Improving energy efficiency is a cornerstone in climate change mitigation, and energy services are portrayed as a promising market-based approach to achieve this. This paper examines the barriers to, and driving forces needed for, the implementation of energy services from the perspective of Swedish local and regional energy companies. This includes an analysis of the resources needed in three phases of energy service implementation, i.e., development, sales, and deployment. The results indicate a supply-side interest in providing energy services, with the major challenges being related to (a) intra-organizational issues such as a lack of strategic direction and intent and (b) a perceived lack of knowledge, interest, and trust on the part of potential energy service customers. The paper concludes with managerial and policy implications on how an increased focus and impact of energy service can be achieved among local and regional companies.  相似文献

Sudan is an agricultural country with fertile land, plenty of water resources, livestock, forestry resources and agricultural residues. An overview of the energy situation in Sudan is introduced with reference to the end uses and regional distribution. Energy sources are divided into two main types: conventional energy (biomass, petroleum products and electricity) and non-conventional energy (solar, wind, hydro, etc.). Sudan possesses a relatively high abundance of solar radiation, moderate wind speeds, hydro and biomass energy resources. Application of new and renewable sources of energy available in Sudan is now a major issue in strategic planning for alternatives to fossil fuels to provide part of local energy demand. Sudan is an important case study in the context of renewable energy. It has a long history of meeting its energy needs through renewables. Sudan’s renewables portfolio is broad and diverse, due in part to the country’s wide range of climates and landscapes. Like many of the African leaders in renewable energy utilisation, Sudan has a well-defined commitment to continue research, development and implementation of new technologies. Sustainable low-carbon energy scenarios for the new century emphasise the untapped potential of renewable resources. Rural areas of Sudan can benefit from this transition. The increased availability of reliable and efficient energy services stimulates new development alternatives. Renewable environmentally friendly energy must be encouraged, promoted, implemented and demonstrated, for use in the Republic of the Sudan.  相似文献

When considering renewable energy, Pacific Island Countries (PICs) focus on energy security and affordability as primary benefits. In Melanesia, access to modern energy services represents a major unfinished agenda. To that end, Pacific Energy Ministers have endorsed the Framework for Action on Energy Security in the Pacific (FAESP) in April 2011. The associated implementation plan (IPESP) was developed, however never formally endorsed. PICs have instead taken a pathway towards national energy transition roadmaps. This paper describes the current status of the energy sector in PICs, the main challenges and the barriers to the deployment of renewable energy and the role of international cooperation in accelerating deployment. In the context of this analysis, technology cooperation is treated as the sum of cooperation on “orgware”, software and hardware. These three dimensions are explored in the context of the Pacific energy sector, looking at how development finance (DF) is currently distributed among them. Looking at the key barriers identified and the areas where DF has been focused to date, this paper proposes a framework for removal of barriers to the deployment of renewable energy in the Pacific through more focused use of DF and technical cooperation. The framework identifies key goals, actors, activities, resources necessary and indicators to monitor progress.  相似文献

Renewable energy sources (RES) are being increasingly considered as key elements in future development strategies on a national, regional and local level. This paper discusses the methodological approach to local energy planning proposed by the authors and identifies the most important drivers for its application at the regional level. This approach is different to the previous ‘top-down’ or strategic assessments as seen many times in the past in Croatia and is expected to herald a new future for the local community ownership and ‘buy-in’ to renewable energy, resulting in the greater probability of individual project success where local stakeholder sympathy is retained. The implementation of the developed approach is demonstrated on Karlovac County (western Croatia), which has considerable potential for the utilisation of different RES. The main outcomes are described: approved Regional strategy for utilisation of renewable energy sources in the Karlovac County; number of individual projects identified, supported and launched; and a Regional energy agency created as the implementing body for future renewable energy projects.  相似文献

