区域性电子政务建设的9条经验(下)

电子政务项目建设中有多种角色：项目建设方、资金拥有方、项目承建者、项目或信息运营者、项目监管者、项目监理方、项目使用者。从利益合理分配和电子政务目的分析可知，政府定位可以仅仅是使用者和项目监管者。针对电子政务项目，政府可根据项目的实际情况，采用多种投融资方式，如采用企业投资、银行贷款、组建基金、股权融资、公开上市、合理的服务收益等方式来运作，     

论软件系统开发中监理方的合同管理职责和作用

在软件系统的开发过程中,合同管理是对项目合同的订立、履行、变更、索赔、争议处理等进行的管理,是对项目合同得到有效履行的有力保证,贯穿于监理活动的始终。监理方作为客观独立的第三方,需要参与从合同起草到合同收尾的全过程,在此过程中审查合同内容、监督合同执行、协调合同执行中出现的问题。本文简要论述软件系统开发项目中监理方对合同管理所承担的职责和发挥的作用。     

信息化在工程监理中的应用

近年来,“信息化带动工业化、工业化促进信息化”的战略国策日益深入人心。相比建设工程监理,我国的信息化工程监理起步很晚,还处于探索阶段。信息化工程监理和一般的建设工程监理有极大不同,对建设工程监理有成熟的技术和方法,并且结果可以进行量化;而信息化实施过程中,有很多东西都是看不到、摸不着的,而且还很难进行检测。作为建设单位方利益的维护者,信息化工程监理面临着如何对信息项目进行监理,才能保证项目的高成功率,以最大限度地维护建设单位利益的课题。     

新疆电子政务有四方面进展

一是推进电子政务发展的工作机制逐步形成．成立了高层次的信息化领导小组，组织推进全区信息化工作。根据中央关于加强电子政务网络建设的要求，还专门成立了全区电子政务网络建设领导小组，负责组织领导全区电子政务建设工作。全区大部分地区和单位都建立了电子政务工作领导机制，落实了职责，设立了电子政务工作机构，配备了技术和应用管理人员，保障了电子政务建设和应用维护经费。自治区还建立了电子政务绩效评估和监督考核机制。对各地、州、市、县政府网站和自治区部门及相关单位网站进行了绩效评估。     

科技系统电子政务建设的几点体会

山东省科技厅作为主管山东全省科技事业发展的职能部门，由于工作特点和职责需要，对电子政务的发展始终积极关注，对电子政务建设高度重视。目前，已基本实现了省科技厅内、外网门户网站和办公自动化系统的三网合一，电子政务系统已成为省科技厅实施科技管理和面向全社会提供科技服务的重要技术保障和建设阳光政府、责任政府和法制政府的有效支撑平台。笔者作为省科技厅电子政务系统建设的领导组织者之一，亲历了这一建设发展过程，     

采用EPON方案建设电子政务承载网

分析了电子政务的需求和组网特点,结合UT斯达康在广电电子政务网建设中的一些项目经验,分析在电子政务网建设中如何选择合适技术方案。     

引进监理机制搞好信息系统开发

介绍了在常规模式下开发信息系统项目的不利因素，提出了在信息系统工程项目开发中引入工程监理的信息系统开发模式，对信息系统工程监理的概念、主要工作任务进行了说明，中心论述了在引入了信息系统工程监理机制的开发中的建设方、承建方和监理方的三者关系。     

浅谈城市电子政务发展的几大趋势

一、综述 自从国家正式启动电子政务系统建设以来，从中央到地方建设了一大批电子政务系统项目，取得了很大的成绩，发挥了很大的作用。在全国各地大量的、长期的实践中，众多的政府部门、开发商和服务商深入探索，勇于创新，不断总结经验教训，推出越来越多的好的项目、好系统、好的产品，使电子政务建设呈现出好的发展趋势，逐步走上科学的、符合国情的、投资少见效快的建设道路。按照科学发展观及时总结这些好的经验做法，推广好的产品和系统，可以使今后的电子政务系统建设搞得更好，带动城市整个信息化建设，适应城市经济发展和社会进步的要求。

我国启动电子政务标准化工作为有效支撑我国电子政务工程的建设，加快电子政务标准的研究和制定工作，国务院信息化工作办公室和国家标准化管理委员会在京成立了电子政务标准化总体组，全面启动电子政务标准化工作。国家电子政务标准化总体组由来自各级政府部门、各行业主管部门、科研院所和企业的专家组成，其中北京航天航空大学、中国电子技术标准化研究所和中国标准研究中心分别担任总体组的组长单位和副组长单位。电子政务标准化总体组的职责是提出我国电子政务的标准体系框架和实施计划，组织制定电子政务建设需要的标准，参与解决我国…     

智慧党建在高校党员管理中的应用研究

以全国党员管理信息系统、学习强国、红星云、长沙智慧党建系统等信息化平台为例,旨在从智慧党建的概念和内涵着手,在现有平台基础上,通过创新切实地规划运用,探索构建涵盖基础信息、学习教育、组织活动、研讨交流、党群服务等五大功能组合的智慧党建应用体系,促使高校党建工作与教学管理、学生辅导、教师服务等工作有机融合,真正发挥高校党建工作的示范、带动、引领作用。     

本科毕业设计管理信息系统

为了提高毕设设计的管理水平,切实提高毕设设计的质量,本文构建了一套基于．NET的B／S架构的网络化毕业设计信息管理系统。实现了用户管理、课题选择、毕业环节流程管理、新闻通知、论文规范管理和在线交流模块等功能。该系统在整个毕业设计过程中对毕业设计工作进行全过程动态管理。使用结果表明本系统运行安全可靠,功能较全,能满足高校毕业设计信息化管理的要求。     

