The objective of this paper is to provide a review on the latest developments on the main initiatives and approaches for the sustainability certification for biofuels and/or bioenergy. A large number of national and international initiatives lately experienced rapid development in the view of the biofuels and bioenergy targets announced in the European Union, United States and other countries worldwide. The main certification initiatives are analysed in detail, including certification schemes for crops used as feedstock for biofuels, the various initiatives in the European Union, United States and globally, to cover biofuels and/or biofuels production and use. Finally, the possible way forward for biofuel certification is discussed. Certification has the potential to influence positively direct environmental and social impact of bioenergy production. Key recommendations to ensure sustainability of biofuels/bioenergy through certification include the need of an international approach and further harmonisation, combined with additional measures for global monitoring and control. The effects of biofuels/bioenergy production on indirect land use change (ILUC) is still very uncertain; addressing the unwanted ILUC requires sustainable land use planning and adequate monitoring tools such as remote sensing, regardless of the end-use of the product.  相似文献

The production and usage of biofuels has increased worldwide, seeking goals of energy security, low-carbon energy and rural development. As biofuels trade increased, the European Union introduced sustainability regulations in an attempt to reduce the risks associated with biofuels. Producers were then confronted with costs of sustainability certification, in order to access the EU market. Hopes were that sustainably-produced biofuels would be rewarded with higher prices in the EU. Based on a review of recent literature, interviews with traders and price data from Platts, this paper explores whether sustainability premiums emerged and if so, did they represent an attracting feature in the market for sustainable biofuels. This article finds that premiums for ethanol and biodiesel evolved differently between 2011 and 2012, but have been in general very small or inexistent, with certified fuels becoming the new norm in the market. For different reasons, there has been an apparent convergence between biofuel policies in the EU and the US. As market operators perceive a long-term trend for full certification in the biofuels market, producers in developing countries are likely to face additional challenges in terms of finance and capacity to cope with the sustainability requirements.  相似文献

Growing demand for transport biofuels in the EU is driving an expansion of the industry in developing countries. Large-scale production of energy crops for biofuel, if mismanaged, could cause detrimental environmental and social impacts. The aim of this study is to examine whether the newly adopted EU Directive 2009/28/EC and its sustainability certification system can effectively ensure sustainable production of biofuels outside the EU. Mozambique, a least developed country with biofuels ambitions, is selected as empirical case. The effectiveness of the EU policy in analysed employing ideal models of external governance (hierarchical, market and network governance) as analytical framework. The findings show that the EU attempts to impose its rules and values on sustainable biofuels using its leverage through trade. The market approach adopted by the EU is expected to produce only unstable (subject to abrupt changes of market prices and demand) and thin (limited to climate and biodiversity issues) policy results. Stronger emphasis on a network oriented approach based on substantial involvement of foreign actors, and on international policy legitimacy is suggested as a way forward.  相似文献

This paper revisits the recent developments in biofuel markets and their economic, social and environmental impacts. Several countries have introduced mandates and targets for biofuel expansion. Production, international trade and investment have increased sharply in the last few years. However, some analysts linked biofuels to the 2007-2008 global food crisis. Existing studies diverge on the magnitude of the projected long-term impacts of biofuels on food prices and supply, with studies that model only the agricultural sector showing higher impacts and studies that model the entire economy showing relatively lower impacts. In terms of climate change mitigation, biofuels reduces GHG emissions only if GHG emissions related to land-use change are avoided. When biofuel production entails conversion of forest to cropland, net reduction of GHG would not be realized for many years. Existing literature does not favor the diversion of food for large-scale biofuels production, but the regulated expansion of biofuels in countries with surplus lands and a strong biofuel industry cannot be ruled out. Developments in non-food based or cellulosic (or second generation) biofuels may offer some hope, yet they still compete with food supply through land use and are currently constrained by a number of technical and economic barriers.  相似文献

