This article analyses and discusses trends in renewable energy strategy development in Bangladesh and the prospective role of the clean development mechanism (CDM) under the Kyoto Protocol. Use of renewables for electricity generation results in less greenhouse gas emissions compared with fossil fuel energy systems and often offers additional synergistic benefits. Despite the large potential for development of renewable energy sources in Bangladesh, currently their contribution to electricity generation remains insignificant. Existing policies and programs on renewable energy in Bangladesh are reviewed in relation to the specific requirements needed for CDM. A number of barriers are identified that impede the implementation of the CDM mechanism. Overall, it is recommended that more appropriate energy strategies, including a new national renewable energy strategy, need to be formulated and implemented and more suitable institutional settings need to be provided to promote energy sustainability for Bangladesh. Also, the suggestion is made that incorporation of objectives for CDM promotion in the new national renewable energy strategy to tie in with Bangladesh's CDM strategy should assist in advancement of renewables.  相似文献

This paper develops and analyzes four energy scenarios for California that are both exploratory and quantitative. The business-as-usual scenario represents a pathway guided by outcomes and expectations emerging from California's energy crisis. Three alternative scenarios represent contexts where clean energy plays a greater role in California's energy system: Split Public is driven by local and individual activities; Golden State gives importance to integrated state planning; Patriotic Energy represents a national drive to increase energy independence. Future energy consumption, composition of electricity generation, energy diversity, and greenhouse gas emissions are analyzed for each scenario through 2035. Energy savings, renewable energy, and transportation activities are identified as promising opportunities for achieving alternative energy pathways in California. A combined approach that brings together individual and community activities with state and national policies leads to the largest energy savings, increases in energy diversity, and reductions in greenhouse gas emissions. Critical challenges in California's energy pathway over the next decades identified by the scenario analysis include dominance of the transportation sector, dependence on fossil fuels, emissions of greenhouse gases, accounting for electricity imports, and diversity of the electricity sector. The paper concludes with a set of policy lessons revealed from the California energy scenarios.  相似文献

We developed a comprehensive econometric model to study the long-term outlook of Malaysia's economy, energy and environment to 2030. Our projections under the reference scenario indicated that Malaysia's gross domestic production (GDP) is expected to average 4.6% from 2004 to 2030, and total primary energy consumption will triple by 2030. Coal import will increase following governmental policy of intensifying its use for power generation. Oil import is predicted to take place by 2013 and reach 45 Mtoe in 2030. Hence, in the near future, Malaysia's energy import dependency will rise. Carbon emissions will triple by 2030. On the other hand, our projections under an alternative renewable energy (RE) scenario showed that the utilization of RE is a strategic option to improve the long-term energy security and environmental performance of Malaysia. However, substantial governmental involvements and support, as well as the establishment of a regulatory framework are necessary.  相似文献

Malaysia's transportation sector accounts for 41% of the country's total energy use. The country is expected to become a net oil importer by the year 2011. To encourage renewable energy development and relieve the country's emerging oil dependence, in 2006 the government mandated blending 5% palm-oil biodiesel in petroleum diesel. Malaysia produced 16 million tonnes of palm oil in 2007, mainly for food use. This paper addresses maximizing bioenergy use from oil-palm to support Malaysia's energy initiative while minimizing greenhouse-gas emissions from land-use change. When converting primary and secondary forests to oil-palm plantations between 270–530 and 120–190 g CO2-equivalent per MJ of biodiesel produced, respectively, is released. However, converting degraded lands results in the capture of between 23 and 85 g CO2-equivalent per MJ of biodiesel produced. Using various combinations of land types, Malaysia could meet the 5% biodiesel target with a net GHG savings of about 1.03 million tonnes (4.9% of the transportation sector's diesel emissions) when accounting for the emissions savings from the diesel fuel displaced. These findings are used to recommend policies for mitigating GHG emissions impacts from the growth of palm oil use in the transportation sector.  相似文献

