管理电动车不能仅靠一部法规

从9月1日起,《机动车运行安全技术条件》新国标正式实施。新国标规定:时速在20公里以上、50公里以下,重量超过40公斤的电动车被作为轻便摩托车而纳入机动车管理范畴。电动车上路可能要办驾照、上保险了。面对刚刚实施的《机动车运行安全技术条件》出现了完全相反的两种解读:一是认为电动车要上牌、驾驶员需要考驾照,买保险;另一种则认为新国标改变的只是轻便摩托车定义,配套新国标的电动自行车管理办法尚未出台。面对这两种解读,公众有些无所适从。

红木家具新国标能否终结市场乱象

葡萄酒新国标年内颁布实施

Coal – Parent of the Industrial Revolution in Great Britain: The early patent history

From approximately 1770 to 1850 Great Britain successfully completed the world's first Industrial Revolution. One of the main reasons for this was the country being endowed with extensive cheap coal supplies which not only provided cheap energy and a lucrative export trade but also acted as a stimulus to innovation in a wide range of industries well before 1770. The author explores these developments through early GB patents.     

Local migration of grain boundaries in polycrystalline materials under plastic deformation conditions

We propose a theoretical model describing the local migration of grain boundaries (GBs) near triple junctions according to the new mechanism stimulated by the GB slip. Within the framework of this model, a driving force for the local migration is due to the interaction between sliding and structural GB dislocations responsible for the GB slip and misorientation, respectively.     

Ka-band bistatic ground-based noise waveform SAR for short-range applications

The designing and testing of a new Ka-band ground-based noise waveform synthetic aperture radar (GB NW-SAR) are presented. Its design is based upon new synthetic aperture antennas and noise radar technology. The authors present preliminary results of its indoor trials. The GB NW-SAR designed may be reconfigured for operation in mono-, bi- and multistatic (or MIMO) modes in both CW and pulse regimes using single- and dual-frequency modes to enhance range resolution via expanding the frequency bandwidth of the signal. Potential resolution of the GB NW-SAR is 15 cm both in range and azimuth. Results of indoor trials are presented for both SAR imaging and differential interferometry measurements. Designed and tested Ka-band GB NW-SAR is applicable for precise remote monitoring of various manmade or natural objects, such as ceilings and roofs of big halls and hangars, dams, bridges, TV towers etc.

金属材料断裂韧度JIC试验方案研究

鉴于多数断裂韧度JIC试验无法按GB／T2038—1991测出结果，对JIC试验方案进行了分析，探讨了在JIC测试中存在的问题并应用GB／T2038—1991和GB／T2038—1980进行了相应的试验。结果表明，按照GB／T2038—1991标准试验的可行性与材料的有效屈服强度有关；采用GB／T2038—1991标准测出的JIC值一般比旧标准偏大；GB／T2038—1991已经不能适应材料发展的需要，迫切需要修订和完善。     

Radiotracer investigation of diffusion, segregation and wetting phenomena in grain boundaries

The combination of so-called B- and C-type solute grain boundary (GB) diffusion measurements is a unique and reliable tool for the determination of the solute segregation factor for the true dilute limit conditions. A series of such measurements with different solutes in the same high purity Cu material gained comprehensive quantitative information on the solute segregation behaviour. Specially designed radiotracer experiments on bicrystals supplied valuable information on non-linear solute segregation and even a complete solute segregation isotherm could be determined. The strong solute segregation may invoke new effects. The GB wetting transition in the Bi–Cu system was investigated by radiotracer diffusion. A pronounced increase of GB diffusivity was observed in the two-phase (solid + liquid) region of the corresponding phase diagram, with the GB diffusivity of Cu being similar to the diffusion rate in a liquid. Such a GB diffusion enhancement exists even in the single phase (solid solution in Cu) region manifesting the existence of a pre-wetting GB phase transition in this system.
