Wind energy is one of the fastest growing sources of power generation in the world. While general public and political support for wind energy is often high, siting wind farms frequently raises concerns in local communities, and individual projects often fail because of effective public opposition. This paper presents the results of a postal and online survey questionnaire that explores public perceptions of wind energy in two of the most important states for wind development, Texas and Iowa. The goal is a better understanding of public reactions to large-scale wind developments as a prerequisite of more widespread use of renewable energy resources. We found a high level of public support for wind energy, with more than two-thirds of respondents being in favor of building more wind farms either in their community or within the U.S. as a whole. Given that the majority of respondents had a very high level of concern for the general environment, we also found that almost two-thirds of respondents counter-intuitively indicated that producing electricity using fossil fuels is not detrimental to the environment, and that they had little concern for global climate change. Our results suggest that arguing for more renewable sources of energy based on reducing our carbon footprint is less persuasive in these communities than simply approaching it from the perspective of wind being a clean and safe source of energy. More than two-thirds of respondents felt their county had benefited economically from the wind farms and that they were a source of job creation in the county. Support for wind power in these communities is associated far more with socioeconomic factors than foundational aesthetic or moral values, with wind farms perceived as the vehicle that will reverse economic decline.  相似文献

In many countries, the development of wind power capacity has proceeded more slowly than expected. Levels of public acceptance are usually considered primary indicators of support for wind power within society. Surveys generally show strong overall public support for wind power, while concrete projects are felt to suffer from the Not-In-My-Backyard (NIMBY) syndrome. This paper questions the significance of these outcomes. It argues that other barriers to wind power implementation exist beyond attitudes among the population. The argument is made that institutional factors have a greater impact on wind energy facility siting. We will discuss two examples of how institutional factors shape the level of support when implementing wind power.  相似文献

The rapid growth of wind power in the United States and worldwide has resulted in increasing media attention to--and public awareness of--windgeneration technology. Several misunderstandings and myths have arisen due to the characteristics of wind generation, particularly because wind-energy generation only occurs when the wind is blowing. Wind power is therefore not dispatchable like conventional energy sources and delivers a variable level of power depending on the wind speed. Wind is primarily an energy resource and not a capacity resource. Its primary value is to offset fuel consumption and the resulting emissions, including carbon. Only a relatively small fraction of wind energy is typically delivered during peak and high-risk time periods; therefore, wind generators have limited capacity value. This leads to concerns about the impacts of wind power on maintaining reliability and the balance between load and generation. This article presents answers to commonly asked questions concerning wind power. It begins by addressing the variability of wind and then discusses whether wind has capacity credit. The article addresses whether wind can stop blowing everywhere at once, the uncertainty of predicting wind generation, whether it is expensive to integrate wind power, the need for new transmission, and whether wind generation requires backup generation or dedicated energy storage. Finally, we discuss whether there is sufficient system flexibility to incorporate wind generation, whether coal is better than wind because coal has greater capacity factors, and whether there is a limit to how much wind power can be incorporated into the grid.  相似文献

Wind energy has experienced dramatic growth over the past decade. A small fraction of this growth has occurred offshore, but as the best wind resources become developed onshore, there is increasing interest in the development of offshore winds. Like any form of power production, offshore wind energy has both positive and negative impacts. The potential negative impacts have stimulated a great deal of opposition to the first offshore wind power proposals in the U.S. and have delayed the development of the first offshore wind farm in the U.S. Here we discuss the costs and benefits of offshore wind relative to onshore wind power and conventional electricity production. We review cost estimates for offshore wind power and compare these to estimates for onshore wind and conventional power. We develop empirical cost functions for offshore wind based on publicly reported projects from 2000 to 2008, and describe the limitations of the analysis. We use this analysis to inform a discussion of the tradeoffs between conventional, onshore and offshore wind energy usage.  相似文献

Wind power has been identified as one of the most promising sources of renewable energy. However, its diffusion has not been as rapid as anticipated. The objective here is to analyse attitudes towards wind power among Finnish local residents and owners of second homes. First, we assess their existing knowledge of and level of interest in energy issues and wind power. Second, we analyse potential differences in attitudes between the two stakeholder groups when it comes to wind power in general and the proposed wind farm in particular. The study draws on both quantitative survey data and qualitative interview data. One of the key findings concerns the different perceptions among locals and owners of second homes in a rural area. Both groups were interested in questions of energy production and accepted wind power in general. Nevertheless, the proposed project in Ruokolahti seemed to polarize attitudes. This paper offers new insights into attitudes to wind energy among Finnish locals and owners of second homes in the same area.  相似文献