As Taiwan has a dense population and only limited natural resources, the government began actively establishing a Taiwan's sustainable development indicators (TSDI) system in 2003, which was developed with reference to the Pressure–State Response (PSR) framework to evaluate the progress towards sustainability. Energy is a very important factor in leading to sustainable development at the national level. However, there are only two indicators concerning the energy sustainability in the TSDI system. This paper summarizes the current status of energy supply, energy consumption, carbon dioxide (CO2) emissions and renewable energy production since the year 2000. The updated information on the TSDI was also addressed and analyzed to imply the progress towards energy sustainability during 2000–2008. Finally, the weighted-sum method was proposed to make an analysis of energy sustainability from Taiwan's renewable energy production, showing that this country has experienced a significant progress toward energy sustainability in recent years.  相似文献

Energy supply and its security issues have been the topic of interest lately. With growing environmental awareness about the negative implications brought by excessive usage of fossil fuels, the race for finding alternative energy as their substitutions is getting heated up. For now, renewable energy from biodiesel has been touted as one of the most promising substitutions for petroleum-derived diesel. Combustion of biodiesel as fuel is more environment-friendly while retaining most of the positive engine properties of petroleum-derived diesel. Production of biodiesel is also a proven technology with established commercialization activities. The huge potential of biodiesel coupled with the abundance of palm oil which is one of the most cost-effective feedstocks for biodiesel is responsible for the pledging of Malaysia to become the leading producer of high quality biodiesel in the region. Currently, total approved installed capacity of biodiesel production in Malaysia equals to almost 92% of the world biodiesel production output in 2008. While Malaysia does indeed possessed materials, technologies and marketing superiority to vie for that position, many more challenges are still awaiting. The price restriction, provisions controversy, escalating non-tariff trade barriers and negligible public support need to be addressed appropriately. In this review, Malaysia's previous and current position in global biodiesel market, its future potential towards the prominent leading biodiesel status and major disrupting obstacles are being discussed. The feasibility of utilizing algae as the up-and-coming biodiesel feedstock in Malaysia is also under scrutiny. Lastly, several recommendations on the roles played by three major forces in Malaysia's biodiesel industry are presented to tackle the shortcomings in achieving the coveted status by Malaysia. It is hope that Malaysia's progress in biodiesel industry will not only benefit itself but rather as the role model to catalyst the development of global biofuels industry as a whole.  相似文献

Energy consumption in China is expected to double over the next 20 years. Addressing the enormous scale of China's energy need and attendant increases in greenhouse gas emissions requires dramatic and rapid rollout of renewable energy technologies. Mongolia has some of the world's best renewable energy resources but the scale of its market cannot tap them efficiently. Developing Mongolia into a significant exporter of renewable energy to China will create synergies of scale moving both countries towards their energy goals, creating jobs, and fostering growth while significantly reducing GHG emissions in the region.  相似文献

This article provides background on the current status and recent trends of energy use in Viet Nam, as well as projections of energy demand and energy supply in the coming decades. The article summarizes the results of the current national Master Plan for developing the electricity supply sector to meet increasing electricity demand. Also described are the evolution and current status of Viet Nam’s energy policies, including those related to energy security, energy efficiency and conservation, the environment, and development of renewable energy sources, as well as strategies for power sector development and restructuring of the energy sector toward greater use of competitive energy markets. The initial phase of the Viet Nam energy sector modeling effort under the Asian Energy Security (AES) project is described. The final section of this article offers conclusions regarding the status of Viet Nam’s energy sector and policies, and recommendations regarding “next steps” in energy security analysis.  相似文献

Local government in Australia has a strong collective capacity to reduce GHG emissions through policies, funding allocation to renewable energy projects and the delivery of programs and services. This study examines the institutional capacity of councils in Sydney and how this impacts on decisions to invest in alternative energy projects. We find greenhouse gas emission targets of councils are strongly aligned to national targets but do not reflect the local council's institutional capacity, political leadership or strategic priorities. Energy reduction projects are often identified and undertaken by environmental staff without support from financial staff or financial-evaluation tools. An absence of national guidelines to provide consistency in tracking and reporting limits cross-sector benchmarking. Street lighting contributes to a significant proportion of council's total electricity expenditure and GHG emission profile. Being highly regulated, existing contracts and the current practice of street lighting services limits the councils’ ability to reduce emissions. Based on our analysis we recommend a number of measures to overcome these constraints including the use of financial evaluation tools for small-scale renewable energy projects, a standardised national tracking and reporting platform to facilitate progress-reporting and meaningful comparative analysis between councils and policy reform to the regulation of street lighting.  相似文献

