretical and empirical literature to support the framework used by the service are provided. Some of the interventions commonly recommended to referring clinicians to reduce client suicide risk are reviewed. Although there are many challenges to running a service such as this, the authors conclude that the model presented is flexible enough to be applied in a variety of settings. This study examined psychological empowerment and organizational identification as outcomes of occupational context and predictors of occupational safety performance. In this study, 171 hospital employees from 17 units and 21 occupations completed surveys measuring psychological empowerment, organizational identification, and supervisor safety practices. They also completed measures of 2 dimensions of safety performance: use of personal protective equipment and safety participation. These data were merged with Occupational Information Network (O*NET) context ratings of occupational hazards and physical demands. Results indicated that occupational hazards were negatively related to individual-level psychological empowerment and organizational identification, which were in turn positively related to safety participation. Psychological empowerment and organizational identification also interacted with perceptions of supervisor safety actions in the prediction of personal protective equipment use. Results have implications for organizational safety performance and point to the role of occupational context in psychological empowerment and the extent to which employees participate in the safety of their worksite. In this study, 18 teachers and 32 of their students who had reading difficulties were randomly assigned to 1 of 2 assessment conditions. In the functional assessment condition, consultants identified functional relationships among environmental events and targeted reading behaviors to develop an intervention plan. In the empiric condition, consultants selected an intervention plan based on interventions matched to various reading problems (omitting individualized problem analysis). Consultants facilitated interventions consistent with the 2 conditions through a problem-solving consultation model and collected multiple outcome measures. Both functional assessment and empiric conditions led to improved outcomes in targeted reading behaviors, with most improvements falling in the moderate to large range of single-participant effect sizes. No significant differences were found between functional assessment and empiric conditions on the outcome variables of intervention effects, curriculum-based assessment, consumer satisfaction, or material costs, although empiric assessment took less time than functional. Implications regarding the generalizability of these results and directions for further study regarding the treatment utility of assessment for consultation are discussed. On the basis of hypotheses derived from social and experiential learning theories, we meta-analytically investigated how safety training and workplace hazards impact the development of safety knowledge and safety performance. The results were consistent with an expected interaction between the level of engagement of safety training and hazardous event/exposure severity in the promotion of safety knowledge and performance. For safety knowledge and safety performance, highly engaging training was considerably more effective than less engaging training when hazardous event/exposure severity was high, whereas highly and less engaging training had comparable levels of effectiveness when hazardous event/exposure severity was low. Implications of these findings for theory testing and incorporating information on objective risk into workplace safety research and practice are discussed. Growing concerns with issues such as youth violence and delinquency have led to more investment in schools as points of human service delivery as well as education centers, especially in urban areas (L. Cuban, 1989; W. Damon, 1997; W. E. Davis, 1995a, 1995b). These "full-service schools"--also known as "community schools"-- provide on-site medical, dental, psychological, social, and other services in partnership with community-based organizations (R. F. Kronick, 2000). This article describes an action research approach to a complex case study, demonstrating the application of innovative methods and strategies available to the mental health consultant in full-service school settings. It highlights critical issues such as forming alliances among parents, administrators, teachers, counselors, and other stakeholders and basing behavioral management team decisions on clearly explained data. Recent conceptual and methodological advances in behavioral safety research afford an opportunity to integrate past and recent research findings. Building on theoretical models of worker performance and work climate, this study quantitatively integrates the safety literature by meta-analytically examining person- and situation-based antecedents of safety performance behaviors and safety outcomes (i.e., accidents and injuries). As anticipated, safety knowledge and safety motivation were most strongly related to safety performance behaviors, closely followed by psychological safety climate and group safety climate. With regard to accidents and injuries, however, group safety climate had the strongest association. In addition, tests of a meta-analytic path model provided support for the theoretical model that guided this overall investigation.
