Marmaray project: Marine operations, the Bosphorus Crossing

This paper describes the most important factors influencing the marine regime of the Bosphorus, and present and explain the measurements taken up till now in the Bosphorus. It also describes the other constraining factors influencing the immersion processes in the area, and discusses the background for the final requirements to the Contractor related to how to control and predict the marine conditions. It also describes in broad terms the results of the initial investigations performed by the Contractor regarding the immersion process as of the time of writing this paper.     

Marmaray project: Tunnels and stations in BC contract

Istanbul is one of the most famous historical cities in the world. However, the project alignment selected as the best of a range of alignments cannot avoid passing beneath the historical and cultural heritages of Istanbul as well as under ancient and densely inhabited areas of the city. This paper will explain some of the challenges related to the bored tunnels.

Historical buildings are vulnerable. Yet many existing residential and office buildings are old and constructed on minimal foundations. As a consequence, it is vital that any drawdown of groundwater and any ground settlements have to be minimized.

In addition, the connection between the immersed and bored tunnels will be made directly and totally underground, without the usual intermediate shafts and beneath the deep waters of the Bosphorus Strait. This operation needs the utmost control of the tunnel excavation face to ensure its stability and to minimize water ingress. Based on such considerations, tunnel excavation by tunnel boring machine (TBM) using a slurry shield and having the ability to operate under high pore pressures was recommended as the method of excavation for the main running tunnels.

The paper will explain how the design team from Avrasyaconsult – the Employer’s Representative – arrived at the final minimum, specific and functional requirements of the bored tunneling works which are to be carried out using the ‘FIDIC EPC/Turnkey Project’ conditions.     

The challenges involved in concrete works of Marmaray immersed tunnel with service life beyond 100 years

Marmaray immersed tube crossing, located at the entrance of Bosphorus Strait of Istanbul, will be one of the unique infrastructure facility bringing great engineering challenges in immersed tunnel technology. The employer requires a minimum design life of 100 years for the immersed tunnel structure that will be under exposure of the highest saline water pressure at the depth of 58 m that has never been experienced yet in the history of immersed tube systems. Since the structural concrete is to be subjected to extremely aggressive environmental conditions during expected long-term service life, the quality assurance of the immersed tunnel has been ensured by setting a series of effective technical requirements taking into account the potential durability risks and predictive models in design phase, outputs of pre-testing activities and potential difficulties at construction period. The objective of this paper is to present some major steps involved in concrete works of this megaproject by giving the highlights from laboratory scale researches to the execution of the work at construction site.     

The management of project management: A conceptual framework for project governance

For an organization to create optimal value from its investment in projects there must be a clear link between the outputs created by the projects and the requirements of the organization's business strategy. This means that organizations that have a structure in place for aligning the project deliverables with their organizational goals will be better placed to realize their investment in projects, and achieve the value defined by their business strategies. This paper examines existing research, ideas and concepts of project governance and enterprise project management, and offers a framework to build on current theory development and practice. Synthesizing existing literature of project/program management, governance and portfolio management, this paper proposes four key elements to improve the performance of projects and hence create value for organizations. These four elements are (1) portfolio management: focused on selecting the right projects and programs to support the organization's strategy, and terminating ones that no longer contribute to the business success of the organization; (2) project sponsorship: providing the direct link between the executive and the project or program manager, focused on the whole project lifecycle; (3) Project Management Office (PMO): providing oversight and strategic reporting capabilities; (4) projects and program support: the effective support and management of projects and programs are the measures of an effective governance system. The purpose of the framework described in this paper is to provide guidance to organizations in the development of effective project governance to optimize the management of projects.

Farsighted project contract management: incomplete in its entirety

The purpose of project organization is to create a cooperative environment. Contracts are the method by which the owner creates a project organization to employ resources to achieve their development objectives. Contracts should aim to produce a cooperative organization, aligning the contractors' objectives with the owners. A three‐dimensional vector (reward, risk, safeguard), adapted from the Transaction Cost Economics literature, is used to analyse the efficacy of contract types to do this. Contracts are also unavoidably incomplete. They need to respond to unforeseen circumstance. A four‐dimensional vector (incentive intensity, adaptiveness, reliance on monitoring and control, reliance on the courts), also from the Transaction Costs Economics literature, is used to analyse the governance efficacy of contract types. The results are used to develop a contract selection strategy, depending on whether the uncertainty is controlled by the client or the contractor, the project is simple or complex, and the uncertainty is in the project's product, method of delivery or both.
