Construction management know-how for transnational projects

Characteristics of transnational projects are outlined and their environment reviewed with a view to highlighting those external variables that affect managerial functions in such projects. Reference is made to the published experiences on some macroprojects executed in various parts of the world. It is concluded that the know-how in this field is at best sketchy and unrelated to the actual managerial needs. Many of the present techniques and associated infrastructures are inadequate for handling transnational projects. Specifically, the techniques for the estimation of resources and costs, for the handling of information requirements and for financial transactions are substantially underdeveloped and unreliable.

Decision model for allocating human resources in information system projects

Human resource allocation (HRA) can be viewed as core processes of the project management of information systems. Both in organizations, the business of which is to provide solutions for Information Systems, as in units of companies that work with Information Systems (IS), there are frequent demands for human resources to be allocated to IS projects. However, this is not a simple task and becomes more complex as the numbers of projects and professionals, including the range of expertise required, increase. This paper presents a methodology, based on dynamic programming, to assign human resources to software development projects. The methodology takes into account the complexity of each project and the existing capabilities of staff and the skills required for the project. A simulation is used to demonstrate the decision model.

Capacity planning for waste management systems

The capacity planning problem examined in this paper has a number of applications in the environmental management area including municipal solid waste management, hazardous waste treatment and disposal, and municipal wastewater sludge management. A dynamic programming formulation is presented for the specific capacity planning problem, and considerations of problem structure that allow computational efficiencies are discussed. This long-term planning model is applied to hypothetical and case-study problems from the municipal solid waste management area. The problem is generalized and compared to other problem types in the capacity planning literature.

Construction metaphors in Aristotle: knowledge,purpose, process

Writers on construction management have begun showing an interest in Aristotle's views on ethics, leadership, metaphysics and change, although overlooking that he frequently resorted to construction metaphors. This investigation shows that 16 of his writings contain about 140 construction metaphors and about 370 occurrences of construction terms. Metaphysics, Nicomachean Ethics and Physics provide more than half of these metaphors. For Aristotle, the process of house building is both knowledge driven and purpose driven: the building is to be a shelter against the elements, and the builder has to consider this ultimate goal for every step of production when choosing tools and materials. Builders learn the art of building by building; when they enjoy their work, they will go on improving. Building users can judge whether a building is good or bad, not builders. That Aristotle's metaphysics are object oriented and that practical wisdom is prominent in his ethics appear as irrelevant to construction, which was the typical example of managed production in his time.     

Value-added analysis of the construction submittal process

Construction contracts require builders to reproduce and certify paper documents that attest to the quality and or functionality of the systems, equipment, products, and materials planned for inclusion in a finished facility. Once submitted these documents are approved or acknowledged as part of a quality control process prior to placing purchase or fabrication orders. Despite widespread advances in other areas of information technology, the submittal process remains mired in paper-based procedures that add unnecessary cost to construction projects. This paper describes current practice and then highlights lessons-learned from selected interviews with those adopting innovative technology to streamline that process. The authors discuss their submittal process simulation model. Construction teams may adapt this model to reflect their specific context to justify and monitor the application of new technologies aimed at eliminating submittal transmission, routing, and handling costs within the context of existing contracting processes.
