Increases in the numbers of people participating in snow sports raise safety concerns. Despite declining numbers of skiing injuries among recreational skiers, collisions resulting in severe injuries appear to be on the rise. Skiers’ risk of injury depends on a considerable number of different factors but only a few studies have investigated risk-taking behaviour and knowledge of proper skiing behaviour. To promote safe skiing the International Ski Federation (FIS) introduced regulations in 1967.We investigated participants’ familiarity with the FIS regulations on the ski slopes in relation to age, skiing ability and country of origin.Random interviews were conducted with1450 recreational skiers at 17 ski resorts in Tyrol, an Austrian province. A questionnaire assessing skiers’ knowledge of existing rules, their intuitive behaviour in given situations and perceptions of safety was developed. The study revealed that beginners, young skiers and those who were not local residents displayed insufficient knowledge. Risk-inducing situations that could result in collisions, such as moving upwards during carving, were largely assessed incorrectly. Appropriate intuitive behaviour increases with experience, and beginners are less able to implement FIS regulations than more experienced skiers. Ski resorts, the media and schools should direct educational efforts toward these high-risk groups. More research is needed to determine the causal connection between skiing injuries and disregard of the FIS Rules.  相似文献

Based on requirements in the new petroleum regulations from Norwegian Petroleum Directorate (NPD) and the realisation of a need to improve and rationalise the routines for reporting and follow up of incidents, Statoil Exploration & Production Norway (Statoil E&P Norway) has formulated a new strategy and process for handling of incidents/accidents. The following past experiences serve as basis for the changes made to incident reporting in Statoil E&P Norway; too much resources were spent on a comprehensive handling and analysis of a vast amount of incidents with less importance for the safety level, taking the focus away from the more severe and important issues at hand, the assessment of "Risk Factor", i.e. the combination of recurrence frequency and consequence, was difficult to use. The high degree of subjectivity involved in the determination of the "Risk Factor" (in particular the estimation of the recurrence frequency) resulted in poor data quality and lack of consistency in the data material. The new system for categorisation and handling of undesirable incidents was established in January 2002. The intention was to get a higher degree of focus on serious incidents (injuries, damages, loss and near misses), with a thorough handling and follow-up. This is reflected throughout the handling of the serious incidents, all the way from immediate notification of the incident, through investigation and follow-up of corrective and preventive actions. Simultaneously, it was also an objective to rationalise/simplify the handling of less serious incidents. These incidents are, however, subjected to analyses twice a year in order to utilize the learning opportunity that they also provide. A year after the introduction of this new system for categorisation and follow-up of undesirable incidents, Statoil's experiences are predominantly good; the intention to get a higher degree of focus on serious incidents (injuries, damages, loss and near misses), has been met, the data quality for the more serious incidents (5% of the total number of incidents registered) has improved, the improved handling of incidents has contributed to more reliable and accurate HSE indicators at a corporate level, more user friendly codes in place for incident registration (based on MTO methodology), the revised matrix gives distinct criteria with respect to which investigation level to be initiated for a specific incident. All activities related to handling of undesirable incidents have been summarised and illustrated on a two-sided plastic form, incorporating both the categorisation matrix and the activity flowchart (see Figs. 1 and 4).  相似文献

Previous research on the safety implications of quiet electric vehicles (EVs) has mostly focused on pedestrians’ acoustic perception of EVs, and suggests that EVs are more difficult for pedestrians to hear and, therefore, compromise traffic safety. The two German field studies presented here examine the experiences of 70 drivers with low noise emissions of EVs and the drivers’ long-term evaluation of the issue. Participants were surveyed via interviews and questionnaires before driving an EV for the first time, after 3 months of driving, and in the first study, again after 6 months. Based on participants’ reports, a catalogue of safety-relevant incidents was composed in Study 1. The catalogue revealed that low noise-related critical incidents only rarely occur, and mostly take place in low-speed environments. The degree of hazard related to these incidents was rated as low to medium. In Study 1, driver concern for vulnerable road users as a result of low noise diminished with increasing driving experience, while perceived comfort due to this feature increased. These results were replicated in Study 2. In the second study, it was additionally examined, if drivers adjust their perceived risk of harming other road users over time. Results show that the affective assessment of risk also decreased with increased driving experience. Based on individual experience, drivers adjust their evaluation of noise-related hazards, suggesting that dangers associated with low noise emissions might be less significant than previously expected.  相似文献

