Enhancing food security is the main goal of subsistence farmers, who are vulnerable to food insecurity in sub-Saharan Africa. Participatory research across food value chains (FVC) can help stabilize and enhance food security by developing upgrading strategies (UPS). However, prior to successful widespread adoption and geographical upscaling, such practices need in-depth understanding of their suitability in target areas and their particular local requirements. Ex-ante assessments of selected UPS were carried out by German and Tanzanian agricultural scientists using the “ScalA-FS” tool. The participating experts included those responsible for implementation. The tool aims to systematically evaluate, at the community level, UPS that have been successfully implemented elsewhere, evaluate their potential for dissemination, and identify entry points for adjustments during implementation. Assessment indicators were developed through a participatory process. UPS relate to a) natural resource management and crop production; b) food processing and bioenergy; c) income generation and market participation; and d) food consumption. Here we present the ScalA-FS assessment results on UPS suitability as well as on its implementation requirements. We focused on the local context needed to enable a productive collaboration between smallholder farmers and implementing research and/or development organizations. Implementation requirements for the selected UPS were assessed as generally low to medium, and projected suitability in most cases was high. Local knowledge and education (human capital) along with visible success after a short time were important criteria of success of UPS. Here, careful consideration of the challenges before and after implementation of UPS is suggested. ScalA-FS should be applied early in the implementation process of UPS in order to support adaptations and successful upscaling at other locations.  相似文献

Subsistence farmers in sub-Saharan Africa are highly vulnerable to food insecurity given their low adaptive capacity against ecological and socio-economic shocks. Therefore, food security is one of their main challenges. Participatory action research across food value chains (FVCs) can help stabilize and enhance food security by developing upgrading strategies (UPS) that enhance specific aspects of crop production, post-harvest processing, marketing, income generation, and consumption. However, prior to their widespread adoption or upscaling, UPS need holistic understandings of their potential social, ecological, economic, and institutional challenges and opportunities in target areas. This article reports the application of the “ScalA-FS” tool, which assessed the potential success of selected UPS using assessment criteria developed by agricultural scientists and local farmers in a participatory process in Tanzania. This work is embedded in a larger participatory research project conducted in semi-arid and sub-humid ecological settings of the Dodoma and Morogoro regions of Tanzania. Results from the assessment of the potential impact of the UPS differed strongly between the UPS and the social, economic and environmental assessment criteria, but only slightly between semi-arid and sub-humid regions. The positive impacts of food-securing UPS centre on productivity and income generation. Rain water harvesting, fertilizer micro-dosing, optimized weeding, and promotion of kitchen gardens were expected to have the highest impacts after implementation. The ScalA-FS ex-ante assessments provide a knowledge base about potential impacts, as well as the potential bottlenecks to address during the implementation of UPS.  相似文献

Food security remains a major challenge in Sub-Saharan Africa. The widely acknowledged definition of food security and its four dimensions, availability, access, utilisation and stability, are somewhat abstract in the local context of small-scale farmers. Therefore, more site-specific information on the local food situation is needed to respond to the local food security challenges. Participatory elaboration of these criteria within the rural communities is crucial. The objective of this research was to elaborate community-based criteria in four selected study villages of Tanzania. We present an adapted methodological procedure based on the so-called Framework for Participatory Impact Assessment (FoPIA). Based on a series of farmer workshops, we analysed the local understanding of food security and derived a set of food security criteria. We found that these criteria cover the three dimensions of sustainability (social, economic and environmental), while simultaneously representing the four food security dimensions, showing that rural communities think holistically and consider multiple criteria and dimensions related to food security. Our participatory methodological approach was suitable for identifying the specific development priorities that need to be addressed for improved food security in a particular locality. The locally specific food security criteria can be used for impact assessment, monitoring and evaluation and, finally, for the adaptation of development measures to local contexts.  相似文献

This paper presents the impacts of a participatory agroecological development project on food security and wealth levels. The Malawi Farmer to Farmer Agroecology project (MAFFA) encourages farmer experimentation, community involvement and farmer-to-farmer teaching on agroecology, nutrition and gender equity. Recent international assessments of agriculture have highlighted the urgent need for changes in farming practices in Sub-Saharan Africa, due to land degradation, high levels of food insecurity and anticipated climate change impacts. Agroecological approaches have shown great potential to address these multiple needs. Using a longitudinal panel survey data and propensity score matching to account for selection bias in project participation, we analyzed the impact of the project on household income and food security in Malawi in 2012 (Wave 1 = 1200 households) and in 2014 (Wave 2 = 1000 households). We used the Household Food Insecurity Access Scale (HFIAS) for impact evaluation. Estimates of average treatment-effects using difference in difference methods showed that participating in MAFFA has led to a significant increase in household wealth (β = 3.54, p = 0.01) and a large reduction in food insecurity (β = ?3.21, p = 0.01) compared to non-participants, after 2 years, even after accounting for covariates and selection bias. These results indicate that agroecological methods combined with farmer led knowledge exchanges can be welfare enhancing, both in terms of food security and in terms of income for family farm households. Agroecological approaches should be promoted through upscaling of farmer-to-farmer knowledge exchanges, community involvement and attention to nutrition and social equity to enhance farmer learning and household welfare benefits.  相似文献

