There are many good periodically time-varying convolutional codes

It is shown empirically that the number of good periodically time-varying convolutional codes increases exponentially with the period for any set of parameters. Hence, they can be used to enhance the security of cryptosystems without sacrificing error correction capability. It is shown that some periodically time-varying convolutional codes improve the free distance compared with fixed codes     

一种基于大容量数据记录仪的坏块管理设计

总结了目前基于FPGA的NAND Flash芯片数据记录仪常用的坏块处理方法,提出了一种基于FPGA的大容量数据记录仪的坏块管理方案.该方案利用FPGA内部RAM空间建立坏块地址信息存储区,通过坏块查询模块来查询存储区中的坏块信息,来确定当前存储块是否为坏块,若是坏块则跳过,从而避免对坏块的操作,实现了对Flash存储空间的有效管理.该方案只占用FPGA较少的内存资源,在大容量数据记录仪的坏块管理方面具有较大的优势.仿真分析表明,该方案可行,并取得了预期结果.     

Lattices which are good for (almost) everything

We define an ensemble of lattices, and show that for asymptotically high dimension most of its members are simultaneously good as sphere packings, sphere coverings, additive white Gaussian noise (AWGN) channel codes and mean-squared error (MSE) quantization codes. These lattices are generated by applying Construction A to a random linear code over a prime field of growing size, i.e., by "lifting" the code to /spl Ropf//sup n/.     

Toward best maintenance practices in communications network management

Best maintenance practices in communications networks management are benchmarking standards that, if carefully implemented, will enhance the integrity, reliability and maintenance costs of communications networks. This paper defines best maintenance practices in communications network management within a concise framework encompassing measurable performance‐level goals as well as methods and procedures needed to achieve these goals. The best maintenance practice recommendations of this paper cover many segments of communications networks and services, including wireline and wireless networks as well as multiple network spaces and technologies. The paper also outlines certain recent trends in network maintenance and provides specific recommendations for action to be taken to ensure that best network maintenance practices are implemented and maintained. Contractor performance: how good are contingent workers at theprofessional level?

“Contractors”, sometimes called “job shoppers”, are temporary workers from an agency “A” who perform professional work at client site “B” under the direction of the client's employees. The authors surveyed 96 managers in six high-technology settings about their overall perceptions of contractor performance, finding that respondents perceived it to rival that of comparable employees. Such perceptions of contractor performance were unaffected by the amount of time the contractor spent in the client workgroup. Also, perceived overall contractor performance was unaffected both by aggregated client measures against coemployment risk and by existence of a forced-departure rule     

Knowledge management in new product teams: practices and outcomes

This paper explores the critical practices impacting a new product team's ability to learn and succeed. By investigating the practices of 281 new product teams from around the world, several factors emerged that impact a team's ability to acquire and use knowledge to reduce cycle time and improve their probability of success. The significant factors include: (1) documentation of project information, (2) storage and retrieval systems for project information, (3) information reviewing practices, (4) vision clarity, (5) vision stability, and (6) management support of the project     

基于国际最佳工作管理实践的日常生产计划管理系统开发

From business reengineering to business process change management:a longitudinal study of trends and practices

Business process reengineering has been prominently discussed and implemented in a large number of firms around the world. While the notion of radical change is intuitively appealing to “fix” organizational woes, it has not always met with the degree of success originally claimed by its many proponents. This article studies the evolution of the reengineering concept and its evolution toward the broader notion of process change management. Reported here are the results of two studies that explore reengineering from a project implementation perspective and an organizational perspective at two different points in time. The results show remarkable consistency in the importance of nontechnology management issues concerning strategy, change and people. Further, the notion of continuous change seems to be becoming,more important. The study provides a foundation for identifying key variables that can be studied in order to effectively manage this multifaceted phenomenon

20 years of television in Israel: are there long-run effects on values,social connectedness,and cultural practices?

Based on identical studies of the uses of leisure, culture, and communication in Israel in 1970 and 1990, we sought to infer possible long-run effects of the introduction of television broadcasting 20 years after its inception. Although time spent outside the home did not decrease, there was a drop in attendance at 'spectacles' of all kinds (whether theater or sports) and a rise in activities that are interactive, time flexible, and peer based. We speculate on how television might be implicated in these changes in leisure and culture. We tend to absolve Israel Television-in its 2 decades of monopolistic public broadcasting-from responsibility for the observed decline in collectivity orientation and political activism despite the fact that precisely such fears were expressed during the years of debate over the wisdom of introducing medium.
