The increased exploitation of renewable energy sources is central to any move towards sustainable development. However, casting renewable energy thus carries with it an inherent commitment to other basic tenets of sustainability: openness; democraticization etc.The implications of this commitment for the developers of renewable energy projects are significant. Moreover, a failure to apply these broader principles to the development process risks alienating the very public whose views will determine the political future of renewable energy.From recent experience of the development of wind power in the UK, it is clear that it is no longer enough just to know the future technical potential of renewable energy, or even the regulatory and/or fiscal framework that would enable that potential to be realised. Increasingly we must concentrate on the practical politics of developing renewable energy that will ensure it is accepted and embraced by the public. Drawing on UK experience, guidelines can be established for renewable energy developers such that the principles of sustainable development are as central to exploitation renewable energy as renewable energy is to sustainability.  相似文献

Over the past several decades, the scope of decision-making in the public domain has changed from a focus on unilateral regulatory verdicts to a more comprehensive process that engages all stakeholders. Consequently, there has been a distinct increase in public participation in the environmental decision-making process. While the potential benefits of public engagement are substantial in terms of identifying synergies between public and industry stakeholders that encourage project development, this participation does not come without its challenges. Some of these key challenges include: a lack of technical knowledge in a case of complex technical issues; the process has become more time-consuming than may be necessary; a different perception of risk by citizens and experts; and individual differences in values, beliefs, and motivations, that may prevent the reaching of a joint consensus. To meet global energy demands and fulfill ambitious targets for greenhouse gas reduction, renewable energy has received increased attention as a feasible alternative to non-renewable electrical generation. However, current literature on renewable energy, particularly on wind power energy, highlights potential technological, economic, social, or public barriers to renewable energy investment. This paper provides a case study of the Ontario, Canada wind power generation market, identifies the facilitators and constrainers that affected public input to wind project development in this Province, and finally provides guidance on improving public consultation in the wind project development decision-making process.  相似文献

Academics, practitioners, and policy makers continue to debate the benefits and costs of alternative sources of energy. Environmental and economic concerns have yet to be fully reconciled. One view is that decisions that incorporate both society's concern with the environment and investors’ desire for shareholder value maximization are more likely to be truly sustainable. We coin the term dual sustainability to mean the achievement of environmental and financial sustainability simultaneously.Many experts believe that wind energy can help to meet society's needs without harming future generations. It is clean and renewable. Because the fuel is free it provides the ultimate in energy independence. Wind energy has emerged as a leading prospect, in part, because it is considered by many to be environmentally sustainable.However, a key question that remains is whether wind energy is financially sustainable without the extensive government support that has helped to create and nurture this growth industry. Using reliable, proprietary data from field research, our analysis employs a capital budgeting framework to evaluate the financial economics of investments in wind energy. We find that because of the convergence of improved technology, greater efficiency, and with the increasing cost of traditional, competing sources such as oil and natural gas, wind energy is close to becoming self-sustaining financially without the extensive federal government support that exists today.Wind energy can provide the best of both worlds. It is sustainable from an environmental perspective and it is becoming sustainable financially. In short, those companies investing in wind energy will be able to do well by doing good. Perhaps the achievement of dual sustainability is true sustainability.Our research findings and dual sustainability have several interesting and important implications for public policy towards wind energy. All imply that public policy can now be executed in a more effective and efficient manner. In the paper we outline and offer these better and cheaper public policy alternatives for consideration.  相似文献

Wind energy represents one of the most important renewable resources. Wind energy is a clean, renewable and its benefits are considered greater than the disadvantages. However, even though wind farms represent environmentally friendly projects, they frequently generate public resistance.One of the main disadvantages of wind farm construction projects is their poor aesthetic integration into the landscape. On the other hand, landscape impact of wind farms could be minimised if the visual impact is previously evaluated.As regards with the European legislation, the procedure of environmental impact assessment study is necessary before a wind farm project could be established. In contrast, there is not an objective methodology to assess the visual impact of wind farms.The aim of this work was to develop a methodology to predict and evaluate, before its construction, the visual impact of wind farms, taking into account the visualscape from different observation points.Proposed methodology could help to determine and evaluate the best location for new wind farm projects. Moreover, this method could be used as a consulting tool for public organization and private institutions, being quick, concise and clear.  相似文献

