国家行动——中国启动国家油气战略

中国的经济火车头飞驰向前,能源需求随之增长,其中石油供给成为一道“瓶颈”,逐年攀升的石油进口量更像一条醒目的红线,不仅为中国高层牵挂,而且每每在油价上涨之际也能牵动老百姓敏感的消费神经,更引起一些专家学者议论纷纷。     

“后石油时代”及其对策

能源安全是今年圣彼得堡八国峰会的主题。当代国际政治和世界经济发展现状及其存在的许多问题,均显示出整个世界和中国能源安全正面临着一系列挑战。一些国家为此已投入大量人力和财力来研究全球进入“后石油时代”人类的生存问题并为此做了大量准备。面对这样的情况,经济高速发展的中国也应从制定国家长远发展目标与能源发展战略、科学研究和试验等方面予以回应。如果能源安全问题解决不好,给国家和人民带来的后患将是无穷的。     

龙象能源合作拉开大幕

《中印联合声明》中对能源合作的阐述虽然简短,但为两国的能源合作指明了方向和领域,即能源安全,能源储备和国外油气勘探等。     

后石油时代战略性补充能源

非常规油气资源是指不能用常规的方法和技术手段进行勘探开发的另一类资源,其埋藏、储存状态与常规油气资源有较大的差别,开发难度大,费用高.非常规石油资源主要是油页岩、重油和油砂矿等;非常规天然气资源主要是煤层气、页岩气、致密砂岩气、生物气、甲烷水合物等.这是新型的技术密集型的能源产业,在我国刚刚起步,面临着诸多的经济上和技术上的困难.随着后石油时代的到来,非常规油气资源正在全球能源结构中扮演着重要的角色,成为常规能源的战略性补充能源.     

中俄油气合作的现状和发展前景——未来5～10年，将是中俄油气合作发展的关键时期，双方利益所在，前景值得期待，道路不会平坦

中饿油气合作一直为人们所关注,其对于保障我国能源安全供应有着十分重要的意义,在我们谋划“十二五”能源发展战略的时候,尤其要深入研究中俄油气合作的问题。可以预料,未来5～10年,将是中俄油气合作发展的关键时期,中俄油气合作是中俄双方共同利益所在,前景值得期待,道路不会平坦。     

建设油气战略通道是当务之急

中国石油副总裁黄维和对本刊记者表示,当前无论我国油气管道的长度、管道输量还是管道技术水平都满足不了我国工业化进程的需求。为保障国家能源安全,实现能源进口多元化,当务之急应尽快建设油气战略通道。

火爆的中俄互办国家年活动虽然结束，但热情并未褪去。在这场经贸盛宴中，能源合作无疑是其中的一道大餐。     

论新形势下的中美能源合作

简要回顾中美两国能源合作的历史和现状。中美两国能源合作表现为多层次多渠道的合作,并在油气领域实现全方位合作,包括原油和天然气贸易合作、全球第三方市场合作、应对气候变化合作以及上游油气开发合作。油气在中美两国能源合作中具有重要地位。未来中美两国在能源领域合作存在巨大空间和潜力,应继续加大能源科技合作,共同推动能源转型,扩大油气贸易规模,促进碳捕集、利用与封存产业链合作,加强能源政策沟通。     

Strategy of Oil and Gas Cooperation in the Belt and Road Initiative

This paper analyzes the basis for oil and gas cooperation in the Belt and Road Initiative(hereinafter referred to "the cooperation") and future cooperation needs, puts forward the basic idea and concept of the cooperation, establishes the full industry chain coordination win-win strategic system of the cooperation, demonstrates four aspects of capacities needing to be constructed or improved for the strategy and specific measures, and then proposes relevant policy recommendations.

简要论述了我国的能源结构。针对我国能源结构的不合理性,提出要加快发展天然气工业的开发以及管道运输业。着重介绍了我国未来10年天然气管道、原油管道、成品油管道以及配套的储气库的建设与发展,指出以应变为基础的管道设计在未来10年将会广泛使用,我国管道工作者应超前进行研究。     

中国南部地区油气勘探战略的思考

在当前全国油气勘探形势下,我国南部中石化地区勘探目标选区应考虑以下几个重点:将楚雄盆地作为新区油气勘探的重要目标,提高仍具有较大潜力渤海湾勘探程度;重视东濮凹陷的天然气勘探与研究;在苏北盆地的油气勘探中立足于“小断块”的精细勘探。