Past research confirms that parents extend much effort to teach their young children about safety, but little is known about this process. The present study examined mothers’ use of teaching as a strategy to manage young children's risk of home injury and how this impacts children's hazard interactions. Mothers of three-year-olds completed an in-home room-by-room interview in which they identified injury hazards that concern them, reported on use of teaching to manage risk of injury from these hazards, rated children's understanding of these safety issues and compliance with behavioral guidelines regarding these safety issues, and reported on children's recent interactions with these hazards. They also completed questionnaire measures of how difficult the child is to manage and the child's typical level of risk taking. Results revealed that children's understanding of safety impacted both their compliance and hazard interactions, moderating the impact of risk taking on compliance and also the impact of children's difficult-to-manage score on hazard interactions. These findings demonstrate that teaching strategies need to effectively enhance children's understanding of the safety issue in order to reduce children's risk of hazard interactions.  相似文献

Despite calls for a systems approach to assessing and preventing injurious incidents within the led outdoor activity domain, applications of systems analysis frameworks to the analysis of incident data have been sparse. This article presents an analysis of 1014 led outdoor activity injury and near miss incidents whereby a systems-based risk management framework was used to classify the contributing factors involved across six levels of the led outdoor activity ‘system’. The analysis identified causal factors across all levels of the led outdoor activity system, demonstrating the framework's utility for accident analysis efforts in the led outdoor activity injury domain. In addition, issues associated with the current data collection framework that potentially limited the identification of contributing factors outside of the individuals, equipment, and environment involved were identified. In closing, the requirement for new and improved data systems to be underpinned by the systems philosophy and new models of led outdoor activity accident causation is discussed.  相似文献

The aim of the present study was to examine if there are any cross-cultural differences between Swedish and Turkish drivers’ rating of the variables in the theory of planned behaviour (TPB) with regard to complying with the speed limit. A sample of 219 Swedish and 252 Turkish drivers completed a questionnaire including questions based on the theory of planned behaviour (i.e. regarding attitude, subjective norm, perceived behavioural control, intention and behaviour). The results show that country differences in drivers’ intention to comply with the speed limit as well as their self-reported compliance could be explained by differences found in their attitude, subjective norm and perceived behavioural control. Furthermore, drivers who live in a country with fewer road traffic fatalities (i.e. Sweden), compared with drivers who live in a country with more road traffic fatalities (i.e. Turkey), reported a more positive attitude towards complying with the speed limit, a more positive subjective norm, a higher perceived behavioural control, a higher intention and a larger proportion of the time spent complying.  相似文献

Within research on individual variations in risk perception, personality has been suggested as one important factor. In the present study, personality traits (44 items from the Big Five inventory) were investigated in relation to risk perception in transport and transport behavioural adaptations. In a sample of 312 participants, we found that the personality trait ‘emotional stability versus neuroticism’ was negatively correlated with risk perception (operationalised as “thinking about the possibility”) of an accident (−0.38) and an unpleasant incident, such as crime, violence, robbery (−0.25). ‘Agreeableness’ was also negatively related to risk perception, however first and foremost in relation to perceived risk for unpleasant incidents on transport modes in which one interacts with other people (0.25). Moreover, regression analyses showed that ‘emotional stability’ was a significant predictor of behavioural adaptations on bus. Regression analyses explained between 17 and 26 percent of variance in behavioural adaptations. The results show that different groups of people vary systematically in their perception of risk in transport. Furthermore, these differences are manifest as a difference in risk-preventive behaviour at a strategic level, i.e. as decisions about avoiding risky situations.  相似文献