The stability of the electrical grid depends on enough generators being able to provide appropriate responses to sudden losses in generation capacity, increases in power demand or similar events. Within the United States, wind turbines largely do not provide such generation support, which has been acceptable because the penetration of wind energy into the grid has been relatively low. However, frequency support capabilities may need to be built into future generations of wind turbines to enable high penetration levels over approximately 20%. In this paper, we describe control strategies that can enable power reserve by leaving some wind energy uncaptured. Our focus is on the control strategies used by an operating turbine, where the turbine is asked to track a power reference signal supplied by the wind farm operator. We compare the strategies in terms of their control performance as well as their effects on the turbine itself, such as the possibility for increased loads on turbine components. It is assumed that the wind farm operator has access to the necessary grid information to generate the power reference provided to the turbine, and we do not simulate the electrical interaction between the turbine and the utility grid. A mighty wind     
In the spring of 2008, the U.S. department of Energy released a report titled "20% Wind Energy by 2030: Increasing Wind Energy's Contribution to U.S. Electricity Supply." The report examined a scenario for producing 20% of the country?s electrical energy supply from domestic wind energy resources, a level that has already been reached in some parts of Europe. While installing 300 GW of wind energy by 2030 would require changes to traditional business practices, the scenario was found to be feasible. By the fall of 2008, the United States had surpassed 20,000 MW of installed wind power capacity, and the country has installed as much wind capacity in the last two years as it did in the previous two decades. Even though wind still supplies less than 2% of U.S. electrical energy, there is a strong sense of optimism and excitement associated with wind turbine technology that has not been seen in the electric power business for quite a while.  相似文献

The primary social factors for the implementation of wind energy projects in a liberalized market are entrepreneurs willing to invest. Understanding conditions that trigger entrepreneurs to invest in these projects, and understanding conditions that determine the chance of success for entrepreneurs to implement and exploit their projects, is vital for setting up effective policies to stimulate wind electricity generation. This paper analyses the way in which wind power entrepreneurs and local civil servants experience social and institutional conditions in the operational process of realizing wind power projects, and their perceptions of policy implications. A groups support system in an electronic board room was used to analyze the perceptions. From the analysis it was concluded that wind power entrepreneurs and civil servants share the opinion that the institutionally embedded power position of local politicians, and the sensitiveness of the local political debate for the popular opinion are most critical for project realization. With regard to the proposed solutions, both groups differ in their approach. Entrepreneurs stress procedural solutions, such as limiting the possibilities to appeal, reducing the complexity of the formal authorization trajectory and using a top down planning approach. Civil servants stress more strategic solutions, such as providing more public information on the necessity of wind power for local politicians and citizens, and community involvement in planning processes. Finally, the analysis explains that steering strategies that have been developed at the national level to solve the planning problems at the operational level do not address the right problems.  相似文献

Several countries are currently discussing whether they will rebuild their nuclear power stations in order to continue this type of energy production in the future. The public, with its own opinion about nuclear power stations, has an influential voice in this discussion. As a result, policy makers and nuclear scientists are interested in the public's perception of nuclear power and in what determines this perception. We therefore examined an explanatory model of the public's acceptance of nuclear power based on a telephone survey among a representative sample in Switzerland. The model included such factors as risk perception, benefit perception, affective feelings, and social trust. Moreover, we distinguished between two types of benefit perception: benefit for the climate and a secure energy supply. The model fitted very well to our data and explained acceptance very well. Acceptance was mainly influenced by perceived benefits for a secure energy supply and, to a lesser extent, both by perceived benefits for the climate and by risk perception. Affective feelings about nuclear power appeared to be a central factor in the model. Implications for communication about nuclear power stations and for further research are discussed.  相似文献

