This study investigated the effectiveness of administrative lifetime driver's license revocation (ALLR) and its impact on offenders, based on a two-stage survey of 768 offenders. It was found that after ALLR had been imposed, 23.4% of these offenders were still driving almost the same as before, 59.8% drove significantly less frequently, and only 16.8% of the offenders gave up driving completely. The results of logistic regression models showed that offenders' compliance with ALLR was significantly correlated with their personal characteristics (age, income), penalty status (incarceration, duration of ALLR), and the need to drive for working, commuting and shopping. Elderly and low-income offenders were more likely to abide by the ALLR restriction. The application of the generalized estimating equations (GEE) model was used to identify the determinant factors affecting offenders' driving mileage, and to effectively estimate the driving mileage reduction as a result of the ALLR. It was found that ALLR is fairly effective in keeping offenders off the road, but that it may reduce their ability to make a living, resulting in the less fortunate becoming more helpless.  相似文献

There have been a number of studies conducted during the past two decades that convincingly demonstrate that license suspension and revocation are some of the most effective countermeasures currently available for attenuating the traffic safety risk of problem drivers. At the same time, it is also known that most suspended/revoked (S/R) drivers violate their illegal driving status and continue to drive, accruing traffic convictions and becoming involved in crashes. In an attempt to strengthen license actions and to better control S/R and unlicensed drivers, California enacted two laws effective January 1995 which provide for the impoundment and forfeiture of vehicles driven by S/R and unlicensed drivers. The study described in this paper evaluates the impact of vehicle impoundment on the 1-year subsequent driving behavior of S/R and unlicensed drivers who experience this sanction. The results show that drivers with no prior convictions for driving while S/R or unlicensed whose vehicles were impounded have, relative to similar drivers whose vehicles were not impounded: 23.8% fewer driving while suspended/revoked or unlicensed convictions; 18.1% fewer traffic convictions; and 24.7% fewer crashes. The differences between the impound and no-impound groups are even larger when the driving records of repeat offenders (i.e. drivers with prior driving-while-S/R or unlicensed convictions) are examined. Repeat offenders whose vehicles are impounded have 34.2% fewer driving-while-S/R or unlicensed convictions, 22.3% fewer traffic convictions and 37.6% fewer crashes. These findings provide strong support for impounding vehicles driven by S/R and unlicensed drivers.  相似文献

The identification and evaluation of medically impaired drivers is an important safety issue. Medical fitness to drive is applicable to all ages but is particularly salient for older adults. Voluntary procedures, whereby various professionals and family members may report medical fitness concerns to State driver license bureaus, are common in the United States. This paper examines traffic crashes of drivers reported during 2001-2005 under the State of Missouri's voluntary reporting law (House Bill HB-1536) and the resulting licensing outcomes.Missouri's law is non-specific as to age, but the mean age of reported drivers was 80. Reports were submitted by police officers (30%), license office staff (27%), physicians (20%), family members (16%), and others (7%). The most common medical condition was dementia/cognitive (45%). Crash history for reported drivers was higher than that of controls, dating back to 1993, reaching a peak in 2001 when the crash involvement of reported drivers was 9.3% vs. 2.2% for controls—a fourfold difference. The crash involvement of reported drivers decreased rapidly after, indicating the impact of HB-1536 reporting with subsequent license revocation and to a lesser degree, mortality. Of the 4,100 reported individuals, 144 (3.5%) retained a driver's license after the process.  相似文献

