India ranks 66th of 88 countries in the Global Hunger Index and has a quarter of the world??s hungry. Food security status of 377 million inhabitants of India??s urban areas, of which one-fourth live in extreme poverty, is poorly documented. The purpose of this study was to determine (a) the extent of food insecurity among households in urban slums, (b) to quantitatively assess their subjective experiences related to food insecurity and (c) to identify sub-groups among the urban poor that are vulnerable to food insecurity. A cross-sectional, interviewer-administered survey of adult female respondents from 283 households, selected using two-stage cluster sampling, was conducted in slums across three municipal wards in the city of Mumbai. Food insecurity, as measured by the Household Food Insecurity Access Scale (HFIAS), was found in a large number of households in the urban slums of Mumbai; 59.7?% (n?=?169) households were categorized as severely food-insecure, 16.6?% (n?=?47) as mildly to moderately food-insecure, and 23.7?% (n?=?67) as food-secure. Further analysis revealed that severe food insecurity was significantly associated with lower monthly household income and other socioeconomic status measures such as lower household monthly per capita income, lower rank in the standard of living index (SLI) and less monthly per capita expense on food items. Households where the woman was the primary income-earner and contributed the largest share to the monthly household income, and was older, less educated, with less media use or access were more likely to experience severe food insecurity. Although corrective steps at the household level such as livelihood security schemes and income generation programs are necessary, they will not be sufficient to eliminate this problem; state intervention is required in order to assure food security for the urban poor. The Government of India has drafted a Food Security Bill; but the criteria for determining which households are vulnerable and deserving are still being debated. The findings of this study highlight the urgency of corrective action and also provide pointers for the identification of vulnerable or priority sub-groups. Food security policies and programs have to be implemented immediately and effectively in order to ensure that subsidies and food items are allocated to the households of the vulnerable urban poor.  相似文献

This paper draws on exisiting studies and survey data collected from 11 cities in nine Southern African countries by the African Food Security Urban Network in order to explore the relationship between urban poverty and food and nutrition insecurity in Southern Africa. The paper demonstrates that poverty underpins the high levels of food insecurity and malnutrition evident amongst the urban poor in Southern Africa; therefore, access to food, and not availability, is at the heart of the urbanisation-nutrition-development nexus. The paper reviews the state of knowledge about food insecurity and the double burden of nutritional diseases in the urban areas of Southern Africa and lays out an agenda for future research to fill significant knowledge gaps.  相似文献

Although several empirical methodologies as to how best assess vulnerability to food insecurity have been proposed in the literature, none of these has evolved into a unanimously accepted approach. This article contributes to this literature by adapting the Vulnerability as Expected Poverty approach from poverty analysis methodology with the aim of scrutinizing factors determining household level vulnerability to food insecurity based on cross-section data collected from 277 randomly selected households in eastern Ethiopia. Vulnerability to food insecurity was strongly associated with several factors which included family size, size of cultivated landholding, soil fertility status of plots, access to irrigation, number of extension visits, use of fertilizer and improved seed. The probability that any given household??s food consumption expenditure would fall below a specified cut-off level has also been computed and vulnerable households identified. The total number of vulnerable households (111) was found to be greater than those who are currently food insecure (103). This implies that design and implementation of food security policies and strategies need to focus not only on those who are observed to be currently food insecure, but also on setting up social protection mechanisms to help prevent households from falling more deeply into food insecurity in the future.  相似文献

The use of expenditure surveys to measure food insecurity is widely discussed. In this study, we investigate food insecurity in terms of monetary poverty. Using a Malian survey that incorporates exceptionally detailed information on food consumption, we estimate that 35 % of the households are in a paradoxical situation, some poor households managing to cover their caloric requirements by eating cheap calories and some non-poor households not doing so because they consume expensive calories and/or face constraints such as the obligation to share meals with visitors and high expenditure on health care or transportation. These findings highlight precautions that need to be taken when measuring food insecurity through monetary income or expenditure indicators.  相似文献

