The Kentucky Psychological Association (KPA) Foundation is an organization that 2 years ago had little name recognition in its community or the state. In the past year, the KPA Foundation has contributed a major public art project to the city in which it resides, enhanced its financial assets, introduced educational material on the mind-body connection to public forums across the community, been the subject of feature articles in some of the community's major publications, taken health promotion curriculum to public elementary schools, and achieved national recognition for its public education campaign. This article describes the successful "Heads Up Kentucky!" campaign and the mobilization of the membership in the state's psychological association to make the fruits of psychological science accessible to members of the public. The Awards for Distinguished Contributions to Psychology in the Public Interest recognize persons who have advanced psychology as a science and/or profession by distinguished contributions in the public interest. For 1984, Patrick H. DeLeon is cited for his leadership role in empowering the field of psychology with a strength of public purpose and public responsibility. Through his efforts as psychology's most dedicated colleague on Capitol Hill, DeLeon has contributed his professional effectiveness to improved federal support for research, education and training, and service delivery. Within psychology, he has contributed to its involvement with the legal system, to its public image and message, to its growth as a scientific and professional discipline, and to its professional status. Through his own example, he has charted psychology's course as a discipline and profession in making important contributions to human welfare, social justice, and economic growth. Alternative dispute resolution (ADR) is rapidly becoming a mainstream option to traditional litigation in the United States. Its effectiveness in resolving private-sector construction disputes has been proven, and its benefits, for the most part, uncontroverted. Sufficient attention, however, has not been given to adapting ADR for use on public projects. Public construction operates in a unique context, where the institutional realities facing a public owner can undermine the effectiveness of even the most promising ADR method. This paper discusses the characteristics of ADR, its acknowledged benefits, and the extent of our present ability to realize those benefits in public construction. Measures for tailoring ADR for its effective use in the public sector are offered.  相似文献

The contributions of the American Psychological Association (APA) to the public interest are assessed. APA has taken an effective leadership role on issues involving justice to the disadvantaged categories of its own membership. On other issues, which have been more controversial, APA has been less effective, partly because APA participates in our culture of self-interest and individualism, and partly because identifying the public interest is inherently political. Psychologists are urged to look beyond self and group interests toward the urgent issues of our time concerning survival and justice. All the same, how APA pursues the guild interests of psychology as a science and as a profession impinges strongly on the public interest in any plausible sense and requires close scrutiny. Because the public interest can only be determined by a political process, open advocacy on public interest issues within APA governance structure is appropriate. Three problems are identified that the author believes must be addressed in order for psychology to achieve its full potential as a science and profession: the pretension of some practitioners to more knowledge and skill than they possess (charlatanism), the use of scientism (i.e., the misapplication of restrictive definitions of science) to make unwarranted attacks on the profession, and a general failure of the discipline to use fully its resources to meet its implied contract with society. These problems erode public confidence in both the profession and science of psychology. If not corrected, they may well lead to a public perception that psychology has little to contribute to the problems of greatest concern to today's society. Our public schools face almost irresistible pressures to upgrade and expand facilities and deliver better, more advanced, and higher-quality education while tax revenues and therefore budgets are shrinking each year. Class sizes grow in old and outdated facilities, and municipalities and school districts have few resources to address the pressing space needs. There is little public support for increased funding. However, there is a way to deliver educational facilities that uses less public capital than traditional project finance. Public/Private Partnership (PPP) is a delivery method that has traditionally been used on large infrastructure projects in developing nations, in order to allow more development for less public capital investment while maintaining the overall quality of construction. In recent years, PPP has gained acceptance in Europe and now in the United States as a means of public school finance and construction. This paper discusses PPP, its fundamental principles, and the various ways it can be employed in the delivery of educational facilities, as well as its advantages and disadvantages.  相似文献

Although scholarly traditions assume that shame results more from the public exposure of a transgression or incompetence than guilt does, this distinction has little empirical support. Four studies, using either undergraduate participants' responses to hypothetical scenarios, their remembered experiences, or the coding of literary passages, reexamined this issue. Supporting traditional claims, public exposure of both moral (transgressions) and nonmoral (incompetence) experiences was associated more with shame than with guilt. Shame was also more strongly linked with nonmoral experiences of inferiority, suggesting 2 core features of shame: its links with public exposure and with negative self-evaluation. This article analyzes the role of the State and public enterprises in the development of nations, from a particular standing point, and inquires into the privatization issue, reviewing both its concept and the possible mechanisms for its implementation. Also, emphasis is made on the selling of public enterprises as one of the several ways to privatize. Within this context, some measures for the reorganization of the Costa Rican National Health System are proposed. These measures uphold fundamental values of social justice. This article is based on a theoretical-conceptual framework from an innovative experience in health services management in Costa Rica, in which a self-managing cooperative society (a nonprofit enterprise) manages, by contract with national health care public institutions, an urban local health care system.  相似文献

This article is a study of the play An Enemy of the People (1882) by Henrik Ibsen (1828-1906). One of its main characters, Dr Tomas Stockmann, has a crucial role in the discussion about the medical conditions at the public baths. Four excerpts from the play is presented for further discussion. The focus of this article is on Dr Stockmann's work as a public health physician: What causes Dr Stockmann's failure in bringing his report on the medical conditions at the baths to the public? What can physicians in general learn from Dr Stockmann? The article concludes that Dr Stockmann richly illustrates communicative failure and that he is a complex figure, provocative as well as inspiring--something in between a medical savage and a public health hero.  相似文献

AAPB and its membership are faced with a number of giant challenges, including but not limited to: (1) the cost savings efforts of third-party payors and managed care organizations; (2) the lack of public awareness of biofeedback and its usefulness; and (3) the lack of sufficient research data on both the effectiveness and efficacy of biofeedback. In spite of these challenges, there are windows of opportunity that have been or which could be created to move biofeedback further into the realm of conventional treatment. We must focus our efforts on working together to: (1) create strategic plans for creating the future of applied psychophysiology and biofeedback; (2) educate all decision makers, including the general public; (3) establish better relationships with other professionals with common interest; (4) conduct more efficacy and effectiveness research; and (5) create a demand for our services so that the public will be more willing to pay for our services "out of their own pocket." In order for this to happen, we must stop fighting with each other and direct our energies to productive activities that can change fantasies into realities.  相似文献

Stereotype threat research has demonstrated that stereotypes can harm student performance in the face of public evaluation by peers or an experimenter. The current study examined whether stereotypes can also threaten in private settings. Female students completed a math test in 3-person groups, which consisted of either 2 other women (same gender) or 2 men (minority). In addition, students either believed their performance would be broadcasted to their peers (public) or not (private). Results revealed that minority students performed worse than same-gender students in both public and private environments. This finding supports the concept of threatening intellectual environments and shows how far reaching the effects of stereotypes can be. The authors discuss these findings in relation to research on tokenism and to stereotype threat and its educational implications.
