严格承包商管理抓好现场作业安全

在今年初集团公司召开的HSE工作会议上,党组领导分析指出,去年,"三违"行为仍是事故发生的主要原因,在全系统合计发生的26起事故中,有20起是"三违"行为造成的,占76.9%;直接作业环节事故居高不下,有21起是直接作业环节发生的,占80.8%;系统内炼化企业承包商事故明显增加,共发生承包商事故10起,占全系统承包商事故起数的71.4%.     

浅谈企业班组建设

“三违”根源及对策

绝大多数工伤事故主要原因是“三违”（违章指挥、违章操作、违反劳动纪律）。“三违”根源可概括为：企业领导重生产，安全意识淡薄；职工安全知识贫乏，安全技能、安全意识差；安全规章制度有漏洞，安全管理执法队伍素质不高；习惯性违章作业；在不理智心理状态下，明知故犯地“三违”；身体不适，作业环境不良。减少、根除“三违”的主要对策有：提高企业领导的安全意识；通过形式多样的教育和培训，提高从业人员的安全技能；完善规章制度，建立一支高素质安全执法队伍；改善作业环境；对身体不适者合理安排工作；加大工伤考核、赔偿力度。反“三违”任重而道远，需党政工团齐抓共管。     

十二胺浮选黄锑矿的作用机理

利用单矿物实验,研究了十二胺（DDA）对黄锑矿的浮选行为.研究发现:pH值为2.0~8.0时,黄锑矿浮选回收率达到90%以上;pH值为8.0~10.0时,黄锑矿浮选回收率急剧降低;当pH值〉10.0时,十二胺对黄锑矿几乎没有捕收作用.十二胺浮选溶液化学分析结果表明,十二胺阳离子（DDA+）是对黄锑矿产生捕收作用的主要成分.采用密度泛函理论研究了黄锑矿晶体以及十二胺离子和分子的电子结构性质,考察了十二胺离子、十二胺分子和水分子在黄锑矿表面的吸附行为.三种吸附质在黄锑矿表面吸附能顺序为DDA 〉 H₂ O 〉 DDA+,十二胺离子可排开黄锑矿表面的水化膜,实现黄锑矿的疏水上浮,十二胺离子主要通过物理吸附形式吸附于黄锑矿表面.      

非税收入管理中的权力寻租分析及防治

非税收入是政府收入体系的一个有机组成邵分,它在壮大地方财力,增强政府宏观调控能力方面起着重要作用.但目前我国的非税收入管理改革还不彻底,在非税收入管理中还存在许多漏洞,这就不可避免地会产生权力寻租行为.权力寻租行为不仅会给国家造成巨大经济损失,也会严重损害政府形象.本文利用经济学中的"寻租理论"去发现非税收入管理中可能存在的权力寻租行为,并对非税收入管理中的权力寻租行为产生的原因及危害进行深入分析,进而提出对策及建议加以防治.     

十二磷钼酸的制备与开发

以工业钼酸铵为原料,焙解制得高纯MoO3,与水按L∶S比4∶1加入到高压釜中,同时加入一定量的H3PO4,反应2h,三氧化钼的转化率为94.2%。合成的十二磷钼酸溶液,通过蒸发结晶制得十二磷钼酸。此方法是生产十二磷钼酸的一项新技术。     

西方分权化改革对我国省直管县体制的启示

随着经济全球化、信息化与知识经济的到来,西方各国进入了公共部门管理,尤其是政府管理改革的新时代.我国也在这期间进行了数次以分权为主要内容的行政体制改革,其中最为显著的就是近年的"省直管县"改革.但随着市场经济的发展,这一体制改革虽有利于减少行政层级、降低行政成本、发展县域经济,但却面临着众多阻力.借鉴西方分权改革的成功实例,积极探索"省直管县"体制改革的实现路径,对建构符合中国国情的行政体制具有重大意义.

转炉炉壳热应力分析

根据实际转炉建立实体模型。以有限元为手段,考虑了炉衬和炉壳材料的物性参数随温度变化的特点和炉衬与炉壳之间膨胀间隙,计算了转炉炉壳在温度载荷和炉衬膨胀压力同时作用下的热应力。所得结果可为转炉炉壳设计提供依据。

通过对焦炭在高炉内的历程及其变化规律的剖析,阐述焦炭热性能指标的意义,形象地把焦炭在高炉内的损耗分为三部分(M1,M2,M3)。指出M2对焦比及焦炭价格有一定的指导作用。     

Results of treatment of cancer of the cardia

Cancer of the cardia is traditionally discussed with cardiac cancer of the lower portion of the esophagus and upper gastric cancer invading the esophagus, and the specific characteristics of cancer of the cardia have never been clearly defined. We reviewed the outcome of 172 patients with adenocarcinoma of the cardia who had undergone radical surgery between 1949 and 1994 in the Division of Gastrointestinal Surgery of the Cancer Institute Hospital. The centers of the tumors were located within 2 cm above and below the boundary between the esophagus and the stomach, and their longitudinal diameter was less than 8 cm. We divided the patients into an early period (1949-1979; n = 79) and a late period (1980-1994; n = 93), and focused on the historical transition. There were no differences in patient gender or histology between the two periods. However, the late period was associated with fewer cases of esophageal invasion and shorter longitudinal diameter, as the age of the population advanced. The number of advanced cancers such as the localized and infiltrative type had decreased, and early cancer and early clinical stage had become more common, but despite the fact that the number of early cancers had increased, extended dissection, such as thoracic and paraaortic lymph node dissection, was performed more frequently. By clinical stage, the long-term outcome markedly improved in Stage I patient in the late period, and tended to improve in Stage II and III patients. This appears to have been attributable to the prevention of micrometastasis by extended dissection, although the number of early cancers is another major potential cause. There were no differences in the outcome of Stage IV patients between the two periods, and further advances in multimodality therapy must be awaited. The range of resection is basically proximal gastrectomy, and if there are adequate indications, the prognosis is favorable. In view of the status of lymphatic flow and lymph node metastasis, and long-term results, lateroaortic lymph node dissection is important. Since the number of early cancer patients has been increasing, if intraabdominal recurrence is prevented, intrathoracic lymph node dissection will contribute greatly to the outcome of such patients.     

The effect of amount of possession of the trait of hostility on accuracy of perception of hostility in others.

Some theories of personality hold that an individual's perception of others is influenced by his own personality characteristics; more specifically, that a trait of low social value will be projected more into others, and that insight into the possession of these characteristics reduces this distortion. These 2 hypotheses were tested by having a group of college students rate each other (including themselves) on degree of friendliness or hostility. Agreement with group rating about self yielded the insight score. In general, the hypotheses were supported; the "friendly" Ss were most accurate in their perception of others, and insight was positively associated with accurate perception. Effect of antibiotics of chemotaxis of human leukocytes

The effect of 20 different antibiotics on chemotaxis by human neutrophils was studied. Human leukocytes incubated with chloramphenicol, rifampin, sodium fusidate, and tetracyclines in vitro showed markedly depressed migration. The mechanisms by which these antibiotics affect leukotaxis are discussed.     

Quality of life of relatives of mental patients

Usage of quality of life of psychiatric patients' relatives as the parameter of estimation of the quality of psychiatric care is considered. By means of standard questionnaire elaborated by the authors as well as by means of both individual and group conversations the quality of life was analyzed in 40 relatives which lived together with psychiatric patients. Different spheres of their life and difficulties (financial, social-psychologic, production) were examined in families with such patients. The defects of psychiatric care that had direct influence on the quality of life of the psychiatric patients' relatives are outlined.