One-third of India’s urban population resides in extreme poverty, in slums and squatters. Food insecurity remains a visible reality among this segment. Yet, it is scarcely documented. This paper describes levels and determinants of experiential household food insecurity (HFI) in an underserved urban slum of Delhi (India) and reports the internal validity and reliability of the measure used to assess experiential HFI. A four-item scale was adapted from the U.S. six-item short-form food security scale and was administered in Hindi through household interviews with 410 female adults. Association of HFI with household economic and socio-demographic characteristics were examined using multiple logistic regression. Cronbach’s alpha and Rasch-model-based item fit statistics were used to assess reliability and internal validity. Fifty-one percent of households were food insecure. Significant HFI predictors were unemployed to employed family members’ ratio of > 3:1 (Odds Ratio 2.1, Confidence Interval 1.2 – 3.4) and low household standard of living (OR 4.9, C.I. 2.7 – 8.9). Cronbach’s alpha was 0.8. Item severities as estimated under Rasch model assumptions spanned 9.7 logits. Item infit statistics (0.77 – 1.07) indicated that the Rasch model fit the data well. Item outfit statistics suggested that one item was inconsistently understood by a small proportion of respondents. For improving HFI among the urban poor, in addition to improving behaviors/entitlement access, programs should consider linkage of urban poor to existing employment schemes, upgrading of their skills and linkage to potential employers. The adapted scale was reliable and easy to administer. However, being a subjective assessment, its sensitivity to social expectation and its association with nutrition security require examination.  相似文献

Poverty and food insecurity continue to feature prominently in the global agenda, with particularly close attention being paid to the determinants of food insecurity. However, the effect of education is mixed and remains understudied in low income countries. Using longitudinal data collected between 2007 and 2012 in Kenya, we investigated the effect of household education attainment on food security among poor urban households. Household food security was constructed from a set of four key items while education was the average years of schooling for individuals aged 18 years and above in a household. To determine the association between education attainment and food security, we fitted a random effects generalised ordered probit model. The prevalence of severe food insecurity ranged from 49 % in 2008 to 35 % in 2012. The ordered probit results showed a significant effect of education on food security. The probability of being food insecure decreased by 0.019 for a unit increase in the average years of schooling for a given household. The effect of education, remained significant even after controlling for household wealth index, a more proximate determinant of food security in a cash-based economy such as the urban slums. The findings highlight the need to focus on the food security status of the urban poor. Specifically, results suggest the need for programs aimed at reducing food insecurity among the urban poor and enhancing household livelihoods. In addition, investment in the education of the slum households may, in the long term, contribute to reduction in the prevalence of food insecurity.  相似文献

An improved understanding of the sources of income and income distribution provides instructive insights into food insecurity and poverty, helping policy makers in the developing world to formulate new strategies for overcoming them. This paper analyses different sources of family income of fish farmers, and determines the impact that various income sources had on the overall level of family income inequality in the South Tripura district of Tripura in 2004–2005. Using decomposition of inequality by source, we examined how changes in particular income components affected overall inequality. Policies that increase fish yield in the study area have an important role to play in reducing poverty with negligible increase in income inequality. Increased income share from government jobs in lower income groups could play the dual role of alleviating poverty among relatively poor fish farmers and reducing income inequality among fish farming households in the study area.  相似文献

This paper provides an overview of the short-term household-level effects and the national policy responses in Namibia to the rapid acceleration in food prices in 2007/2008. Price increases are found to have disproportionately affected low-income households, who have higher relative shares of food expenditure and whose own-production was reduced due to crop failures, and urban households who rely relatively less on in-kind consumption and more on cash purchases. Drawing on the literature on tax incidence and welfare dominance the paper further assesses the potential distributional and poverty reduction effects of the ‘zero-rating’ of the VAT for basic food items that was introduced by the Namibian government to mitigate the impacts of the food crisis. The results show that the VAT reform only led to a small and statistically insignificant improvement in the highly unequal distribution of consumption expenditure in Namibia. An illustration is provided of how a more effective way to reduce poverty and shield the poor from the worst impact of the crisis is through the existing system of cash transfers.  相似文献