Technology interoperation in ATM networks: the REFORM system

This article addresses the applicability and interoperation of standards and emerging technologies for the operation and management of ATM networks. The issue is tackled from a practical perspective based on experiences gained through the design, realization, and experimentation of a system developed by the ACTS AC208 REFORM project. Assuming an ATM-based network infrastructure offering a range of services with distinct QoS guarantees, the REFORM system encompasses the required functions for ensuring cost-effective network survivability and availability; fast-responding reliable fault detection and self-healing mechanisms, distributed dynamic routing functions with inherent load balancing capabilities, efficient VP layer design, and dynamic network reconfiguration functions. A number of standards and emerging technologies were used for designing and realizing the wide spectrum of functionality incorporated within the REFORM system, including ITU-T OAM 1.610 and Q.2931, ATM Forum UNI 3.0 and PNNI v. 1, OMG CORBA and Component Model, TINA NRA and ISO/OSI, and ITU-T TMN. Based on the experience gained, the article discusses and draws conclusions on the applicability, coexistence, and interoperation of the adopted technologies. It is shown that these technologies can coexist, through careful design, to the benefit of network design and operation     

PDM/PLM系统在企业中的实施与应用

PDM是一项大型、复杂的信息化建设项目,是体现管理者管理思想的管理软件,本身是个半成品,各企业必须根据自己的实际科研、生产流程进行定制、二次开发、配置,然后部署上线。目前已有许多企业引入并实施了PDM系统。简要介绍了PDM的概念、功能,着重介绍了企业实施PDM项目的方式、目标、取得的成效,总结了企业实施PDM的经验体会。     

有线电视光纤城网改造及网管技术应用

给出了有线电视网络系统实现光纤网络改造工程的具体方案和实施办法，并着重介绍了网改技术总体规划与方案，工程规模，社会效益与发展前景以及网络管理技术的性能和特点，另外也给出了一些在城网改造过程中的成功经验和应用方案。     

“文化冲突”视域下高校党建工作的问题与对策——以苏州高校利用“先锋论坛”创新党建机制为例

文化冲突的现象在如今的高校依然存在。党的建设工作应该结合优秀传统文化, 采取新的方法和策略, 以 利于高校的长期稳定发展。苏州一些高校创设“先锋论坛”, 倡导“服务至上”, 有效促进了学生对校园 文化的参与和体验。倡导“先忧后乐”, 消弭文化代沟, 有效调动教师的积极性;提倡“和合文化”, 体现 苏州城市文化的特色。通过“先锋论坛+地域文化”, 强化思想引领, 形成基层党建工作新局面, 使高校党 组织永葆蓬勃生机和旺盛活力。     

基于CDIO理念的电力电子技术实验教学

本文根据CDIO工程教育模式设置了电力电子设计开发型实验项目。通过一个具体的DC/DC变换器电路设计、仿真以及搭建和调试过程,让学生体验完成一个小型项目的全过程。培养学生自主创新、设计和实施工程项目的能力。本文还详细地介绍了该项目的具体内容及实施步骤。     

Self-selective multi-objective robot vision projects for students of different capabilities

Over the last decade or two, project experience has received increasing attention in engineering education. Many engineering departments now use projects as a central part of their education course. In mechatronics education, for example, the techniques and knowledge of several different disciplines need to be synergistically combined, and students acquire practical skills by participating in various interdisciplinary projects. However, it is not easy for an instructor to manage a project efficiently, particularly if the project is assigned to upper year college students because they can have significantly different levels of ability. To overcome this problem, we propose a multi-objective project scheme. A project is arranged to have multiple small objectives with different difficulty levels, and each student selects one objective that he or she thinks can be achieved – there is a trade-off between the difficulty level of an objective that a student selects and the maximum score that he or she can obtain. The instructor’s evaluation and advice can then be given to students according to their individual capabilities (which is implied by the selected objective). In this way, every student can actively participate in the project, and the approach enables most students to produce successful results. The proposed project management scheme can be implemented in a parallel or serial structure. Both structures were tried with robot vision projects for junior students majoring in Electronic Control Engineering at Daegu University, South Korea. We found that the project scheme provides enhanced engineering education as well as increased student engagement and motivation.

Synaptic Learning and Memory Functions Achieved Using Oxygen Ion Migration/Diffusion in an Amorphous InGaZnO Memristor

A single synaptic device with inherent learning and memory functions is demonstrated based on an amorphous InGaZnO (α‐IGZO) memristor; several essential synaptic functions are simultaneously achieved in such a single device, including nonlinear transmission characteristics, spike‐rate‐dependent and spike‐timing‐dependent plasticity, long‐term/short‐term plasticity (LSP and STP) and “learning‐experience” behavior. These characteristics bear striking resemblances to certain learning and memory functions of biological systems. Especially, a “learning‐experience” function is obtained for the first time, which is thought to be related to the metastable local structures in α‐IGZO. These functions are interrelated: frequent stimulation can cause an enhancement of LTP, both spike‐rate‐dependent and spike‐timing‐dependent plasticity is the same on this point; and, the STP‐to‐LTP transition can occur through repeated “stimulation” training. The physical mechanism of device operation, which does not strictly follow the memristor model, is attributed to oxygen ion migration/diffusion. A correlation between short‐term memory and ion diffusion is established by studying the temperature dependence of the relaxation processes of STP and ion diffusion. The realization of important synaptic functions and the establishment of a dynamic model would promote more accurate modeling of the synapse for artificial neural network.
