ABSTRACT: Historic preservation is one way cities can stimulate the economies of lagging or distressed areas. Owners of commercial properties in historic districts enjoy federal and local tax incentives, grants, and loans, as well as protection of external facades in the district. If historic district designation is associated with price effects, there should be a significant price differential between commercial properties in designated and nondesignated areas. This paper reviews the extent to which designation makes a difference in revitalizing commercial investment in a minority commercial district in Atlanta, Georgia. Compared to a nondesignated commercial area, historic district designation appears to be effective in revitalizing commercial properties in terms of improving property values and, by inference, commercial activity.  相似文献

This study examines the impacts of historic preservation on jobs, property values, and environmentalism in Kentucky and its largest city, Louisville. Kentucky is a national leader in preservation, ranking first in the White House’s Preserve America initiative with 73 recognized communities. Kentucky is an ideal place to study historic preservation and environmentalism. Tax incentive programs have been an effective tool for creating positive changes in historic areas. Historic preservation results in more job creation than most other public investments. In the presence of escalating gas prices and assorted environmental practices, it is shown how neighborhoods containing historic districts have higher increases in median neighborhood housing values than undesignated neighborhoods. This paper also demonstrates the link between environmentalism and historic preservation. Residents of historic urban neighborhoods exhibit more environmentally friendly behavior.  相似文献

外部经济性的发挥是历史街区保护的主要目的之一,而外部经济性的发挥又是以历史街区得到较好的保护为前提的。对历史街区外部经济性内部化的忽略降低了街区保护活动的经济效率,影响了保护的积极性,制约了保护水平的提高,阻碍了外部经济性的发挥。文章以外部性理论为基础,提出历史街区外部经济性内部化的方法,以期提高历史街区的保护水平,促进街区外部经济性的发挥。  相似文献

居住性历史街区作为我国文化遗产的重要类型,是城市特色的集中体现,同时也是承栽市民日常生活的有机生命体,其保护更新涉及诸多利益关系,是一项复杂的社会实践,应坚持原真性、积极性、多元性等原则,进行“整体保护”与“有机更新”。该文以郑州书院街历史街区为例,通过完善步行系统、鼓励混合使用、培育街区触媒点等规划策略对历史环境和社会功能进行保护与更新;同时完善政府公共职能、明晰产权关系、推动社区建筑、完善住房保障制度等相关制度层面,以保障规划的顺利实施。  相似文献

In this article I examine the relationship between post-industrial growth and planning in three great cities: New York, Paris, and London. Each has taken a different approach to its post-industrial transformation. New York's approach, the Manhattan strategy of intensive development, emphasizes growth in and around the central business district. The Parisian approach, the axes strategy of extensive development, spreads growth through the larger region. London's approach, containment by zoning, stresses a balance between commercial growth and the preservation of neighborhoods and green space. I analyze each strategy as a product of a city's governmental structure, its control over local markets, and its developmental conditions. Each strategy reflects the historic practices of its respective city and entails its own costs and benefits.  相似文献

随着我国城市汽车保有量的快速增长,住宅小区停车服务相对滞后,停车问题日益突出。在对苏州市住宅小区停车的实际调研及理论研究基础上,分析城市住宅小区停车存在的问题,如停车位供需矛盾、管理及规划不足、设施建设标准偏低、所有权归属多样、物业管理欠缺等问题。借鉴国内外典型地区城市住宅小区停车的做法,提出合理控制居民民用汽车保有率、科学规划、市场化刺激、拓展停车方式、加强物业管理等措施,以助苏州乃至全国城市住宅小区提升停车管理水平、解决停车问题。  相似文献

In the last 30 years, community perceptions of negative impacts from tourism have encouraged research from several different fields into community attitudes, with the goal of overcoming opposition to tourism development. Drawing on a study of Charleston, SC, this article explores the relationships between community attachment, existing through such bonds as friendship and kinship, and resident attitudes toward tourism development. We studied Charleston to understand the differences in attitude toward tourism development among its neighborhoods, based on community attachment variables, and to explore the role of community attachment in predicting these attitudes, especially regarding residents of historic residential districts. This research has implications for tourism planning in Charleston and other tourism cities with historic residential districts.  相似文献

ABSTRACT: St. Louis is one of many U.S. cities suffering from urban decay and fiscal crisis. To resolve these problems, the city has adopted a redevelopment program under Missouri State Statute 353. This Chapter 353 program grants private developers 25 years of tax abatement for making property improvements and permits them to accumulate property through the exercise of eminent domain. The program includes the city's entire central business district and has been extended to cover residential areas. This article discusses the research study on which this Chapter 353 program was based, points out a number of serious problems, and concludes that the program may, in fact, further reduce the city's fiscal integrity.  相似文献

We provide an estimate of the impact of historic designation on the sale price of single-family homes in Lincoln, Nebraska neighborhoods. We contribute to the literature by measuring the impact of historic designation using sale prices rather than assessed values, and by utilizing time series, cross-section data with both pre-designation and post-designation observations. The entire sample is used to estimate a difference-in-difference model which shows that historic designation yields a $5,000 increase in the value of single-family homes in the period after designation. A sub-sample of houses with repeat sales is used to estimate a repeat sales model, which shows that designation does not impact appreciation rates.  相似文献

以骑楼为特色所形成的历史街区,现已成为现代城市社会功能中不可忽视的商业地带,因而引起众多的专家与学者对历史街区的关注。本文以江门长堤骑楼历史街区为例,通过调研长堤骑楼历史街区的历史沿革,分析街区现状以及骑楼建筑的功能在现代城市发展所面临的巨大挑战,提出了旅游开发的新思路。笔者认为:保护性不仅仅是“修旧如旧”的修建,更重要的是为顺应现代城市的发展需求,提出将原骑楼建筑功能加以转换,即“以旧换新”的保护性旅游开发新思路。  相似文献

以上海住宅建设和家用空调的发展为例,分析了住宅空调对能源和环境的影响。指出今后在中国大城市中,应以发展区域集中供冷供热,冷热电联产为主;而在中小城市或城市郊区,应以发展所谓“户式空调”为主;在单身公寓或合租公寓中,则应以使用房间空调器为主。以利于合理使用能源,减少温室气体排放和促进房地产业的可持续发展。  相似文献
