Abstract

Four positions concerning theorising housing-related phenomena are discussed. (1) Theory of housing (v1): It is possible and desirable to construct a theory of housing to which all housing-related research topics can be related. (2) Theory about housing: It is not possible, nor desirable to try to construct a theory of housing; one should rather apply theoretical resources developed in established disciplines and research fields in theorising housing-related topics. (3) Theory from housing: It is possible and desirable to theorise housing by scrutinising the nature of housing as a special activity and experience. (4) Theory of housing (v2): It is possible and desirable to construct a theory about the invariable relationships between features of the housing system and features of society. Theory of housing (v1) is shown to be questionable basically due to the fact that housing is not a research topic but a common denominator of various topics. Theory about housing is acceptable with the qualification that housing research can feed back to more general theorising. Theory from housing offers a limited perspective on theorising but it can serve as a necessary check to other theorising. Problems with Theory of housing (v2) have to do with the balance between abstract generalisation and concrete empirical/historical analysis.  相似文献

Abstract

This paper explores the role of interstitial space and everyday housing practices at the domestic scale. Interstitial space is often framed as “empty” or “in-between” space located in the shadows of conventional built form and everyday practices. In this paper, we focus on interstitial space as a site of often undervalued or taken-for-granted housing possibility. We begin the paper by outlining the contours of interstitial space as a theoretical concept before highlighting two cross-cultural examples of domestic housing storage practices within the Australian context: (1) “under the house” in the Queensland vernacular and (2) “close to the wind-break” in a remote Aboriginal community in the centre of Australia. We conclude by drawing attention to the importance of interstitial spatial practices for housing theory and practice and offer suggestions for further research.  相似文献

Mutually balanced roles and activities within state, market and society are needed to underpin effective and equitable housing systems. How these develop and interact necessitates negotiation, which in itself requires certain basic structures to be in place and certain capacities to be available. In the developing world this is often not the case, leading to theories based on the limitations of the command economy, market failure, or promoting state-market partnerships. While it draws on a political economy analytical framework, the paper is grounded in the application of new institutionalism to the study of housing systems, which it argues provides a more relevant theoretical framework for housing system analysis than previous structural analyses. The paper focuses on the constraints that state capacity can have on state-society relationships within the broader context of negotiations between the state, the market and society on housing policy and delivery issues. The empirical experience of state capacity vis-à-vis housing policy development and delivery is investigated in South Africa and Costa Rica, which, despite being very different in many respects, display a number of striking similarities in the analysis.  相似文献

Abstract

This paper argues that narratives of the Big Society and Localism in England enacted through housing and planning policies, and housing welfare and benefit reforms across the entire United Kingdom, partly articulate, but primarily mask, a particular governmental response to the present structural crisis in housing and its sociological impacts. This response may be located within a wider political project aimed at realigning understandings of cities and the right for working class and younger populations to occupy urban space and access welfare as enacted through affordable and decent homes. The paper utilizes social contract theory to suggest that the promotion of localism in housing systems needs to be understood within wider struggles of naming the world and reframing the respective rights and responsibilities of the state and particular population groups. The paper concludes that Big Society rationales represent an implicit acknowledgement of a regressive reduction in the ambition of government to address the housing crisis as it affects low- and middle-income populations and its related social consequences.  相似文献

The paper focuses on intra-ethnic differentiation, rather than inter-ethnic differentiation, which has been a characteristic concern of research on minority ethnic housing. Pakistani housing disadvantage in the UK is complex, in that housing disadvantage is part of a wider pattern. Responding to the tendency in housing research to consider housing issues in a wider context, this paper argues that ethnicity, gender, locality and class have been shown by international researchers to be key factors of intra-ethnic differentiation. The operation of these factors is explored qualitatively using empirical data on housing careers of UK Pakistanis. The discussion demonstrates that these housing careers are markedly differentiated by ethnicity, gender, locality and class, which affect peoples' housing decisions and strategies in various ways. The paper concludes that more effective explanations of persistent housing disadvantage, which can inform more effective policy, are produced by a holistic perspective on housing careers, which explores intra-ethnic differentiation.  相似文献