Renewable energy is the inevitable choice for sustainable economic growth, for the harmonious coexistence of human and environment as well as for the sustainable development. Government support is the key and initial power for developing renewable energy. In this article, an overall review has been conducted on renewable energy development policy (including laws and regulations, economic encouragement, technical research and development, industrialized support and government model projects, etc.) in China. On this basis, a systematic analysis has been conducted on the disadvantages of renewable energy development policy. On the point of long-term effective system for renewable energy development, a series of policy advice has been offered, such as strengthening the policy coordination, enhancing regional policy innovation, echoing with clean development mechanism, implementing process management, constructing market investment and financing system. It is expected that the above advices could be helpful to ever-improvement of renewable energy development policy.  相似文献

Bangladesh has good potential for harnessing renewable energy sources such as solar, biomass, wind, and mini-hydropower. The country has been experiencing a gradual shift towards exploring renewable energy resources as a driving force for rural development. A few public sector and non-government organizations have started to develop renewable energy technology (RET) projects in rural areas. The lessons learnt from different demonstrations of RET projects reveal that with careful forward planning renewable energy can provide far-reaching economic, environmental, and social benefits to people living in remote rural areas in Bangladesh. This paper identifies some of the barriers that need to be overcome for the successful development of renewable energy technology sector and betterment of rural livelihoods. It does so through a critical review of policy and institutional settings, as well as present status and lessons learnt from pilot demonstration of a number of RET projects undertaken by different organizations. The study highlights policy implications of the review with the aim of supporting decision makers in formulating renewable energy policies and future plans for Bangladesh.  相似文献

Mandates for renewable energy lead to siting disputes, because meeting the mandates requires the development of renewable energy production facilities. Proposals for one common form of renewable energy, commercial wind farms, are frequently met with forceful local opposition. Dissatisfied with simplistic explanations for this opposition (i.e., NIMBY), social scientists have urged a more nuanced understanding of public attitudes towards wind energy and other renewables. Based on a survey of residents of coastal Michigan, this article explores the role of general values and beliefs in shaping attitudes towards the potential development of commercial wind energy projects in or near respondents’ communities. Structural equation modeling reveals that support of commercial wind energy depends largely on a belief that wind farms will provide economic benefits to the community. Underlying values have substantial and important indirect effects on beliefs regarding the likely economic outcomes of wind farm development. Altruistic values buoy wind energy attitudes, while values of traditionalism diminish wind energy support. The pivotal role of values in attitudes towards renewables lends support for more participatory development processes.  相似文献

Transition to a sustainable society requires large-scale conversion of the energy system to new, renewable, non-fossil sources of energy. This presupposes public support for new technologies, which means the public must deal with challenges in terms of placement, area requirements, ecological degradation and price developments. This paper discusses how citizens view renewable energy technologies. It analyses responses to representative surveys of the Norwegian population on the desirability of various energy technologies such as hydroelectric dams, onshore and offshore wind energy, bioenergy plants and, for contrast, gas plants with and without carbon capture and storage. Our main focus is on the influence of party political preference on views of renewable energy. We find that the sometimes lukewarm enthusiasm for renewable energy technologies cannot be fully explained by existing theories and that political party preference has a larger impact on energy technology attitudes than previously believed.  相似文献

Taking existing technologies simply off the shelf and handing them over to users might in the beginning satisfy stakeholders and users involved in a rural electrification project but the likelihood of failure and disappointment is very high. Pitfalls are well known and have led to a slow down of entrepreneurial initiatives and market development. In Indonesia with its long history of harnessing new and renewable energy technologies (NRE), participatory development is not common for decentralized rural electrification (RE) schemes. Although electrification by means of Solar Home Systems (SHS) has a long tradition throughout the archipelago, community-based management has long been neglected and hence projects have been prone to failure. Implementing SHS in a sustainable way is still far from routine business and requires competent resources, interdisciplinary know-how if the scheme should last long and public knowledge about the benefits of electricity utilization. In this article Claus Dauselt, describes the Indonesian SHS experience and aspects important for sustainable, decentralized rural electrification in particular the need for community involvement in the project right from the start.  相似文献

With the global economy integration and progress in energy transformation, it has become a general trend to surpass national boundaries to achieve wider and optimal energy resource allocations. Consequently, there is a critical need to adopt scientific approaches in assessing cross-border power grid interconnection projects. First, considering the promotion of large-scale renewable energy resources and improvements in system adequacy, a comprehensive assessment index system, including costs, socio-economic benefits, environmental benefits, and technical benefits, is established in this study. Second, a synthetic assessment framework is proposed for cross-border power grid interconnection projects based on the index system comprising cost–benefit analysis, with market and network simulations, iterative methods for indicator weight evaluation, and technique for order preference by similarity to an ideal solution (TOPSIS) method for the project rankings. Finally, by assessing and comparing three cross-border projects between Europe and Asia, the proposed index system and assessment framework have been proved to be effective and feasible; the results of this system can thus support investment decision-making related to such projects in the future.  相似文献