Since the turn of the 21st century, the onshore wind industry has seen significant growth due to the falling cost of wind generated electricity. This growth has coincided with an interest in the development of offshore wind farms. In Europe, governments and developers have begun establishing small to medium sized wind farms offshore to take advantage of stronger and more constant winds and the relative lack of landowner conflicts. In the U.S., several developers are in the planning and resource evaluation phases of offshore wind farm development, but no wind farms are currently operational or under construction. In this paper, we analyze the patterns of development in Europe and compare them to the U.S. We find significant differences in the patterns of development in Europe and the U.S. which may impact the viability of the industry in the U.S. We also discuss the policies used by European nations to stimulate offshore wind development and we discuss the potential impacts of similar policies in the U.S.  相似文献

This paper address factors underlying public opinion regarding offshore wind power based on a survey of residents near a proposed development off Cape Cod, MA, USA. Supporters are found to be younger, better educated, and more likely to own their own home. Opponents are more likely to earn over $200,000/year, and more likely to expect to see the project from their daily routine. The overwhelming majority of the population expects negative impacts from the project; much smaller numbers expect positive effects. When asked which factors most affected their position, the most frequently mentioned was damage to marine life/environmental impacts, followed by electricity rates, aesthetics, and impacts on fishing or boating. When the expectations expressed by our respondents are compared with the findings of the project's draft Environmental Impact Statement, many of the beliefs upon which opinion are based appear to be factually incorrect. Finally, we tested whether change in the project would affect support. The biggest change was an increase in the level of support, by 47% of the sample, if the project was the first of 300 such projects, in sum having proportionately larger impacts as well as greater benefits. There exists a political goal in Sweden and elsewhere to increase the use of renewable energy and wind power seems to be a favourable choice from an environmental perspective. However, although the public generally expresses a positive attitude towards wind power, the experience often shows that specific wind power projects face resistance from the local population. This paper analyses the attitudes towards wind power among the electricity consumers as well as the foundations of these attitudes. Results are based on a postal survey that was sent out to 1000 Swedish house owners. According to the results, the public is generally positive towards wind power. The probability of finding an average individual in support of wind power decreases with age and income. People with an interest in environmental issues are, however, more likely to be positive towards wind power than the average respondent and the results do not support the NIMBY-hypothesis. In addition, people that are more inclined to express public preferences are also more likely to be positive towards wind electricity than people who are less inclined to do so. These results imply, for instance, that the potential of markets for “green” electricity may be limited, other support schemes is thus required if the politically stated goal to increase wind power capacity is to be fulfilled.  相似文献

The Production Tax Credit (PTC) is an important policy instrument through which the federal government promotes renewable energy development in the United States. However, the efficacy of the PTC is hampered by repeated expirations and short-term extensions, and by the general uncertainty surrounding its future status. We examine the factors driving variation in public support for the extension of the PTC using a nationally representative, internet-based survey. Americans living near a coal-fired power plant are significantly more likely to support extending the PTC than are their peers who are more insulated from the externalities of burning coal. The evidence for this dynamic was strongest and most statistically significant among subjects experimentally primed to think about the adverse health effects of burning coal. Raising awareness of the public health ramifications of generating electricity from fossil fuels holds the potential to increase support for renewable energy policies among those living in proximity to coal plants, even in a highly politicized policy debate.  相似文献

Public attitudes anywhere in Europe show moderate to strong support for the implementation of renewable energy. Nevertheless, planning wind power developments appears to be a complicated matter in most countries. The problems that have to be dealt with during decision making processes on the siting of wind turbines are usually referred to as mere ‘communication problems’. However, public attitudes towards wind power are fundamentally different from attitudes towards wind farms. This ‘gap’ causes misunderstandings about the nature of public support for renewables. In particular where planners easily assume support for renewables can be generated by information campaigns emphasising the environmental benefits, whereas opposition to renewable energy schemes can be explained by a selfish ‘not in my backyard’ attitude. Both explanations used by planners, authorities and, unfortunately, by many scholars, are falsified. Furthermore, policies that still take this ‘common knowledge’ for granted can have negative consequences for the implementation rates of renewables. Visual evaluation of the impact of wind power on landscape values is by far the dominant factor in explaining why some are opposed to wind power and others are supporting it. Moreover, feelings about equity and fairness appear the determinants of ‘backyard’ motives, instead of selfishness.  相似文献

