The emerging role of visual resource assessment and visualisation in landscape planning in Switzerland

The evolution of our understanding of landscape planning and therefore of landscape as a visual resource occurred in parallel with the changes of perception of spatial planning (urban and regional planning), since landscape planning is part of spatial planning. Already in the 1970s the visual landscape was an issue in spatial planning. This can be traced back to the romantic period when the close emotional ties with one’s home country were very important.With the emerging discussion at the end of the 1970s about ecology and ecological planning, more and more the components of natural science of ecological planning were discussed, at the expense of the visual landscape and aesthetics. With the improvement of the possibilities of the digital 3-dimensional (3D) representation of landscape, it seems that landscape as visual resource has once again become more important in the discussion. 3D visualisation will support participation in the planning process and will become an important part of decision support systems in spatial planning. The use of virtual landscapes will help to study processes in the landscape such as fragmentation of landscape and/or urban sprawl.

本文在引入城市热力景观这一概念来综合反映城市生态环境的基础上,阐述了一种以城市热力景观为背景对城市进行规划的方法：利用生态廊道的传输作用、切割作用、防护作用,以廊道为纽带,以水、路、风、林等贯通性廊道对城市生态环境进行疏导,使生态效应由线向面扩展,用线网结构沟通,从而形成城市生态的优化机制。     

基于ESDA方法的区域乡村群体风貌规划体系研究--以舟山市定海区乡村为例

本文聚焦区域乡村群体风貌特征,提出乡村风貌规划思路。通过乡村风貌要素的提炼,构建量化评价体系,将乡村风貌特征转化为量化分值,引入ESDA方法对分值进行空间分析,探索区域乡村间集聚关系,结合空间关系和乡村社区特征,构建以风貌群体类型、风貌廊道组织、风貌片区结构为主体的区域乡村风貌规划体系,揭示区域乡村风貌同质化、集群化、区域化特征。文章结合舟山市定海区乡村探讨这一研究思路的应用。

Map of ecological networks for landscape planning

This paper presents a method based on a geographical information system (GIS) to model ecological networks in a fragmented landscape. The ecological networks are generated with the help of a landscape model (which integrate human activities) and with a wildlife dispersal model. The main results are maps which permit the analysis and the understanding of the impact of human activities on wildlife dispersal. Three applications in a study area are presented: ecological networks at the landscape scale, conflicting areas at the farmstead scale and ecological distance between biotopes. These applications show the flexibility of the model and its potential to give information on ecological networks at different planning scales.

Landscape planning: its contributions to the evolution of the profession of landscape architecture

Landscape planning, a subdiscipline of the field of landscape architecture, has helped define the profession over the past twenty five years. Landscape planning endorses the tenets of the Natural Environmental Policy Act [NEPA, 1969. The National Environmental Policy Act of 1969. Public Law No. 91-190 91st Congress, second session (NEPA) pp. 1–5] and thereby promotes landscape architects and landscape planners as major players in changing landscapes. Changing landscapes is focused on developing valid designs that promote ecological integrity. Aesthetic form resulting from these changes is also a concern but must respect ecological function and structure first. Landscape planning will take on an even greater role in the future by; redefining the profession; by contributing to the knowledge base of good design decisions, and creating new advances in planning and design theory.     

Defining coherence for landscape planning and management: a regional landscape strategy for North West England

The range of environmental activity in the North West of England is as diverse as its landscapes. These embrace some of the finest, but also some of the most degraded, landscapes in the UK; to date however, there has been no overall co‐ordination of initiatives aimed at their protection and rehabilitation. The emergence of regional planning guidance, a regional economic strategy and the agenda of sustainable development demands a more integrative, strategic approach to environmental action. This paper details the development of a regional landscape strategy which seeks to provide the connection between action at the regional and the neighbourhood levels through the co‐ordination, reinforcement and innovation of environmental activity. The regional landscape strategy provides a focus around which the interests of public, private and voluntary bodies can coalesce and a medium for the articulation of policy aspirations relating to the sustainable planning and management of landscapes.

The ‘landscape scale’ in planning: Recent experience of bio-geographic planning units in Britain

Landscape-scale mapping is becoming more widely used as an approach to identifying ‘characteristic’ units of countryside for information gathering and policy delivery purposes. A number of innovative approaches currently being developed and applied in Britain are reviewed. The justifications for producing these methods, as reflected in published sources, are analysed. Interviews with selected professionals, who identify various benefits for more effective policy delivery, integrated planning, partnership formation and public engagement, are reported on. Most of the approaches also override administrative boundaries, which enables a more naturalistic reflection of environmental systems, whilst also creating some political difficulties. Other problems are associated with cost and subjectivity. Overall, the methods are likely to improve joined-up rural decision making, but further research into their effectiveness is needed.
