A series of interviews with the chairpersons of Aboriginal communities in a remote area of Western Australia were conducted to examine their attitudes to road safety problems. It was found that some road safety issues that were expected to be considered problems were not necessarily seen to be so by those interviewed. This finding suggests that the first stage of a road safety intervention program for Aboriginal people may need to include an awareness raising component. It also suggests that there is a need for more detailed research defining particular problems more accurately before effective and culturally appropriate countermeasures are developed. 相似文献

Low-speed accidents with buses in public transport in the city of Uppsala during the years 1986-2000 are coded in 17 variables concerning mainly physical properties of the accident. The taxonomy uses classifications from existing schemes, but some are altered and some new are added to capture common features of reports of bus accidents in this population. It is found that side contacts and singles are the most common accidents, and that more than a quarter of all accident involvements occurs at bus stops. Inter-rater reliability calculations for the categories show that all except one have reliabilities above 80%. The level of internal validity, calculated as agreement of frequencies between time periods, is acceptable, despite many possible sources of change and bias. It is argued that the validity of this database far exceeds that of the, for research purposes normally used, non-company self-reports, state- and police-archives, due to more extensive reporting and corroborating evidence. The practical usefulness of these results and accident taxonomies in general is discussed. 相似文献

Crash modification factors (CMFs) for road safety treatments are developed as multiplicative factors that are used to reflect the expected changes in safety performance associated with changes in highway design and/or the traffic control features. However, current CMFs have methodological drawbacks. For example, variability with application circumstance is not well understood, and, as important, correlation is not addressed when several CMFs are applied multiplicatively. These issues can be addressed by developing safety performance functions (SPFs) with components of crash modification functions (CM-Functions), an approach that includes all CMF related variables, along with others, while capturing quantitative and other effects of factors and accounting for cross-factor correlations. CM-Functions can capture the safety impact of factors through a continuous and quantitative approach, avoiding the problematic categorical analysis that is often used to capture CMF variability. There are two formulations to develop such SPFs with CM-Function components – fully specified models and hierarchical models. Based on sample datasets from two Canadian cities, both approaches are investigated in this paper. While both model formulations yielded promising results and reasonable CM-Functions, the hierarchical model was found to be more suitable in retaining homogeneity of first-level SPFs, while addressing CM-Functions in sub-level modeling. Context
Authorizing powered two-wheeler drivers to drive in lanes reserved to buses is a measure that is sometimes mentioned to improve mobility conditions for these users. But what effect would this measure have on the safety of these users and on the safety of the other users with whom they share the traffic space?Objective
The objective of this study is to contribute elements to help answer this question. More precisely, the objective is to estimate the risk of having an accident per kilometer driven by powered two-wheeler drivers who drive in bus lanes and to compare this risk with that of powered two-wheeler drivers who drive in general traffic lanes.Method
Using the bodily injury accidents recorded by the police over two years on 13 roads in the city of Marseille and a campaign of periodical observations of powered two-wheeler traffic, we estimated the risk per kilometer driven by powered two-wheeler drivers who drive in bus lanes and compared it with that of drivers who do not drive in them.Results
The results show that the risk for powered two-wheeler drivers who drive in bus lanes of being involved in a bodily injury accident is significantly higher than the risk run by drivers who drive in general traffic lanes. For the 13 roads studied, it is on average 3.25 times higher (95% CI: 2.03; 5.21).Conclusion
In the current situation, powered two-wheeler drivers who drive in bus lanes are less safe than those who drive in general traffic lanes. The analysis of police reports suggests that part of this increased risk comes from collisions between automobile drivers turning right and powered two-wheelers driving in the bus lane who continue straight ahead. 相似文献5.

A number of accident characteristics of bus crashes are analyzed in relation to each other using data from 2237 accident involvements in the city of Uppsala (Sweden) during the years 1986-2000. The breakdown of accidents into sub-categories show, for example, that injury was common in intersection accidents, that bus stops present large risk for shunts and side contacts, while single vehicle accidents were seldom preceded by the loss of control or a skid. The reliability over time of a method for measuring driver acceleration behavior was tested on bus drivers in regular traffic. Also, a replication of an earlier finding of a correlation between driver acceleration behavior and accident frequency for the individual drivers was made. It was found that the split-half correlation is probably around 0.50 for the mean (of accelerations) of a 30-min drive, and similar for the test-retest of 2.5h measured about a month apart. With such reliability, the sample was probably too small to reliably determine any association with accidents, but some significant correlations were found. Some ways of holding constant the differences in exposure and driving environment were tried with mixed success. Alternate ways of analyzing the data and several methodological problems were briefly discussed. It was concluded that the measurements of acceleration behavior, for bus drivers, are fairly reliable over at least a few months. However, some strange discrepancies between samples make all interpretations concerning the link to accidents tentative. 相似文献

