This document announces that for the first time in the history of our science an international congress of psychologists will be convened in the USSR. The XVIII International Congress of Psychology, organized by the Soviet Psychological Society under the auspices of the International Union of Scientific Psychology, will take an outstanding place among other congresses for the scope of the problems which will be discussed at it, as well as for the wide representation of psychologists of different countries who will participate in its work. It will also be distinguished for the character of its organization. The Congress will take place in Moscow between August 4 and 11, 1966. The programme of its plenary sessions will include, along with the opening speech of Prof. A. N. Leontiev, President of the Congress, three lectures which will be delivered by celebrated psychologists of different countries. Prof. Jean Piaget (Switzerland) will devote his lecture to the question of the place of psychology among other sciences; Prof. Neal Miller (USA) will consider the achievements of modern psychophysiology in the field of studying the problem of drives; Prof. A. A. Smirnov (USSR) will lecture on the ways of development of psychology in the Soviet Union. This document discusses the Congress in further detail. The Distinguished Scientific Award for the Applications of Psychology is presented to a person who has made distinguished theoretical or empirical advances leading to the understanding or amelioration of important practical problems. The 1988 winner is Leonard Berkowitz. Berkowitz is cited for his integrative work in combining experimental and social psychology theoretically and methodologically. His systematic research on aggression both with respect to its causes and its targets has been comprehensive in its scope, precise in its specification, and cumulative in its impact upon theory and practice. Reviews the book, The history of the International Union of Psychological Science by Mark R. Rosenzweig, Wayne W. Holtzman, Michel Sabourin, and David Belanger (2000). In 1997, the Executive Committee of the International Union of Psychological Science initiated a project to "trace the development of the International Union of Psychological Science (IUPsyS), not only since its founding at the 14th International Congress of Psychology at Stockholm, 1951, but going back to 1881 when a young Polish psychologist first proposed the ideas of an international congress and of an international association of psychological societies" (p. xi). The authors have managed to include a great deal of information, and it must be said that the result occasionally resembles a book of lists (e.g., lists of who attended the various congresses, the percentage of attendees from each country, etc.). Read from cover to cover, the book provides a very useful compendium of the proceedings of IUPsyS and its predecessors. A very strong feature of this book is its many photographs. Throughout the book there are several very useful tables that provide lists of the members of the various congresses as well as the officers of the IUPsyS. While it is as much a reference book as a history, it is still a very useful and interesting reference book that should be in every university library. Martin T. Orne, the 1986 recipient of the Distinguished Scientific Award for the Applications of Psychology, was presented with a check for $2,000 and an engrossed citation of his contribution. The first meeting of the new Committee on the Practice of Clinical Psychology (CPCP), held on October 22, 1962, served to clarify its mission and to develop ideas as to the critical issues in its area of responsibility. There was immediate agreement that, during its first year of operation in particular, the Committee should serve as a clearing house to assemble and organize information and to open channels of communication. Additionally, the Committee developed 23 areas of interest that seemed to warrant study and clarification. That the Committee has been effective in establishing channels of communication is attested by the fact that it has been in contact with 35 national, state, regional, and local groups, and some 60 individual psychologists have expressed views which also have been included in the Committee's deliberations. A 2-day meeting held April 12 and 13 resulted in a plan to direct attention to the following: (1) Standards of competence for clinical practice; (2) Clinical training aspects of the doctoral program as they relate to practice; (3) Postdoctoral training; (4) Training and competence for the practice of psychotherapy; (5) The place of psychological assessment techniques in clinical practice; (6) The content and conditions of institutional and private practice; (7) Involvement of clinical practitioners in training programs; (8) Local clinical groups and their relation to the growth of clinical practice; (9) Communication among practitioners and other psychologists; and (10) Evaluate whether a need exists for an APA journal for professional issues in practice and contribute ideas concerning the contents and nature of such a journal. CPCP also made plans to produce an initial report within 10 months on the training needs of the areas of clinical application and practice. It designated subcommittees to prepare initial reports for the August meeting on: (1) The Content and Conditions of Practice; (2) A Model of Competence for Clinical Practice; and (3) Problems of Postdoctoral Training. During the year, the Committee members were John J. Brownfain, Robert C. Challman, Seymour B. Sarason, Max Siegel, and Theodore H. Blau, Chairman.
