Gives advice for starting faculty development programs (e.g., visits to faculty members' offices), for coping with campus politics (e.g., territoriality), for recruiting the neediest faculty participants (e.g., as research subjects), and for evaluating program effectiveness (e.g., by conducting projects as simple experiments). Changes in jurisprudential theory have led to changes in the nature of legal education and scholarship. These changes, in turn, have opened the door to psychologists in law schools. The psychologists in the state of Maryland, supported by legislators, state senators, and state delegates, have obtained legislation that brings Maryland into accord with the majority of states on the question of psychologists as expert witnesses. That legislation permits a psychologist, when shown to have proper qualifications, to express an expert opinion on ultimate issues before a court of law. The legislation substantially benefits patients because it permits them to utilize a psychologist's services, if necessary, and thus avoid the need to request the services of another doctor or expert. The leading case of Jenkins v. U.S., 307 F.2d 637, 113 U.S. App. D.C. 300 (1962) from D.C. states the majority position that a psychologist, when properly qualified, can testify as to an ultimate issue. The election results of 2004 were favorable for psychologist legislators. All of the incumbent psychologist members of Congress and state legislatures who were running for office won reelection. The retirement of 2 veteran state legislators was offset by 2 newly elected psychologists. As a group, these legislators continue to sponsor bills and pass laws that have a strong focus on mental health and human services. This reflects well the contributions that a background in psychology can offer to the formation of enlightened public policy. While this career path is not one that most psychologists will pursue, there are other avenues for participation in the political process that are readily available, including membership in the Association for the Advancement of Psychology. Borgatta (American Psychologist, 1959, 14, 296-297) has correctly noted that psychologists cannot consult for a fee, even though the consultation may be with a firm or agency rather than with individuals. Two considerations were involved in our adoption of this policy. The first was that of public welfare. Recent cases reported to the APA ethics committee indicate that the small industrial firm may be as much at the mercy of the charlatan as is the individual layman. This, added to the difficulty of differentiating between various forms of consultation, convinced us that it was neither desirable nor practical to attempt to control the use of the title in certain kinds of consulting without controlling it in others. APA has adopted its present policies only after states have accumulated experience with several kinds of legislation, including the permissive certification Borgatta advocates. On the basis of this experience we believe certification of the general title achieves the maximum protection of the public consonant with noninfringement upon other professional groups. Examined laws in the 50 states of the US and the District of Columbia that pertain to the protection and limitations to confidentiality outside of the courtroom. It was found that many state laws do not address a variety of issues relevant to psychotherapist confidentiality, and where they do, the positions taken are often inconsistent across jurisdictions. A comparison of the laws with concerns expressed by psychotherapists and legal scholars disclosed numerous incongruencies on a variety of issues. It is concluded that the American Psychological Association should develop a policy for each issue raised that best reflects the values of the profession. Comments on the recent joint report of the APA and CSPA committees on legislation. The committees recommend, among other things, that the title "psychologist" be reserved for the PhD alone. The author does not believe that the PhD training is either so relevant or so crucial that the non-PhD should be excluded from the opportunity to compete on an equal level (i.e., in a position as a "psychologist"). PhD training is too varied and inconsistent from institution to institution to consider it to be the "key" to the understanding of human behavior. It is argued that the proposed legislation is based on the unwarranted assumption that a "good psychologist" is a person with a PhD degree in psychology. "To assess one component of the public image of the psychologist… the present writers have theorized that a content or thematic analysis of cartoons might be relevant." An analysis of 4760 cartoons contained in 6 popular magazines for the years 1949 and 1959 led to the conclusions that: (a) considerable overlap in public image does occur between psychologists, psychiatrists, and other psychologically oriented personnel; (b) psychology as a science and as a profession does not appear to excite the public imagination and generate public interest; (c) psychology has kept pace with members of various other professions and occupations; (d) the psychologist does not seem to have any distinctive identifying symbol which he can easily claim as his own. In the February, 1956 "American Psychologist" three viewpoints were expressed concerning the relationships between psychology and psychiatry. That something should be done is well agreed upon by most psychologists; however, I have the uneasy feeling that there is a lack of agreement as to how we should bear arms for the common cause. The psychologist prides himself in being able to observe events in an objective fashion. My proposition is this: let's be psychologists. This article discusses the current debate on the subject of psychotherapy training for psychologists and how it tends to concern itself with rather broad philosophical issues and matters of role definition. As part of a larger study, data not previously reported were derived from three questions which asked for opinions about ideal patterns of psychotherapy training for psychologists. This brief report suggests the desirability of careful stratification of the group of clinical psychologists in future opinion sampling and when policy recommendations are being developed.
