The rapidly urbanizing cities in Southeast Asia experience increasing flood impacts due to the consequences of climate change. In these cities, policy efforts to build flood resilience are gaining momentum. The aim of this paper is to understand and assess flood resilience policy development, particularly in cities in developing countries. Bangkok is one of the cities that participates in the 100 Resilient Cities Programme (100RC) - the international policy platform for building resilient cities. In 2017, the Bangkok Metropolitan Administration (BMA) launched the ‘Bangkok Resilience Strategy’ to translate the resilience concept to its urban context. A framing perspective is adopted to reconstruct the strategy, process and anticipated outcome of Bangkok's flood resilience policy. We studied data obtained from ‘insiders’ (involved policy makers, experts and consultants) and ‘outsiders’ (local communities, civil society organizations and news media). Findings indicate that the economic growth frame is prevailing in the development of Bangkok's flood resilience policy, prioritizing structural flood protection with little attention for flood adaptation measures and related social impacts among vulnerable communities. The role of local communities and civil society in the formulation of Bangkok's flood resilience policy is limited. This paper therefore recommends cities in developing countries and cities in the 100RC Programme to organize a more inclusive resilience building process for addressing social problems regarding urban poor communities along with increasing flood safety and protection.  相似文献

The impacts of floods on housing are increasing due to more frequent and severe weather events as well as the ongoing development of settlements in flood-prone areas together with the rising vulnerability of assets at risk. Therefore, the improvement of the resilience properties of buildings to better cope with flooding has become a key issue towards more flood resilient cities in European research in recent years. The implementation of flood resilience technologies (FReT) on the individual property scale provides a previously untapped potential to reduce flood damage to buildings due to insufficient transparency of their effects. To overcome this obstacle, the paper presents a four-step extension of a synthetic approach for flood vulnerability analysis to provide evidence on the potential effects of FReT uptake concerning flood damage mitigation. The proposed approach has been integrated in the GIS-based flood damage simulation model HOWAD to support the assessment of FReT alternatives. The simulation of flood damage to buildings in the case study Heywood, Greater Manchester (United Kingdom) revealed the potential of the extended approach to determine the consequences of FReT implementation on building scale.  相似文献

ABSTRACT

Assemblage thinking has emerged over the last two decades as an important theoretical framework to interrogate emerging complex socio-material phenomenon in cities. This paper deploys the assemblage lens to unpack the vulnerability of informal communities to flood hazards in an African city. Focusing on Agbogbloshie and Old Fadama, the largest informal settlements in Accra, Ghana, this paper employs multiple methods including archival analysis, institutional surveys, focus group discussions, and mini-workshops to study the processes of exposure and vulnerability to flood hazards in these two communities. We find that being vulnerable to flood hazards in these informal settlements emerges from historically contingent, co-constitutive processes and actants: the city officials’ modernist imaginaries and socio-cultural identities of residents in informal settlements; the social material conditions experienced by residents in these settlements; and the translocal learning networks of government and non-government actors that simultaneously (re)produce oppressive urban planning policies and grassroots resistance to these policies. The paper concludes with a call to urban planners and allied built environment practitioners to understand flood vulnerability as both a process and product of these complex interactions.  相似文献

To what must cities be resilient? How can cities, as complex systems, be resilient? Building a capacity for resilience might be a daunting task when one considers the multitude of components, processes, and interactions that take place within and beyond a city’s physical, logical (i.e. legal), and virtual (cyberspace) boundaries. Planning for resilience to the impacts of stressors within cities requires an evaluation of the vulnerable components of cities, an understanding of the key processes, procedures, and interactions that organize these components and develop the capacity to address various structuring of components and their interactions with the ultimate goal of achieving resilience. This paper provides a deeper look at resilience in cities, proposes a conceptual resilience framework, and includes a discussion and analysis of the framework. The proposed framework is meant to serve as a more holistic approach to designing, planning, and managing for resilience by including an evaluation of cultural and process dynamics within cities as well as their physical elements.  相似文献

To better understand the impacts of flooding such that authorities can plan for adapting measures to cope with future scenarios, we have developed a modified Drivers-Pressures-State-Impact-Response (DPSIR) framework to allow policy makers to evaluate strategies for improving flood resilience in cities. We showed that this framework proved an effective approach to assessing and improving urban flood resilience, albeit with some limitations. This framework has difficulties in capturing all the important relationships in cities, especially with regards to feedbacks. There is therefore a need to develop improved techniques for understanding components and their relationships. While this research showed that risk assessment is possible even at the mega-city scale, new techniques will support advances in this field. Finally, a chain of models engenders uncertainties. However, the resilience approach promoted in this research, is an effective manner to work with uncertainty by providing the capacity to cope and respond to multiple scenarios.  相似文献

ABSTRACT

US cities with shrinking populations have faced tremendous challenges in conserving their built heritage. Often, conservation work involves adaptively reusing existing buildings. Most reuse activity is fuelled by the developer and market-driven rehabilitation of historic properties through tax credits and other incentives. Places of worship like churches, however, are difficult to rehabilitate, and cities lose this urban heritage after years of vacancy and neglect, and eventual demolition. In many shrinking cities, particularly those now welcoming new immigrants and refugees, serendipitous conservation of vacant churches through faith-to-faith conversion can be an asset to local planners and preservationists in their fight to save urban heritage from demolition. This paper examines two former Roman Catholic Churches in the City of Buffalo: one converted into an Islamic mosque, and another into a Buddhist temple, to argue that faith-to-faith conversions can be a viable tool for other US cities experiencing similar threats to their urban heritage.  相似文献