Urban household food insecurity continues to be a major problem in many urban households of Sub-Saharan Africa. The ineffectiveness of policies addressing the problem has hinged in particular on the paucity of information about consumption patterns under changing economic conditions. Elasticities of food demand were estimated through the Linear Approximated Almost Ideal Demand System (LA/AIDS) and inferences about access to food were drawn. Shifts in consumption were evident when changes occurred in income, prices and household demography. As the urban poor are sensitive to variation in food prices and income, they should be cushioned against their negative effects in order for their access to food to be enhanced and hence their food security improved. Dairy and dairy products and wheat and wheat products were identified as subsidy carriers which would improve the nutrition of the urban poor. These results provide guidance for the design of food security and nutrition strategies and programs at the micro and macro-economic levels.  相似文献

The South African government has implemented homestead food garden (HFG) programmes directed at enhancing food production in order to reduce food insecurity, malnutrition, poverty and hunger. The present paper evaluated the impact of this programme on household food insecurity using surveys of 500 households. Endogenous switching regression, propensity score matching and household food insecurity average scores were employed in our analysis. Our findings demonstrated that participation in an HFG programme could significantly enhance the food security status of participants by increasing household food supply and consumption as well as by income derived from selling any excess production from the garden. Specifically, our empirical findings showed that participation in the HFG programme significantly reduced food insecurity among rural households by as much as 41.5%. Therefore, we recommend that policy makers should encourage more rural households to participate in the programme in order to reduce their food insecurity. Facilitating easy access to credit, extension services, fertilizer, irrigation facilities and land are policy options needed to promote farmers participation in HFG programmes. Furthermore, the formation of farmer-based organizations and the building of positive perceptions about HFGs are some of the key policy options that can be employed to improve households’ participation in the programme. Promotion of education, participating in off-farm activities, access to market, irrigation, extension and credit, and adoption of fertiliser are some policy interventions that can reduce food insecurity among rural house holds whether or not they participate in the HFG programme.  相似文献

The State of Paraiba in Northeastern Brazil ranks as the fourth poorest state in the country. The objectives of this study are to conduct the psychometric validation of the Brazilian Household Food Insecurity Scale (EBIA), to assess the household food insecurity (HFI) prevalence, and to identify the association between HFI, poverty and dietary intake in a representative sample of Paraiba’s 14 poorest municipalities (N = 4533). All municipalities included had fewer than 50,000 inhabitants. EBIA had strong internal consistency (Cronbach’s alpha = 0.93 and 0.90 in households with and without children, respectively). The percentage of affirmative responses for each item was inversely associated with household income and the item curves were parallel across socio-economic strata. Rasch modeling indicated that: a) scale items severities followed theoretical expectations, b) all items had an adequate fit to the scale confirming its unidimensionality, and c) items ‘functioned’ similarly across key subpopulation characteristics including: urban/rural; men/women; younger/older; poor/less poor; Bolsa Familia enrollment (yes/no). HFI prevalence was higher in rural than in urban areas (55.5 % vs. 49.9 %, p < 0.0005) and severe food insecurity was substantially higher in rural areas (14.0 % vs. 9.0 %, p < 0.0005). HFI severity was inversely associated with household income, positively associated with daily sugar consumption and inversely associated with daily consumption of bread and nutrient dense foods (fruits, vegetables, and dairy). In conclusion, EBIA had strong internal and external validity at the municipal level. Findings are particularly relevant for Brazil where 89.1 % of municipalities (4,957 out of 5,565 municipalities) have less than 50,000 inhabitants.  相似文献

