中巴测控卫星工程项目运筹学应用研究

中国-巴西测控卫星工程项目是我国在高技术领域与巴西合作的一个工程项目，也是我国航天机构与国外航天机构在卫星测控领域的首次合作项目。该工程项目取得了圆满成功，为我国今后进行类似的国际合作积累了丰富的经验。建立了该工程项目管理中若干实际问题的运筹学模型，概述了运筹学的应用效果。     

Revealing Engineering Management System and Education Model in Developed Countries for Engineering Management Major Education Improvement in China

Different developed countries have differences in regulations for engineering management systems. The related education modes and their curriculum arrangement in universities in the US, UK, and Germany show their specializations. Through comparative research into engineering management systems and professional education modes between China and these developed countries, the paper proposes suggestions for improving the education of engineering management majors in China, which could speed up development of Chinese engineering general contracting enterprises and engineering project management enterprises.     

Critical review of studies on building information modeling (BIM) in project management

Building information modeling (BIM) and project management are two major research topics that accommodate large volumes of research efforts. BIM has been interpreted as a process technology that aids in enhancing project management. Hence, the investigation from an interdisciplinary perspective of the two concepts may bring new insights to understanding related research. In this paper, a structural approach is adopted in reviewing BIM studies in project management from 2005 to 2017 within identified target journals. This review aims to classify the major research directions and topics for BIM research in project management. Moreover, given BIM’s potential for application in project management, this paper attempts to establish a fundamental research foundation for a new paradigm of project management that incorporates BIM, namely, BIM-based project management. The preliminary result suggests that BIM research in project management develops drastically in the examined duration. The research directions of BIM studies in project management include enabling BIM as a technology in project management; BIM application as a solution for specific project management scopes; integration issues of BIM that have been brought to project management; institutional environment and regulatory governance of BIM in realizing project management strategies; and analysis of effects and strategies of BIM adoption and implementation in projects. The directions and trends are then analyzed to develop a research route for BIM studies in project management. Finally, conclusions focus on the relations of the research directions, as well as the contributions and theoretical implications of this review. Future research areas are also recommended.

介绍项目管理知识体系的发展，以及国际主要项目管理知识体系架构的特点和认证方式，展开介绍在国内盛行的美国项目管理协会的知识体系和技术；结合PMI项目管理知识体系探讨目前我国项目管理发展状况及在实际应用中所存在和有待解决的部分问题。     

The Improvement of New Product R&D System in the Scompany Based on the Perspective of Multi-project Management

Taking S Company new product research and development project management as the background,this paper analyzed the problems existing in the process of project management and discussed the approach to improve the way of a new product development project management system.It built the strategic planning to a new product research and development project and its corresponding organization structure model.Finally,it studied resource management and knowledge management in a new product research and development multi-project.     

论水利工程管理体制模式

改革开放30年来,我国经济建设取得的成绩世界瞩目,经济的飞速发展对能源的供应提出了新的要求,我国国土辽阔,有着十分丰富的水利资源,水利工程是开发水利资源的基础设施,开展水利工程建设,对我国经济和社会的发展具有十分重要的意义,我国水利工程建设取得了巨大成就,但是我国水利工程管理还存在着一些问题,如何提高我国水利工程管理水平,对我国水利工程建设有着十分现实的意义,本文从我国水利工程管理体制的现状着手,分析了我国水利工程管理体制存在的问题,并尝试着给出相关建议,希望能够对我国水利工程建设的发展起到一定的促进作用。     

Risk warning technologies and emergency response mechanisms in Sichuan–Tibet Railway construction

Safety is one of the most critical themes in any large-scale railway construction project. Recognizing the importance of safety in railway engineering, practitioners and researchers have proposed various standards and procedures to ensure safety in construction activities. In this study, we first review four critical research areas of risk warning technologies and emergency response mechanisms in railway construction, namely, (i) risk identification methods of large-scale railway construction projects, (ii) risk management of large-scale railway construction, (iii) emergency response planning and management, and (iv) emergency response and rescue mechanisms. After reviewing the existing studies, we present four corresponding research areas and recommendations on the Sichuan–Tibet Railway construction. This study aims to inject new significant theoretical elements into the decision-making process and construction of this railway project in China.     