The production renewable energy is a promising sector for social enterprises located in the remote northern communities of Scotland. Community wind power offers a way to generate resources to be re-invested in local development purposes, such as community businesses, social services and infrastructure and communications. In this study, a regional input–output modelling is applied to the analysis of the socio-economic impacts of 11 wind farms of community-based social enterprises located in the Outer Hebrides, Shetland and Orkney. The results show significant socio-economic benefits of re-investing revenues for social purposes. For instance, strategic re-investments of revenues in local social services generate about tenfold additional employment and income impact compared with the impact of wind power production. Our socio-economic analyses find that community-based social enterprises are one promising solution for place-based regional development in the European northern periphery.  相似文献

Renewable energy has developed spectacularly in Spain since the European Union started a process of energy policy reform. A review of Spanish State legislation on renewable energies confirms that the success in installing renewable energy is attributable to public aid. Andalusia is one of the autonomous communities, which has simultaneously developed the legal framework and very successfully implemented the introduction of renewable power. When implementing the central government’s policy, the Andalusian regional government prioritised increases in both surface cover by wind and solar plants (thermal and photovoltaic energy) and in the number of companies involved. However, this development of renewable energies took place without any proper integration into regional spatial and landscape planning. This paper explores renewable power implementation in Andalusia through regulatory measures put in place over the last decade to develop renewable energy systems and the way they can be managed alongside planning issues. The location of large-scale renewable plants has had consequences for territory in the socio-political context of renewable energy promotion. The main findings focus on renewable energy plant sprawl throughout rural areas in Andalusia with no clear effect on landscape management and no firm backing from the local population.  相似文献

Designing and implementing a renewable energy policy involves political decisions and actors. Yet most research on renewable energy policies comparatively evaluates instruments from an economic or technical perspective. This paper presents a case study of Ontario’s feed-in tariff policies between 1997 and 2012 to analyze how the political process affects renewable energy policy design and implementation. Ontario’s policy, although initially successful, has met with increasing resistance over time. The case reveals key political tensions that arise during implementation. First, high-level support for a policy does not necessarily translate into widespread public support, particularly for local deployment. Second, the government often struggles under asymmetric information during price setting, which may weaken the policy’s legitimacy with the public due to higher costs. Third, there is an unacknowledged tension that governments must navigate between policy stability, to spur investment, and adaptive policymaking, to improve policy design. Fourth, when multiple jurisdictions pursue the same policies simultaneously, international political conflict over jobs and innovation may occur. These implementation tensions result from political choices during policy design and present underappreciated challenges to transforming the electricity system. Governments need to critically recognize the political dimension of renewable energy policies to secure sustained political support.  相似文献

It is usually mentioned that renewable energy sources (RES) have a large potential to contribute to the sustainable development of specific territories by providing them with a wide variety of socioeconomic benefits, including diversification of energy supply, enhanced regional and rural development opportunities, creation of a domestic industry and employment opportunities. The analysis of these benefits has usually been too general (i.e., mostly at the national level) and a focus on the regional and especially the local level has been lacking. This paper empirically analyses those benefits, by applying a conceptual and methodological framework previously developed by the authors to three renewable energy technologies in three different places in Spain. With the help of case studies, the paper shows that the contribution of RES to the economic and social dimensions of sustainable development might be significant. Particularly important is employment creation in these areas. Although, in absolute terms, the number of jobs created may not be high, it may be so with respect to the existing jobs in the areas considered. Socioeconomic benefits depend on several factors, and not only on the type of renewable energy, as has usually been mentioned. The specific socioeconomic features of the territories, including the productive structure of the area, the relationships between the stakeholders and the involvement of the local actors in the renewable energy project may play a relevant role in this regard. Furthermore, other local (socioeconomic) sustainability aspects beyond employment creation should be considered.  相似文献

