Food security has attracted widespread attention in recent years. Yet, scientists and practitioners have predominately understood food security in terms of dietary energy availability and nutrient deficiencies, rather than in terms of food security’s consequential implications for social and political violence. The present study offers the first global evaluation of the effects of food insecurity on local conflict dynamics. An economic approach is adopted to empirically evaluate the degree to which food insecurity concerns produce an independent effect on armed conflict using comprehensive geographic data. Specifically, two agricultural output measures – a geographic area’s extent of cropland and a given agricultural location’s amount of cropland per capita – are used to respectively measure the access to and availability of (i.e., the demand and supply of) food in a given region. Findings show that food insecurity measures are robustly associated with the occurrence of contemporary armed conflict. 相似文献

The increasing demand for biomass for energy use is further escalating existing food security risks. Managing these risks is a task for global institutions. These should ensure timely investment in the world’s capacity for producing biomass and balance the use of this biomass for foods and for non-foods. To achieve this, institutional arrangements for global food markets must fulfil two important goals: reduce the short-term price instability of food markets and prevent a structural scarcity of food in the long term. This paper analyses how agro-food markets, energy markets and biofuel markets are currently regulated. As this regulation is ill-suited to manage food price instabilities and balance food and non-food use of biomass, new institutions need to be put in place. A coordinated system of global commodity management — not unlike the Commodity Control Organization proposed by Keynes for the post-WWII era — is proposed to deal with these coming challenges. 相似文献

The global food price spikes of 2007–8 and 2010 led to increased awareness of the complexity of food (in)security as a policy problem that crosscuts traditional sectoral, spatial and temporal scales. At the European Union (EU) level, this awareness resulted in calls for better integrated approaches to govern food security. This paper addresses the question of to what extent these calls were followed by an actual shift towards better integrated EU food security governance. We address this question by applying a processual policy integration framework that distinguishes four integration dimensions: (i) the policy frame, (ii) subsystem involvement, (iii) policy goals, and (iv) policy instruments. The empirical body of evidence for assessing shifts in these dimensions draws upon an extensive analysis of EU documents complemented with interview data. We find that policy integration advanced to at least some degree: the policy frame expanded towards new dimensions of food security; a wider array of subsystems started discussing food security concerns; food security goals diversified somewhat and there was an increased awareness of coherence and linkages with other issues; existing instruments, including internal procedural instruments, were expanded and made more consistent; and new types of instruments were developed. At the same time, significant differences exist between policy domains and policy integration efforts seem to have come to a halt in recent years. Monitoring of the UN Millennium Development Goals (MDGs) indicates that a large number of countries are not on track to reach the hunger targets set out in Goal 1 (MDG1, Eradicate Extreme Poverty and Hunger by 2015). The purpose of this paper is to assess the appropriateness of three underlying factors identified by the United Nations Development Programme (UNDP), misguided policies, failing markets and weak institutions, in explaining food insecurity in Tanzania. Our analysis basically supports UNDP’s emphasis on the importance of policy, institutions and market access when seeking to improve food security and reach MDG1, but underlining the importance of empowering people to hold the Government accountable for failing to deliver on their policies and plans. The main finding is that the Tanzanian Government is struggling with the difficulty of addressing the twin goals of balancing national food availability with affordable food prices for urban and rural consumers. 相似文献

Emergency food poverty relief is one of the possible entry points to understanding food poverty in affluent societies, whereas the visibility of food poverty relief initiatives has evolved, together with large-scale food recovery organizations and networks aiming at reducing and valorising surplus in food systems. There is a substantial diversity of actors and resources involved, resulting in differently shaped initiatives and programs. It can be described as a continuum encompassing third sector initiatives, large and small businesses, and institutional intervention programs: by bringing together institutions, companies, organisations and civil society, public-private food assistance addresses food poverty in a way that is not viable by any of these actors alone and by adopting context specific governance arrangements. This paper contributes to this debate with the analysis of governance relations in food assistance initiatives across different European countries (Italy, The Netherlands and Ireland). By approaching food assistance from a systems perspective, we further the understanding of these initiatives and their modes of governance. The case studies offer a mapping of food assistance by identifying functions and outcomes, actors and resources involved, and the links the initiatives have to those elements, thus highlighting where collaborative food poverty reduction takes place that goes beyond traditional boundaries. Food assistance initiatives are a civil initiated response shaped by and complementing the social welfare and food systems in which they are embedded. The interpretation of food assistance functions leads to challenging the boundaries of food assistance and potentially triggering innovative approaches to improving food and nutrition security. Discussions show that while they have managed to find innovative and collaborative governance solutions to address the very immediate issues rather effectively, they do not negate the need for food system transformation to address the ultimate reasons for food poverty. 相似文献

