This paper presents a methodological framework to analyse sustainability innovations in the water–energy–food nexus and strategies for governing transition processes towards their widespread implementation. An application to a case study in Cyprus shows the interrelations of several sustainability innovations in the water, energy and food sectors, and specific learning requirements that need to be addressed to achieve a transition towards sustainable development. The framework helps to explore systematically responsibilities of different stakeholders for the implementation of innovations and thereby provides critical information for reflexive governance processes.  相似文献

Virtual water is an important addendum to how we view a country's water resources. This study examines the virtual water embedded in Jordan's agricultural produce and its impact on future water–energy–food policies. Blue and green virtual waters are calculated from data on rainfall, crop patterns, yields, and water requirements at the district level. Results highlight the advantages of blue water usage in the Jordan Valley and of harnessing more available green water in the Highlands, with both displaying low energy impact. Results also emphasize the high groundwater usage and energy footprint in the Desert regions, signalling a need to rein in groundwater extraction and take advantage of solar power.  相似文献

This article provides a review of trade-offs and synergies of bioenergy within the water–energy–food security nexus, with emphasis on developing countries. It explores the links of bioenergy with food security, poverty reduction, environmental sustainability, health, and gender equity. It concludes that applying the nexus perspective to analyses of bioenergy widens the scope for achieving multiple-win outcomes along the above aspects.  相似文献

This paper proposes a framework for the identification, assessment and analysis of the water–energy–food nexus at a basin scale. This methodology is applied to the Duero river basin in Spain to detect the most important conflicts derived from water, food and energy interdependencies. Some of the most important issues are the limitations posed by rising energy prices for irrigated agriculture due to modernization, limitations to water treatment, and the possible emergence of new water demands for energy by hydraulic fracturing for oil and gas and enhanced bioenergy.  相似文献

China’s strategy to meet increasing water demand is to increase the use of inter-basin transfer water and unconventional water. This study evaluates the energy requirements of this strategy by disaggregating and quantifying the regional energy use for water supply in 2020 and 2030; the energy use in 2014 is calculated to represent the present situation. We find that the energy use for water supply in 2014 amounted to 81 billion kWh. This value is expected increase to 90 and 109 billion kWh by 2020 and 2030, respectively. In 2030, the urban domestic sector will overtake the agricultural sector as the most energy-intensive sector, with major contribution from inter-basin transfer water.  相似文献

This paper provides a review of the emerging literature on the water–energy–food (WEF) nexus and then analyses the nexus in the context of Bangladesh. Results suggest that the WEF nexus is not yet recognized in the policy documents of Bangladesh, while conflicts over these resources are growing. In order to reduce this contestation, ‘policy integration’ is recommended for implementing key policies in the WEF nexus.  相似文献

Existing strategies for management of water scarcity in the Middle East and North Africa negotiate a complex system of trade-offs between water, energy, and food production. The effects of rural households' green water management practices on basin-level water, energy, food and carbon stocks and flows are sketched qualitatively in six basin agro-ecosystems. The case for increased strategic support for green agricultural water management practices appears stronger when weighed from the nexus perspective, rather than purely from the point of view of water balance and food production. Trade-offs under critical transitions affecting agricultural water use are explored, and the scope for quantitative monitoring is discussed.  相似文献

Darfur has been widely used as a case study by both those arguing for causality between environmental scarcity and war and those disputing it. This article challenges that approach by drawing on debates taking place within Darfur, reflecting on both the conflict and the humanitarian response. It argues that reviewing Darfur on its own terms makes a stronger basis to identify transferable lessons for interventions elsewhere. It considers water, food and energy, and finds that supporting governance is an essential theme for promoting economic recovery and laying a foundation for a well-managed water–energy–food nexus.  相似文献

This paper modifies the traditional representation of the water–food–energy (WFE) nexus by emphasizing the flows or influences between components. This allows a better representation of the dynamic nature of the WFE nexus in response to global change drivers. It applies a conceptual figure to synthesize the status and future challenges of the nexus in four regions of Chile that are currently under pressure due to climate variability, relative water scarcity and strong competition for water from different sectors.  相似文献

