IFAN Workshop Held in Beijing

IFAN, International Federation of Standards Users, was pleased to held its workshop on "Application of Standards in China and Beyond" connected with its annual members' assembly meeting on 25～26 October, 2006 in Beijing. The objective of the workshop is to use the opportunity of being in China to achieve a deeper level of understanding of Chinese and non-Chinese standards; to exchange views and information on the application of standards (Benefits and Challenges); and to study more profoundly the standardization and technical regulation system in China.     

Key areas for adopting international standards in national standards

正SAC issued the 2020 version of the Guide for Adopting International Standards in National Standards in late November of 2020, identifying the key areas where national standards can be scheduled for development and revision based on advanced international standards.     

CAS Will Attend the 11th IFAN International Conference

IFAN (The International Federation of Standards Users), together with NKN (Normalisatie Kringen Nederland) and NEN (Nederlands Normalisatie-institute), will organize the 11th IFAN International Conference on the subject of "Standardization-Awareness-Compliance"in Amsterdam, the Netherlands on 11th-12th November 2004. Leaders from industry, government, standards user organizations and standards developing organizations will attend the conference. CAS (China Association for Standardization) is going to attend the conference and have an address as an invited speaker.     

Private Rights Absorbed in Quasi-public Goods: A probe into the Relationship of Intellectual Property Rights and Standardization

Standards are a double edge sword and have come to be the main technical tariff and a window for market access to international trade. Standards are closely related to intellectual property, especially patents. The essence of intellectual property in standardization lies in the fact that standards are a kind of quasi-public good, while patents are essentially private property. The absorption of patents into standards creates an opportunity for a patent holder to take advantage by making a profit. To prevent the abuse of patents in standards by the patent holder, SDOs (Standards Development Organizations) have to adjust the disclosure policies of the standards in patents.     

2020 International Standards Summit held in Beijing

正The 2020 International Standards Summit, organized by Chinese Society for Electrical Engineering (CSEE), was held on December 6 in Beijing.Themed on"focusing on standardization strategy and leading high-quality development", the summit gathered experts to discuss hot issues in the standardization field, which was expected to play a key role in facilitating the technical progress in China to be geared to international standards and promoting the harmonization of Chinese and international standards. The Secretary Generals of IEC, ISO and ITU sent video messages.     

Application of Fields for Adopted Standards in Catalogues of Chinese Standards

The Catalogues of Chinese Standards in electronic format are available from many national websites in the area of standardization, such as Standardization Administration of China (www.sac.gov.cn),China Standard Service Network (www.cssn.net.cn)and so on. It brings convenience to the worldwide users in retrieving Chinese standards. The retrievable Fields of Catalogues of Chinese Standards in electronic format applied in the above websites are roughly same, usually including Standard Number,Chinese Title, English Title, China Classification for Standard, International Classification for Standard,Adopted Standard, Replaced Standard, etc. Users can find the standards by known information.     

On Internationalization of Accounting Standards

World economy globalization highlighted with deregulation of trade, capital movement and financing has been the dominant trend under the push of rapid growing of modern information technology, creating a urgent demand for internationalized accounting standards. On this occasion, International Accounting Standards Board (IASB) has fully considered the world situation and completed its strategic restructuring as of the beginning of the century together with development of a unitary, high quality and world applicable International Financial Reporting Standards (IFRS) that was included into its strategic targets.     

Standards and Best Practices Application of Standards for Equipment-Manufacturing Industries Workshop Held in Shanghai

The "Application of Standards for Equipment-Manufacturing Industry Workshop" was held for two days in Shanghai from May 25th to May 26th, 2007. Dozens of delegates from famous enterprises and organizations around the world participated, including those from Shell China Ltd., Leal China, Siemens Ltd. China Corporate, and Assurance of SAI Global and SGS . Nine experts, engaged in standardization, intellectual property, and related fields, gave speeches on "Standards and Best Practices," and many illustrative examples of the application of standards were provided.

正As a part of the China celebrations of World Standards Day 2017,the International Conference on Green and Low-carbon Development Standardization was held in the Hengqin New Area of Zhuhai City in China from October 12 to October 13,which provided a communication platform of sharing successful cases,policies and tools,discussing forefront academic viewpoints and exchanging advanced standards practice for green development.     