Driver risk factors for sleep-related crashes   总被引:6,自引:0,他引:6  
A population-based case-control study was carried out to examine driver risk factors for sleep-related motor vehicle crashes. Cases included 312 drivers involved in recent North Carolina crashes and identified on police reports as asleep at the time of the crash and 155 drivers identified as fatigued. Controls were 529 drivers also involved in recent crashes but not identified as asleep or fatigued, and 407 drivers not involved in recent crashes. All drivers were contacted for brief telephone interviews. Results showed that drivers in sleep-related crashes were more likely to work multiple jobs, night shifts, or other unusual work schedules. They averaged fewer hours sleep per night, reported poorer quality sleep, were less likely to feel they got enough sleep, were sleepier during the day, drove more often late at night, and had more prior instances of drowsy driving. Compared to drivers in non-sleep-related crashes, they had been driving for longer times, been awake more hours, slept fewer hours the night before, and were more likely to have used soporific medications. Knowledge of specific risk factors for sleep-related crashes is an important first step in reducing the thousands of deaths and injuries each year in the US attributed to drowsy driving.  相似文献

While previous studies have shown that driving during the term of a license suspension or revocation occurs frequently, the driver's assessment of the impact of the action has not been documented to any great degree. Analysis of the survey results reported here indicated that those who drove while under licensing action did so 20 times or more; however, 65% of the admitted drivers reported reduced exposure and more careful driving. Most respondents acknowledged that the licensing action they received was fair (55% of the admitted drivers and 61.5% of the non-admitted drivers did so). All drivers had an accurate perception of the applicable fines, had they received further convictions. However, they tended to believe that potential jail sentences were more severe than they actually were, especially those who did not admit driving. Sixty-five percent of all respondents admitted that they drove during the period of licensing action. Admission rates were approximately 55% for drivers with no additions to the record. For drivers with additions to the record, the admission rate was 75% for those with suspensions and 84% for those with revocations. In addition to the results, recommendations concerning use of restricted licenses for all DUI offenders were presented.  相似文献

Upon conviction for particular traffic offenses, drivers can have their licenses revoked. Drivers who receive license revocation have an opportunity to apply for a sentence reduction, and some of those who apply receive a reduced sanction — license suspension. There may be differences between drivers whose license was revoked as originally sentenced and drivers who received the reduced sanction of license suspension with regard to traffic violations and crashes after driving privileges are restored. This study verified the differences during the follow-up periods of 6, 12, and 18 months using analysis of covariance and the t-test with stratified samples based on the police profiles of approximately 154,000 drivers in South Korea. The study found that drivers in the group whose license had been suspended committed traffic violations and caused traffic crashes less often for all time periods than those whose license had been revoked. However, omitted factors such as the attitude of suspended drivers and exposure to traffic violations and crashes (e.g., driving frequency after license reinstatement), are likely to affect the findings; thus, caution should be exercised when the findings are referenced for policy implications.  相似文献

A survey of drivers carried out in Ontario in 1988 has provided data on time spent driving as well as the distances driven for licensed drivers of both sexes in six age groups and three regions. Substantial differences were found in times, distances, and distance/time ratios among these groups. Men drove 50% greater distances, but spent only 30% more time driving than women; speed, averaged over each day's driving, was lower for older drivers than for younger drivers. Differences in speed reflect differences in the driving done in urban or rural areas, and differences in the opportunity for road crashes; such differences, whether based on units of time or distance, will also affect both the comparisons of accident rates and the perceptions of risk among different groups of drivers. A definition of exposure to risk of road crash is required that considers both time and distance appropriately.  相似文献

Motor vehicle crashes (MVCs) are the leading cause of death among teenagers in the US. The present study examines how crash rates and crash characteristics differed among drivers aged 16-21 in the state of Maryland from 1996 to 1998. The results show that, based on police reports. the youngest drivers have the highest rate of MVCs per licensed driver and per annual miles driven. Furthermore, crash characteristics suggest that inexperience rather than risky driving may account for the differing rates. Drivers closer to the age of 16 had their crashes under the safest conditions: during the day in clear weather while drinking less.  相似文献

