Abstract

This paper provides an analysis of spatial and temporal patterns in housing supply in Australia over the period 2005–06 to 2015–16. It shows that by international standards, per capita housing supply is very strong in Australia. However, housing supply is concentrated in areas with relatively high prices. Over time, some changes in the geography of housing supply are emerging, including a closer match between the supply of units and “job-rich” locations. This paper concludes by discussing how understanding patterns of new supply can help policymakers determine interventions that increase housing supply’s impact to alleviate inflationary pressures, hence improving housing affordability.  相似文献

The paper examines how the English planning system is being used to reduce land prices for social housing schemes at a time when government subsidies to social rented housing producers are being cut and compares and contrasts this with practice within the USA. The paper describes the key characteristics of the English planning system, recent trends in English housing policy, the role the planning system plays in meeting overall housing requirements and how it has been adapted to meet specific needs. It explains the new arrangements the government has put into place to lower land prices for social housing and argues that this represents a specific tax on development values to provide subsidies for social housing and that the government has had to significantly modify the land use planning system in order to achieve its housing policy aims. The paper compares these changes with practices in the USA, particularly in relation to the ‘rational nexus’ argument. It finds significant parallels and argues that the use of the planning system to help provide affordable housing through de facto and site specific taxes on land values can be justified and does not need to be restricted to cases where the rational nexus argument applies, but that practice in each country reflects underlying differences in attitudes to development rights, market provision of housing and the role of local governments.  相似文献

This article assesses the public water and sewer costs associated with alternative housing patterns. These patterns are defined in terms of lot size, tract dispersion, and distance from existing water and sewer service centers. The engineering cost model presented here gives empirical evidence of how sensitive local government service costs are to the spatial pattern of single-family residential development. The results show that more spread out housing patterns are more costly to supply with public water and sewer services, but that shifting a majority of these costs to the private sector may be a relatively simple matter.  相似文献

This paper explores the strategic-local tensions, sometimes manifest as development conflicts, which remain a feature of the planning system in England. More particularly, it is concerned with the way local government and planning reforms brought forward over the last decade have affected these tensions and conflicts. It looks at three issues: why conflicts arise, focusing on the example of housing development, and how the reformed processes of local governance and planning respond to them; how a divergence in local government and planning reform may accentuate conflicts by creating two distinct, and sometimes contradictory, planning systems; and what actions might be taken to bridge these systems and ease local-strategic tensions, returning to the example of housing.  相似文献

Abstract

This paper discusses the reorganization of the roles of the national and local governments in public housing policy alongside decentralization, with particular reference to South Korea. Focusing on policy changes over the past decade, it reveals that rather than retrenchment amid a push towards greater local autonomy, the national government has diversified and expanded its public housing policy, and is increasingly pursuing a universal approach to public housing. Through case studies of Seoul and Gyeonggi, it also shows how the two local governments have become creative suppliers of public housing that is more customized to the local context. In particular, it highlights the rising emphasis on targeting young people rather than the very poor in public housing policies, a shift that is partly a legacy of Korea’s ‘productivist’ welfare state. The paper closes by discussing the implications of this latest policy trend, especially on local–national policy coordination.  相似文献

Building on a general account of recent changes and on local case study material, this paper develops an overview of contemporary issues in the interconnected research domains of UK ethnic relations, disadvantage and housing neighbourhoods. It aims to contribute to some rethinking of ethnic disadvantage and discrimination within analytical frameworks, while looking towards more defensible research strategies. Matters referred to in our overview of change include regulatory developments, diversities within and between settled minority ethnic groups, changed patterns of in-migration, disadvantage amongst low-income white households and convergence between ethnic groups in internal socio-economic differentiation. A West Midlands case study used to complement this broad coverage provides reminders of shared problems across ethnic boundaries, and of the merits of caution when hypothesising causative links between deprivation and ethnicity in disadvantaged areas. The section ‘Towards Better Research Practice?’ discusses research approaches and priorities, suggesting that it may be useful to revisit the ‘traditional repertoire’ deployed in the UK ethnic relations and housing.  相似文献