Road safety strategies (generally called Strategic Highway Safety Plans in the USA) provide essential guidance for actions to improve road safety, but often lack a conceptual framework that is comprehensive, systems theory based, and underpinned by evidence from research and practice. This paper aims to incorporate all components, policy tools by which they are changed, and the general interactions between them. A framework of nine mutually interacting components that contribute to crashes and ten generic policy tools which can be applied to reduce the outcomes of these crashes was developed and used to assess 58 road safety strategies from 22 countries across 15 years. The work identifies the policy tools that are most and least widely applied to components, highlighting the potential for improvements to any individual road safety strategy, and the potential strengths and weaknesses of road safety strategies in general. The framework also provides guidance for the development of new road safety strategies, identifying potential consequences of policy tool based measures with regard to exposure and risk, useful for both mobility and safety objectives. 相似文献

This study presents a real-time crash prediction model and uses this model to investigate the effect of the local traffic-responsive ramp metering strategy on freeway safety. Safety benefits of ramp metering are quantified in terms of the reduced crash potential estimated by the real-time crash prediction model. Driver responses to ramp metering and the consequent traffic flow changes were observed using a microscopic traffic simulation model and crash potential was estimated for a 14.8 km section of I-880 in Hayward, California and a hypothetical isolated on-ramp network. The results showed that ramp metering reduced crash potential by 5-37% compared to the no-control case. It was found that safety benefits of local ramp metering strategy were only restricted to the freeway sections in the vicinity of the ramp, and were highly dependent on the existing traffic conditions and the spatial extent over which the evaluation was conducted. The results provide some insight into how a local ramp metering strategy can be modified to improve safety (by reducing total crash potential) on longer stretch of freeways over a wide range of traffic conditions. 相似文献

Communication between employees and supervisors about safety-related issues is an important component of a safe workplace. When supervisors receive information from employees about safety issues, they may gain otherwise-missed opportunities to correct these issues and/or prevent negative safety outcomes. A series of three studies were conducted to identify various safety silence motives, which describe the reasons that employees do not speak up to supervisors about safety-related issues witnessed in the workplace, and to develop a tool to assess these motives. Results suggest that employees stay silent about safety issues based on perceptions of altering relationships with others (relationship-based), perceptions of the organizational climate (climate-based), the assessment of the safety issue (issue-based), or characteristics of the job (job-based). We developed a 17-item measure to assess these four motives, and initial evidence was found for the construct and incremental validity of the safety silence motives measure in a sample of nurses. 相似文献

Transportation planning models are typically used to estimate future traffic patterns, peak period traffic, travel time, and various environmental or other related traffic flow characteristics. Unfortunately, traffic safety is seldom, if ever, explicitly considered proactively during the transportation planning process. This omission is attributed to various factors, including the lack of available tools needed to estimate the number of crashes during this process. To help fill this void, the research on which this paper is based aimed, as a primary objective, to develop a tool that would allow the estimation of crashes on digital or coded urban transportation networks during the planning process. The secondary objective of the research was to describe how the predictive models should be applied on these networks and explain the important issues and limitations surrounding their application. To accomplish these objectives, safety performance functions specifically created for this work were applied to two sample digital networks created with the help of EMME/2, a software package widely used in transportation planning. The results showed that it is possible to predict crashes on digital transportation networks, but confirmed the reality that the accuracy of the predictions is directly related to the precision of the traffic flow estimates. The crash predictions are also sensitive to how the digital network is coded, and it is shown how appropriate adjustments can be made. 相似文献