Governments around the world try to stimulate the development and use of renewable energy technologies, like wind energy. While wind turbines are increasingly being implemented, however, a lack of social acceptance at the local level remains an important challenge for developers of wind power plants. This article aims to explore the relative importance of social and institutional conditions and their interdependencies in the operational process of planning wind power schemes. The article not only focuses on how negative local social conditions can frustrate public policy (cf. NIMBY syndrome), but also on how positive local social conditions can compensate for a negative public policy framework. We analyzed the cases of implementing wind power of two actors (the regional energy distributor and small private investors) in the municipality of Zeewolde, the Netherlands. Both cases illustrate that the formal institutional framework (formal rules, procedures and instruments) is neutral in a certain sense. Social conditions – management styles, interests and informal contacts – put meaning in this framework. The way stakeholders deal with the prevailing institutional structure clarifies social acceptance and therewith implementation.  相似文献

Saudi Arabia has enormous oil resources. At the same time, the Kingdom has other resources, notably solar energy that may figure in future supplies of electricity. In the past several years, considerable operational experience has been gained throughout the world in the implementation of renewable energy systems of types that would be relevant to the Kingdom. This paper reviews the nature of this experience and applies it in a quantitative assessment of the costs, savings, and environmental benefits of renewable energy conducted as a part of an electric utility integrated resource planning (IRP) project in the Kingdom. Integrated resource planning is an approach that systematically evaluates potential electricity supply and demand-side resources with the aim of developing a plan that provides energy services to customers at the least societal cost. The analysis summarized in this paper has shown that, when some of the non-market benefits of renewable energy are also included in the assessment of their overall costs and benefits, a supply expansion plan that includes wind and solar resources can provide energy services for the Kingdom at a lower societal cost than a “Business-as-usual” plan utilizing only fossil-fueled generating resources.  相似文献

This paper focuses on the critical actors (herein called Driving Actors) and their activities to promote sustainable energy policies and businesses in cases where renewable energy facilities are gradually installed in a local area by changes in lifestyle from one based on fossil fuels to a sustainable one. This paper aims to 1) evaluate activity to promote renewable energy in local community using analytical approaches as an iterative approach and stakeholder analysis, and 2) to propose an analytical framework for the RE implementation process and to describe the important roles of the Driving Actors. We investigated the case of Bizen city in Japan by participant observations. Consequently, Driving Actors are responsible for encouraging RE implementation in the local area. They coordinate and run the RE (Renewable Energy) program to gain experience and know-how as well as create a business scheme, which has business risk due to the absence of effective policies by the national government during the middle phase to promote local success of RE. If the national government implements effective policies to disseminate RE facilities during the middle phase, then the Takeoff phase is ascertained and existing big companies and financial organizations would begin to participate RE businesses. On the other hand, if the national government does not change its policy, Driving Actors must initiate a creative RE project using their expertise in the middle phase.  相似文献

In this study, a multistage interval-stochastic regional-scale energy model (MIS-REM) is developed for supporting electric power system (EPS) planning under uncertainty that is based on a multistage interval-stochastic integer linear programming method. The developed MIS-REM can deal with uncertainties expressed as both probability distributions and interval values existing in energy system planning problems. Moreover, it can reflect dynamic decisions for electricity generation schemes and capacity expansions through transactions at discrete points of a multiple representative scenario set over a multistage context. It can also analyze various energy-policy scenarios that are associated with economic penalties when the regulated targets are violated. A case study is provided for demonstrating the applicability of the developed model, where renewable and non-renewable energy resources, economic concerns, and environmental requirements are integrated into a systematic optimization process. The results obtained are helpful for supporting (a) adjustment or justification of allocation patterns of regional energy resources and services, (b) formulation of local policies regarding energy consumption, economic development, and energy structure, and (c) analysis of interactions among economic cost, environmental requirement, and energy-supply security.  相似文献