In many African countries, the upswing in oil prices is one factor that favours the adoption and implementation of a national biofuel policy. This trend has a major impact on state budgets and domestic trade balances, while also limiting the access of rural inhabitants to modern energy services. Contribution of biofuels in stabilizing the energy sector, influences ongoing negotiations on the global dynamics of climate change, the reduction in greenhouse gas (GHG) emissions and sustainable development. The question of biofuels as an alternative energy thus depends on international, national and local considerations. Biofuels represent opportunities, e.g., energy independence and security, new national income and employment sources, as well as potential food security problems. African policy makers therefore need to make the right choices to guide the development of biofuel production and use.This article aims to support the development of a biofuel policy by reviewing the latest technical, economic, environmental and social knowledge so as to be able to evaluate the potential and limits of biofuels in Burkina Faso.  相似文献

It is increasing clear that biofuels can be a viable source of renewable energy in contrast to the finite nature, geopolitical instability, and deleterious global effects of fossil fuel energy. Collectively, biofuels include any energy-enriched chemicals generated directly through the biological processes or derived from the chemical conversion from biomass of prior living organisms. Predominantly, biofuels are produced from photosynthetic organisms such as photosynthetic bacteria, micro- and macro-algae and vascular land plants. The primary products of biofuel may be in a gas, liquid, or solid form. These products can be further converted by biochemical, physical, and thermochemical methods. Biofuels can be classified into two categories: primary and secondary biofuels. The primary biofuels are directly produced from burning woody or cellulosic plant material and dry animal waste. The secondary biofuels can be classified into three generations that are each indirectly generated from plant and animal material. The first generation of biofuels is ethanol derived from food crops rich in starch or biodiesel taken from waste animal fats such as cooking grease. The second generation is bioethanol derived from non-food cellulosic biomass and biodiesel taken from oil-rich plant seed such as soybean or jatropha. The third generation is the biofuels generated from cyanobacterial, microalgae and other microbes, which is the most promising approach to meet the global energy demands. In this review, we present the recent progresses including challenges and opportunities in microbial biofuels production as well as the potential applications of microalgae as a platform of biomass production. Future research endeavors in biofuel production should be placed on the search of novel biofuel production species, optimization and improvement of culture conditions, genetic engineering of biofuel-producing species, complete understanding of the biofuel production mechanisms, and effective techniques for mass cultivation of microorganisms.  相似文献

The indirect Land Use Change (iLUC) impacts of biofuels refer to the effects of additional emissions due to land-use changes triggered by the expansion of energy crops in response to increased biofuel demand. These emissions are mostly greenhouse gases (GHG), thus relevant to the climate change impact category. In order to address these effects, the European Commission (EC) has proposed the inclusion of feedstock type specific iLUC factors for different biofuel sources in the Renewable Energy Sources Directive 2009/28/EC (RED). The goal of this study is to quantify the indirect environmental impacts both in terms of global energy crop land area and the subsequent iLUC, if an additional demand of biofuel in Spain occurs, from a consequential approach. Results show a wide range of GHG emissions, in terms of CO2, of biodiesel and bioethanol from iLUC effects, strongly influenced by the place where the potential biofuel is produced. Based on our study, two main aspects -determine the iLUC effects: the dedicated energy crops that are used to produce biofuels and the different coproducts obtained along the biofuels production process. Therefore, contrary to the EC proposal for including a single factor by type of crop, the development of origin-dependent iLUC factors seems to be a more appropriate alternative based on the current assessment. Other aspects that might affect the results, such as crop rotation or field management, have been excluded from the analysis in this work.  相似文献