The purpose of the study was to identify daytime differences in safety belt use by race. Safety belt use was investigated in a direct observation survey of drivers and front-outboard passengers throughout Michigan. Data were weighted to calculate statewide safety belt use rates by race. Race was assessed visually by trained observers. Traffic safety is a major concern in the temporary one-lane, two-way highway work zones due to the increasing of construction and maintenance operations. To prevent rear-end crashes and to mitigate the severity of these crashes caused by the inattentive driving, the utilization of the Emergency Flasher Traffic Control Device (EFTCD) was under consideration by government agencies, in addition to existing temporary traffic control devices installed in the one-lane, two-way highway work zones. The EFTCD was a newly proposed traffic warning device implemented through the use of vehicles’ hazard warning flashers. The primary objective of the research project was to investigate the drivers’ acceptance of the proposed EFTCD by measuring the mean speed changes of vehicles with and without EFTCD and by evaluating the drivers’ opinions of the EFTCD using the survey method. Field experimental results revealed that the EFTCD effectively reduced the mean vehicle speeds in the upstream of two work zones. A slow speed is more likely to reduce the severity of a crash in work zones. In addition, survey results indicated that 60% of the drivers thought the EFTCD signified a need for speed reduction and 82% of drivers recommended the implementation of the EFTCD in one-lane, two-way work zones. These results provide the necessary scientific justifications for the government agencies to decide if the EFTCD should be implemented in the one-lane, two-way highway work zones to prevent rear-end crashes and to mitigate the severity of these crashes. 相似文献

The conversion of an intersection into a roundabout has been proven to reduce generally the number of crashes with injuries or fatalities. However, evaluation studies frequently showed considerable individual differences in safety performance of roundabouts or particular groups of roundabouts. The main purpose in the present study was to explain the variance in safety performance of roundabouts through the use of state-of-the-art cross-sectional risk models based on crash data, traffic data and geometric data of a sample of 90 roundabouts in Flanders-Belgium. Poisson and gamma modelling techniques were used, the latter one since underdispersion in the crash data was observed. The results show that the variation in crash rates is relatively small and mainly driven by the traffic exposure. Vulnerable road users are more frequently than expected involved in crashes at roundabouts and roundabouts with cycle lanes are clearly performing worse than roundabouts with cycle paths. Confirmation is found for the existence of a safety in numbers-effect for bicyclists, moped riders and - with less certainty - for pedestrians at roundabouts. 相似文献

The primary objective of this study is to evaluate the impacts of transverse rumble strips in reducing crashes and vehicle speeds at pedestrian crosswalks on rural roads in China. Using crash data reported at 366 sites, the research team conducted an observational before-after study using a comparison group and the Empirical Bayesian (EB) method to evaluate the effectiveness of transverse rumble strips in reducing crashes at pedestrian crosswalks. It was found that transverse rumble strips may reduce expected crash frequency at pedestrian crosswalks by 25%. The research team collected more than 15,000 speed observations at 12 sites. The speed data analysis results show that transverse rumble strips significantly reduce vehicle speeds in vicinity of pedestrian crosswalks on rural roads with posted speed limits of 60 km/h and 80 km/h. On average, the mean speed at pedestrian crosswalks declined 9.2 km/h on roads with a speed limit of 60 km/h; and 11.9 km/h on roads with a speed limit of 80 km/h. The 85th percentile speed declined 9.1 km/h on roads with a speed limit of 60 km/h; and 12.0 km/h on roads with a speed limit of 80 km/h. However, the speed reduction impacts were not found to be statistically significant for the pedestrian crosswalk on the road with a speed limit of 40 km/h. The study also looked extensively at the influence area of transverse rumble strips on rural roads. Speed profiles developed in this study show that the influence area of transverse rumble strips is generally less than 0.3 km. 相似文献

Safety-barrier diagrams and “bow-tie” diagrams have become popular methods in risk analysis and safety management. This paper describes the syntax and principles for constructing consistent and valid safety-barrier diagrams. The latter's relation to other methods such as fault trees and Bayesian Networks is discussed. Important advantages of safety-barrier diagrams as compared to other graphical risk-analysis methods are, firstly, the relative simplicity that supports communication with non-expert stakeholders and, secondly, the focus on deliberately inserted safety systems that supports the management and maintenance of these systems. Safety-barrier diagrams provide a useful framework for an electronic data structure that integrates information from risk analysis with operational safety management. 相似文献