Based on a recent technical–economical analysis on the island of Pantelleria, a policy feasibility study for a complete upgrading of the energy system of this Mediterranean Island is carried out. Pantelleria, situated between Sicily and Africa, owns a large potential in terms of renewable energy resources, although there are some obstacles in turning it into a Near Zero Energy system. Starting from a deep energy system audit, the study proposes the project for a near zero energy island, through the efficient transformation of the different existing natural energy resources into electrical energy and heat: the solar, the wind-based and the geothermal systems. In this way, the island can be turned into an almost autonomous system. The main difficulties connected to the implementation of the project can be identified in the national energy policies as well as in the specific local situation, characterized by a strong private monopole on generation and distribution of electrical energy which has no incentive for supporting the costs connected to the energy requalification of the island. On the other hand, the local administrations, involved in the project through bottom-up European policies, do not have the cultural and economic tools to go on with the implementation.  相似文献

Renewable energy represents, approximately, only 10% of the final energy consumption for the Autonomous Community of La Rioja. Nevertheless great use is made of it, with a series of exceptional benefits such as: the decrease in external energy dependence; the boost to local and regional component manufacturing industries; the promotion of regional engineering and consulting services specialized in the use of renewable energy; the development of R&D; the decrease in impact from electricity production and transformation; the increase in the level of services for the rural population; the creation of employment; etc. [1], [2].To reach these favorable effects a series of actions are necessary, among which we should highlight the following: the creation of an appropriate climate for the development of R & D; training of technicians for the design, production and maintenance of equipment; motivation for setting up a new market; appropriate financing; fostering of appropriate technologies; practical demonstration of results; etc.With appropriate policies, the Autonomous Community of La Rioja could reach an approximate renewable energy use of more than 20% of final energy consumption over the next 11 years.  相似文献

One of the priorities of energy policies of the European Union (EU) is to generate 20% of EU's total energy consumption from renewable energy (RE) sources by 2020. The EU policy framework mainly emphasizes economical and technical aspects of RE sources, and promotes large scale projects. However the local implementation of RE EU policies can lead to spatial misfits if the policy implementation neglects the peculiarities of the place. It is important to understand the misfits and relationship between the EU RE policies and the local implementation process, as misfits can affect the policy implementation process and subsequently policy outcomes can be different from those intended, leading to inapt or inapplicable measures. This article presents findings of a qualitative in-depth study of Malta’s RE policy implementation. The paper shows that planning of central large-scale RE projects in Malta provokes land and marine use conflicts and can cause difficulties in implementation. The concerned key actors implement the policies according to their motivation, perception, and capacity, and the context in which they are embedded. Hence, both the EU RE policy framework and the national interaction process influence the implementation process, which can lead to spatial mismatches.  相似文献

With the increase in energy demand and the international drive to reduce carbon emission from fossil fuel, there has been a drive in many oil-rich countries to diversify their energy portfolio and resources. Libya is currently interested in utilising its renewable energy resources in order to reduce the financial and energy dependency on oil reserves. This paper investigates the current utilisation and the future of renewable energy in Libya. Interviews have been conducted with managers, consultants and decision makers from different government organisations including energy policy makers, energy generation companies and major energy consumers. The results indicate that Libya is rich in renewable energy resources but in urgent need of a more comprehensive energy strategy and detailed implementation including reasonable financial and educational investment in the renewable energy sector.  相似文献

Integration of New Member States to the European Union has created a new situation in the frame of implementation of the Lisbon strategy and EU Sustainable Development. The closure of Ignalina NPP is the biggest challenge to the energy sector development of the Baltic States. The Baltic States have quite limited own energy resources and in the Accession agreement with the EU Lithuania, Latvia and Estonia have verified their targets to increase the share of electricity produced from renewable energy sources (RES-E) by the year 2010. A wider use of renewable energy and increase of energy efficiency can make a valuable contribution to meeting the targets of sustainable development. The article presents a detailed overview of the present policies and measures implemented in the Baltic States, aiming to support the use of RES and the increase of energy efficiency. The review of possibilities to use the EU Structural Funds (SF) for the implementation of sustainable energy projects in the Baltic States was performed.The use of regional social–economic–environmental indicators is the main key to integrate sustainable energy development at the program deployment level. The indicators to be used should describe the contribution of energy programs to the sustainable development, medium- and long-term trends and inter-relationship between them and the typical energy indicators (saved toe, improved energy efficiency, percentage of RES). Municipalities may play a considerable role by promoting sustainable energy since local authorities are fulfilling their functions in the energy sector via a number of roles. The Netherlands’ example shows that municipalities may act as facilitators by implementing national environmental policy and increasing energy efficiency in an integral part of these activities. The guidelines for Lithuanian local sustainable energy development using the SF co-financing have been presented.  相似文献

