区域经济政策对环境影响的实证分析

文章运用1994~1996年和2004~2006年两个考察期的数据分析了发展经济开发区和基础设施建设这两种区域经济政策的环境效应.分析表明:发展开发区所带来的环境影响要大于基础设施建设.从短期来看,基础设施建设也会导致环境污染,但在长期却能有效抑制污染物排放量的增长.     

Regional Issues Affecting the Financing of Urban Infrastructure in NSW

Demand for urban and regional infrastructure at particular locations is the product of market economic forces acting in concert with the inertia of established demographic and economic patterns. Forecasts of how such patterns may evolve are the starting point for infrastructure planning. Factors affecting demand for infrastructure in the Sydney region, and for New South Wales as a whole, are outlined in the first part of this paper. To some extent, especially in large urbanised regions, the location of demand for infrastructure can be steered by public policy. Careful attention to the resource cost implications of different possible patterns of regional development can result in major savings. The second part of the paper reviews ways in which regional planning can complement more direct and faster-acting means of minimising private and public costs of financing infrastructure.

Upward pressure on wages and the interregional trade spillover effects under demand-side shocks

The paper illustrates the effect of a permanent demand-side shock in the perturbed regions and the associated spillover effects in the non-perturbed regions using a spatial-numerical general equilibrium model of the EU economy. We test to what extent gradual upward pressure on wages generated by a domestic increase in demand alters the magnitude of the economic impacts in the long-run and the degree to which this could result in changes in trade patterns. We also assess the size and the direction of the effects with varying trade substitution elasticities and under both perfectly and imperfectly competitive product markets.

Regional income and wave energy deployment in Ireland

Alongside environmental benefits, renewable energy deployment is often evaluated on grounds of regional development. Focusing on wave energy deployment in Ireland, this paper quantifies employment-related welfare change net of associated subsidy costs. Although the added employment reduces inter-regional inequality, certain subsidies increase total income inequality by a greater extent. Total inequality increases by 0.25% in the preferred scenario. This pattern of incidence persists under an optimistic scenario where all manufacturing activity is carried out locally. This finding highlights that policies of regional development should consider the spatial distribution of associated subsidy costs.

地域性历史建筑遗产的"再生",包括两个层面:其一是保护;其二是再利用。"保护",是利用技术手段保存和修缮历史遗留建筑,使之完好,主要体现在技术层面。"再现"则是从它的再运用、再传承的角度来讲,主要是文化的精神的层面。既有保护,也有再利用,重新融入现代社会生产生活,这才是地域性历史建筑遗产应有的"生存"方法。

An empirical Stock-Flow Consistent regional model of Campania

We develop an innovative Stock-Flow Consistent macroeconometric regional model with five sectors, exploiting economic and financial statistics for Campania, covering the period 1995–2018, and propose a methodology to close the financial account of the private sector when financial data are lacking. The model is then used to perform medium term Economic Policy Scenario Analysis. We find that a debt-funded fiscal expansion has permanent positive effects on growth, with an impact multiplier above one and a medium-run multiplier of 0.71. In the case of a balanced-budget rule the same increase in government spending has still positive effects on growth – with a medium-run multiplier of 0.6 – but adverse ones on the private corporate sector.