现代海洋牧场建设的现状与发展对策

现代海洋牧场是海洋渔业的一种新的可持续的生产方式,对我国海洋渔业的转型升级发挥着重要的作用。本文通过系统整理相关文献资料,结合最新研究进展,对我国现代海洋牧场的建设现状及存在的问题进行了梳理,最后针对我国现代海洋牧场建设中存在的问题,从建设牧场所需的关键技术、保障措施两个方面提出了发展战略。     

Role of Organizational Project Management Maturity Factors on Project Success

The importance of projects has resulted in increased international standards, academic research, and education and training on project management concepts. However, studies show that the number of successful projects has not changed significantly. As conventional wisdom emphasizes organizational project management maturity, the aim of this research effort is to study the relations between project success and project performance factors, and organizational project management maturity.The results of this study suggest that having a project portfolio management function within the organization improves the likelihood of assigning priority for projects and meeting quality expectations and project objectives. The presence of formalized project management processes may influence the assigning of project priority and the use of project planning tools and techniques. Furthermore, organizations with project policies and procedures in place are more likely to require project managers to have their PMP certification. Results show that customer satisfaction is considered the most important project success factor and more so for organizations with portfolio management in place.     

Exploring the Relationship Between Multi-Dimensional Top Management Support and Project Success: An International Study

Abstract

The role of top management support in achieving project success has gained much attention in research and practice. A number of studies on single dimensional top management support have been conducted. In the engineering management literature, top management support has rarely been studied as a multi-dimensional construct. This research examines the relationship between multiple dimensions of top management support and project success. Different data analysis methods were employed to test the research hypotheses and to validate the multi-dimensionality of top management support. Findings indicate a significant and positive relationship between multi-dimensional top management support and project success.     

船舶安全运营管理的思考

近些年来，由于机舱管理人员操作不当、疏忽大意所造成的机损事故不断增多，本文根据一件典型的由人为因素造成机损的事故，总结分析当前在机舱管理当中日常管理应该注意的事项、在日常的轮机管理中应该重点做好的工作项目，以期能以引起轮机管理人员的重视并对轮机管理人员有所借鉴和帮助。

海洋光学遥感技术的发展和前沿

空间遥感与信息技术已经发展成为满足人类对海洋资源和环境不同尺度和不同层次连续、动态的信息需求的必要手段。海洋光学遥感在实施大范围海面瞬间信息监测、数年至几十年长序列全球海洋数据采集等方面，发挥了常规调查方法所不能替代的优势。从20世纪70年代开始，国际上发展了利用测量离水辐射率的原理，用现代的卫星遥感技术来实时监测海洋水色环境。80年代以来，我国对该项高技术也十分重视，并有了长足进展。文章回顾我国近20年来海洋光学遥感技术的发展；讨论了当前国家在海洋权益、防灾减灾、海洋资源管理和开发等方面的进一步需求；论述了该技术在环境监测应用导向下的前沿，如：高精度分析和定量化、高频率长序列监测和业务化趋向、多平台监测数据同化和核心技术合成。

Project planning and risk management as a success factor for IT projects in agricultural schools in Serbia

Enterprises and business systems are introducing modern information and communication technologies into their organizations to improve their business processes and gain a competitive advantage. Theoretical research, as well as research carried out in practice, unambiguously indicate that companies take this step without the necessary professional analysis of business processes and insufficient knowledge of the project management methodology. Also, in this area there is a lack of adequate literature, especially in the field of information technology (IT) project management. This paper provides a new approach for research in the field of project management throughout a studious analysis of risk management in IT projects. To confirm hypotheses, this paper examines and outlines concrete IT management solutions in business systems with emphasis on education organizations, which leads to business improvement and achievement of positive business results.     

海水西调是西部大开发的战略性基础工程

文章认为海水西调工程是西部大开发的战略性基础工程。重点阐述海水西调对内蒙古产生的效益和陇东和贵州省等生态大移民的战略效益。并再度讨论了海水西调与盐碱化问题。解释了工程取得共识需要20年的原因，建议尽快进行多学科综合研究并争取早日动工，造福西北。     

大中型水利工程建设管理的实践和体会

水利工程建设是基础设施建设的重要组成部分。加强水利工程建设管理是提高水利投资效益和社会、经济、生态效益的重要途经,是工程管理科学研究的重要内容。文章主要阐述了不同阶段大中型水利工程建设管理的责任主体、管理重点、有效做法和成功案例。     

Conflict-resolving behaviour of project managers in international projects: A culture-based comparative study

The cultural issue is obtaining more and more consideration in international project management and the risky nature of international projects reinforces this consideration. Conflict-resolving behaviour is one of the cultural behaviours that can affect project success. This paper addresses comparative research between Chinese and South African project managers in their conflict-resolving behaviour, as regards certain project activities relating to international projects. The results show that the differences between the conflict-resolving behaviours of the two groups are significant, in terms of project communication, negotiation and conflict-resolution activities. This research will fill a gap in the cross-cultural conflict resolving behaviour comparison study of the international project management arena. The results and suggestions should assist practitioners and researchers involved in international R&D and technologic project management to improve their skills in communication, collaboration and staff training.
