城市停车配建标准是城市建设过程中进行停车供给的依据。同时,完善的标准制定理念将有助于更好地规范停车供给,实现交通系统的平衡并且达到最大的社会效益。本研究的主要目的是为国内建筑物停车配建标准的制定理念提供一些参考与意见。因此,本文首先对国内主要城市建筑物停车配建标准的发展状况进行了概述,并总结了标准制定当中一些不适应社会发展的理念,通过分析国外发达城市制定停车配建标准的先进经验与理念,结合国内城市发展现状,提出了由最小停车标准向最大停车标准转变的停车配建标准制定理念,差别化停车供给理念和人性化、合理化的停车配建理念。 相似文献

分析了上海市停车场(库)配建管理机制现状,基于上海市第四次综合交通调查数据,对停车配建标准的执行情况进行了评估,采用部门调研和类比法分析了停车配建管理体制架构和管理机制存在的问题,包括停车配建标准强制性不足、执行不严格、落实不到位;停车场(库)多头管理,各管理部门之间缺乏协调;停车泊位的审核、监督力度不够;缺乏日常监管手段和措施,处罚力度小。提出了停车配建管理基本体制架构的完善方案、具有针对性的停车配建管理策略和保障措施,包括设置配建停车归口管理部门,增加停车配建管理日常监管环节,建立配建停车泊位的数据统计和报表制度,完善相关停车政策与法规等措施方案。 相似文献

This paper proposes an analytical model to address the timing issue of cordon toll pricing in a monocentric city. The proposed model allows an explicit consideration of the interactions among three types of agents in the urban system: (i) the local authority who aims to jointly determine the optimal time for introducing cordon toll pricing scheme, cordon toll location and toll level to maximize social welfare of the urban system; (ii) property developers who seek to determine the intensity of their capital investment in the land market to maximize their own net profit generated from the housing supply; and (iii) households who choose residential locations that maximize their own utility within a budget constraint. The effects of the cordon toll pricing scheme on household's residential location choice and housing market structure in terms of housing price and space are explicitly considered. A comparison of the toll pricing schemes with a fixed and a mobile cordon location over time and the no toll case is carried out. The proposed model is also illustrated in several Chinese cities. Insightful findings are reported on the interactions among cordon toll pricing scheme, urban population size, household income level, toll collection cost, and urban development. 相似文献

针对危险品停车场槽罐车发生泄漏扩散而引起的安全问题,利用事件树分析可能的事故类型,确定重点事故类型为池火灾。以苯罐车为例,采用ALOHA 及PHAST 软件定量分析了外部环境(风速、大气稳定度、空气湿度)及初始条件(泄漏点离地高度、泄漏孔直径)对池火灾的影响。模拟结果表明槽罐车发生泄漏时液池半径较大,一旦发生火灾易波及场内其他车辆,引起其他车辆起火产生多米诺效应。目前的《化工园区危险品运输车辆停车场建设标准(征求意见稿)》中并没有对停车场中泄漏液体收容方面提出相关要求。在参照相关标准和法规的基础上提出了槽罐车泄漏的收容系统安全对策,为减少危险品停车场槽罐车发生泄漏引发的池火灾事故的影响范围提供理论依据。 相似文献

ABSTRACT Mario Ridolfi’s lifelong work in the area around the Corso del Popolo in the city of Terni has merited special attention among researchers because of its sensitiveness towards the historical surroundings, its ability to integrate town-planning and architecture and its capacity to transform the city’s skin and structure. The aim of the paper is to shed light on the origins, design strategies and translation into architecture that informed the approval of the Variante al Piano di Ricostruzione Corso del Popolo, piazza del Popolo e zone adiacenti in 1959. A comparative analysis of mainly unpublished, original sketches dating back to 1932 helps to understand the planning precedents that ultimately led to the decision to open the Corso del Popolo (1984–1932), the variations of the specific layout of this urban project from 1932 to its approval in 1959 and the unique application of planning strategies into Ridolfi’s buildings for central Terni. The study reveals the persistence of previous planning ideas that were not proposed but accepted by Ridolfi, the depiction of the ‘squared street’ as a new paradigm of open space, and the intrinsic paradoxes that informed the difficult embedding of the palazzina typology into the fragile urban fabric of the old city centre. 相似文献