Background: Volitional risky driving behaviours such as drink- and drug-driving (i.e. substance-impaired driving) and speeding contribute to the overrepresentation of young novice drivers in road crash fatalities, and crash risk is greatest during the first year of independent driving in particular. Aims: To explore the: (1) self-reported compliance of drivers with road rules regarding substance-impaired driving and other risky driving behaviours (e.g., speeding, driving while tired), one year after progression from a Learner to a Provisional (intermediate) licence; and (2) interrelationships between substance-impaired driving and other risky driving behaviours (e.g., crashes, offences, and Police avoidance). Methods: Drivers (n = 1076; 319 males) aged 18–20 years were surveyed regarding their sociodemographics (age, gender) and self-reported driving behaviours including crashes, offences, Police avoidance, and driving intentions. Results: A relatively small proportion of participants reported driving after taking drugs (6.3% of males, 1.3% of females) and drinking alcohol (18.5% of males, 11.8% of females). In comparison, a considerable proportion of participants reported at least occasionally exceeding speed limits (86.7% of novices), and risky behaviours like driving when tired (83.6% of novices). Substance-impaired driving was associated with avoiding Police, speeding, risky driving intentions, and self-reported crashes and offences. Forty-three percent of respondents who drove after taking drugs also reported alcohol-impaired driving. Discussion and Conclusions: Behaviours of concern include drink driving, speeding, novice driving errors such as misjudging the speed of oncoming vehicles, violations of graduated driver licensing passenger restrictions, driving tired, driving faster if in a bad mood, and active punishment avoidance. Given the interrelationships between the risky driving behaviours, a deeper understanding of influential factors is required to inform targeted and general countermeasure implementation and evaluation during this critical driving period. Notwithstanding this, a combination of enforcement, education, and engineering efforts appear necessary to improve the road safety of the young novice driver, and for the drink-driving young novice driver in particular.  相似文献

Impaired driving is an important road safety problem, and the characteristics of drivers impaired by alcohol or drugs are relevant to targeted interventions. This study considers young drivers' sociodemographic attributes: age, sex, class of origin and educational attainment, based on a national cohort of young Swedish drivers (1988-2000) followed up in police registers for their first motor vehicle crash. Of all crashes reported for these drivers, 946 were where the driver was suspected of being under the influence of alcohol or other substances (corresponding to 6% of all first crashes). Impaired driving significantly increases the odds of severe and fatal injuries, regardless of sociodemographic attributes. Observed differences in the proportions of impaired drivers reveal significant excess risks among males, persons aged 18-19, those from households classified as "workers" and "others" (including, e.g. the long-term unemployed and those on long-term sick leave), and those with low educational attainment. Impaired driving is a risk factor in all sociodemographic strata among young people. Members of some groups are more likely to be found than others among impaired drivers on occasion of first motor vehicle crash.  相似文献

This exploratory study aimed to investigate factors associated with car crash injury among young drivers aged <25 years with different license status. Of special interest were the differences in risk patterns among different license holders of different age groups. Data utilised in this study were obtained from the New South Wales (NSW) police. The results indicated that female young drivers were more at risk of being killed or injured in a crash than males. Some risk factors, in particular environment-related factors, were identified as license-status-and-age specific. On the contrary, disregarding their driving experiences and ages, young drivers were more influenced by their own behaviours and driving conditions. Young drivers of 16–17 years with learner and provisional licenses tended to have increased risk of crash injury due to special road features. Night-time driving seemed to be a problem for older and more experienced drivers only. Fully licensed drivers of 18–19 and 20–24 years were more susceptible to the influence of alcohol. Risk-taking, speeding, fatigue, and carrying many passengers increased the risk of crash injury to car occupants for nearly all young drivers disregarding their ages and driving experiences. The results obtained provided indicative information on areas where the graduated licensing systems in NSW might be effective, and on other areas that might be lacking. A population-based case-control study was proposed to overcome the limitations of this study.  相似文献

