The South Australian Planning Review recently launched its Planning Strategy for Metropolitan Adelaide. In the following invited FORUM paper Susan Parham, a member of the Planning Review team, outlines and draws some tentative conclusions about the context, process and content of that Strategic document. She discusses how the Review set about achieving its task, the major issues, ideas and policies which emerged in developing the Planning Strategy, and some of the implications from the process for pursuing a strategic approach in government. The paper does not provide a critical analysis of the Planning Review in terms of either policies adopted or approach taken to the work, but suggests in passing that both should be a rich field for analysis by others in future. 相似文献

There has been a growing mismatch between household and housing types in Australian cities in recent years. At the same time housing has become increasingly expensive, while low-density urban development has meant increasing social and economic costs for households in fringe suburbs. This paper explores current housing and location preferences of Adelaide residents. The findings suggest that home ownership and the single-storey detached dwelling are well entrenched preferences among residents, and that as yet, the personal costs of the linear spread of the city have not impacted significantly on housing and location preferences. 相似文献

In the early twentieth century, South Australia, as with most of the western world, embraced the then new concept of comprehensive town planning with enthusiasm. The idea of co-ordinating the layout and design of cities with the location of, and expenditure on, public works and the regulation of development seemed a logical answer to the complex problems of increasing urbanization. In this article we compare and contrast elements of social capital across different housing tenures in an Adelaide neighbourhood. Using the results of 530 self-completion questionnaires and in-depth qualitative interviews with 16 people we assess perceptions of conflict across housing tenures and between socio-economic groups, feelings of acceptance and belonging in the local neighbourhood, and levels of involvement in local formal and informal networks. While only a small number of questionnaire respondents reported negative views of socio-economic diversity in the area a theme emerging in the qualitative data indicated that housing tenure was relevant to some of these negative perceptions. Respondents from across different tenure types also reported differences in feelings of acceptance in the neighbourhood, and involvement in formal and informal networks. The study findings suggest that housing tenure is relevant to the development of neighbourhood-based social capital, and that this factor needs to be considered by social planners, housing policy makers and others involved in implementing social mix policies. In addition, the findings indicate the need to consider the community housing and public housing tenures in their own right, given the different models of housing provision, rather than collectively under the common banner of social housing as most research studies do. It is recommended that the full diversity of housing tenure is considered in any future analysis. 相似文献

The case for integrated land-use and transport strategies for Australian cities is evaluated with particular reference to sustainabliity and equity values. The potential to apply such a strategy to Adelaide is explored. It is concluded that there are sufficient mainly broadacre government-owned consolodation opportunities adjoining the spinal rail network to accomodate the city's forecast population growth over the next 20 years. A mutually reinforcing program of investment in rail infrastructure and rail-oriented urban village developments is proposed. 相似文献

It is not too often that sufficient similarities and comparable data enable us to make significant comparisons between the central areas of Australian capital cities. This article presents such material about Adelaide and Melbourne. In particular, it takes advantage of floorspace and employment surveys carried out in these central areas in 1987 and 1992 to identify not only trends but important points of similarity and difference. Some of the more important reasons for these changes are canvassed in the context of current literature. The different policy responses of the two state governments and central city authorities are also examined as there has been a change in both cities to a state Liberal government following Labor governments which have incurred heavy financial losses and increased state debt. 相似文献

The Port Adelaide waterfront redevelopment is a property-led urban venture that is being driven by a logic and ideology of new forms of urban politics that are oriented towards post-industrial capital accumulation. While local residents are in favour of the waterfront being revitalised there is concern about the nature and scale of the redevelopment being proposed. Through a carefully managed 'place-marketing' process, the Port's industrial landscape is to be re-conceptualised as a future-oriented landscape of cosmopolitan residential-work-leisure lifestyle as an expression of desire for professional occupancy. The study reveals that local participation and influence in planning decisions of this public-private venture is somewhat marginal to economic considerations. 相似文献

This article considers the interconnection between certain spaces and ‘fear-inducing’ masculine gender performances. Particularly, it looks at the night-time use of downtown spaces by young men, reconsidering existing theory and developing new methodology to examine how and why young men use specific areas to engage in aggressive, hyper-masculine gender performances. Freshwater availability to meet the growing needs of humankind has raised serious concerns in the recent past. Two immediate responses to counter this challenge are efficient allocation of the scarce resources, and development and use of alternative sources of water. While ‘water markets’ are seen as a means to achieve efficient allocation of the scare resources, treated wastewater and low‐quality water are now considered as potential sources of water to supplement the freshwater supplies. However, the latter option, that is use of reclaimed water as an alternative, imposes concerns regarding its suitability to sustain development. This is because of various issues related to wastewater usage and application. At the same time, it is also true that a successful and well‐planned reuse scheme can help achieve sustainability as evidenced in some isolated cases around the world. In line with this, the current paper adopts a case‐study approach to demonstrate how a successful reuse scheme in Adelaide, South Australia, has contributed to the sustainable development of the region. The paper looks into the socio‐economic and environmental dimensions of sustainability and arrives at a conclusion that properly planned and managed reuse schemes backed with effective regulatory and policy measures can lead to sustainable development. 相似文献
