Discussion of public participation has lacked a comprehensive framework. This paper presents a multidimensional model of public participation with an institutional perspective, designed to facilitate case analysis and enable systematic comparison. The model has three main dimensions: structure, process and actions. Participation structures and processes include organisation, representation, consultation and legal-administrative channels; actions include information exchange and alternative planning. A pilot application of this model framed a case study of public participation in Israel, where objections and appeals are the main channel for public involvement, giving participation an adversarial connotation. Based on the case study, proposals are made for changes to Israeli legislation, practices, and public awareness. The conclusion discusses the model's methodological, policy and practice implications.  相似文献

In 1980, Giancarlo de Carlo wrote in the Perspecta: Yale Journal, "An Architecture of the Participation". Carlo, proposed a sequence of procedures: the problem definition, the solution and the results evaluation, in all the three steps, the social communities should be integrated in as part of a share and dynamic process. This text corresponds to a new way of understanding the importance of the social communities in the architecture definition. From de Carlo's text, the main goal of this paper is to present the results of an intervention in public space renewal of the Lagarteiro neighborhood (in Oporto city) and the relation of this process with the participation of the resident population. The urban context of Lagarteiro's neighborhood presented before the intervention the typical and classic signs of disqualification of environmental and urban peripheral areas of resettlement. The term "disadvantaged areas" is associated with these areas in urban or peri-urban case, was framed in a specific Portuguese policy, called Initiative Critical Neighborhoods. Being a recent intervention, the renewal of the public space in Lagarteiro is a complete case study that allows comprehending the participation phenomenon in nowadays, at the same time that seduces a reflexion about technical and architectural solutions for "critical" neighborhood.  相似文献

Design competitions are often used to select design teams for high profile development projects, yet have received scant attention in the literature. Seeking to redress this imbalance, this paper presents a competition model that was employed on Toronto’s waterfront in 2006 for a large public realm project and describes how it was structured around an iterative public consultation process. Although subject to a number of implementation delays, the competition sponsors built a constituency of support for the redevelopment project by engaging lay people in the decision-making process. The paper argues that the competition struck a balance between lay input and professional knowledge and contends that future research efforts should continue to explore means by which public participation can be integrated into design competitions.  相似文献

As multi-planning system integration is an important approach to planning compilation and management in the new era, this paper sums up the essence of multi-planning system integration based on the analysis on the differences and similarities of various plans. In addition, it explores, from the perspective of planning compilation and implementation, a general multi-planning system integration means on the basis of spatial elements, authority management, and technical standards. It then summarizes the key outcome: one plan, database, coordination mechanism, and so on, discovering a new planning compilation and management approach for regional coordination, ecological coexistence, urban-rural interaction, and efficient resource utilization.  相似文献

Nowadays, public participation is one of the most important factors to improve the feasibility, legitimacy and quality of urban plans. In Iran, due to lack of comprehensive understanding about the participation notion and its necessary socio-economic and political infrastructures, participatory decision-making has faced with some serious challenges in both processes of preparing and implementing. The present paper focuses on providing practical strategies for preparing collaborative urban plans in Iran's conditions. Also it seeks to answer this question: What is the role of planners to prepare a real collaborative plan? It is assumed that a conceptual model for collaborative planning can be fitted with Iran's conditions by means of integrating the fundamental philosophic ideas of participatory planning such as theories of Paul Michel Foucault and Jürgen Habermas, given the fact that the present situation of collaborative planning in Iran needs a supportive theory which is compatible with power structures of Iranian urban planning system. In this regard, the Habermas' theory of “communicative action” and the Foucault's theory of “power structures” are reviewed by a comparative analysis methodology to present an integrated conceptual model for collaborative planning in Iran's condition. At the end, the CDS (City Development Strategy)---making process of Anzali City of Iran is analysed to examine this claim in the practice. The results yield that enabling urban planners to act as communication facilitators during planning can direct the collaborative planning in Iran from theory to a real practice by means of integrating the positive aspects of communication and power.  相似文献