A constructionist approach to the study of social problems and housing policy provides a theoretically informed means of analysing the ways in which housing policy is formulated and implemented. Yet despite a strong commitment by housing researchers to policy relevance, constructionist studies of how specific social problems are generated and deployed have so far made only a limited impact on housing research. The paper addresses this lacuna by first discussing important literature and the key conceptual issues in this field of study. This is followed by a discussion of two examples from recent UK housing policy (the shift in the 1980s from defining lone mothers as the victims of housing shortages to a morally questionable group subverting needs-based allocation policies and the re-emergence of anti-social behaviour as a problem on housing estates). The paper's conclusion is that the 'construction of problems' provides a rich source of new material as well as offering significant opportunities to develop a more critically informed housing research agenda.  相似文献

Abstract

Although relatively understudied, the role of affordable and acceptable housing in the accelerating global competition for talent is of utmost importance, especially if highly skilled migrants are to be absorbed into the permanent labour force. This paper concerns the housing of skilled Indian migrants in the Helsinki metropolitan area in Finland, and contributes to the literature on international migration and the housing of ethnic minorities. It presents a case study on how to analyse migrants’ housing pathways, examining the meaning of housing in the transnational lives of this relatively affluent migrant group. The results show that homeownership is a not a simple indicator of commitment to the host society, and that those responsible for national housing policy need to ensure the supply, quality and reasonable price of accommodation in order to fulfil the housing needs of skilled migrants.  相似文献

This paper presents national data and two case studies investigating the links between housing market failure and the context of Australia's recent resource mining boom. It demonstrates how unprecedented international demand for mineral resources resulted in critical, local housing issues in mining communities. We conclude that without careful strategic planning and understanding of the economic and social role of housing, international market dynamics can create local housing situations that are vulnerable to market and social failures. While this paper highlights the challenges inherent in managing housing issues in Australia during a mining boom, there are likely to be lessons which can be applied in international settings. These challenges include the diversity in scale, cyclical and often unpredictable nature of booms; differences in housing policy and institutional arrangements across jurisdictions and the importance of leadership in growth management and planning.  相似文献

Housing options for an ageing, predominantly home-owning society have evolved within the shifting context of social, economic, policy and locally-specific property conditions. Drawing on a case study of the retirement housing industry in Victoria, this paper finds that actor groups from overlapping aged care and housing agencies, from not-for-profit and for-profit sectors, have continuously redefined taken-for-granted housing “problems” of old age and developed solutions. The paper contributes to understanding the ideas and conditions that have shaped the retirement housing industry, and contributes theoretically to research that seeks to understand how ideas about housing and ageing are built into institutional arrangements.  相似文献

The issue of “housing” has generally not been granted an important role in post-war political economy. Housing-as-policy has been the preserve of social policy analysis and of a growing field of housing studies; housing-as-market has been confined to mainstream economics. This paper insists that political-economic analysis can no longer remain relatively indifferent to the housing question since housing is implicated in the contemporary capitalist political economy in numerous critical, connected and very often contradictory ways. The paper conceptualizes this implication by identifying the multiple roles of housing when “capital” – the essential “stuff” of political economy – is considered from the perspective of each of its three primary, mutually constitutive guises: as process of circulation, as social relation and as ideology. Mobilizing these three optics to provide a critical overall picture of housing-in-political-economy (more than a political economy of housing), we draw on and weave together the many vital contributions of housing research to our evolving understanding of capitalism.  相似文献

This paper explores the emergence of housing strategies at the regional level in England in the context of wider ambiguities over establishing this new tier of governance. The paper notes the growing differentiation in local housing markets across the country and examines the implications for national policy formation and the development of new regional structures and responsibilities. These trends are interpreted by reference to different models of governance and the 'rescaling' of government functions and responsibilities in housing. The implications of these processes for housing strategy formation at the regional level are then assessed. The development of regional housing strategies is then considered against three key challenges: the growth of 'network' forms of governance, the applicability of the regional level as a tier for strategy formulation and development, and the different policy responses in other sectors towards housing market change at the sub-national level. The paper concludes by briefly considering likely future developments in regional governance. In conclusion it suggests that the aim of achieving greater integration between housing, planning and economic development strategies may be threatened by underlying processes of uneven economic growth and social polarisation.  相似文献