On the other hand, Turkey's geographical location has several advantages for extensive use of most of the renewable energy sources. In this regard, renewable energy resources appear the most efficient and effective solutions for clean and sustainable energy development in Turkey. The saving of primary energy from fossil fuels and the promotion of exploitation of renewable sources are two of the most relevant goals to be achieved in order to match the climate protection target fixed by the Kyoto Protocol in 1997. For Italy, the commitment is the reduction of the greenhouse emissions by 6.5% below 1990 levels over the commitment period 2008–2012.It requires the introduction of suitable political strategies and programmes aimed to establish a sustainable energy system together with the application of a set of actions either at national scale, either at regional one. This study presents the results of a survey in the context of the Regione Sicilia about the potential saving of primary energy and the reduction of greenhouse emissions, which should be allowed by local energy planning in the energy uses. An assessment of the specific costs per unit of saved energy and of avoided CO2eq emissions is presented for each of the actions of the Sicily Regional Energy Master Plan (REMP). The REMP proposal has been presented by the University of Palermo, Messina and Catania together with ITAE-CNR. It is up today under discussion and examination by the Regional Government.  相似文献

Transformational energy and climate policies are being debated worldwide that could have significant impact upon the future of the forest products industry. Because woody biomass can produce alternative transportation fuels, low-carbon electricity, and numerous other “green” products in addition to traditional paper and lumber commodities, the future use of forest resources is highly uncertain. Using the National Energy Modeling System (NEMS), this paper assesses the future of the forest products industry under three possible U.S. policy scenarios: (1) a national renewable electricity standard, (2) a national policy of carbon constraints, and (3) incentives for industrial energy efficiency. In addition, we discuss how these policy scenarios might interface with the recently strengthened U.S. renewable fuels standards. The principal focus is on how forest products including residues might be utilized under different policy scenarios, and what such market shifts might mean for electricity and biomass prices, as well as energy consumption and carbon emissions. The results underscore the value of incentivizing energy efficiency in a portfolio of energy and climate policies in order to moderate electricity and biomass price escalation while strengthening energy security and reducing CO2 emissions.  相似文献

Like many countries New Zealand is moving towards renewable energy targets and has recently (November 2006) announced a revised solar hot water heating subsidy program that is being implemented through the Energy Efficiency and Conservation Authority (EECA). This paper describes the new program and reviews international policies regarding solar water heating to see which aspects have been effective in gaining an increased penetration of solar systems for water heating. This paper reports the outcome of the project on “Capacity building in formulating harmonized policy instruments for the promotion of Renewable Energy and Energy Efficiency in the ASEAN member countries”. With the growing concerns about green house gas (GHG) emission and consequent climate change, renewable energy sources have become more attractive option for electricity generation around the world. Studies have been made on the status of renewable energy potential and utilization, major barriers in promoting renewable energy in ASEAN countries, major energy policies to overcome barriers, and existing renewable energy and energy efficiency policies in ASEAN countries. Paper concludes that ASEAN has not utilized its renewable energy resources anywhere near to the potential. Analysis found that the key factor that has to be amended is “policies and regulations in renewable energy and energy efficiency” at both country level and regional level. But, ASEAN is not yet ready for the full harmonization of the policies. However, it recommends that, with the project outputs it is possible to focus on the specific policy instruments common to most of the member countries, such that it could use to augment ASEAN Plan of Action for Energy Cooperation (APAEC) initiatives.  相似文献

This paper conducted quantitative study on China's sustainable energy strategies by using the econometric method. GDP growth will be over 6% annually between 2005 and 2030. The continuation of rapid economic growth could result in a lot of difficulties for energy security, environment protection, and CO2 emissions reductions. For the sustainable development, more comprehensive strategies should be adopted, including improvement in energy efficiency with highest priority, enhancing development of renewable energy and promoting structural adjustment in transport sector, etc. At the same time, international cooperation such as establishing Asia Energy and Environment Agency towards Asia Community is also an important strategic option.  相似文献