This article reports on a longitudinal case study of stakeholders’ relating dynamics in the collaborative planning process concerning the urban regeneration of Katendrecht, an area located in Rotterdam, the Netherlands. Findings challenge the focus – typical for collaborative planning literature – on an ‘ideal’ relational setting, characterized by consensus and joint-ness, as a necessary precursor for collaborative success. Analysis reveals the relevance of a ‘hybrid’ relational setting and the potential functionality of relational settings, which emphasize organizational autonomy. Also, analysis shows that relations change through the accumulation of different events, i.e. scaffolding, rather than by single, specific events. Finally, findings point out how in particular group composition/dynamics events impact on stakeholder relations.  相似文献

Existing environmental impact statements have failed to consider many possible onshore impacts associated with offshore oil and gas recovery from the Baltimore Canyon. They have also ignored the cumulative effects of other coastal zone energy proposals.

By providing an overview of problems which have arisen elsewhere, the Scottish North Sea experience can supply valuable alternative inputs to the planning process in Middle Atlantic states. Since strategic planning goals may be superseded by the need to meet rapidly changing short-term demands, a comprehensive management program that includes facilities inventories, site acquisition, hazard guidelines, and identification of priority investment zones is necessary.  相似文献

A growing number of cities around the world have now developed urban digital strategies to speed up the pace of change, and more importantly to move their digital planning and policymaking from ad-hoc to an integrated and strategic approach. The paper provides a cross-national comparative study, based on recently developed urban digital strategies in Brisbane, Australia and Vancouver, Canada. The aim is to understand if and how urban digital strategies align with broader strategic planning in the two cities. To do so, the paper combines policy analysis with interviews of a selection of stakeholders in both cities. The lessons learned can be transferred to all cities interested in integrated digital planning for successful strategic urban outcomes.  相似文献

With the transformation of the Chinese economy from an extensive growth to intensive development, city development is also gradually turning from incremental construction to stock management. Community, as a basic unit of human settlements, is an important platform to build and improve the social governance capability. In 2013, Shiyoulu Jiedao Offi ce of Yuzhong District led the 1st urban community development planning, which was a milestone of Chongqing’s city regeneration and governance innovation. This paper focuses on two key issues: how to understand the community values and make the community development planning based on the above, and how to integrate with the local forces so that the community development planning can be integrated into the action plan. Combined with the practice of Minlecun Community Development Planning, using the concept of asset-based community development, a comprehensive survey is conducted on community assets(including three aspects of physical, human, and social capital), and a community comprehensive planning strategy is formulated which covers two parts: the optimization of community spaces and the upgrading of community governance. At the 2013 State of Australian Cities (SOAC) Conference, a dedicated plenary session examined the blunt prospect of “Who cares about Australian Urban Research?” One group apparently not reading, or not making extensive use of, urban research is Australian urban planners. Drawing on interviews and focus groups undertaken for a recent research project, in this paper we examine the nature of the research-practice Relationship in an Australian urban planning context. We explore the limited extent to which practitioners engage with research outputs; and the entrenched barriers to research to practice information exchange. While our interviews indicate planners are concerned about the lack of a solid research base with which to underpin many policies, assumptions and decisions; we find that time-poor professionals largely rely on popular media, industry publications and practice networks to inform decision making. Further, the political and reactive environment of planning practice means the role for evidence in consensus-driven decision-making is fraught and far from clearly defined. Ultimately the project highlights the extent to which the resources required to digest research, interpret its local significance, and apply it to practice can be underestimated.  相似文献

This article discusses how global ideas on co-production and citizenship built from below are translated into community mobilization and participatory planning practices in urban Malawi. It shows how limited national and local resources, disconnections from national and urban policies of redistribution, and a local politics shaped by both clientelism and democratic reforms create a glass ceiling for what global models of community mobilization and participation are able to achieve. It calls for a more systematic and empirically diverse research agenda to better understand how participatory discourses and practices embedded in grassroots organizing are transferred and mediated in place.  相似文献