In this article I examine the failure of fair housing policy to desegregate public housing in the USA. The article reviews major federal actions toward public housing segregation, as well as broader public housing segregation patterns and trends in the USA. It then draws on a variety of archival sources to present an in-depth case study of public housing segregation and desegregation in Louisville, Kentucky. Unlike previous studies of the subject, this article provides a detailed investigation of the relationship between local public housing tenancy policies and changes in racial occupancy across Louisville's housing projects spanning the last 50 years. The article argues for the importance of research on local-scale policy implementation for our understanding of fair housing policy, and it draws from its investigation of Louisville some conclusions about the inability of fair housing policy in the USA to realize its stated objectives.  相似文献

This paper presents national data and two case studies investigating the links between housing market failure and the context of Australia's recent resource mining boom. It demonstrates how unprecedented international demand for mineral resources resulted in critical, local housing issues in mining communities. We conclude that without careful strategic planning and understanding of the economic and social role of housing, international market dynamics can create local housing situations that are vulnerable to market and social failures. While this paper highlights the challenges inherent in managing housing issues in Australia during a mining boom, there are likely to be lessons which can be applied in international settings. These challenges include the diversity in scale, cyclical and often unpredictable nature of booms; differences in housing policy and institutional arrangements across jurisdictions and the importance of leadership in growth management and planning.  相似文献

This paper examines how contemporary social problems of community care, anti-social behaviour, ethnic and racial tensions and the housing of sex offenders are conceptualised in UK housing and urban policy. It explores how and why the populations of social housing areas disproportionately bear the risks arising from these social problems, and how the responses of these populations are subsequently problematised. The redefining of social landlords' roles in managing ‘problematic’ populations is explored, and similarities in the responses to social problems in both private and social housing developments are identified, based around parochial ‘community’ forms of governance. The paper concludes that the increasing secession of local housing governance from a ‘public’ model of provision increases the ‘subsidiarity of responsibility’ upon deprived populations for managing social problems, reflecting a wider imbalance in the societal distribution of risks.  相似文献

The social profiles of both types of area are described, drawing out differences between the two cities, as are changes in the extent of these areas over time. This paper sets out the argument that housing renewal has a major role to play in economic and social regeneration in areas of council owned housing. It considers the role that housing stock transfer, with the shift of ownership from local authorities to Registered Social Landlords (RSLs), might have, not only in generating the investment needed to improve the quality of housing and environments, but also in terms of creating wider regeneration benefits. Using the Welsh policy context, it examines how the first large-scale housing transfer is being used to secure broader regeneration objectives.  相似文献

The construction of social housing in gentrifying neighbourhoods can ignite contestation, revealing tensions between economic imperatives, social policy and neighbourhood change. With a view to understanding how the convergence of these agendas preserve unpopular, but socially critical housing infrastructure, the aim of this paper is to explore how the challenges social housing implementation encounters across these agendas intersect with a broader agenda for local democratic planning. Using social housing as our empirical focus and directing attention to the gentrifying local government area of Port Phillip in Victoria, Australia, this paper reveals how a council’s main asset to support implementation – its policy frameworks – creates an urban narrative of social inclusivity and diversity. Through this case, we illustrate how elected officials and some residents draw from these policies to interject into episodes of community contestation, which we argue presents opportunities to expose and renew commitments to social housing over space and time.  相似文献

