In search of Europe's information technology leaders: review of methods and empirical evidence

Abstract. Information technology (IT) leaders — companies that successfully exploit IT to achieve business results — generate immense interest among practitioners and academics. From a practitioner's perspective, IT leaders provide benchmarks of leading IT management practices which others may emulate to achieve success. From an academic perspective, IT leaders provide the 'data' for the creation of frameworks and theories of IT management. While US IT leaders are regularly assessed by academics, trade magazines, consultants and benchmarking firms, there has been no Europe-wide assessment of IT leadership. This neglect is detrimental to European IT practitioners and academics who may discover that American IT management practices are not transferrable in the European context. In this article, we analyse the construct, context and statistical validity of six methods for identifying European IT leaders. Based on this analysis, two methods (expert ratings and citation counts) were used to generate a preliminary list of European IT leaders and laggards. While individual experts were reticent about volunteering their ratings, their collective view appears to generate a worthwhile list with high construct validity. Citation counts represent a more accessible process for list generation, with high statistical validity. However, an attempt to correlate expert ratings with a list based on citation counts confirms that the latter has questionable construct validity.     

信息管理与信息系统专业人才培养模式创建研究——以德州学院信息管理与信息系统专业为例

分析了当前德州学院信息管理与信息系统专业学生学习和就业情况,研究了地方本科院校信息管理与信息系统专业创新型人才培养模式与社会服务之间的关系.针对学校与社会需求存在脱节,学生创新意识不强,对企业的研发方向知之甚少等问题,对现有的培养模式进行改进.创建了一种新的培养模式,以求让学生的创新与企业的创新融为一体,进一步增强地方本科院校的实力.     

基于知识管理的信息系统项目管理研究

以构建基于知识管理的信息系统项目管理模式为目的，提出了以知识管理为中心的信息系统项目管理领域模型、以知识管理为主导的信息系统项目管理过程模型、以知识为基础的信息系统项目管理组织发展层次模型以及以知识和知识管理为纽带的信息系统项目管理总体框架，用于指导信息系统项目管理实践。

Information technology innovation diffusion: an information requirements paradigm

Abstract.  Information technology (IT) innovation research examines the organizational and technological factors that determine IT adoption and diffusion, including firm size and scope, technological competency and expected benefits. We extend the literature by focusing on information requirements as a driver of IT innovation adoption and diffusion. Our framework of IT innovation diffusion incorporates three industry-level sources of information requirements: process complexity, clock speed and supply chain complexity. We apply the framework to US manufacturing industries using aggregate data of internet-based innovations and qualitative analysis of two industries: wood products and beverage manufacturing. Results show systematic patterns supporting the basic thesis of the information processing paradigm: higher IT innovation diffusion in industries with higher information processing requirements; the salience of downstream industry structure in the adoption of interorganizational systems; and the role of the location of information intensity in the supply chain in determining IT adoption and diffusion. Our study provides a new explanation for why certain industries were early and deep adopters of internet-based innovations while others were not: variation in information processing requirements.     

面向业务网管系统中信息建模技术研究

在分析网络业务特性的基础之上,创新性地提出了一套完整的网络业务对象抽象的原则.粒度和等级.根据网络业务的特性,提出了一套利用面向对象技术对网络业务对象进行描述的方法,分别从业务对象类、属性、操作,行为和通知等方面对业务对象进行描述,从而建立了网络业务信息模型,为面向业务网管系统的研究与开发提供了基础信息支撑.所建立的信息模型在已经实现的基于主动网络技术的面向业务管理原型系统中得到了应用,结果表明能够较好的描述业务对象.     

Course construction and innovation of information organization science

New technological revolutions have brought a series reforms and innovations to the education of information management in this information age. There has been a great leap in establishing and reforming information organization science. In teaching practice, evolutions involving research target, course content, course system and structure have accordingly brought forth great changes of teaching environment, teaching methods and approaches. With the birth of knowledge economy, information organization will develop to an even higher stage-knowledge organization and foster new reforms.     

引航管理信息化系统技术框架探讨

在分析了船舶引航信息化管理的特点和需求基础上,探讨了基于J2EE的分布式多层体系架构实现引航管理信息化系统的框架结构,对各个组成部分做了描述.结合实际开发的系统总结了实现系统的网络拓扑结构和系统的较完整的6个功能组成部分,各个部分功能相互独立,又相互联系,交换信息.并对系统的实现细节和技术特点进行了说明.将计算机技术、网络技术和通讯技术结合,实现静态信息与动态信息的融合,是船舶引航管理工作的发展方向,是实施科学引航的有效技术手段.     

The advanced information technology innovation roadmap

The AIT (Advanced Information Technology for the European Manufacturing Industry) initiative is focusing on IT innovations and their integration in the users enterprise. This is achieved through the deployment of the AIT Innovation Cycle starting with the AIT strategic planning (development of a common master plan) and finishing with the business integration of complete IT innovative solutions. The IT integration includes two major action streams supported by various R&D projects belonging to the ESPRIT and Brite Euram research programmes, which are: The technological integration which is achieved in strong cooperation with IT vendors through the development of integration platforms based on emerging standards such as STEP, CORBA, JAVA, etc. In this integration context, the CIMOSA framework has been used to build the AIT IT Reference Model (ITRM). The IT innovations integration into the users' enterprise which consider the usage of all the CIMOSA views (function view, information view, organisation view, resources view including Human, Financial and IT resources) as well as their aggregation in order to support the development of generic networked enterprise (re)engineering methodologies, processes and associated IT supporting tools. This paper is focusing on the second integration stream by describing the progress achieved to date in the AIT-IMPLANT project. The aim of this ESPRIT project is to develop a generic enterprise change management methodology and associated IT tools to support the integration of IT Innovations into the networked manufacturing enterprises.