A study of 13,809 young adult drivers in Michigan examined offenses and crashes ('incidents') for an average of 7 years after their original license date. During this period, 73% of subjects committed an offense that resulted in a conviction and 58% had a crash that was reported to the police. Forty-two percent had committed an offense classified as 'serious,' and 21% had an 'at-fault' crash. The odds of an offense being serious decreased approximately 8% per year of licensure, independent of gender or age at licensure. Similarly, the odds of a crash being at-fault decreased overall about 6% per year of licensure, but the decline was more than twice as fast for women as for men. Examining the empirical rates directly, it was found that the rate for minor offenses increased somewhat with time and then stabilized, while the rate for serious offenses declined. Also, offenses were less likely to be serious the later they occurred in the sequence of offenses for an individual. For crashes, the risk of having an at-fault crash declined more rapidly than the risk of a not-at-fault crash, although the rate of decrease began to equalize after approximately 5 years of licensure. The proportion of crashes that were at-fault did not decline over the sequence of crashes for an individual. Although crashes and offenses are positively correlated, they follow different trajectories over the early years of licensure.  相似文献

Older drivers have a high crash rate per vehicle mile of travel. Coupled with the growth of the number of older drivers on the road, this has generated interest in the identification of factors which place older drivers at increased risk. However, much of the existing research on medical and functional risk factors for crash involvement has generally been inconsistent. Methodological differences between studies have been hypothesized as being partly responsible for such inconsistencies. The source of information used to identify crash-involved drivers has been identified as one such difference. This paper reports on the agreement between self-report and state record for identifying crash involved-older drivers. We also sought to determine whether the prevalence of visual and cognitive impairment differs across crash-involved drivers identified by either or both sources. Finally, we assessed whether risk factors for crash involvement differed when crash-involved drivers were identified by either self-report or state records. Results indicated that there was a moderate level of agreement between self-reported and state-recorded crash involvement (kappa=0.45). However, we did find significant differences between crash-involved drivers identified via state records and/or self-report with respect to demographic (age, race), driving (annual mileage, days per week driven), and vision impairment (acuity, contrast sensitivity, peripheral visual field sensitivity, useful field of view). We also found that the possibility for biased measures of association is real. Useful field of view impairment was associated with both self-reported and state-recorded crash involvement; however, the magnitude of the associations was disparate. Moreover, glaucoma was identified as a significant risk factor when considering state-recorded crashes but not self-reported crashes. While validation of these findings is required, research designed to identify risk factors for crash involvement among older drivers should carefully consider the issue of case definition, particularly if self-report is used to identify crash-involved older drivers.  相似文献

Background

Few studies have concurrently assessed the influence of age and experience on young driver crashes, in particular in the post-Graduated Driver Licensing (GDL) era. Further, little attention is given to the transition from intermediate to full licensure. We examined the independent and joint contributions of licensing age, driving experience, and GDL license phase on crash rates among the population of young New Jersey (NJ) drivers.

Methods

From a unique linked database containing licensing and crash data, we selected all drivers who obtained their NJ intermediate license at 17–20 years old from 2006–2009 (= 410,230). We determined the exact age at which each driver obtained an intermediate and full license and created distinct, fixed cohorts of drivers based on their age at intermediate licensure. For each cohort, we calculated and graphed observed monthly crash rates over the first 24 months of licensure. Further, we examined crash rates by age at licensure, driving experience (i.e., time since licensure), and license phase.

Results

First-month crash rates were higher among the youngest drivers (licensed at 17y0m). Drivers who were licensed later experienced a reduced “steepness” in the slope of their crash rates in the critical initial months of driving, but there did not appear to be any incremental benefit of later licensure once drivers had six months of driving experience. Further, at each age, those with more driving experience had lower crash rates; however, the benefit of increased experience was greatest for the substantial proportion of teens licensed immediately after becoming eligible (at 17y0m). Finally, independent of age and experience, teen drivers’ crash risk increased substantially at the point of transition to a full license, while drivers of a similar age who remained in the intermediate phase continued to experience a decline in crash rates.