Scientific literature lacks a model which combines exposure to risk, risk, and the relationship between them. This paper presents a conceptual road safety framework comprising mutually interacting factors for exposure to risk resulting from travel behaviour (volumes, modal split, and distribution of traffic over time and space) and for risk (crash and injury risk). The framework's three determinants for travel behaviour are locations of activities; resistances (generalized transport costs); needs, opportunities, and abilities. Crash and injury risks are modelled by the three ‘safety pillars’: infrastructure, road users and the vehicles they use. Creating a link in the framework between risk and exposure is important because of the ‘non-linear relationship’ between them, i.e. risk tends to decrease as exposure increases. Furthermore, ‘perceived’ risk (a type of travel resistance) plays a role in mode choice, i.e. the perception that a certain type of vehicle is unsafe can be a deterrent to its use. This paper uses theories to explain how the elements in the model interact. Cycling is an area where governments typically have goals for both mobility and safety. To exemplify application of the model, the paper uses the framework to link research on cycling (safety) to land use and infrastructure. The model's value lies in its ability to identify potential consequences of measures and policies for both exposure and risk. This is important from a scientific perspective and for policy makers who often have objectives for both mobility and safety.  相似文献

The first aim of the present study was to examine the factor structure of the traffic locus of control (T-LOC) scale in a Swedish sample of drivers. The second aim was to examine if this scale can be used to predict drivers’ speeding behaviour. A sample of Swedish car owners (N = 223) completed a questionnaire including questions based on the traffic locus of control (T-LOC) scale as well as questions about their speeding behaviour. The results showed a five factor solution including own skills, own behaviour, other drivers, vehicle/environment and fate. Own behaviour and vehicle/environment could be used to predict drivers’ speeding behaviour on roads with a 90 km/h speed limit while none of the variables included in the traffic locus of control (T-LOC) scale could be used to predict drivers’ speeding behaviour on roads with a 50 km/h speed limit. On 90 km/h roads own behaviour was positively related to drivers’ speeding behaviour while vehicle/environment was negatively related to their speeding behaviour.  相似文献

Slow speed run-overs represent a major cause of injury and death among Australian children, with higher rates of incidents being reported in Queensland than in the remaining Australian states. Yet, little attention has been given to how caregivers develop their safety behaviour in and around the driveway setting. To address this gap, the current study aimed to develop a conceptual model of driveway child safety behaviours among caregivers of children aged 5 years or younger. Semi-structured interviews were conducted with 26 caregivers (25 females/1 male, mean age, 33.24 years) from rural and metropolitan Queensland. To enable a comparison and validation of findings from the driveway, the study analysed both driveway and domestic safety behaviours. Domestic safety behaviours were categorised and validated against driveway safety behaviours, uncovering a process of risk appraisal and safety behaviour that was applicable in both settings (the Safety System Model). However, noteworthy differences between the domestic and driveway setting were uncovered. Unlike in the domestic setting, driveway risks were perceived as shifting according the presence of moving vehicles, which resulted in inconsistent safety behaviours. While the findings require further validation, they have implications for the design and implementation of driveway run-over interventions.  相似文献

Learning from the experiences of others has long been recognized as a valued and relatively painless process. In the world of process safety, this learning method is an essential tool since industry has neither the time and resources nor the willingness to experience an incident before taking corrective or preventative steps. This paper examines the need for and value of process safety incident databases that collect incidents of high learning value and structure them so that needed information can be easily and quickly extracted. It also explores how they might be used to prevent incidents by increasing awareness and by being a tool for conducting PHAs and incident investigations. The paper then discusses how the CCPS PSID meets those requirements, how PSID is structured and managed, and its attributes and features.  相似文献