Objectives: To analyse differences in smoking behaviour and smoking expenditures among low and high income households in China and the impact of smoking on standard of living of low income households in China. Methods: About 3400 urban and rural households from 36 townships/districts in southwest China were interviewed in 2002. Cross tabulations and regression analysis were used to examine the differences in major household expenditures, including food, housing, clothing, and education between households with smokers and without smokers. Results: Lower income households with smokers paid less per pack and smoked fewer cigarettes than higher income households with smokers. Poor urban households spent an average of 6.6% of their total expenditures on cigarettes; poor rural households spent 11.3% of their total expenditures on cigarettes. Conclusion: Reducing cigarette expenditures could release household resources to spend on food, housing, and other goods that improve living standards.  相似文献

BACKGROUND: Two large-scale studies, the National Surveillance System (NSS) Pilot Study (2003-2004) and the National Risk and Vulnerability Assessment (NRVA) 2003, were conducted by government, United Nations, and nongovernmental organizations in Afghanistan, as part of wider efforts characterizing Afghan livelihoods in relation to particular outcomes of interest: vulnerability to poverty, food insecurity, and malnutrition. OBJECTIVE: To present the data from these two surveys with nutrition as the key outcome of interest, and to further construct the understanding of the underlying causes of malnutrition, thus providing public health practitioners and other sector specialists with insight into how a variety of sectoral programs can impact nutritional outcomes in Afghanistan. METHODS: The NSS gathered information on livelihoods, food security, and nutrition from 20 to 40 randomly selected households in each of 26 purposively selected sentinel sites (representative of livelihood zones) during November-December 2003 and May-June 2004. The NRVA gathered information nationally from households selected with a two-stage sampling (based on livelihood zone and then socioeconomic group) during July-September 2004. RESULTS: Acute malnutrition is below emergency levels for children under five. The level of chronic malnutrition in children under five indicates a problem of public health importance. Dietary diversity in Afghanistan is not as low as expected but still shows room for improvement, particularly in remote areas and with respect to food groups associated with adequate micronutrient intake. The findings also suggest that in addition to lack of adequate household food intake, recurrent illness and suboptimal infant and young child feeding and hygiene practices contribute to poor nutritional outcomes in this age group. The survey also found poor access to health care, markets, and water for household use. CONCLUSIONS: Improving nutritional status requires a multipronged approach, directly targeting malnutrition, coupled with economic growth, household livelihood security, social protection, access to public health services, and water and sanitation. Nutrition policy, programming, and monitoring need to reflect the immediate and underlying causes of malnutrition. Future research needs to be designed to quantify the relative contribution of underlying causes of poor nutrition, allowing practitioners to prioritize responses aimed at improving nutritional outcomes.  相似文献

It is anticipated that smallholder subsistence farmers will face severe negative impacts from climate change, with household food security being seriously affected. This paper examines the methods of adaptation to climate change used by smallholder farmers and their impacts on household food security. The necessity to adapt to climate change is caused by a combination of sensitivity and exposure and the success in doing so depends on adaptive capacity. Household food security was determined using the Household Food Insecurity Access Scale (HFIAS). Of the surveyed households, 95 % were aware that climate is changing and expected severe impacts on their crop production systems. Households undertake crop and soil management practices in order to respond to the changing climate. About 83 % of households anticipated that they would alter their livelihoods systems in response to climate change, with 59 % of households indicating that government grants would play an important role in this. Of those assessed, 97 % were severely food insecure and the remaining 3 % were moderately food insecure. Householders were worried about the negative impacts of climate change which included droughts, floods and soil erosion. Householders who were vulnerable to climate change recorded high levels of food insecurity. Decline in prices of farm products, increases in costs of farm inputs and anxiety over occurrence of livestock diseases exacerbated household food insecurity. Information will play a critical role in mitigating the impacts of climate change on household food security but farmers should also be assisted with appropriate input packages, such as seeds and fertilizers that can help them adapt effectively.  相似文献