Conclusion

Age and driving experience interact to influence crash rates. Further, independent of these two factors, there is an abrupt increase in crash risk at the point of transition from intermediate to full licensure. Future studies should investigate whether this increase is accounted for by a change in driving exposure, driving behaviors, and/or other factors.  相似文献

Aim

The aim of this study was to identify demographic and behavioural factors associated with pre-licensed driving.

Method

A cohort comprising 3526 newly licensed drivers aged 15–24 years old from throughout New Zealand completed a questionnaire which sought information on pre-licensed driving behaviour and factors thought to be related to this.

Results

Almost half of the participants had driven on-road prior to passing their learner license theory test; 14% had driven more than 20 times; and 7.5% had driven more than 200 km. Multivariate logistic regression showed the results differed depending on the outcome examined. In general pre-licensed driving was significantly higher among males, among Māori, those living in a rural area, and those living in an area of high deprivation. Furthermore, those who drove pre-licensed were more likely to engage in other risky behaviours such as hazardous drinking and cannabis use, and have medium to high scores for sensation seeking and aggression/hostility.

Conclusion

The young people who were pre-licensed drivers displayed a range of demographic and behavioural characteristics that indicate they may be at higher crash risk than their peers who did not drive before licensing. Identifying those who drive before licensing and targeting road safety interventions towards this group may help reduce the high crash risk among novice drivers.  相似文献

Objective

The aim of this study was to determine whether pre-licence driving experiences, that is driving before beginning the licensing process, increased or decreased crash risk as a car driver, during the learner or the restricted licence stages of the graduated driver licensing system (GDLS).

Method

Study participants were 15–24 year old members of the New Zealand Drivers Study (NZDS) – a prospective cohort study of newly licensed car drivers. The interview stages of the NZDS are linked to, the three licensing stages of the GDLS: learner, restricted and full. Baseline demographic (age, ethnicity, residential location, deprivation), personality (impulsivity, sensation seeking, aggression) and, behavioural data, (including pre-licensed driving behaviour), were obtained at the learner licence interview. Data on distance driven and crashes that occurred at the learner licence and restricted licence stages, were reported at the restricted and full licence interviews, respectively. Crash data were also obtained from police traffic crash report files and this was combined with the self-reported crash data. The analysis of the learner licence stage crashes, when only supervised driving is allowed, was based on the participants who had passed the restricted licence test and undertaken the NZDS, restricted licence interview (n = 2358). The analysis of the restricted licence stage crashes, when unsupervised driving is first allowed, was based on those who had passed the full licence test and completed the full licence interview (n = 1428).

Results

After controlling for a range of demographic, personality, behavioural variables and distance driven, Poisson regression showed that the only pre-licence driving behaviour that showed a consistent relationship with subsequent crashes was on-road car driving which was associated with an increased risk of being the driver in a car crash during the learner licence period.

Conclusion

This research showed that pre-licensed driving did not reduce crash risk among learner or restricted licensed drivers, and in some cases (such as on-road car driving) may have increased risk. Young people should be discouraged from the illegal behaviour of driving a car on-road before licensing.  相似文献

Motor vehicle crashes are a leading cause of death for young people in the United States. Assessing which drivers are at a high risk of experiencing a crash is important for the implementation of traffic regulations. Illegal street racing has been associated with a high rate of motor vehicle crashes. In this study, we link Utah statewide driver license citations and motor vehicle crash data to evaluate the rate of crashes for drivers with street racing citations relative to other drivers. Using a zero-inflated negative binomial model we found that drivers with no citations are approximately three times more likely to be at zero risk of a crash compared to drivers with street racing citations. Moreover, among drivers at non-negligible risk of crash, cited street racers are more likely to be involved in a crash compared to drivers without citations or those cited for violations other than street racing. However, drivers with increased numbers of non-street-racing citations experience crash risks approaching those of the cited street racers.  相似文献
