上海化学试剂研究所、上海师范大学、中国上海测试中心等五家单位在上海研发公共服务平台的基本框架下,积极组建上海试剂资源联盟,整合试剂资源,提高和促进试剂资源的共享服务。经过一段时间的试运行,上海试剂资源联盟初具规模,作为上海研发公共服务平台资源条件保障系统的一部分,充实了平台的服务内容,拓展了服务功能,为研究开发、创新创业提供了技术支撑。  相似文献

简要回顾我国地理信息共享走过的历程,指出信息共享中存在的问题。通过对世界各国在地理信息共享政策方面的调查研究,分析了各国现行的信息共享收费政策及其利弊。在此基础上,对我国地理信息共享中收费政策提出了建议,认为我国地理信息应该实行分类管理,对四类不同性质的地理信息数据,宜采用不同的共享价格政策,从而有助于解决信息共享中收费这个瓶颈问题,推动地理信息共享的逐步实现。  相似文献

北京第九水厂首部工程──密云水库九松山隧道水下岩塞爆破于1994年10月28日进行,水深36m,是中国最大水深的塞爆。由于这一工程的特殊重要性,进行了三年多的试验研究,在爆破设计、水下测量、防渗堵漏、动态观测、岩碴处理和钻孔装药等方面都有创新,塞口成型尺寸准确、围岩稳定在类似的工程中是最好的,多项技术达到国际先进水平,特别是以综合的现代技术,准确掌握塞爆中石碴、水流、空气三者的动态过程,圆满实现了“洞内集碴,控制出流”这一独特的塞爆岩碴处理技术,控制挟碴水流以小于1m ̄3/s的流量慢慢泄出洞外,省去积碴坑、出口排洪建筑和拆迁等大量资金,获得了巨大的经济和社会效益。  相似文献

The performance characteristics of several types of our atomic frequency standards are described. All of these standards are designed, developed, and fabricated in China. The hydrogen maser is the only type developed by the Shanghai Observatory. This paper also describes briefly the basic consideration for system implementation, calculation approach, and experiment results in the generation of the Shanghai Observatory atomic time scale AT(SO). Based on available frequency standards-one prototype laboratory model of cesium clock, three hydrogen clocks, and several (3-6) rubidium clocks-the AT(SO) was established in 1978. The laboratory cesium clock is used to provide the basic calibration reference of the second in 1979, while hydrogen clocks and rubidium clocks are used as the working clocks to ensure the continuity of the time scale.  相似文献

Water triple-point (WTP) cells are the most important standards in laboratories that calibrate standard platinum resistance thermometers (SPRT). Over the years, different methods for manufacturing WTP cells have been proposed; some quite simple, others more complex. This paper describes a straightforward method for manufacturing WTP cells. The method is based on the fact that the pressure present when water is boiling is its vapor pressure, and because of that the amount of residual dissolved gases, if any, is very small. This makes the use of vacuum pumps unnecessary. The bulb of the WTP cell is filled with pure water produced by multiple distillations or by deionizer systems. The water is then boiled inside the bulb by a furnace built specifically for this purpose. After boiling the water for at least 30 min, the furnace is switched off, and a valve connected to the filling port of the cell is closed, in order to ensure that only water vapor and liquid water are present inside the WTP cell. The cell is then removed from the furnace and sealed when its temperature decreases. The paper also describes the procedure used to evaluate the WTP cells manufactured by this method, through comparisons against other reference standards, manufactured by more traditional approaches. The results show that the temperatures of the WTP cells manufactured by this new method have similar values to the ones obtained in WTP cells manufactured by traditional methods.  相似文献

With the development of information technology in the past 12 years, China has established the specialized or vertical web-based information systems for data collection of disease and related risk factor. These information systems are described as public health information systems (PHIS) in China. When PHIS has thus evolved in a haphazard and fragmented way under the pressure administrative, economic and legal, local health workers who are overburdened with multiple and time-consuming reporting requirements cannot deliver timely, accurate and complete data. Seeing that the information of disease surveillance is provided by hospitals and health service centers in China and that the development of electronic medical record (EMR) and electronic health record (EHR) occurs under the policy and investment of health since 2009 in China, there should be a connection and data sharing mechanism between EMR (EHR) and PHIS to support public health surveillance and public health decision-making. The paper aims at discussing current status and problems of PHIS in China, making a brief introduction on the blueprint of health information technology in China, exploring solution for interoperability between PHIS and EHR (EMR), and sharing some experiences and lessons from pilot project on automatic notifiable infectious disease reporting.  相似文献

The necessity of adding safety information which is in minority languages into standards is discussed.The requirements of the WTO-TBT agreement and IEC are analyzed.The relevant laws and foundation technology for minority languages in China are discussed.The precedents of standards or technical regulations are enumerated. Water content in materials is a key factor affecting many chemical and physical properties. In polymers of biological origin, it influences their stability and mechanical properties as well as their biodegradability. The present work describes the activity carried out at INRiM on the determination of water content in samples of a commercial starch-derived biopolymer widely used in shopping bags (Mater-Bi\(^{\circledR })\). Its water content, together with temperature, is the most influencing parameter affecting its biodegradability, because of the considerable impact on the microbial activity which is responsible for the biopolymer degradation in the environment. The main scope of the work was the establishment of a metrologically traceable procedure for the determination of water content by using two electrochemical methods, namely coulometric Karl Fischer (cKF) titration and evolved water vapour (EWV) analysis. The obtained results are presented. The most significant operational parameters were considered, and a particular attention was devoted to the establishment of metrological traceability of the measurement results by using appropriate calibration procedures, calibrated standards and suitable certified reference materials. Sample homogeneity and oven-drying temperature were found to be the most important influence quantities in the whole water content measurement process. The results of the two methods were in agreement within the stated uncertainties. Further development is foreseen for the application of cKF and EWV to other polymers.  相似文献
