The design of Learning Technology Systems, and the Software Systems that support them, is largely conducted on an intuitive, ad hoc basis, thus resulting in inefficient systems that defectively support the learning process. There is now justifiable, increasing effort in formalizing the engineering of Learning Technology Systems in order to achieve better learning effectiveness as well as development efficiency. This paper presents such an approach for designing Learning Technology Systems and their most popular specialization, the Web-based Learning Systems, by modeling them as business systems, using business-modeling methods. The aim is to provide an in-depth analysis and comprehension of the Learning Technology Systems and Web-based Learning Systems domain, that can be used for improving the systems themselves, as well as for building the supporting software systems. Our work is based upon the Learning Technology Systems Architecture standard of IEEE LTSC, on the empirical results of designing Web-based Learning Systems for university courses and on the practices of the Rational Unified Process and the Unified Modeling Language.  相似文献

A new class of distributed computing models inspired from biology, that of P Systems, was recently introduced by Gh. P[acaron]un. Several variants of P Systems were already shown to be computationally universal, equal in power to Turing Machines. We investigate in this paper the power of computability of P Systems based on rewriting, with cooperation, priorities and external output. It is established that rewriting P Systems with priorities and two membranes is computationally universal, thereby making an improvement in the existing result that RE?RP 3(Pri). We give a new model in P Systems stressing the importance of parallelism. The power of computability of such models is investigated by comparing them with classic mechanisms in L-Systems: TOL, EOL and ETOL Systems  相似文献

At present an extremely complex system of specific ideas and notions has been developed in the domain of Database Systems. These ideas and notions are perplexing designers as well as users thus turning out a hindrance rather then a tool for development and implementation of Information Systems dealing with Data. The present paper aims to show that these ideas and notions are dispensable altogether since Data Information Systems (Database Systems) may be conceived and developed strictly within the scope of ideas of Programming Languages and in standard terms of this field. In this paper the notions of Information System, Data- and Semantic Information are analyzed and compared. Information Systems dealing with Data (Database Systems) are interpreted as Programming Languages. The approach is discussed and illustrated by one of the pilot versions currently being implemented at the Technische Universität Berlin.  相似文献

This review applauds the initiative to bring together Information Systems Strategy and Strategy-as-Practice research, as in this Special Issue. It highlights especially promising features of each of the empirical articles and develops an agenda for taking some of the themes further. In particular, the review points to opportunities for the intimate comparative investigation of episodes of Information Systems strategizing, for example by videoethnography; focus on the under-examined impacts of new or taken-for-granted Information Systems in strategy, for example big data, social media and Excel; and consideration of the political and discursive competence of Information Systems strategists in action, by comparison with other specialists. This agenda would be effectively advanced by joint work on the part of Information Systems and Strategy-as-Practice researchers.  相似文献

Decision tree (DT) induction is among the more popular of the data mining techniques. An important component of DT induction algorithms is the splitting method, with the most commonly used method being based on the Conditional Entropy (CE) family. However, it is well known that there is no single splitting method that will give the best performance for all problem instances. In this paper we explore the relative performance of the Conditional Entropy family and another family that is based on the Class-Attribute Mutual Information (CAMI) measure. Our results suggest that while some datasets are insensitive to the choice of splitting methods, other datasets are very sensitive to the choice of splitting methods. For example, some of the CAMI family methods may be more appropriate than the popular Gain Ratio (GR) method for datasets which have nominal predictor attributes, and are competitive with the GR method for those datasets where all predictor attributes are numeric. Given that it is never known beforehand which splitting method will lead to the best DT for a given dataset, and given the relatively good performance of the CAMI methods, it seems appropriate to suggest that splitting methods from the CAMI family should be included in data mining toolsets. Kweku-Mauta Osei-Bryson is Professor of Information Systems at Virginia Commonwealth University, where he also served as the Coordinator of the Ph.D. program in Information Systems during 2001–2003. Previously he was Professor of Information Systems and Decision Analysis in the School of Business at Howard University, Washington, DC, U.S.A. He has also worked as an Information Systems practitioner in both industry and government. He holds a Ph.D. in Applied Mathematics (Management Science & Information Systems) from the University of Maryland at College Park, a M.S. in Systems Engineering from Howard University, and a B.Sc. in Natural Sciences from the University of the West Indies at Mona. He currently does research in various areas including: Data Mining, Expert Systems, Decision Support Systems, Group Support Systems, Information Systems Outsourcing, Multi-Criteria Decision Analysis. His papers have been published in various journals including: Information & Management, Information Systems Journal, Information Systems Frontiers, Business Process Management Journal, International Journal of Intelligent Systems, IEEE Transactions on Knowledge & Data Engineering, Data & Knowledge Engineering, Information & Software Technology, Decision Support Systems, Information Processing and Management, Computers & Operations Research, European Journal of Operational Research, Journal of the Operational Research Society, Journal of the Association for Information Systems, Journal of Multi-Criteria Decision Analysis, Applications of Management Science. Currently he serves an Associate Editor of the INFORMS Journal on Computing, and is a member of the Editorial Board of the Computers & Operations Research journal. Kendall E. Giles received the BS degree in Electrical Engineering from Virginia Tech in 1991, the MS degree in Electrical Engineering from Purdue University in 1993, the MS degree in Information Systems from Virginia Commonwealth University in 2002, and the MS degree in Computer Science from Johns Hopkins University in 2004. Currently he is a PhD student (ABD) in Computer Science at Johns Hopkins, and is a Research Assistant in the Applied Mathematics and Statistics department. He has over 15 years of work experience in industry, government, and academic institutions. Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems.

ABSTRACT

The Internet of Things Systems, or IoT Systems, can have the potential to add substantial value to institutions, such as university campuses, cities, and corporate campuses. However, if these systems are not thoughtfully selected, implemented, subsequently managed, they can instead bring substantial risk to the same. This erosion of value manifests itself in negative ROI on the systems as well degraded cyber risk/cybersecurity posture for the institution, city, or corporate campus. Amongst all of the excitement of what added value IoT Systems can potentially bring – all of the ‘bling’, it is easy to miss the nuanced, but substantial systemic costs that acquisition, implementation and operation/management of these systems bring. The aggregation of this systemic loss can bring the whole value proposition to its knees, both in terms of lost financial and resource investment as well as appreciably degraded cybersecurity posture. IoT Systems are sociotechnical systems that encounter systems loss, as do all systems. As such, they need to be reviewed in that context to serve the needs of the institution, city, or corporation. This article will review differences between IoT Systems and traditional IT systems, what IoT Systems implementation success looks like, systems of systems, boundaries and seams between systems, the importance of manageability of IoT Systems, IoT vendor relationships and vendor management, planning considerations, and strategy.  相似文献

This paper undertakes a systematic review of the Information Systems Security literature. The literature review consists of three parts: First, we perform topic modeling of major Information Systems journals to understand the field's debates. Second, we conduct a Delphi Study composed of the Chief Information Security Officers of major corporations in the US to identify security issues that they view as important. Third, we compare Topic Modeling and the Delphi Study results and discuss key debates, gaps, and contradictions within the academic literature. Further, extant Information Systems Security literature is reviewed to discuss where the academic community has placed the research emphasis and what is now required in the discipline.