The paper examines the impact of CO2 reduction policies on the strategic planning of the energy sector. Attention is paid to the conflicts between economic and environmental goals influencing the penetration of renewable energy sources (RES). A linear programming (LP) model is applied to represent the structure of the Greek energy system. Energy flows are optimized with respect to the system's economic efficiency. The model incorporates a constraint concerning the CO2 emissions generated from the various energy production and consumption activities. The results show that a substantial reduction of CO2 emissions can be achieved through a large scale integration of RES into the energy system. Shadow prices identified by the model denote the real cost for the economy of using alternative energy forms under various environmental restrictions. They are useful to indicate the changes in the prevailing pricing mechanisms that are necessary to direct the market forces towards the desired policy goals.  相似文献

One of the current energy policy's goals in the European Union (EU) is the exchange of knowledge and experience between the EU-15 member states and the new as well as the candidate countries in issues regarding the development of Renewable Energy Sources and the promotion of Energy Efficiency (EE). Nowadays, the liberalization of energy markets and the deterioration of the climate, in combination with the non-stop crude oil price increase, have had a decisive influence on the development of the above sectors. In addition, one of the most important elements for the renewable energy and EE development is the enhancement of energy producers by renewable energy and Energy Service Companies (ESCOs), respectively. These companies’ success is based on the formulation of a modern environment in each EU member state. However, the environment in the new and candidate member states is less mature than the environment in the EU-15 member states, as it is still in its development phase. In this context, the main aim of this paper is to present a “multi-dimensional” decision support methodology for the formulation of modern energy companies’ operational environment in the 13 new and candidate member states of the EU.  相似文献

Under the current wave of international responses to the growing threat of climate change, Taiwan cannot afford to step back from its goal of advancing its renewable energy, strengthening its energy self sufficiency and energy security. This paper will first analyze the high level dependency structure of Taiwan's energy demands; then we will explore Taiwan current situation in terms of renewable energy development; furthermore from an overview of the course of changes and development in Taiwan's energy policy, highlight the commitment to and aims of Taiwan's Renewable Energy Development, made by the government at the Annual National Energy Conference. Fourth, we shall analyse technological R&D, incentives, taxes, market reforms and other related policy tools. Fifth, in light of public announcements and budgets set in recent years for Taiwan's renewable energy research plan, highlight main strategies being given impetus by the government. Sixth, the author will discuss the implications of recent significant legal reforms to the development of renewable energy in Taiwan and from the correlating aspects of industrial structures and energy consumption, take the first steps in emphasizing the urgent need for adjustments to be made to Taiwan's industrial structure. Finally, this paper will conclude by examining current policies, legislation and strategies which are in place to promote this area in Taiwan and discuss the potential competitiveness and future scenarios which the development of Renewable Energy could mean for Taiwan.  相似文献

China's high-speed economic growth and ambitious urbanization depend heavily on the massive consumption of fossil fuel. However, the over-dependence on the depleting fossil fuels causes severe environmental problems, making China the largest energy consumer and the biggest CO2 emitter in the world. Faced with significant challenges in terms of managing its environment and moving forward with the concept of sustainable economic development, the Chinese government plans to move away from fossil fuels and rely on renewables such as hydropower, wind power, solar power, biomass power and nuclear power. In this paper, the current status of China's renewable energy deployment and the ongoing development projects are summarized and discussed. Most recent developments of major renewable energy sources are clearly reviewed. Additionally, the renewable energy development policies including laws and regulations, economic encouragement, technical research and development are also summarized. This study showcases China's achievements in exploiting its abundant domestic renewable energy sources to meet the future energy demand and reducing carbon emissions. To move toward a low carbon society, technological progress and policy improvements are needed for improving grid access (wind), securing nuclear fuel supplies and managing safety protocols (nuclear), integrating supply chains to achieve indigenous manufacture of technologies across supply chains (solar). Beyond that, a preliminary prediction of the development of China's future renewable energy developments, and proposes targeted countermeasures and suggestions are proposed. The proposal involves developing smart-grid system, investing on renewable energy research, improving the feed-in tariff system and clarifying the subsidy system.  相似文献