鉴于目前城市规划和城市地理界在社会经济实践领域承担的关于城市群和都市区的应用研究任务愈来愈多,而相关的理论尚不完善、认识尚不统一的实际情况,论文对城市组群、城市群、城镇密集区、都市区、都市连绵区、大都市带、城市带等相关概念及其内涵和外延,进行了深入的辨析和进一步的界定,尤其强调了相关概念的关联和区别。论文认为,城市群是城市群体发育到高级阶段的一种表现形式,而城市组群是城市群形成演化的中间形态,同时也是城市群地域结构的构成单元;"城市单体→城市组群→城市群→都市连绵区"是城市空间相互作用的有序发展过程。  相似文献

During the 1970s, an era of increasing fiscal austerity and deindustrialization, cities across the United States sought to arrest the spread of urban disinvestment. In 1974, faced with similar concerns, Milwaukee, Wisconsin, implemented a two-part planning programme. First, planners conducted the Relative Residential Status (RRS) evaluation to assess, classify, and map neighbourhood health. The RRS map delineated three types of neighbourhoods: healthy, threatened but savable, and unsavable. Second, Preservation Planning prescribed policies and resources based on the RRS neighbourhood types, concentrating resources in the neighbourhoods classified as threatened but savable. The paper examines the implementation of RRS and Preservation Planning. I argue that RRS/Preservation Planning functioned as urban triage by seeking to bolster the housing market in moderately healthy, white neighbourhoods as it prescribed market-determined, inevitable death for less healthy, African-American neighbourhoods. The main point supporting this argument is that planners borrowed and recalibrated RRS/Preservation Planning to officially and systematically redline neighbourhoods that would have been judged savable in other US cities. In doing so, this form of urban triage exacerbated urban decline and racial injustice instead of arresting the spread of urban disinvestment.  相似文献

Abstract

This paper considers an emerging planning practice that uses networked connections to interact with urban places and re-create enlivened cities. The paper presents “urban acupuncture” as a new planning approach that broadens communication and strategically targets interventions across the city. Defined as an approach, which, through the use of digital social networks and interactions, involves citizens and planners in place activations in order to stimulate and reinvigorate place, thus creating meaningful relationships between citizens and their urban settings. This paper uses the UR[BNE] Brisbane Festival 2012 as a qualitative case study of urban acupuncture, best defined as a hyper-localized healing treatment through place activation to enliven and recreate cities. It examines the challenges faced and opportunities embraced by a network of urban professionals. Their aim was to activate the underused urban spaces of central Brisbane through the festival's activities and events. The findings identify the key elements required to design public spaces using socially and technologically networked interactions.  相似文献

Global flood management is a major issue for most cities which have to deal with worsening factors such as climate change and fast urban growth. Computer models have been used to model and understand urban flooding on a local scale in cities (25–50 km2). It has been practically impossible to model bigger cities in one go in sufficiently high resolution due to the heavy computations involved.

The present paper describes a new modelling approach for urban flooding which allows modelling on large city scale (1000 km2) while keeping sufficient resolution, e.g. 5 m or 10 m grid. The multicell approach is applied for the city of Beijing for July 21st, 2012 flood event. Model results are compared to testimonials from the 2012 event. Comparison to traditional 2D urban flood computations shows that the multicell approach is much faster than standard detailed models while keeping a suitable level of precision.  相似文献

This paper uses two diverging interpretations of resilience to review and assess current UK policies and guidelines for urban resilience, a term generally associated with the strength of key systems and cities and their capability to maintain functionality in the face of external shocks. Both developed in scientific studies, the first interpretation (engineering resilience) is based on a mechanistic model of systems that can recover their original state aftershocks, and the second (ecological resilience) is based on an evolutionary model enabling adaptation to disturbances. Through a literature review, practical applications to planning are discussed for each model in terms of long-term efficacy. The contribution of this paper to an understanding of urban resilience is therefore twofold. First, an identification of the long-term consequences on the built environment of the policies associated with each model is provided, with the mechanical model ultimately hindering, and the ecological model favouring, adaptation. Second, some approaches to generate effective responses to environmental and societal change are identified, together with enabling tools. Ultimately, this paper emphasizes that the idea of a resilient city is fit for this age characterized by uncertainty, although it requires the recognition within planning practice that urban adaptation cannot be attained with current methodologies, and that much can be learned from theories on the resilience of ecosystems.  相似文献

Legislation for Scotland increasingly requires that environmental enhancement schemes must be integral in property construction. With the introduction of the Water Framework Directive and the Water Environment and Water Services Act, developments on areas surrounding an existing watercourse often include river restoration and sustainable flood alleviation schemes. To support this, a decision-making tool is proposed that considers the hazard, exposure and vulnerability of a residential development to flooding. Rather than assessing flood risk purely in terms of hydraulic performance, it is shown that appropriate channel design selection also requires information on the socio-economic impacts. This paper takes a novel stance in predicting the social impact of flooding by using statistical evaluation of census data. This holistic approach to flood risk investigation is suitable for use by developers, planners and councils at a local (development) scale to strategically aid flood alleviation works, emergency planning and housing development.  相似文献
