Although water, at least for basic needs, should be accessible to everyone, many families have trouble paying their water bill. Assessments of water affordability inform the design of water tariffs aimed at ensuring universal access to water. In order to carry out such assessments, managers must have instruments available that accurately reflect the state of water affordability. In this article, a critique is presented of one of the indicators traditionally used to measure water affordability and a proposal of an alternative way of measuring water affordability is put forward. Integrated water resources management is a paradigm that incorporates technical, scientific, political, legislative and organizational
aspects of a water system. This study presents a methodology for undertaking an integrated analysis of water systems supplied
by groundwater. This methodology is here applied to examine the water system of the Altiplano region in Murcia, where the
water extraction from the aquifers greatly exceeds recharge and the irrigated areas supplied by those aquifers have a very
high agrarian profitability. First, the hydrological problematic of the case study was conceptualized. Then, a sectorial study
on each aspect related to the water management of the system was developed. As Bayesian Networks was the chosen technique
for the integrated analysis, the information obtained by the sectorial studies was translated into specific variables, which
together with the relations among them, modelled the real situation. As from a hydrogeological point of view the water system
is comprised of four autonomous aquifers, a Bayesian Network for every aquifer was designed. This decision-support system
enables us to evaluate the impacts generated under diverse water management scenarios. 相似文献

With increasing diversity in the measures for the exploitation and utilization of urban water resources, an integrated assessment
of these methods, social, economic and environmental, has become a pressing necessity so as to maintain a sustainable development.
An integrated benefit assessment model (IBAM) for the urban-water-resource-related policies is therefore established on the
basis of the analytic hierarchy process (AHP). A system of integrated benefit assessment indices (SIBAI), with comprehensive
reflections on social, economic and environmental interests, is proposed, guided by the sustainable concept and the cyclic
economic philosophy. The IBAM and SIBAI are then applied to such cases as water recycling, seawater desalination, and the
South-to-North diversion project, in Tianjin city. The results of the comprehensive assessment of these instances can be a
theoretical basis for the planning of the exploitation and utilization of water resources in Tianjin, and the proposed IBAM
may be conducive to the sustainable decision-making on water policies for urban areas in general. 相似文献