Natural resources monitoring to be improved

正The Ministry of Natural Resources issued the Standards System for the Investigation and Monitoring of Natural Resources (Trial) on January 1, 2021. Taking into full account of the existing standards in the fields of land, minerals, forest, grassland, waters, wetland and oceans, the Standards System penetrates the whole process of natural resources investigation and monitoring.     

Optical properties of the metals Al, Co, Cu, Au, Fe, Pb, Ni, Pd, Pt, Ag, Ti, and W in the infrared and far infrared

Infrared optical constants collected from the literature are tabulated. The data for the noble metals and Al, Pb, and W can be reasonably fit using the Drude model. It is shown that -epsilon1(omega) = epsilon2(omega) approximately omega(2)(p)/(2omega(2)(tau)) at the damping frequency omega = omega(tau). Also -epsilon1(omega(tau)) approximately - (1/2) epsilon1(0), where the plasma frequency is omega(p).     

p,V, T and derived thermodynamic data for toluene,trichloromethane, dichloromethane,acetonitrile, aniline,and n-dodecane

Experimentally determined p,V,T data are reported for toluene, trichloromethane, dichloromethane, acetonitrile, aniline, and n-dodecane at 278, 288, 298, 313, and 323 K, except for dichloromethane, for which the highest temperature was 298 K. At each temperature, measurements were done at pressures up to about 280 MPa or (for aniline and n-dodecane) at a lower pressure slightly below the freezing pressure at the temperature of measurement. Values of the isobaric expansivity isothermal compressibility and (for toluene, trichloromethane, dichloromethane, and acetonitrile) internal pressure, derived from the p,V,T data, are presented.     

微波消解-ICP-AES法测定茶叶中钾、钠、磷、硫、铁、锰、铜、锌、钙、镁方法研究

通过优化微波消解条件,并根据不同元素性质,调谐ICP-AES工作条件至最佳,实现了茶叶中K、Na、P、S以及Fe、Mn、Cu、Zn、Ca、Mg 10种元素的同时测定。10种元素测定结果 RSD%为0.67(Cu)～5.57(Na),回收率为84.0%(Na)～101.5%(Fe),检出限为0.001(Mn)～0.029(S)μg·g-1,表明该方法准确可靠,能够满足茶叶中K、Na、P、S、Fe、Mn、Cu、Zn、Ca、Mg分析要求。

Dry Autoclaving for the Nanofabrication of Sulfides,Selenides, Borides,Phosphides, Nitrides,Carbides, and Oxides

This review compiles various nanostructures fabricated by a distinct “dry autoclaving” approach, where the chemical reactions are carried out without solvents; above the dissociation temperature of the chemical precursor(s) at elevated temperature in a closed reactor. The diversity to fabricate carbides (SiC, Mo₂C, WC), oxides (VOx‐C, ZnO, Eu₂O₃, Fe₃O₄, MoO₂), hexaborides (LaB₆, CeB₆, NdB₆, SmB₆, EuB₆, GdB₆), nitrides (TiN, NbN, TaN), phosphides (PtP₂, WP), sulfides (ZnS, FeS/C, SnS/C, WS₂, WS₂/C), and selenides (Zn_1‐xMn_xSe/C, Cd_1‐xMn_xSe/C), with various shapes and sizes is accounted with plausible applications. This unique single‐step, solvent‐free synthetic process opens up a new route in the growing nanomaterials science; owing to its considerable advantages on the existing approaches.     

Sandwich, double-reference-wave, holographic, phase-shift interferometry

Phase-shift interferometry has provided a straightforward method for converting interferograms to phase maps. Unfortunately, some of the most powerful pulsed holographic interferometry techniquesare generally not compatible with phase-shift interferometry. One solution is to employ two reference waves, one for each of the two object waves to be interfered, that can be phase stepped during reconstruction. Practical aberration and alignment problems render this approach difficult. A simple method that employs a second hologram, sandwiched with the first, which produces the required two reference waves during reconstruction, is presented. The process compensates for both chromatic and geometric aberrations that otherwise render the phase-shift method unusable.