This article employs the case of the Yellow River basin to advance understanding of the water–energy–food nexus by demonstrating how the country’s energy and agriculture sectors are competing for limited water supplies and by quantifying the future water demands in the two sectors. The results show that in 2030 the water demands for food and energy are likely to increase by less than 4 km3 and 1 km3, respectively, in the Yellow River basin. The analysis suggests that agricultural water savings and inter-basin water transfers are the main ways to ensure sufficient water flows through the basin to fulfil demand for both sectors while preserving the natural ecosystems.  相似文献

Water–energy–food (WEF) entanglement is intensifying and technology is being presented as a crucial solution. But time and again the implemented alternative manifests results contrary to the objectives of design or management. To advance water security, transparent and complete input–output methodologies are needed. Here, a Sefficiency (sustainable efficiency) framework is used to reason through systemic analyses of options for WEF schemes by using water quantity within a comprehensive water balance, and quality and benefits in a multilevel water-use system. An energy regime (cost and normalized functions) and Sefficiency compute performance of four cases that show flaws both conceptually and practically in current policy and scientific tendencies.  相似文献

The construction of the Rogun Dam in the Amu Darya Basin to increase upstream energy generation creates potential trade-offs with existing downstream irrigation, due to the different timing of energy and irrigation water demands. The present analysis, based on a hydro-economic optimization model, shows that cooperative basin-wide maximization of benefits would lead to large increases in upstream hydropower production and only minor changes in downstream irrigation benefits. However, if upstream stations, including Rogun, are managed unilaterally to maximize energy production, hydropower benefits might more than double while irrigation benefits greatly decrease, thereby substantially reducing overall basin benefits.  相似文献

This study aimed to investigate whether saline silt and sandy loam coastal soils could be reclaimed by micro-sprinkler irrigation. The experiments were run using moderately salt-tolerant tall fescue grass. Micro-sprinkler irrigation in three stages was used to regulate soil matric potential at a 20-cm soil depth. Continued regulation of soil water and salt through micro-sprinkler irrigation consistently resulted in an increasingly large low-salinity region. The application of the three stages of soil water–salt regulation resulted in an absence of salt accumulation throughout the soil profile and the conversion of highly saline soils into moderately saline soils. There were increases in the plant height, leaf width, leaf length, and tiller numbers of tall fescue throughout the leaching process. The results showed that micro-sprinkler irrigation in three soil water and salt regulation stages can be used to successfully cultivate tall festuca in highly saline coastal soil. This approach achieved better effects in sandy loam soil than in silt soil. Tall fescue showed greater survival rates in sandy loam soil due to the rapid reclamation process, whereas plant growth was higher in silt soil because of effective water conservation. In sandy loam, soil moisture should be maintained during soil reclamation, and in silt soil, soil root-zone environments optimal for the emergence of plants should be quickly established. Micro-sprinkler irrigation can be successfully applied to the cultivation of tall fescue in coastal heavy saline soils under a three-stage soil water–salt regulation regime.  相似文献

This paper assesses the potential role of investments in irrigation in Sub-Saharan Africa in improving food security and self-sufficiency in the region. Focusing on the region’s drylands, the study identifies a potential for expanded irrigated area of 6–14 million hectares (ha), depending on technology costs and other factors. Linkage of these results with a global agricultural trade model shows that accelerated irrigation investment can effectively reduce growing food import dependency from 54% under a business-as-usual scenario to a much smaller 17–40%; and can also reduce the population at risk of hunger and child under-nutrition.  相似文献

This paper examines three actions by national and state governments – the role of the Cap, the Living Murray (TLM) and the National Action Plan for Water Security/Water for the Future, embodying the Murray–Darling Basin (MDB) Plan – in the Murray–Darling Basin over a 20-year period. The three actions sought to address declining environmental conditions through water policy reform. All were significant in their own way, but only the third offers the prospect of improving environmental outcomes. Taken together, the case studies illustrate that in real life and in complex, multilevelled policy-making, politics is central to water policy decision-making.  相似文献

The paper introduces a framework and set of methodologies that define the linkages between the interconnected resources of water, energy and food, and enable explicit corresponding quantifications. The paper presents a new water–energy–food (WEF) Nexus modelling tool (WEF Nexus Tool 2.0) based on that framework which offers a common platform for scientists and policy-makers to evaluate scenarios and identify sustainable national resource allocation strategies.