Despite the predominantly positive depictions of dairy production, public concern about farm animal production practices in the United States is currently higher than at any point in recent history. Many standard industry practices, including some used by the US dairy industries, are increasingly challenged not just on scientific grounds, but also on ethical grounds. Concerns include the environmental impacts and sustainability of modern farm animal production practices, food safety and security, and the increasingly complex issue of animal welfare. As the impetus increases to achieve broad stakeholder engagement in discussions of US food policy, understanding and addressing the ethical concerns associated with contemporary dairy production is critically important to ensure the industry's autonomy and long-term viability. Animal welfare assessment or accountability tools such as the Ethical Matrix or Campbell's Ethics Assessment Process can provide a structured, transparent method of making appropriate ethical choices about the care and welfare of farm animals that are also scientifically grounded.  相似文献

This paper examines local farmers’ perspectives about emerging and re-emerging infectious diseases (EIDs) of humans, crops and livestock and their impact on household food security in the Tanzania-Uganda interface ecosystem to the west of Lake Victoria. While it is increasingly accepted that such an approach could yield vital information not only regarding the extent of the impact of EIDs but also on practical strategies for their control, recent studies have examined only a narrow part of the disease-food security spectrum, often lacking a clear analysis of how local people conceptualise the co-occurrence, interactions and impact on food security of multiple plant, animal and human disease afflictions. Findings of the present study reveal that farmers perceive diseases as products of wider social, economic, environmental and institutional realities. They employ a wide range of names to describe disease problems and often such labels have nothing in common with the binomial nomenclature used in scientific taxonomy. Frequently, local people’s perceptions of severity of the impact of disease on food security are at variance with views held by experts. Consequently, disease control measures and strategies advocated by experts and policy makers are often not adhered to. This paper reveals that local or emic perspectives on diseases not only convey the sense of how local people feel and think about a particular disease but also how such knowledge shapes their response effort. Finally, the paper argues for a strategy to harness and incorporate aspects of local perspectives and practices into formal disease control programmes.  相似文献

The literature on the importance of plant pathogens sometimes emphasizes their possible role in historical food shortages and even in famines. Aside from such major crises, plant pathogens should also be seen as important reducers of crop performances, with impacts on system sustainability, from the ecological, agronomical, social, and economic standpoints – all contributing ultimately to affecting food security. These views need reconciliation in order to produce a clearer picture of the multidimensional effects of plant disease epidemics. Such a picture is needed for disease management today, but would also be useful for future policies. This article attempts to develop a framework that would enable assessment of the impacts of plant diseases, referred collectively to as crop health, on food security via its components. We have combined three different existing definitions of food security in order to develop a framework consisting of the following six components: (1) Availability. Primary production; (2) Availability. Import - Stockpiles; (3) Access. Physical and supply chain; (4) Access. Economic; (5) Stability of food availability; (6) Utility-Safety-Quality-Nutritive value. In this framework, components of food security are combined with three attributes of production situations: the nature of the considered crop (i.e. food- or non-food), the structure of farms (i.e. subsistence or commercial), and the structure of markets (i.e. weakly organized and local, to strongly organized and globalized). The resulting matrix: [Food security components] × [Attributes of production situations] provides a framework where the impacts of chronic, acute, and emerging plant disease epidemics on food security can be examined. We propose that, given the number of components and interactions at play, a systems modelling approach is required to address the functioning of food systems exposed to plant disease risks. This approach would have application in both the management of the current attrition of crop performances by plant diseases, and also of possible disease-induced shocks. Such an approach would also enable quantifying shifts in disease vulnerability of production situations, and therefore, of food systems, as a result of climate change, globalization, and evolving crop health.  相似文献

The objectives of this paper are: 1) to examine the socio-demographic characteristics and prevalence of food insecurity in three groups of refugees resettled in the U.S.; 2) to describe themes that arose as potential determinants of food insecurity for refugees; and 3) to posit a conceptual model of the potential determinants of food insecurity for refugees and how they interrelate. This is a case study based on the analysis of three nutritional assessment studies conducted with Asian and African refugees (n = 97 combined). A mixed methods approach was adopted with a semi-structured interview questionnaire, containing both quantitative and open-ended qualitative questions. Interviews were conducted in-home by community interviewers. Seventy percent (n = 69) of the sample, which represented a group that has been resettled in the U.S. for an average of 8 years, experienced some level of food insecurity. Themes related to previous food shortage in refugee camps, health care costs, and remittance of resources to relatives back home emerged as factors impacting food security and demonstrating its lack for those who have been resettled for even as many as 8 years. Pre-resettlement factors and transnational remittance have been understudied as they relate to the food security status of resettled refugees. With greater investigation, the knowledge acquired of these factors could impact the way resettlement programs design education, training and counseling for refugees.  相似文献