Perfluorinated compounds (PFCs) are resistant to breakdown and are turning up in unexpected places around the world, becoming emerging food contaminants. Although these chemicals have been used in countless products since the 1950s, they have been subject to little control until now. There is still an insufficient knowledge of their sources, occurrence, and hazards for food safety decision making. This article provides a comprehensive review of the food contamination levels and dietary intake risks posed by PFCs, as well as the specific methods developed for their determination. It is based on the evaluation of the published literature between 2004 and the beginning of 2010, with special emphasis on those reports of the last two years and in the examination of the growing body of studies on the exposure assessment and food occurrence of PFCs. The current state-of-the art and future perspectives in extraction, clean-up, detection, identification, confirmation, and quantification highlighting the advantages and limitations of each technique have been summarized. How much is known about the sources and pathways of food web and human exposure, which is needed to control and manage the release of these emerging toxic contaminants, has also been explained. 相似文献

Enhancing food security is the main goal of subsistence farmers, who are vulnerable to food insecurity in sub-Saharan Africa. Participatory research across food value chains (FVC) can help stabilize and enhance food security by developing upgrading strategies (UPS). However, prior to successful widespread adoption and geographical upscaling, such practices need in-depth understanding of their suitability in target areas and their particular local requirements. Ex-ante assessments of selected UPS were carried out by German and Tanzanian agricultural scientists using the “ScalA-FS” tool. The participating experts included those responsible for implementation. The tool aims to systematically evaluate, at the community level, UPS that have been successfully implemented elsewhere, evaluate their potential for dissemination, and identify entry points for adjustments during implementation. Assessment indicators were developed through a participatory process. UPS relate to a) natural resource management and crop production; b) food processing and bioenergy; c) income generation and market participation; and d) food consumption. Here we present the ScalA-FS assessment results on UPS suitability as well as on its implementation requirements. We focused on the local context needed to enable a productive collaboration between smallholder farmers and implementing research and/or development organizations. Implementation requirements for the selected UPS were assessed as generally low to medium, and projected suitability in most cases was high. Local knowledge and education (human capital) along with visible success after a short time were important criteria of success of UPS. Here, careful consideration of the challenges before and after implementation of UPS is suggested. ScalA-FS should be applied early in the implementation process of UPS in order to support adaptations and successful upscaling at other locations. 相似文献

Japanese food self‐sufficiency was only 39% on the basis of kcal in 2012, so Japan relies heavily on imported food. Hence the necessity of having international rules on the regulation of food contaminants is important especially for countries like Japan that depend on food imports. A One‐Stop‐Testing system is desired, in which the test result obtained from a single testing laboratory is accepted as valid worldwide. To establish this system, laboratory accreditation under international standards is a necessary step. Contamination of cereal commodities by moulds and mycotoxins results in dry matter, quality, and nutritional losses and represents a significant hazard to the food chain. Most grain is harvested, dried and then stored on farm or in silos for medium/long term storage. Cereal quality is influenced by a range of interacting abiotic and biotic factors. In the so-called stored grain ecosystem, factors include grain and contaminant mould respiration, insect pests, rodents and the key environmental factors of temperature, water availability and intergranular gas composition, and preservatives which are added to conserve moist grain for animal feed. Thus knowledge of the key critical control points during harvesting, drying and storage stages in the cereal production chain are essential in developing effective prevention strategies post-harvest. Studies show that very small amounts of dry matter loss due to mould activity can be tolerated. With <0.5% dry matter loss visible moulding, mycotoxin contamination and downgrading of lots can occur. The key mycotoxigenic moulds in partially dried grain are Penicillium verrucosum (ochratoxin) in damp cool climates of Northern Europe, and Aspergillus flavus (aflatoxins), A. ochraceus (ochratoxin) and some Fusarium species (fumonisins, trichothecenes) on temperate and tropical cereals. Studies on the ecology of these species has resulted in modelling of germination, growth and mycotoxin minima and prediction of fungal contamination levels which may lead to mycotoxin contamination above the tolerable legislative limits (e.g. for ochratoxin). The effect of modified atmospheres and fumigation with sulphur dioxide and ammonia have been attempted to try and control mould spoilage in storage. Elevated CO2 of >75% are required to ensure that growth of mycotoxigenic moulds does not occur in partially dried grain. Sometimes, preservatives based on aliphatic acids have been used to prevent spoilage and mycotoxin contamination of stored commodities, especially feed. These are predominantly fungistats and attempts have been made to use alternatives such as essential oils and anti-oxidants to prevent growth and mycotoxin accumulation in partially dried grain. Interactions between spoilage and mycotoxigenic fungi and insect pests inevitably occurs in stored grain ecosystems and this can further influence contamination with mycotoxins. Effective post-harvest management of stored commodities requires clear monitoring criteria and effective implementation in relation to abiotic and biotic factors, hygiene and monitoring to ensure that mycotoxin contamination is minimised and that stored grain can proceed through the food chain for processing. 相似文献
