Presents data on the composition of the American Psychological Association (APA) Council of Representatives and a report on the apportionment ballot for representation year 2004. Each year, the apportionment ballot is used to determine how many representatives each division and state or provincial association will have on the Council of Representatives (Council). The system is described in Article V, Sections 5 and 6, of the APA Bylaws. Briefly, all APA fellows, members, and voting associates are sent an apportionment ballot on or before November 1. Voting members indicate the division(s) and/or state or provincial association(s) through which they desire to have their interests represented on Council in the following year by allocating a total of 10 votes to one or more of these groups. Table 1 presents the number of Council seats held by divisions and the number held by state and provincial associations for the period 1972-2004. The results of the 2002 apportionment ballot for Council year 2004 are shown in Table 2. A total of 19,520 ballots were returned, representing 22.8% of the voting membership. Editorial.     
At the conclusion of his tenure as Editor of the journal Psychoanalytic Psychology applauds the peer review process and thanks those colleagues who have undertaken the task of editorial review and whose contributions are as pivotal as those of authors in the success of any professional or scientific journal. He acknowledges that the journal must reflect the diversity of points of view and interests of the division membership, and that Division 39 has over the past decade, been beset with political controversy that appears to have been resolved for the most part. He congratulates the incoming Editor, Dr. Joseph Reppen, and notes the issues he feels that the Division and the Journal will face in the near future. Twenty-five years ago, leaders in the fledgling APA Division of Counseling Psychology initiated the Journal of Counseling Psychology. What has evolved as journal policy, we note, reflects early developments in the history of the division. A steady growth in the proportion of empirical as against nonempirical articles and a dramatic rise in the proportion of process-outcome studies in the journal symbolize the division's continuing need for unity of thought; the Counseling Psychologist, by contrast, is an outlet in which divisional members may express their need for individuality of action. Repeated exposure to female-related stimuli causes functional alterations in the neural circuitry mediating male rat sexual behavior. In a study published in the current issue of this journal, G. M. Lagoda, J. W. Muschamp, A. Vigdorchik, and E. M. Hull (2004; see record 2004-21410-017) provide interesting new evidence as to the mechanisms responsible for this effect, namely via activity of nitric oxide (NO) in the medial preoptic area. Given the history of NO in mediating neural plasticity in other systems, the results point to common mechanisms of plasticity between the processes underlying acquisition of sexual experience and those involved in learning and memory. Extends a study by L. Gannon et al (see record 1992-23274-001) by examining the sex of Ss in American Psychological Association (APA) journals publishing original human studies research and by sampling all APA division journals publishing such research. Two issues of each APA and APA division journal published in 1990 were examined, yielding a sample of 504 articles from 26 journals. 79 cases (9.86%) clearly indicated using Ss of only 1 sex, 440 cases (54.93%) used both male and female Ss and reported sex fully, and 44 cases (5.49%) indicated using Ss of each sex without reporting exact numbers. The evidence suggests that there remains a significant tendency to consider male Ss as "normative," and results obtained from them generally applicable, whereas female Ss are somehow "different," and results obtained from them are specific to female Ss.