A two-pronged effort to quantify the impact of lighting on traffic safety is presented. In the statistical approach, the effects of lighting on crash frequency for different intersection types in Minnesota were assessed using count regression models. The models included many geometric and traffic control variables to estimate the association between lighting and nighttime and daytime crashes and the resulting night-to-day crash ratios. Overall, the presence of roadway intersection lighting was found to be associated with an approximately 12% lower night-to-day crash ratio than unlighted intersections. In the parallel analytical approach, visual performance analyses based on roadway intersection lighting practices in Minnesota were made for the same intersection types investigated in the statistical approach. The results of both approaches were convergent, suggesting that visual performance improvements from roadway lighting could serve as input for predicting improvements in crash frequency. A provisional transfer function allows transportation engineers to evaluate alternative lighting systems in the design phase so selections based on expected benefits and costs can be made. 相似文献

The primary objective of this study was to evaluate the effects of parallelogram-shaped pavement markings on vehicle speed and crashes in the vicinity of urban pedestrian crosswalks. The research team measured speed data at twelve sites, and crash data at eleven sites. Observational cross-sectional studies were conducted to identify if the effects of parallelogram-shaped pavement markings on vehicle speeds and speed violations were statistically significant. The results showed that parallelogram-shaped pavement markings significantly reduced vehicle speeds and speed violations in the vicinity of pedestrian crosswalks. More specifically, the speed reduction effects varied from 1.89 km/h to 4.41 km/h with an average of 3.79 km/h. The reduction in the 85th percentile speed varied from 0.81 km/h to 5.34 km/h with an average of 4.19 km/h. Odds ratios (OR) showed that the parallelogram-shaped pavement markings had effects of a 7.1% reduction in the mean speed and a 6.9% reduction in the 85th percentile speed at the pedestrian crosswalks. The reduction of proportion of drivers exceeding the speed limit varied from 8.64% to 14.15% with an average of 11.03%. The results of the crash data analysis suggested that the use of parallelogram-shaped pavement markings reduced both the frequency and severity of crashes at pedestrian crosswalks. The parallelogram-shaped pavement markings had a significant effect on reducing the vehicle–pedestrian crashes. Two crash prediction models were developed for vehicle–pedestrian crashes and rear-end crashes. According to the crash models, the presence of parallelogram-shaped pavement markings reduced vehicle–pedestrian crashes at pedestrian crosswalks by 24.87% with a 95% confidence interval of [10.06–30.78%]. However, the model results also showed that the presence of parallelogram-shaped pavement markings increased rear-end crashes at pedestrian crosswalks by 5.4% with a 95% confidence interval of [0–11.2%]. 相似文献

Safety management practices not only improve working conditions but also positively influence employees’ attitudes and behaviours with regard to safety, thereby reducing accidents in workplace. This study measured employees’ perceptions on six safety management practices and self-reported safety knowledge, safety motivation, safety compliance and safety participation by conducting a survey using questionnaire among 1566 employees belonging to eight major accident hazard process industrial units in Kerala, a state in southern part of India. The reliability and unidimesionality of all the scales were found acceptable. Path analysis using AMOS-4 software showed that some of the safety management practices have direct and indirect relations with the safety performance components, namely, safety compliance and safety participation. Safety knowledge and safety motivation were found to be the key mediators in explaining these relationships. Safety training was identified as the most important safety management practice that predicts safety knowledge, safety motivation, safety compliance and safety participation. These findings provide valuable guidance for researchers and practitioners for identifying the mechanisms by which they can improve safety of workplace. 相似文献

AbstractThe use of high strength steel grades in automotive applications has been widely recorded. This is due largely to vehicle weight reduction programmes as well as increases in vehicle crash safety legislation. This represents the steel industry’s response to the challenge that vehicle components manufactured from steel could get replaced with alternative materials, such as aluminium and polymers. Consequently, new high strength steel grades have been developed to offer credible alternatives. Recently, the UK government has released a new specification, BS EN 1317-1-2-3-4: Road Restraint Systems, to which all new safety barrier designs have to comply. However, much of this development and subsequent usage has been targeted at automotive manufacturers. Road safety barrier technology has not evolved in the same way when compared to vehicle technology. Therefore, a study has been undertaken to assess the outcome of using some of these novel high strength steel grades for the manufacture of road safety barrier components. Quasi-static and dynamic tensile testing at different velocities was undertaken. Representative connection coupons were used to understand the energy absorbing properties of a dual phase steel grade when compared to the current CMn steel grade. The present study presents some initial results as to the increased performance that could be gained from utilising new high strength steel grades for the production of road safety barrier systems. 相似文献