Traffic incidents are key contributors to non-recurrent congestion, potentially generating significant delay. Factors that influence the duration of incidents are important to understand so that effective mitigation strategies can be implemented. To identify and quantify the effects of influential factors, a methodology for studying total incident duration based on historical data from an ‘integrated database’ is proposed. Incident duration models are developed using a selected freeway segment in the Southeast Queensland, Australia network. The models include incident detection and recovery time as components of incident duration. A hazard-based duration modelling approach is applied to model incident duration as a function of a variety of factors that influence traffic incident duration. Parametric accelerated failure time survival models are developed to capture heterogeneity as a function of explanatory variables, with both fixed and random parameters specifications. The analysis reveals that factors affecting incident duration include incident characteristics (severity, type, injury, medical requirements, etc.), infrastructure characteristics (roadway shoulder availability), time of day, and traffic characteristics. The results indicate that event type durations are uniquely different, thus requiring different responses to effectively clear them. Furthermore, the results highlight the presence of unobserved incident duration heterogeneity as captured by the random parameter models, suggesting that additional factors need to be considered in future modelling efforts.  相似文献

Objectives

The purpose of this study is to explore and examine, specific to the restaurant industry, two important constructs emerging from the safety climate literature: employee perceptions of safety training and management commitment to safety. Are these two separate constructs? Are there both individual- and shared group-level safety perceptions for these two constructs? What are the relationships between these two constructs and future injury outcomes?

Methods

A total of 419 employees from 34 limited-service restaurants participated in a prospective cohort study. Employees’ perceptions of management commitment to safety and safety training and demographic variables were collected at the baseline. The survey questions were made available in three languages: English, Spanish, and Portuguese. For the following 12 weeks, participants reported their injury experience and weekly work hours. A multivariate negative binomial generalized estimating equation model with compound symmetry covariance structure was used to assess the association between the rate of self-reported injuries and measures of safety perceptions.

Results

Even though results showed that the correlation between employees’ perceived safety training and management commitment to safety was high, confirmatory factor analysis of measurement models showed that two separate factors fit the model better than as two dimensions of a single factor. Homogeneity tests showed that there was a shared perception of the factor of management commitment to safety for the restaurant workers but there was no consistent perception among them for the factor of perceived safety training. Both individual employees’ perceived management commitment to safety and perceptions of safety training can predict employees’ subsequent injuries above and beyond demographic variables. However, there was no significant relationship between future injury and employees’ shared perception of management commitment to safety. Further, our results suggest that the variable of employees’ perceived safety training could be a proximal predictor of future injury outcome which mediated the relationship between employees’ perceived management commitment to safety (a distal predictor) and injury outcome. We propose that when employees perceive their management as having a high level of commitment to safety, they will also perceive that the safety training of the organization is good, which will then further predict future injury experience of the employees.  相似文献

The objectives of this study are (1) to develop an incident duration model which can account for the spatial dependence of duration observations, and (2) to investigate the impacts of a hurricane on incident duration. Highway incident data from New York City and its surrounding regions before and after Hurricane Sandy was used for the study. Moran’s I statistics confirmed that durations of the neighboring incidents were spatially correlated. Moreover, Lagrange Multiplier tests suggested that the spatial dependence should be captured in a spatial lag specification. A spatial error model, a spatial lag model and a standard model without consideration of spatial effects were developed. The spatial lag model is found to outperform the others by capturing the spatial dependence of incident durations via a spatially lagged dependent variable. It was further used to assess the effects of hurricane-related variables on incident duration. The results show that the incidents during and post the hurricane are expected to have 116.3% and 79.8% longer durations than those that occurred in the regular time. However, no significant increase in incident duration is observed in the evacuation period before Sandy’s landfall. Results of temporal stability tests further confirm the existence of the significant changes in incident duration patterns during and post the hurricane. Those findings can provide insights to aid in the development of hurricane evacuation plans and emergency management strategies.  相似文献

