The Roadford Scheme: Minimizing Environmental Impact on Affected Catchments

Roadford reservoir, located in the River Tamar catchment and commissioned in 1989, operates in conjunction with two other reservoirs and increased abstraction from six rivers in North and South Devon. The scheme affects the flow regime in all rivers, as well as their water quality, ecology and, particularly, their important salmon and sea trout fisheries. The paper describes how the detailed operating rules for the scheme have been designed to minimize the impact on the environment by means of changes to the flow regime, without jeopardizing the yield of the scheme. The complex operating rules include the zoning of the reservoir storage, varying prescribed minimum flows, spate sparing rules, and special releases for fisheries purposes. A programme of environmental monitoring will allow further refinement of the operating rules.

Barrage Developments in the Welsh Region: The Role of the National Rivers Authority in Protecting the Aquatic Environment

During recent years, barrages and marina developments have increasingly been viewed as a means of improving the aesthetic and recreational qualities of degraded urban areas, thereby encouraging inward investment. However, barrage schemes can have major implications for the National Rivers Authority's statutory responsibility for flood defence, fisheries, recreation, water quality and conservation.
The experiences gained by the National Rivers Authority's Welsh Region in its negotiations with promoters of the Tawe, Cardiff Bay and Usk barrages are presented. The paper describes the environmental safeguards secured for the Tawe barrage, together with some initial assessments of its impact on the aquatic environment following its completion in 1992. The experience gained with the Tawe barrage has contributed to a more rigorous approach being applied by the National Rivers Authority to the Cardiff Bay and Usk schemes.

The Impact of Conservation Issues on a Sea-Defence Scheme at Pennington

The reconstruction of 8.1 km of dilapidated sea wall protecting the Hampshire coast of the Western Solent, near Lymington, presented the National Rivers Authority (Southern Region) with particular problems and substantial extra costs in coping with the needs of conservation. The resulting scheme, however, can be seen not only to have preserved but also enhanced the conservation value of its immediate surroundings in addition to the wider area of protected land.

The paper examines how environmental issues have impacted on the scheme and demonstrates how effective planning and management can minimize effects and concerns on a major civil engineering project.

The setting of strict environmental protection measures within contracts and a determined policing policy during construction have produced low levels of pollution incidents during construction.
The paper highlights the benefits of working with environmental groups to secure a successful conclusion not only of the construction element but how that construction can be blended into its local environment. Costs are identified and the authors point to the substantial public relations benefits that can be gained with the successful management of environmental issues.     

牙哈凝析气田大气环境影响回顾评价

为更好地了解牙哈凝析气田开发建设对大气环境质量的影响,根据牙哈凝析气田6年的大气环境监测资料,采用spearman秩相关系数法对牙哈凝析气田开发10年来的环境空气质量进行回顾评价及变化趋势分析.结果表明:牙哈凝析气田大气中主要污染物SO2、NMHC(非甲烷总烃)均总体呈下降趋势,NO2呈上升趋势,而在2008年急剧下降,整体大气环境质量呈现好转趋势.牙哈凝析气田开发区块环境空气质量有了明显的改善,各项大气环境治理措施取得了显著的环境效益.     

城市交通环境影响公众意向调查实例分析

以南京市为例,就城市交通对城市居民的出行环境、居住环境以及历史文化名城保护等方面影响进行了公众意向调查。分析结果表明：城市居住环境污染中,交通污染所占比重最大;临街５０ｍ内是交通噪声侵害最严重的范围;汽车废气是居民出行过程中遭受最深的污染;在发展城市交通的同时,应根据历史古迹的价值采取相应的保护措施。

The Lower Colne Improvement Scheme: Environmental Costs and Benefits

ABSTRACT The Lower Colne improvement scheme, on a river system to the west of London, was the first in the Thames region to give equal importance to environmental and engineering aspects in a feasibility study which was carried out in the early 1980s. This resulted in a scheme proposal comprising sixty elements of discrete work, rather than a continuous new channel or embankments, which reduced the impact on the environment. Many of these separate elements comprise environmental mitigation and enhancement features. This paper focuses on (a) examples of different types of scheme, (b) the environmental advantages and disadvantages, and (c) the costs of incorporating such features into flood-defence works.