In this article, we examine framing effects regarding unconventional oil and gas extraction using hydraulic fracturing (or fracking): an issue involving considerable controversy over potential impacts as well as terminology used to describe it. Specifically, we explore how two commonly used terms to describe this issue – fracking or shale oil or gas development – serve as issue frames and influence public opinion. Extending existing research, we suggest that these frames elicit different top-of-mind associations that reflect positive or negative connotations and resonate with people's political ideology. These associations, in turn, help explain direct and indirect framing effects on support/opposition as well as whether these effects differ by political ideology. Results of a split-ballot, national U.S. survey (n=1000) reveal that people are more supportive of the energy extraction process when it is referred to as shale oil or gas development versus fracking, and this relationship is mediated by greater perceptions of benefit versus risk. Political ideology did not moderate these effects. Further analysis suggests that these findings are partly explained by the tendency to associate fracking more with negative thoughts and impacts and shale oil or gas development more with positive thoughts and impacts. However, these associations also did not vary by political ideology. We discuss implications for communicating risk regarding energy development.  相似文献

The American Wind Energy Association (AWEA) has reported that the U.S. looks likely to install up to 1600 MW of new wind power in 2003. While the outlook for the balance of the year is strong, AWEA warned that the wind industry's future beyond year's end will be strongly influenced by whether Congress extends the wind production tax credit (PTC) scheduled to expire at the end of 2003. According to AWEA's quarterly assessment of the wind energy market, the wind project developments that are underway could increase the cumulative total of U.S. installed wind capacity to over 6000 MW. That level of wind capacity will be able to produce approximately 16 billion kWh of pollution-free electricity, enough to serve 1.57 million average U.S homes. In the past month or so, a number of large projects have been announced that will increase the year-end total. AWEA Executive Director Randall Swisher commented, ”We see more reason for optimism than we did three months ago. The market appears to be firming as the end of the year draws nearer.” Developers are pushing to complete projects by the end of the year in order to qualify for the PTC. A quick extension of the credit is urgently needed, Swisher said, to ensure that the momentum gained toward industry growth is not lost as it has been in the past when the credit expired. A three-year extension of the PTC is included in both the House and Senate versions of comprehensive energy legislation now pending in Congress. Swisher also called on energy bill conferees to support Senate-passed provisions that would establish a national Renewables Portfolio Standard (RPS) requiring that 10% of the nation's electricity come from renewable energy sources by 2020 and a Small Turbine Investment Credit for homeowners who install residential wind machines. www.awea.orgThis is a short news story only. Wind energy is widely recognized as a key element of the worldwide effort to limit greenhouse gas emissions. As compared with the general population, environmental activists have a much higher level of knowledge, interest, and capacity to affect the final outcome of a proposed wind turbine facility. To explore how their opinions on wind energy, particularly on vertical‐axis wind turbines, differ from the general public, we administered the same online experimental survey to a general population sample of adult Californians and to a self‐selected sample of online energy and environmental activists. We find that support for wind energy increases with the degree of environmental activism and engagement. The general public prefers vertical‐axis wind turbines in open spaces, away from one's residence. Location and price sensitivity, however, are weaker among activists. Among activists, attitudes about specific vertical‐axis wind turbine technologies are more crystalized and less susceptible to the information effects except on the topic of minimizing bird deaths.  相似文献

In the past 20 years, China has paid significant attention to wind power. Onshore wind power in China has experienced tremendous growth since 2005, and offshore wind power development has been on-going since 2009. In 2010, with a total installed wind power capacity of 41.8 GW, China surpassed the U.S. as the country with the biggest wind power capacity in the world. By comparing the wind power situations of three typical countries, Germany, Spain, and Denmark, this paper provides a comprehensive evaluation and insights into the prospects of China’s wind power development. The analysis is carried out in four aspects including technology, wind resources, administration and time/space frame. We conclude that both German and Spanish have been growing rapidly in onshore capacity since policy improvements were made. In Denmark, large financial subsidies flow to foreign markets with power exports, creating inverse cost-benefit ratios. Incentives are in place for German and Danish offshore wind power, while China will have to remove institutional barriers to enable a leap in wind power development. In China, cross-subsidies are provided from thermal power (coal-fired power generation) in order to limit thermal power while encouraging wind power. However, the mass installation of wind power capacity completely relies on power subsidies. Furthermore, our study illustrates that capacity growth should not be the only consideration for wind power development. It is more important to do a comprehensive evaluation of multi-sectorial efforts in order to achieve long-term development.  相似文献