The study compared accident and offence rates of 28 500 novice drivers in Finland. The purpose was to study differences in accident and offence rates between male and female novice drivers of different age. The drivers reported in a mailed questionnaire, how many accidents they had been involved in and how much they had driven during their whole driving career. All the drivers had a driving experience of 6–18 months. Information about offences for a 2-year period was obtained from an official register of drivers' licences. The drivers were classified into three age brackets: 18–20, 21–30 and 31–50 years. The effect of driving experience was controlled by dividing the drivers into different mileage brackets. The data was analysed and the results were discussed in the framework of the hierarchical model of driving behaviour. Young novice drivers and especially young male drivers showed more problems connected to the higher hierarchical levels of driving behaviour than middle-aged novice drivers. The number of accidents and offences was highest among the young males and their accidents took place more often at night than female or older drivers' accidents. Female drivers showed more problems connected to the lower hierarchical levels of driving behaviour, e.g. problems in vehicle handling skills. Ways of measuring accident risk of different driver groups were also discussed, as well as the usefulness and reliability of self-reports in accident studies.  相似文献

This paper will summarize best practices in incident investigation in the chemical process industries and will provide examples from both the industry sector and specifically from NOVA Chemicals. As a sponsor of the Center for Chemical Process Safety (CCPS), an industry technology alliance of the American Institute of Chemical Engineers, NOVA Chemicals participates in a number of working groups to help develop best practices and tools for the chemical process and associated industries in order to advance chemical process safety. A recent project was to develop an update on guidelines for investigating chemical process incidents. A successful incident investigation management system must ensure that all incidents and near misses are reported, that root causes are identified, that recommendations from incident investigations identify appropriate preventive measures, and that these recommendations are resolved in a timely manner. The key elements of an effective management system for incident investigation will be described. Accepted definitions of such terms as near miss, incident, and root cause will be reviewed. An explanation of the types of incident classification systems in use, along with expected levels of follow-up, will be provided. There are several incident investigation methodologies in use today by members of the CCPS; most of these methodologies incorporate the use of several tools. These tools include: timelines, sequence diagrams, causal factor identification, brainstorming, checklists, pre-defined trees, and team-defined logic trees. Developing appropriate recommendations and then ensuring their resolution is the key to prevention of similar events from recurring, along with the sharing of lessons learned from incidents. There are several sources of information on previous incidents and lessons learned available to companies. In addition, many companies in the chemical process industries use their own internal databases to track recommendations from incidents and to share learnings internally.  相似文献

Aggressive driving is increasingly a concern for drivers in highly motorised countries. However, the role of driver intent in this behaviour is problematic and there is little research on driver cognitions in relation to aggressive driving incidents. In addition, while drivers who admit to behaving aggressively on the road also frequently report being recipients of similar behaviours, little is known about the relationship between perpetration and victimisation or about how road incidents escalate into the more serious events that feature in capture media attention. The current study used qualitative interviews to explore driver cognitions and underlying motivations for aggressive behaviours on the road. A total of 30 drivers aged 18–49 years were interviewed about their experiences with aggressive driving. A key theme identified in responses was driver aggression as an attempt to manage or modify the behaviour of other road users. Two subthemes were identified and appeared related to separate motivations for aggressive responses: ‘teaching them a lesson’ referred to situations where respondents intended to convey criticism or disapproval, usually of unintended behaviours by the other driver, and thus encourage self-correction; and ‘justified retaliation’ which referred to situations where respondents perceived deliberate intent on the part of the other driver and responded aggressively in return. Mildly aggressive driver behaviour appears to be common. Moreover such behaviour has a sufficiently negative impact on other drivers that it may be worth addressing because of its potential for triggering retaliation in kind or escalation of aggression, thus compromising safety.  相似文献

We propose a new mathematical model for relative collision safety in cars. Our present research is restricted to head-on crashes between two cars and we try to determine how much of the injury risk in a crash depends on the car make. Previous work shows that a person’s age and sex influence the injury risk in accidents that are otherwise similar. To explore the relative risks between different car makes we build a model where we let the car mass, change of speed, design of the car and the driver’s age and sex explain the injury outcome in the crashes. The mathematical model we use is a birth process where the states correspond to the injury classes. A database containing police reported traffic accidents and hospital information is used to explore the relationships in our model. Different models are compared and the “best” model is chosen by a likelihood ratio test. The estimated relative risks compensated for the driver’s age and sex are compared to the relative risks with the driver population included. The uncertainties of the different estimates are studied by a bootstrap analysis.  相似文献