Food insecurity and coping strategies in Ado-Ekiti, Ekiti State in the south-western part of Nigeria were studied by means of a multistage sampling technique. Data were collected from 80 households, consisting of 321 members, with the aid of a well-structured questionnaire, and were analysed using a Food Insecurity Index. The overall incidence of food insecurity was 58.8 % while the depth of food insecurity, expressed as the average percent increase in calories required to meet the recommended daily requirement, was 19.5 %. Thus, the study confirmed the widespread existence of household food insecurity but with mild severity. Food insecurity indices declined with higher levels of income and educational attainment but increased with household size and number of dependants. Incidence of food insecurity was slightly higher among female headed than male headed households but the depth and severity were lower. Eating less expensive and less preferred food and reducing portion sizes were the three most common coping strategies for combating short-term food shortages. Policies that would enhance income earning capacity of household members and their access to higher education, well-focused gender specific interventions and promotion of backyard farming are advocated.  相似文献

Two hundred and sixty randomly selected subsistence farm households in Katumba ward, Rungwe District, Tanzania, were interviewed regarding methods that they use to prevent or control insect pests in stored maize. Maize samples were randomly collected from 130 out of 260 farm households and studied for infestation by insect pests, using incubation and inspection methods. About 93 % of the maize samples were found to be infested, either by weevils only (specifically Sitophilus zeamais and S. oryzae), by moths only (specifically Sitotroga cerealella), or by both weevils and moths. Both indigenous and improved varieties of maize were infested by the insect pests. The insect population density ranged from 0 to 210 per 120 maize kernels (or 51 g of maize), with an average of 80 insects per 120 maize kernels and a standard deviation of 51.44, amounting to 1,555 insects per kg of maize. Methods that farm households used to control the infestation of stored maize by insect pests were found to be inadequate. It was concluded that, with such high levels of infestation by insect pests, vulnerability of the subsistence farm households to food insecurity was inevitable. It was recommended that the government of Tanzania should make efforts to improve the resistance of maize grown in Rungwe district to Sitophilus and Sitotroga cerealella species, and that the affected farm households be encouraged to embrace new technologies, including genetic improvement of the resistance of maize to pests.  相似文献

In many developing countries, consumer food subsidies are major parts of social safety net programs. The primary objective of these programs is to generate a sustained decrease in poverty in these countries. But, due to improper targeting, a large proportion of these food subsidies are “leaked” to high-income groups. Using a computable general equilibrium (CGE) model, the effects of alternative food subsidy reforms on production, foreign trade, households’ welfare and government expenditure in Iran was investigated. These were commodity targeting and cash transfer targeting of the food subsidy for needy groups. Replacing the existing food subsidy program with one targeted to foods consumed heavily in low income households would reduce government expenditure by 4.4 %, increase agricultural exports, reduce non-agricultural exports, and have a negative impact on consumer welfare for all urban consumers, and for all rural consumers except those in the poorest quintile. Replacing the existing program with a cash transfer targeted to poor households would reduce government expenditure by 3.1 %.  相似文献

Common resources (CRs) provide a “hidden harvest” for rural households and can also act as a safety net in the event of poor agricultural output or seasonal food gaps, hence contributing to food security. Yet only limited empirical research has assessed the relationship between CRs and the self-assessed food security conditions recorded among rural households. This exploratory paper draws on recent data from the Nigerian General Household Survey (GHS), a nationally representative sample of households administered in 2012–2013 as part of the World Bank Living Standards Measurement Study — Integrated Surveys on Agriculture (LSMS-ISA). A sustainable livelihood framework was used to contextualise CR access within the broader set of food security drivers. In Nigeria, access to common pasture and water resources is significantly associated with less reporting of food insecurity. In contrast, access to common forest tends to be associated with food insecurity, suggesting that households with access to common forest remain vulnerable (i.e. isolated from services and opportunities) despite having the advantage of the forest as a source of food. Echoing existing literature, the relative importance of these commons decreases when income of households increases. However, there are no clear signs that access to commons acts as a seasonal safety net for households during the lean season. The paper advocates streamlining CR data collection alongside agricultural data for a more integrated food security policy intervention aimed at the most vulnerable.  相似文献