Climate change may be a factor leading to increased risks of food- and waterborne illnesses from consumption of existing and emerging biological hazards. It is beneficial to develop integrated approaches to evaluate, and provide scientific assessments of, potential climate change adaptation measures to inform risk management related to climate and weather events. To this end, a risk modeling framework was created to facilitate estimations of the impact of weather and climate change on public health risks from biological hazards in food and water and to compare potential adaptation and risk mitigation strategies. The framework integrates knowledge synthesis methods, data storage and maintenance, and stochastic modeling. Risk assessment models were developed for food and water safety case studies for demonstrative purposes. Scenario analyses indicated that implementing intervention measures to adapt to changing climate impacts might mitigate future public health risks from pathogens to varying degrees. The framework brings a generic approach to allow for comparison of relative public health risks and potential adaptation strategies across hazards, exposure pathways, and regions to assist with preventive efforts and decision-making.  相似文献

Food security is a critical issue for many low-income countries, particularly in Sub-Saharan Africa. Appropriately identifying and utilising local resources can provide sustainable solutions to food security problems. Insects, which are traditionally consumed in many regions of the world, represent one such resource. Insects can be nutritionally rich and therefore could be used to address issues of malnutrition. A first step towards utilising insects as a resource is identifying which ones are traditionally consumed. We present data collected between 2005 and 2012 on insects eaten by communities across Benin, West Africa. A combination of literature research, field collections, community focus groups and targeted interviews were employed. Data on four ethnic groups is presented: the Anii, Fon, Nagot and Waama. Twenty-nine arthropods species are eaten across Benin. The predominant orders are Orthoptera (48 %) and Coleoptera (41 %). New families of edible arthropods in West Africa include: Bradyporidae (Orthoptera), Coreidae (Hemiptera), Dytiscidae (Coleoptera), Ixodidae (Acari). Insect collection is an ancestral tradition in all the described communities: however, there are considerable differences in preferences and collection methods among ethnic groups. Currently there is little valorisation of insects as a food product in Benin, in contrast to neighbouring countries. In light of considerable malnutrition in Benin among young children, promoting this tradition and implementing small scale captive rearing of selected species could improve food security.  相似文献

The scientific response to the challenges of security for food systems, as well as other global topics such as climate change, has been to shift from research projects with a narrow focus on one or a few sectors of the food system to broader trans-disciplinary approaches. Such research settings are inherently complex and involve the potential for substantial conflict that can put the success of the entire research project at risk. Allocating time and resources to establish mechanisms that facilitate meta-communication among project members is increasingly advocated in order to minimize conflicts. The aim of this paper is to analyze and then facilitate the integration of conflict management programs as a tool within such research projects. This was achieved by establishing the framework characteristics that define the food security research environment as: (1) donor-funded; (2) temporary; (3) virtual; (4) international; (5) inter-organizational; and (6) trans-disciplinary; and by discussing their implications for the implementation of a conflict management program. A participatory and transdisciplinary food security research project active in Tanzania (Trans-SEC) was used as the case study, with qualitative research methods applied.  相似文献

Due to beneficial characteristics of cassava such as robustness and versatility for multiple uses, it can have a major role in contributing to local food security. The objective of this study was to find out whether and how the cultivation of cassava benefits smallholder farmers in the regions of Dodoma and Morogoro, Tanzania. In addition, the study assessed the main factors that support or threaten food security of smallholder farmer households in the survey region and analysed whether cassava cultivation could counteract them. We applied a mixed methods approach. Quantitative data were provided by a comprehensive household survey of the Trans-SEC project, and qualitative data were collected by conducting semi-structured interviews. To approach the complexity of our chosen food security definition, three approaches for household food security measurement were applied. These covered the components of food availability, food access, and food utilization. Additionally, dependent variables for regression models were constructed and a multivariate analysis was run. The results show that cassava contributes to food security in the households, but achieving food security through cassava cultivation was constrained by several factors, including pests, missing markets, poor processing, social perception and lack of knowledge. Besides these, other factors affecting food security in the study area were found, uncovering some roots of local food insecurity and serving as a basis for further research and action on how to enhance food security.  相似文献