Increasing negative effects of fossil fuel combustion on the environment in addition to limited stock have forced many countries to explore and change to environmentally friendly alternatives that are renewable to sustain the increasing energy demand. Changing to renewable sources and implementation of effective conservation measures would ensure sustainability. Currently, wind energy is one of the fastest developing renewable energy source technologies across the globe. Wind energy is an alternative clean energy source compared to fossil fuel, which pollute the lower layer of the atmosphere. It has the advantage of being harnessed on a local basis for application in rural and remote areas. In order to tap the potential of wind energy sources, there is a need to assess the availability of the resources spatially. Mapping potential sites for tapping wind energy in Karnataka (a federal State in India) is the focus of this study. The study employs the geographical information system (GIS) to map the wind energy resources of Karnataka state and analyse their variability considering spatial and seasonal aspects. Considering these, the present status of the potential is assessed and maps of locations suitable for tapping wind energy have been prepared. A spatial data base with data of wind velocities has been developed and used for evaluation of the theoretical potential through continuous monitoring and mapping of the wind resources. The study shows that the average wind velocity in Karnataka varies from 0.85 m/s in Bagalkote to 8.28 m/s in Chikkodi during the monsoon season. Chikkodi, in Belgaum district, has high wind velocity during the period May to September with a peak value of 9.18 m/s in July. Agroclimatic zone wise analysis shows that the northern dry zone and the central dry zone are ideally suited for harvesting wind energy for regional economic development.  相似文献

Turkey's demand for energy and electricity is increasing rapidly. Turkey is heavily dependent on expensive imported energy resources that place a big burden on the economy and air pollution is becoming a great environmental concern in the country. Turkey's energy production meets nearly 28% of its total primary energy consumption. As would be expected, the rapid expansion of energy production and consumption has brought with it a wide range of environmental issues at the local, regional and global levels. With respect to global environmental issues, Turkey's carbon dioxide (CO2) emissions have grown along with its energy consumption. States have played a leading role in protecting the environment by reducing emissions of greenhouse gases (GHGs). In this regard, renewable energy resources appear to be the one of the most efficient and effective solutions for clean and sustainable energy development in Turkey. Turkey presently has considerable renewable energy sources. The most important renewable sources are hydropower, biomass, geothermal, solar and wind. Turkey's geographical location has several advantages for extensive use of most of these renewable energy sources. Turkey has a great and ever-intensifying need for power and water supplies and they also have the greatest remaining hydro potential. Hydropower and especially small hydropower are emphasized as Turkey's renewable energy sources. Turkey's hydro electric potential can meet 33–46% of its electric energy demand in 2020 and this potential may easily and economically be developed. This paper presents a review of the potential and utilization of the renewable energy sources in Turkey.  相似文献

Island regions and isolated communities represent an understudied area of not only clean energy development but also of innovation. Caribbean states have for some time shown interest in developing a regional sustainable energy policy and in implementing measures which could help to protect its member states from volatile oil markets while promoting reliance on local resources. Here we examine four case studies of renewable energy advancements being made by public utility companies and independent energy companies in the Caribbean. We attempt to locate renewable energy advances in a broader historical framework of energy sector development, indicating a few policy lessons. We find that different degrees of regulatory and legislative sophistication have evolved in different islands. Islands should have specialized policy focus, contrasting the ad-hoc nature of current regional energy policy discussion. We also conduct a cost benefit analysis which shows that these early, innovative alternative energy projects show themselves to be both profitable and significant sources of emissions reduction and job creation. This lends support to the potential benefits of regional energy policy.  相似文献