There exists a political goal in Sweden and elsewhere to increase the use of renewable energy and wind power seems to be a favourable choice from an environmental perspective. However, although the public generally expresses a positive attitude towards wind power, the experience often shows that specific wind power projects face resistance from the local population. This paper analyses the attitudes towards wind power among the electricity consumers as well as the foundations of these attitudes. Results are based on a postal survey that was sent out to 1000 Swedish house owners. According to the results, the public is generally positive towards wind power. The probability of finding an average individual in support of wind power decreases with age and income. People with an interest in environmental issues are, however, more likely to be positive towards wind power than the average respondent and the results do not support the NIMBY-hypothesis. In addition, people that are more inclined to express public preferences are also more likely to be positive towards wind electricity than people who are less inclined to do so. These results imply, for instance, that the potential of markets for “green” electricity may be limited, other support schemes is thus required if the politically stated goal to increase wind power capacity is to be fulfilled.  相似文献

The Clean Development Mechanism (CDM) has a twin objective: to help developed countries reduce GHG emissions, and to support developing countries in achieving Sustainable Development (SD). As a response to the widespread criticism of the CDM's unsatisfactory SD record, initiatives have developed premium labels like the Gold Standard, which applies two additional ‘screens’ to filter CDM projects for higher SD benefits. In order to determine whether Gold Standard projects can be associated with higher local SD benefits, this paper evaluates the potential benefits of 48 CDM projects using a multi-criteria method and building on existing work. The 18 evaluated Gold Standard projects are compared to a ‘representative portfolio’ of 30 unlabeled CDM projects in order to capture the ‘full’ effect of the additional Gold Standard requirements, which is further decomposed into the two ‘screen’ effects. The results suggest that Gold Standard Certified Emission Reductions can be associated with higher potential local SD benefits when compared to the ‘representative portfolio’ of unlabeled CDM projects, while the comparison of projects of the same type remains inconclusive. The results support previous findings showing that renewable energy projects may deliver comparatively high SD benefits.  相似文献

The interest and actions towards introducing renewables for off-grid regions has increased due to their ostensible cost-effectiveness, eco-friendliness and quality services provided. Nevertheless, in many isolated areas diesel generators appear as a common option, confirming that there is a need for financial support mechanisms that aid the introduction of renewables due to their higher initial investment costs.This paper proposes a so-called ‘tropicalisation’ of the Feed-in Tariff scheme to promote the introduction of hybrid systems in isolated communities based on the idea of awarding for each kWh produced by renewable energies a premium value during a guaranteed period of time. The proposed Renewable Energy Premium Tariff (RPT) scheme is an alternative mechanism to the usual initial investment donation for off-grid energy development projects by recognising the production of renewable electricity and opting for a long-term sustainability of the projects. Ecuador presents ideal conditions to study the introduction of such a ‘tropicalised’ scheme since a Feed-in Law including off-grid projects was established in 2002 and since there are governmental and local efforts for the introduction of renewable hybrids in isolated regions.Modelling of the introduction of photovoltaics (PVs) into diesel systems for several mini-grids located in isolated regions of Ecuador has been performed, and included a detailed financial analysis for optimisation of RPT values and a comparison with existing stand-alone diesel systems. The results show the cost-effectiveness of PV/diesel hybrids over diesel gensets, taking into account present and future diesel prices. To obtain long-term sustainability of the project, the RPT values are set at 0.70–1.20$ kWh covering the operability of the whole system for 20 years, where the renewable fraction should have the largest share in the hybrid system. The proposed mechanism is expected to aid the introduction of renewable technologies to bring solutions and sustainable energy options to final users of off-grid isolated regions.  相似文献

An assessment is made as to whether renewable energy use for electricity generation in the EU was beneficial throughout the cycle of high and low oil prices. Costs and benefits are calculated with the EU statistics for the period of low oil prices 1998–2002 and high oil prices 2003–2009. The share of renewable energy in electricity production was 21% of all energy resources in 2008, growing on average 5% a year during 2003–2008 compared to nil growth of the fossil fuels mix. Correlations show significant impacts of growing renewable energy use on changes in consumers' electricity prices during the high and rapidly increasing fossil fuel prices in the period 2005–2008. The growing use has contributed to price decrease in most countries that use more renewable energy and price increase in many countries that use little renewable energy. Costs and benefits are assessed through comparison between the observed consumers' electricity prices and simulated prices had they followed the costs of fossil fuel mix. A net benefit of 47 billion euro throughout the oil price cycle is attributable to the growing use of renewable energy, which is on average 8 billion euro a year. This net benefit is larger than the total public support for renewable energy. The net benefit would be larger had the EU anticipated high oil prices through more public support during low oil prices, as this would create productive capacity, but countries' interests increasingly differed. An anti-cyclic EU policy is recommended.  相似文献