The European Union (EU) adopted the first legislation on chemicals management in 1967 with the Dangerous Substances Directive (DSD). Over time the underlying concepts evolved: from hazard identification over risk assessment to safety assessment. In 1981 a premarketing notification scheme was introduced. Approximately 10 years later a risk assessment program started for existing substances following a data collection and prioritization exercise. Integration of science into EU chemicals legislation occurred via several technical committees managed by the European Chemicals Bureau (ECB) and resulted in the Technical Guidance Document on Risk Assessment (TGD), which harmonized the risk assessment methodology. The TGD was revised several times to adapt to scientific developments. The revision process, and the risk assessments for new and existing substances, led to scientific research on chemical risk assessment and thus increased in complexity. The new EU chemicals policy REACH (Registration, Evaluation, Authorization and Restriction of CHemicals) builds on previous experiences and aims to further enhance health and safety. REACH places the burden of proof for chemical safety on industry focusing on managing risks. REACH formalizes the precautionary principle. Furthermore, it underlines a continued scientific underpinning in its implementation, also via stakeholder involvement, and a focus on aligning with international fora.  相似文献

ABSTRACT: Indigenous knowledge and practices are important aspects of a society's culture and its technology. They include accumulated knowledge, as well as skills and technology of the local people, usually derived from their direct interaction with their local environment. These aspects need due recognition and full understanding and utilization because of the valuable contributions to food security, especially in African communities.Africa's people have traditionally utilized indigenous knowledge, skills and structures, most often locally developed and handed down in the course of centuries. Insufficient attention has been given to this local knowledge within the mainstream food security development and management interventions. However, there is now increasing awareness of the fact that technology includes not only energy sources and tools, but also knowledge and skills, as well as social organizations. It is, therefore, imperative to approach indigenous communities as partners and collaborators in all food security endeavors in order to realize the objective of sustainability. African communities offer a vast array of indigenous knowledge and practices in food technology that are favorable to the food supply, as well as to food quality and food safety and thus directly contribute to food security. As such, indigenous knowledge and practices in food technology that have proved capable of ensuring food security need to be implemented before considering the introduction of external ones if food security is to be realized in Africa. Emphasis of the same should be especially made for foods that are adapted to local conditions thus improving food access, safe food availability, and utilization to meet local and regional needs. This paper seeks to outline the numerous contributions and enormous potentials that indigenous knowledge and practices in food technology have in ensuring food security in Africa.  相似文献

The integration of smallholders into agricultural value chains is considered an important pathway for raising the welfare of farmers, including their food security. Distinct from literature that has mainly dwelt on smallholder integration in high-value and export-orientated agricultural value chains (AVCs), we focus on domestic, traditional AVCs, which are relevant to the majority of smallholders. Using primary household data from Kilosa and Chamwino districts in rural Tanzania, we examined the nature and extent of smallholder participation in traditional AVC activities and their associated welfare effects, focusing primarily on household food security. Cluster analysis was used to explore different smallholder livelihood activities and the extent of participation in traditional AVCs while propensity score matching and inverse probability weighted regression adjustment approaches were employed to analyze food security effects of various AVC activities. Results revealed that smallholders participate at varying levels in different AVC activities and their integration in traditional AVCs plays an important role in improving food security. Whereas other studies analyze only the impacts of participation in single AVC activities, we show the relevance of assessing the effects of multiple AVC activities on food security. Findings highlight the importance of promoting policies that enable effective vertical and horizontal integration of smallholder farmers into traditional AVC activities for enhanced food security and improved livelihoods.  相似文献

Authentication of food and feed covers a broad range of topics, matrices, analytical techniques and research approaches. To address future challenges of authenticity testing, cooperation among public institutes becomes more and more important. In this perspective, the Federal Institute for Risk Assessment (BfR) organized a German-wide meeting (translated title: Status quo of authenticity testing of food and feed – methods for routine analysis and research approaches) to improve scientific exchange opportunities among expert of public research institutes and regulatory bodies. Experts of federal institutes, federal state surveillance bodies and universities were invited by the BfR to report about their experiences and activities related to authenticity testing of food and feed. The scientific exchange within this up to date research field was successfully promoted by the development of an expert network with this BfR event.  相似文献

This study presents an assessment of local definitions and perceptions concerning healthy eating through a study in four resource-poor border communities in El Salvador. The study included focus groups, key-informant interviews, and observations of the food environment. Local definitions of healthy eating elicited through focus groups were compared to the national Salvadoran dietary guidelines recommendations. The comparison revealed several areas of overlap (including the importance of dietary variety, fruits, and vegetables, among others) and omissions (mention of limiting sweets/candy, salt, sugar, and alcohol). Focus group participants expressed concerns over the origin of their foods and whether food contained harmful chemicals. These conversations also revealed the contradictions between nutrition knowledge and preferences for foods classified as unhealthy. This article concludes with a discussion about barriers to healthy eating identified in the focus groups and through the food environment assessment.  相似文献