This study explores the relationship between different biofuel production systems, the context in which they operate, and the extent to which various types of frameworks and schemes are able to monitor and promote their sustainability. The paper refers to the European Union Renewable Energy Directive and two international certification schemes (Roundtable on Sustainable Biofuels and NTA 8080/81) that can provide a ‘licence to sell’ biofuels on the EU market, and to the Mozambican policy framework for sustainable biofuels that provides a ‘licence to produce’ biomass for biofuels in Mozambique. Food security is used as a case study, and the food security impacts of two agro-industrial and two smallholder biofuel projects in Mozambique are described and analysed. The sustainability frameworks and schemes used in this study are able to address some, but not all, of the heterogeneity between and within different biofuel production systems. The emphasis is on monitoring agro-industrial projects while smallholder projects tend to slip through the net even when their negative impacts are evident. We conclude that globally applicable sustainability principles are useful, however, they should be operationalised at local or production system levels. This approach will support balancing between global frameworks and local heterogeneity.  相似文献

This paper describes and analyses the multi-actor governance process that made Mozambique the first African nation-state to develop a national policy framework for sustainable biofuels. The paper draws on findings from action research conducted in Mozambique between December 2008 and July 2012. We analyse interactions between the changing governance context, the course of the multi-actor governance process, and the choices in relation to governance framework characteristics and content for four successive stages of governance framework development. This provides the basis for reflection on the competences required for effective multi-actor sustainability governance, and a discussion about the role of the nation-state in sustainability governance of global economies such as biofuels.The governance framework for sustainable biofuels has contributed to a more transparent and secure investment climate for biofuels in Mozambique. Key factors for success were (1) the presence of different types of competences during the various stages of the governance framework development, (2) closing the gap between ‘licences to sell’ and ‘licences to produce’ across different governance levels, and (3) balancing between the short- and long-term objectives for biofuel production in Mozambique and requirements of global biofuel markets. Developing-country nation-states can provide an essential contribution to these success-factors for global governance of sustainable biofuels.  相似文献

Thailand is Southeast Asia's largest promoter of biofuels. Although, Thailand promotes the use of biofuels, it has yet to achieve its policy targets. This paper focuses on the first generation biofuel development in Thailand and examines the perceptions of seven stakeholder groups to guide further policy development. These stakeholders were feedstock producers, biofuel producers, government agencies, car manufacturers, oil companies, non-profit organizations and end users. It combines a Strengths, Weakness, Opportunities and Threats (SWOT) framework with an Analytical Hierarchy Process (AHP) framework and a TOWS Matrix for analysis of stakeholder's perceptions to propose priorities for policy development. Five policies were of high priority for development of biofuel. These are: (1) promoting biofuel production and use in long term through government policies, (2) revising government regulations to allow sale of biofuel products to other domestic industries while keeping retail prices of blended biofuels below those of regular ethanol and biodiesel, (3) improving farm management and promoting contract farming, (4) expanding cultivation area and yield without affecting food production and environmental sustainability, and (5) balancing biofuel feedstock use between the food and energy industries.  相似文献

Achieving circularity in the transportation sector is the strongest need of the hour and one of the pathways to achieve this is by embracing sustainable bio-energy resources. Considering this need, we investigated and reviewed the state-of-the-art readiness of the current bioresources i.e., biofuels. We provide a fresh overview of various biofuels (bioethanol, biohydrogen, biodiesel) production pathways followed by the landscape of current global production and consumption. In these discussions, we alluded to the prospects of algae-derived biofuels together with the techno-commercial aspects of biofuels toward achieving competitiveness in costs, technology and system design. The review also discussed the limitations of existing batteries over biofuel cell technology in terms of vehicle weight, storage capacity, cost and greenhouse pollution. Next, we discussed the advancement in biofuel cells (BFCs) and the challenges to the successful implantation of biofuel cells in the automotive sector. The development of a new e-biofuel cell system infrastructure was also elaborated to reduce the existing BFCs current problems and their environmental-economical sustainability was discussed. The review concluded by summarizing the current market scenario, global forecast for green energy resources and future directions in the area.  相似文献