This paper aims to consider whether there is an incipient problem of housing obsolescence in the UK, and if so, what its main dimensions are. It first examines how obsolescence in housing might be understood, and identifies four relevant factors: the nature of the housing stock; the expectations of households and how they are changing; locational and housing market factors; and the role of housing and urban policy. Using this broad structure, obsolescence and the changing aspirations of households are examined in two ways: first by drawing on an eclectic literature about housing, policy and household behaviour; and second by using evidence from interviews with housing professionals in the north of England. The paper concludes that there are good grounds for thinking that the relationship between what the housing stock offers and aspirations is under increasing strain. There seems to be a significant gap opening up between the qualities provided by new and by older housing, challenging longstanding preferences. There is an important set of relationships between tenure and obsolescence, with home ownership defining what is considered normal throughout the housing system. The findings also challenge the prevalent view that neighbourhood conditions are the key to obsolescence, as there is evidence of suppressed obsolescence and doubt about the strengths of some local markets where demand is apparently high. There is consensus around the desirability of local housing systems offering a choice of sizes and dwelling types, which many older as well as new housing areas do not.

Transnational housing investment is a pervasive practice among many migrant groups residing in various destination countries; including Ghanaian migrants living in Canada. For many, the need to engage in transnational housing investment is beyond the standard rationale and has two prime significance; symbolic and practical utility. Engagement in this endeavour requires substantial financial commitments over extensive periods of time with potential consequences for various aspects of immigrants’ lives in their destination areas including their housing consumption. This paper examines perceived influence of such long-term commitments on housing consumption decisions among Ghanaian immigrants in the Greater Toronto Area using in-depth interviews and focus group discussions. The findings show that although engagement in transnational housing is associated with constraints on immigrants’ decision to enter homeownership, type of dwelling to rent and the neighbourhood choices, it was also associated with a sense of pride, success and integration into Canadian society. The paper concludes that a broader theoretical discussion of housing integration is necessary. Specifically, it calls for a redefinition of the measures of immigrant housing integration in particular – which narrowly considers destination parameters – to one that includes transnational factors as critical in moving the debate on understanding immigrant integration in general.  相似文献

In terms of welfare, development, and overall distributional impact, the study of whole sector housing development is more significant than attention to parts of a housing system. Housing policy development is increasingly taking the more comprehensive approach. The first phases of international housing policy, 1972-83, represented in sites and services (and related in situ slum upgrading) projects, could never become completely effective. These approaches had only fragmentary relationships to general land policies, to the development of housing finance systems, and to the broader economic, social and institutional conditions for enhancing the qualities and supplies of housing. In due time the theoretical and practical limitations became apparent and various international aid agencies, including the World Bank, adopted broader, more sophisticated thinking in housing, leading to a quest for whole sector housing development. But in the late 1990s, within managerial reforms in the World Bank, the specialist housing section was disbanded and the staff dispersed to other sections. This paper provides an historical explanation for the change, along with critical commentaries on the potential dilemmas with the modern, more comprehensive approaches. It is argued that policy and research agendas should be more evidently based upon understanding of the developmental dialectic between the economic, the social and the political. The developmental welfare of such a dialectic has authority and legitimacy from several Nobel prize winners in the 1990s. This paper reflects upon the relevance of their theoretical contributions.  相似文献