Since 1990s Stockholm housing market has seen deregulations in accordance with liberalization trends in other European welfare states. The new governance principles together with increasing immigration and public rental housing conversions into cooperative housing in attractive inner city areas have put pressure on still rental-dominated estates because fewer rental dwellings must now cater to expanding numbers of people who have little choice on the housing market. In recent decades, many estates have displayed increasing signs of stigmatization, social exclusion, and outflow of relatively affluent people. This paper improves our knowledge of how the housing policy and economic changes have affected out-mobility from the housing estates in case of three cohorts of young people and how the childhood neighbourhood conditions affect this. Individual annual Swedish registry data (1990–2014) are employed to longitudinally study the out-mobility patterns of three cohorts that grew up in the estates against the backdrop of marketization, growing inequality and deteriorating conditions. This study supplements the existing literature on housing estates by clarifying how income has become more and ethnicity less important over time in explaining sorting patterns from these estates. However, the combination of the two has determined sorting throughout the study period. Growing up in a higher socioeconomic status neighbourhood had modest impact on reducing socioeconomic differences in out-mobility from the estates, while leading to more sorting based on ethnic background.

Issues of growth, especially the spatial nature of recent urban development and its implications for travel patterns, have received a great deal of attention. In particular, questions persist as to how the spatial distribution of workers and jobs influences commute patterns. This paper investigates changes in commuting and land use patterns using measures of jobs–housing balance, commuting efficiency and other statistics. A smaller urban area is chosen for study (Tallahassee, FL, USA)and data on its workers, jobs, and commute patterns are obtained from the Census Transportation Planning Package for 1990 and 2000. The key research questions investigated probe whether there were substantial changes in urban form and commuting over the period. A two-tiered approach is taken where change is explored at the regional and local scales using GIS, optimization procedures, and inferential statistical techniques. The results reveal the extent of the spatial changes in the study area between 1990 and 2000. Major findings included stability in urban structure over the time period, as well as a persistent strong relationship between land use and commute patterns. These results are discussed in light of their implications for other cities and for future work.  相似文献

This article examines how changing patterns of migration in Ireland affected housing markets. It identifies a dramatic migration turnaround in the Republic of Ireland as net migration loss was replaced by high levels of net inward migration after 1996. The migration turnaround comprised less outward migration and a strong inflow, including return migrants (first and second generation) and overseas-born non-citizen immigrants. The migration turnaround resulted in greater ethnic diversity and, combined with other economic and demographic changes, boosted already-growing housing demand. Northern Ireland, by way of contrast, had net migration loss during the 1990s and lower growth in housing demand.  相似文献

There is an increasing literature on the exclusion of and difficulties faced by minority ethnic communities in a range of areas, of which housing is one of the most important. But there is relatively little good, recent, qualitative material available, which explores the process of decision‐making—including decisions regarding housing—within minority ethnic families. A missing element, therefore, is the study of action by householders and consequently, the realisation (or otherwise) of preferences and the cumulative results of actions in facilitating or restricting choice. The present paper reports on a small‐scale research study of Pakistani housing preferences in Glasgow, whose aim was to develop a life history interviewing technique, using a semi‐structured schedule, focusing on housing preferences, housing moves and experiences. Pakistani households are shown to experience continuing difficulties in funding and organising household moves. There are areas of Glasgow where families feel unsafe and there is a continuing problem of racial harassment. Neither the local authority nor housing associations are generally able to offer appropriate housing. The life history interviewing technique used allows an exploration of how households reached decisions on their housing and on how they indulged in ‘trade‐offs’ between different houses, areas or tenures. Thus our understanding of the role of agency in the development of patterns of housing and individual housing careers is developed.  相似文献

Neo-liberalism has dominated policy formulation and implementation for three decades and been influential in reshaping urban housing provision in different countries. However, the nature and impact of neo-liberal housing policy developments are also affected by previous arrangements, the exact nature, timing and pace of policy change and by how governments and markets have responded to emerging global and local challenges. This paper examines neo-liberal urban housing reform and market development in China and focuses on market performance and government responses following initial reform. The era of neo-liberal housing policy has been associated with turbulence, market changes and unequal housing and asset distribution. Housing reform and regulation policies have changed frequently in response; and this maturation of the neo-liberal system has important implications for policy and the structure and operation of the market.  相似文献