Since 2010, Guatemala has been exporting ethanol, principally to European markets. This means that Guatemalan biofuel has been certified sustainable, although this is deeply contested with NGO reports drawing attention to the negative impacts of ‘agrofuels’, particularly for marginalised communities. Guatemala therefore provides an excellent case study for examining not only the impacts of increased global demand for biofuels, but also whether sustainability, as conceptualised by the European Union's Renewable Energy Directive, can capture those issues that are salient to the Guatemalan context. Drawing on more than eighty qualitative, in-depth interviews, this paper finds that the bloc's governance framework for biofuels fails to capture many of the issues that matter most to local people in Guatemala, namely land access, trade unions and compliance with the law. This paper argues that the current framework therefore runs the risk of exacerbating the plight of Guatemala's already marginalised rural communities.  相似文献

The price of oil could play a significant role in influencing the expansion of biofuels, but this issue has yet to be fully investigated in the literature. Using a global computable general equilibrium (CGE) model, this study analyzes the impact of oil price on biofuel expansion, and subsequently, on food supply. The study shows that a 65% increase in oil price in 2020 from the 2009 level would increase the global biofuel penetration to 5.4% in 2020 from 2.4% in 2009. If oil prices rise 150% from their 2009 levels by 2020, the resulting penetration of biofuels would be 9%, which is higher than that would be caused by current mandates and targets introduced in more than forty countries around the world. The study also shows that aggregate agricultural output drops due to an oil price increase, but the drop is small in major biofuel producing countries as the expansion of biofuels would partially offset the negative impacts of the oil price increase on agricultural outputs. An increase in oil price would reduce global food supply through direct impacts as well as through the diversion of food commodities and cropland towards the production of biofuels.  相似文献

Increasing energy consumption has exerted great pressure on natural resources; this has led to a move towards sustainable energy resources to improve security of supply and to reduce greenhouse gas emissions. However, the rush to the cure may have been made in haste. Biofuels in particular, have a bad press both in terms of competition with good agricultural land for food, and also in terms of the associated energy balance with the whole life cycle analysis of the biofuel system. The emphasis is now very much on sustainable biofuel production; biofuels from wastes and lignocellulosic material are now seen as good sustainable biofuels that affect significantly better greenhouse gas balances as compared with first generation biofuels. Ireland has a significant resource of organic waste that could be a potential source of energy through anaerobic digestion. Ireland has 8% of the cattle population of the EU with less than 1% of the human population; as a result 91% of agricultural land in Ireland is under grass. Residues such as slurries and slaughter waste together with energy crops such as grass have an excellent potential to produce biogas that may be upgraded to biomethane. This biomethane may be used as a natural gas substitute; bio-compressed natural gas may then be an avenue for a biofuel strategy. It is estimated that a maximum potential of 33% of natural gas may be substituted by 2020 with a practical obtainable level of 7.5% estimated. Together with biodiesel from residues the practical obtainable level of this strategy may effect greater than a 5% substitution by energy of transport. The residues considered in this strategy to produce biofuel (excluding grass) have the potential to save 93,000 ha of agricultural land (23% of Irish arable land) when compared to a rapeseed biodiesel strategy.  相似文献

The imminent decline of the world's oil production, its high market prices and environmental impacts have made the production of biofuels to reach unprecedent volumes over the last 10 years. This is why there have been intense debates among international organizations and political leaders in order to discuss the impacts of the biofuel use intensification.Besides assessing the causes of the rise in the demand and production of biofuels, this paper also shows the state of the art of their world's current production. It is also discussed different vegetable raw materials sources and technological paths to produce biofuels, as well as issues regarding production cost and the relation of their economic feasibility with oil international prices. The environmental impacts of programs that encourage biofuel production, farmland land requirements and the impacts on food production are also discussed, considering the life cycle analysis (LCA) as a tool.It is concluded that the rise in the use of biofuels is inevitable and that international cooperation, regulations and certification mechanisms must be established regarding the use of land, the mitigation of environmental and social impacts caused by biofuel production. It is also mandatory to establish appropriate working conditions and decent remuneration for workers of the biofuels production chain.  相似文献

