《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》提出,要把节约资源作为基本国策,加快建设资源节约型、环境友好型社会,促进经济发展与人口、资源、环境相协调.这是党中央、国务院在新形势下作出的具有战略意义的重大决策.改革开放以来,特别是中央提出加快两个根本性转变以来,我国推进经济增长方式转变取得了积极进展.但总体上看,粗放型的经济增长方式尚未根本转变,“高投入、高消耗、高排放、难循环、低效率”的问题仍十分突出.必须加快转变经济增长方式,加快建设节约型社会.  相似文献

For the past 10 years France has tried to set up a programme to prevent and survey nosocomial infections and antibiotic resistance. A series of recommendations have been made available for hospitals. Hygiene, nosocomial infections, and resistance to antibiotics are recognized by medical doctors, nurses and administrative people as pertinent and logical quality indicators. Those indicators will probably be proposed by the French agency for accreditation and evaluation. We still need to define which events are preventable, which should be declared to the official agencies, and how to integrate infection control in a broader programme coordinating different systems of surveillance (drug, blood, ...) and risk management. We have also to make those informations available to the public in a more transparent mind.  相似文献

This study investigated possible causes of differences in reading speed between two alexic patients who read words letter by letter. As both patients appeared to rely on serial left-to-right processing of letters within words, the difference in reading speed did not seem to be related to any differences in the extent to which the patients could recognize letters in words in parallel or 'ends-in'. Differences in reading speed also seemed to be unrelated to the patients ability to identify individual letters since their letter recognition accuracy was very similar. Furthermore, although patient PD was significantly slower at reading words aloud than patient DC, PD was in fact significantly quicker than DC on a test that has previously been used to assess letter recognition skills in letter-by-letter readers. It is therefore concluded that PD reads words more slowly because of an additional impairment at the level of the word form system. The results therefore reinforce the distinction between Type 1 and Type 2 letter-by-letter readers that was first drawn by Patterson and Kay.  相似文献

Experimental measurements of the kinetics of cavity elimination by annealing are reported for pure nickel. A sample of nickel was crept to implant creep cavities in the grain boundaries. The cavity radius distribution in the sample was obtained after measuring approximately 3000 cavity diameters over an area of 4.7 × 10−5m2. The sample was then vacuum annealed for 7 days at 800°C to cause the cavities to shrink, and the radii distribution of the remaining cavities was determined. From the cavity radii distributions, converted from area to volume, it was possible to determine the rate of cavity shrinkage as a function of the cavity radius. It is shown that the rate of cavity shrinkage is driven by the surface free energy, possibly affected by the internal gas pressure, and controlled by grain boundary self diffusion.  相似文献