Wind energy is one of the fastest growing sources of power generation in the world. While general public and political support for wind energy is often high, siting wind farms frequently raises concerns in local communities, and individual projects often fail because of effective public opposition. This paper presents the results of a postal and online survey questionnaire that explores public perceptions of wind energy in two of the most important states for wind development, Texas and Iowa. The goal is a better understanding of public reactions to large-scale wind developments as a prerequisite of more widespread use of renewable energy resources. We found a high level of public support for wind energy, with more than two-thirds of respondents being in favor of building more wind farms either in their community or within the U.S. as a whole. Given that the majority of respondents had a very high level of concern for the general environment, we also found that almost two-thirds of respondents counter-intuitively indicated that producing electricity using fossil fuels is not detrimental to the environment, and that they had little concern for global climate change. Our results suggest that arguing for more renewable sources of energy based on reducing our carbon footprint is less persuasive in these communities than simply approaching it from the perspective of wind being a clean and safe source of energy. More than two-thirds of respondents felt their county had benefited economically from the wind farms and that they were a source of job creation in the county. Support for wind power in these communities is associated far more with socioeconomic factors than foundational aesthetic or moral values, with wind farms perceived as the vehicle that will reverse economic decline.  相似文献

The future economic growth for India is likely to result in rapid and accelerated surge in energy demand, with expected shortages in terms of supply. Many of its current policies and strategies are aimed at the improvement and possible maximization of energy production from the renewable sector. It is also clear that while energy conservation and energy efficiency can make an important contribution, renewable energies will be essential to the solution and are likely to play an increasingly important role for providing enhanced energy access, reducing consumption of fossil fuels, and helping India pursue its low-carbon progressive pathway. However, most of the states in India, like the northernmost state of Jammu and Kashmir, have experienced an energy crisis over a sustained period of time and the government both at center and state level has to embark upon with these pressing issues in a more sustainable manner and accordingly initiate various renewable energy projects within these states. This paper will provide a broad-spectrum view about the energy situation within Jammu and Kashmir and will highlight the current policies along with future strategies for the optimal utilization of renewable energy resources.  相似文献

Island regions and isolated communities represent an understudied area of not only clean energy development but also of innovation. Caribbean states have for some time shown interest in developing a regional sustainable energy policy and in implementing measures which could help to protect its member states from volatile oil markets while promoting reliance on local resources. Here we examine four case studies of renewable energy advancements being made by public utility companies and independent energy companies in the Caribbean. We attempt to locate renewable energy advances in a broader historical framework of energy sector development, indicating a few policy lessons. We find that different degrees of regulatory and legislative sophistication have evolved in different islands. Islands should have specialized policy focus, contrasting the ad-hoc nature of current regional energy policy discussion. We also conduct a cost benefit analysis which shows that these early, innovative alternative energy projects show themselves to be both profitable and significant sources of emissions reduction and job creation. The global energy consumption is likely to grow faster than the population growth. The fuel consumption was growing from 6630 million tons of oil equivalents (Mtoe) in 1980 to 11,163 Mtoe in 2009. This projected consumption will increase 1.5% per year until 2030 and reach 16,900 Mtoe and the main drivers of this growth are mostly developing countries in Asia. Indonesia is one of the developing countries and energy supply is an important factor for all-around development. The country's energy consumption still depends on non-renewable energy such as crude oil, coal and natural gas as sources of energy. Utilization of fossil fuel continuously contributes to huge amount of greenhouse gases emission that leads to climate change. Facing such an unfavorable situation, the government of Indonesia prioritizes on energy supply securities by diversification of energy resources. The energy mixes in Indonesia based on five main resources; these are crude oil, natural gas, coal, hydropower, and renewable energy. Although the country encourages utilizing renewable energy, the contribution is only around 3%. Considering natural condition and geography, this country is blessed with great potential of renewable energy such as solar energy, wind energy, micro hydro and biomass energy. Noting the potential of renewable and sustainable energy resources in the country, the government must pay more attention on how to utilize it. Many efforts have been done to promote renewable energy such as to create energy policy and regulations, yet it still did not give any satisfactory result. Government, non-government agencies and the public should take a more proactive step to promote and use renewable energy in order to achieve the secure and environmentally sustainable energy resources.  相似文献