Farm support in higher income countries is a testament to the fundamental social and economic importance of agriculture, yet domestic efforts to support this sector can arouse multilateral discord in a world of global food markets. In this paper, we argue that the advent of biofuels offers a new opportunity for agriculture to contribute to society, and to do so in a way that reduces trade rivalry and improves energy security. Holding current agricultural production constant, we find that the EU has the potential to reduce oil imports between 6% and 28% by converting eligible agricultural crops into biofuels under two differing conversion scenarios. Further, 33% of food support could be removed with no net farm revenue loss, using the biofuel premia (compared with food value) of corn and rapeseed to compensate for subsidy reductions. These results can help overcome the current impasse in global trade negotiations by reconciling the needs of EU farmers with those who would gain from more liberal international trade.  相似文献

生物质能除了可以在改善世界一次能源结构、降低化石能源需求量方面做出重要贡献以外,还可在减少温室气体排放、保障能源供应安全、改善贸易平衡、促进农村发展和改进城市废弃物处理方式等方面发挥作用。目前全球每年一次能源消费总量为500EJ,生物质资源的年用量约占一次能源消费总量的10%左右,主要被用于传统的民用燃料和生产第一代生物燃料。第二代生物燃料技术预计将于2020年前后在一些国家实现工业化生产。IEA预测,2050年世界一次能源需求量为670EJ,生物质资源将占一次能源需求总量的20%左右。各方学者预测的2050年全球生物质资源量最低值基本在200~400EJ之间,最高值在400~1500EJ之间。中国的生物燃料产业尚处于起步阶段,不过应该说取得了良好的开端。我国生物质资源相对较少,且分布不均,发展生物质能产品需要依靠能源作物。只有通过合理开发、有效利用,才能在不与粮食和食用油争夺土地的前提下,在一定程度上提供生物运输燃料和生物质发电供热所需的原料,生物质能-农产品和/或生物质能-林产品联合生产系统应成为主要发展方向。美国生物燃料产业的发展模式对我国具有一定的借鉴意义。生物质最有效的利用方式是生产运输燃料,从长远来看,生物燃料可以与石油燃料竞争,尤其是喷气燃料和汽油更具替代优势,但受到生物质资源供应量的制约。  相似文献

The Renewable Fuel Standard aims to increase the production of biofuels to improve energy efficiency and decrease carbon dioxide emissions in the US. The effectiveness of this regulation is being debated by the scientific community regarding carbon emissions from direct and indirect land-use change. A valid alternative may be to design policies that stimulate sustainable land use in biofuel production. This article develops a model that simulates a voluntary program to increase the land use efficiency in production of biofuels. This stochastic dynamic model optimizes the sustainability of biofuels producible by including climate information and participatory decisions on land use. The model is parameterized using the Maximum Entropy econometric technique to present a simulation of the program in the State of Alabama. The results of this simulation show that participatory decisions on land-use may increase the net energy value of produced biofuel up to 215.68% and reduce the carbon emissions by 19.67% towards the state energy goals.  相似文献

The rise in oil prices has spurred interest in biofuels. Policies in the United States like the renewable fuel standard (RFS) have led to an expansion of ethanol production, while the New Zealand government has mandated a minimum level of biofuel sales.The research used a partial equilibrium model of international trade to quantify the price and farmgate income effects of the US RFS policy. The goal was to examine the competition between food and biofuel production and to quantify the impact of the policy on the agricultural sector in New Zealand.The RFS policy has a significant impact on corn prices, but a small effect on livestock prices and production. There thus appears to be little conflict between food and fuel uses for corn at the level of the RFS mandate. New Zealand's pasture-based livestock sector benefits from the use of corn for ethanol production: it receives better prices for its products, but does not face the same input cost increases as competitors. The results suggest that New Zealand faces an interesting decision: it could support investment in biofuels research, or benefit from the biofuels boom through the indirect impacts on demand and prices for meat and milk.  相似文献
