In decision-making under uncertainty there are two main questions that need to be evaluated: (i) What are the future consequences and associated uncertainties of an action, and (ii) what is a good (or right) decision or action. Philosophically these issues are categorized as epistemic questions (i.e. questions of knowledge) and ethical questions (i.e. questions of moral and norms). This paper discusses the second issue, and evaluates different risk management approaches for establishing good decisions, using different ethical theories as a basis. These theories include the utilitarian ethics of Bentley and Mills, and deontological ethics of Kant, Rawls and Habermas. The risk management approaches include cost–benefit analysis (CBA), minimum safety criterion, the ALARP principle and the precautionary principle. 相似文献

Several different methods of obtaining contrast for electron microscopy of magnetic specimens are reviewed. For the investigation of magnetization ripple and the structure of domain walls in magnetic films, two questions must be considered: the correct wave optical interpretation of Lorentz micrographs and the experimental attainment of coherence of the electron beam. The quantum dynamics of transport networks in the presence of noisy environments has recently received renewed attention with the discovery of long-lived coherences in different photosynthetic complexes. This experimental evidence has raised two fundamental questions: firstly, what are the mechanisms supporting long-lived coherences; and, secondly, how can we assess the possible functional role that the interplay of noise and quantum coherence might play in the seemingly optimal operation of biological systems under natural conditions? Here, we review recent results, illuminate them by means of two paradigmatic systems (the Fenna-Matthew-Olson complex and the light-harvesting complex LHII) and present new progress on both questions. 相似文献

Technology creates jobs, but it also eliminates them. These two outcomes raise two important questions: Does technology create more jobs than it destroys? Does technology create more highly skilled jobs than those that it destroys? Evidence suggests that future technologies may provide answers to these questions that are different from the answers provided by past technologies. In the past, technology primarily displaced unskilled physical labor in some sectors of the economy, while economic growth created more than enough jobs to offset those displaced by technology. In the future, however, technologies based on microelectronics threaten to displace skilled mental labor in all sectors of the economy, while continued increases in productivity may limit the ability of the economy to generate enough new jobs to offset those displaced by technology. 相似文献