This paper examines selected aspects of housing policy and its influence on private rental housing in Hong Kong. Its ambitions are modest, in part because so little research has been conducted on the sector, as a consequence of the small size of the sector as well as the concentration of socio-political, economic and policy analyses on the other major housing sectors, namely public renting and home ownership. It is argued that a fundamental function of private renting, to provide a functional substitute and counter-balance to distortions in the market for private home ownership, has been systematically undermined in Hong Kong. In spite of its historical importance in meeting Hong Kong people's housing needs, the sector's decline has been steep and it can now be fairly described as a marginalised tenure, despite incomplete structural adjustment post- Asian Financial Crisis. It is suggested that a fundamental reason for the decline of the private rental sector has been the impact of government policy, which undermined the private rental sector and thus an important element of the market mechanism in housing provision. The government's ideology of home ownership has also functioned to transfer lower middle-income families into the owner occupied sector. Although the Hong Kong government has not been as overtly hostile to this sector as governments have been elsewhere, it nevertheless also seems to envisage no real role for the private rental sector in a housing delivery system molded by policy preference for home ownership, rather than fostering viable economic competition by also facilitating an efficient private rental sector.  相似文献

The construction of social housing in gentrifying neighbourhoods can ignite contestation, revealing tensions between economic imperatives, social policy and neighbourhood change. With a view to understanding how the convergence of these agendas preserve unpopular, but socially critical housing infrastructure, the aim of this paper is to explore how the challenges social housing implementation encounters across these agendas intersect with a broader agenda for local democratic planning. Using social housing as our empirical focus and directing attention to the gentrifying local government area of Port Phillip in Victoria, Australia, this paper reveals how a council’s main asset to support implementation – its policy frameworks – creates an urban narrative of social inclusivity and diversity. Through this case, we illustrate how elected officials and some residents draw from these policies to interject into episodes of community contestation, which we argue presents opportunities to expose and renew commitments to social housing over space and time.  相似文献

This paper reviews the effect of devolution on housing policy and practice in Northern Ireland. It outlines the history and context of devolution and housing policy in Northern Ireland, including the legacy and persistence of intense social conflict. Current devolution arrangements are reviewed, including the implications of enforced coalition for policy governance. The paper focuses on three dimensions of housing and housing-related policy development and implementation: social housing, especially the distinctive history and changing organisation of social housing provision; policies affecting the housing market, including the changing regime for spatial planning; and, regeneration and tenant participation. The paper argues that housing policy has tended to converge with policies in England, rather than moving towards a distinctively local agenda. Local political agendas remain dominated by disagreements over constitutional status thus policy formulation is determined more by officials than by elected politicians.  相似文献

Policy initiatives in remote Indigenous Australia aim to improve Indigenous health and well-being, and reduce homelessness. But they have raised controversy because they impinge on Indigenous aspirations to remain on homeland communities, require mainstreaming of Indigenous housing and transfer Indigenous land to the state. This paper uses recognition theory to argue that if policies of normalization are imposed on remote living Indigenous people in ways that take insufficient account of their cultural realities they may be experienced as a form of misrecognition and have detrimental policy effects. The paper examines the responses of remote living Indigenous people to the National Partnerships at the time of their introduction in 2009–2010. Drawing on interview and administrative data from a national study on Indigenous population mobility, the paper argues although the policies have been welcomed, they have also been a source of anxiety and anger. These feelings are associated with a sense of violated justice arising from experiences of misrecognition. The paper argues this can lead tenants to depart their homes as a culturally sanctioned form of resistance to state control. This population mobility is associated with homelessness because it takes place in the context of housing exclusion. Policy implications include developing new models of intercultural professional practice and employing a capacity-building approach to local Indigenous organisations.  相似文献

Abstract

This paper explores the long-term effects of Rio de Janeiro’s slum upgrading, a key policy instrument of municipal housing since the 1990s, and an essential reference for housing initiatives worldwide. From a theoretical stance, this paper builds on the Political Sociology of Public Policy Instruments (PPI) and actor–network theory (ANT). The paper argues that Rio’s slum upgrading instrumentation, that is, its constitution and use, has been key to the various housing policy oscillations over the past three decades. It also contends that this instrumentation contributed to the depoliticization of the municipal housing policy through the fostering of a ‘community of practice’ centred on slum upgrading, formed by a wide range of state and non-sate actors, and based on a technical rationality. This community and its practices have weakened the political control over Rio’s housing policy in the past decades.  相似文献
